What is eCRAFT?
• The Electronic Copy Reporting and Financial Tracking tool (eCRAFT) is a post-award analysis and documentation system mandated by the Commander of Naval Undersea Warfare Center. – Use is mandated for all Naval Sea Systems Command
Surface and Undersea Warfare Centers. • eCRAFT provides for post award tracking and monitoring
of costs for service contracts. – This allows for consistent, integrated metrics that allow
senior leadership the ability to make informed decisions concerning service contracting use across all Warfare Centers.
STATEMENT A - Approved for Public Release; Distribution is unlimited.
Why is eCRAFT being implemented?
• Implementation will help ensure fidelity in tracking of costs, which protects both the contractor and the Government from potential mischarging and fraud.
• Utilization of eCRAFT fulfills the requirements of HQ G-2-0009 SUPPLEMENTAL INSTRUCTIONS REGARDING INVOICING (NAVSEA) (APR 2015) by producing output that can be used as the required attachment for invoice submission into iRAPT.
• Use will also standardize post award contract cost reporting across all Warfare Centers.
STATEMENT A - Approved for Public Release; Distribution is unlimited.
How will eCRAFT be implemented?
• eCRAFT standard text and instructions will be inserting into Section C of both upcoming and existing contracts.
• The standard text and instructions will direct contractors to begin using the eCRAFT system when invoicing for costs on applicable contracts.
• The eCRAFT text to be incorporated will also provide guidance as to which of the standard set of labor categories will apply to the specific contract in question. This “crosswalk” will be incorporated into the modification.
• The modification will be drafted and issued as bilateral.
STATEMENT A - Approved for Public Release; Distribution is unlimited.
eCRAFT Timeline
• Modifying existing contracts with eCRAFT and incorporating eCRAFT language into new procurements: Ongoing
• Estimated time frame for issuance of all modifications: End of January 2018.
