Dear Senators of the United States of America, 

(Estimados Senadores de los Estados Unidos de Norte América,) 

It is a well‐known fact that the Sandinista Government of Nicaragua has committed hundreds of 

Human  Rights  violations  and  heinous  crimes  against  humanity  with  complete  impunity.  The 

repression  is  so  harsh  that  holding  publicly  the  Nicaraguan  flag  is  considered  a  terrorist  act 

punishable with incarceration. Whereas in any country, such as ours, holding the American flag 

is an honor.  

(Es  un  hecho  bien  conocido  que  el Gobierno  sandinista  de Nicaragua  ha  cometido  cientos  de 

violaciones  a  los  derechos  humanos  y  crímenes  de  lesa  humanidad  con  total  impunidad.  La 

represión  es  tan  dura  que  izar  públicamente  la  bandera  de  Nicaragua  es  considero  un  acto 

terrorista castigado con encarcelamiento. Mientras que en cualquier otro país, como el nuestro, 

izar la bandera americana es un honor.) 

Dictators Ortega‐Murillo have a super‐majority in the National Assembly, which enables them to 

change  any  Law,  including  the  Constitution,  at  will  to  serve  its  purposes,  cracking  down  on 

anyone who  hints  even  the  least  amount  of  discontent  against  the  ruling  party.  The  Ortega 

Regime, through its totalitarian power, has and continues to eradicate its peaceful opponents 

using  extreme  force,  torture,  intimidation  and  isolation  from  society  to  those who  voice  any 

discontent against his tyrant government.  

(Los  dictadores  Ortega‐Murillo  tienen  supremacía  en  la  Asamblea  Nacional,  que  les  permite 

cambiar cualquier Ley, incluida la Constitución, a voluntad para servir sus propósitos, reprimiendo 

a  cualquiera que  insinúe en  lo mínimo descontento  contra el  partido gobernante.  El Régimen 

Ortega,  a  través  de  su  poder  totalitario,  ha  erradicado  y  sigue  erradicando  a  sus  opositores 

pacíficos utilizando la fuerza extrema, la tortura, la intimidación y el aislamiento de la sociedad a 

quienes expresan cualquier descontento contra su gobierno tirano.) 

We have seen hundreds of horrible crimes that, today still, remain unpunished such as:  

(Hemos visto cientos de crímenes horribles que, hoy en día todavía, permanecen impunes como:) 

 

Alvarito Conrado, who was a senior high school student and was shot twice by a sniper 

when he was handing out water to university students that were peacefully protesting 

against the government. One of the shots penetrated his throat making it difficult for him 

to breathe and he bled to death because he was denied medical care in the hospital.  In 

Nicaragua,  it  is  a  crime  to  give water  to  protesters.  Recently  the National  Police  held 

hostage a group of mothers of prisoners and Father Edwin Roman in a church where they 

were holding a hunger strike and those bringing water to them were arrested on the spot.  

(Alvarito Conrado, que era un estudiante de secundaria que fue baleado dos veces por un 

francotirador  cuando  estaba  repartiendo  agua  a  estudiantes  universitarios  que 

protestaban  pacíficamente  contra  el  gobierno.  Uno  de  los  disparos  le  penetró  en  la 

garganta dificultando la respiración y se desangró porque se le negó la atención médica 

en el hospital.  En Nicaragua, es un crimen dar agua a los manifestantes. Recientemente 

la Policía Nacional tuvo como rehenes a un grupo de madres de prisioneros y al padre 

Edwin Roman en una iglesia donde estaban llevando a cabo una huelga de hambre y los 

que les traían agua fueron arrestados en el acto.) 

The assassination of Tyler Lorio (14 months old) who was shot by a sniper in the arms of 

his father for no reason;  

(El asesinato de Tyler Lorio (14 meses de edad) que fue disparado por un francotirador en 

los brazos de su padre sin razón.) 

Also,  the  case  of  the  Velazques  family  who  were  burned  alive  by  the  police  and 

paramilitaries  for  refusing  to grant access  to  their  two‐story house  to allow snipers  to 

target peaceful protesters.  

(Además,  el  caso  de  la  familia  Velázques  que  fueron  quemados  vivos  por  la  policía  y  

paramilitares por negarse a conceder acceso a su casa de dos pisos para permitir que los 

francotiradores atacaran a manifestantes pacíficos.) 

Recently  the  case  of  the  Reyes  Alfonso  family  is  a  testimony  that  the  Regime  has  an 

ongoing agenda to repress and demoralize the opposition. The entire family was brutally 

aggressed  by  the  National  Police  who  entered  their  home  without  judicial  cause  or 

reason. To make an example, they were taken out of their home and beaten in front of 

all the neighborhood and then were forced to record videos stating that they will never 

take part to oppose the Regime.  

(Recientemente el caso de la familia Reyes Alfonso es un testimonio de que el Régimen 

tiene una agenda continua para reprimir y desmoralizar a la oposición. Toda la familia fue 

brutalmente agraviada por la Policía Nacional que entró en su casa sin causa judicial ni 

razón. Haciendo un ejemplo de ellos, fueron sacados de su casa y golpeados frente a todo 

el vecindario y luego se vieron obligados a grabar videos indicando que nunca participarán 

para oponerse al Régimen.) 

The assassination of Eddy Antonio Montes, a US Citizen and Navy Veteran Officer while 

held in prison for nonviolent protest against the government on May 16th, 2019;

Marina mientras estaba en prisión por protesta sin violencia contra el gobierno el día 16 

mayo de2019) 

American citizen Ariana Enid Martinez assassinated in cold blood on September 30th, 2019  

(La ciudadana estadounidense Ariana Enid Martínez fue asesinada a sangre fría el día 30 

de septiembre de2019) 

The illegal imprisonment of 26 years old, US citizen, born in Georgia, Marcos Noel Novoa 

who suffered 8 days of brutal torture at the hands of the Nicaraguan National Police, Army 

paramilitaries and Cuban mercenaries which included electrocution, rape and senseless 

beatings. 

(El  encarcelamiento  ilegal  de  Marcos  Noel  Novoa  de  26  años  de  edad,  ciudadano 

estadounidense,  nacido  en Georgia,  que  sufrió  8 días de  tortura brutal  a manos de  la 

Policía  Nacional  de  Nicaragua,  paramilitares  del  Ejército  y  mercenarios  cubanos.  Las 

torturas fueron por medio de electrocución, violación y Golpes.) 

Our AMERICAN Citizens have not received any justice yet! 

(¡Nuestros ciudadanos americanos aún no han recibido justicia!) 

These cases are not the only ones exemplifying the suffering from these brutal tortures, there 

have been hundreds of children, man and women that have faced this fate who have nobody to 

advocate on their behalf.  

(Estos casos no son los únicos que ejemplifican el sufrimiento de estas brutales torturas, ha habido

cientos de niños, hombres y mujeres que se han enfrentado a este destino que no tienen a nadie

que los defienda.)

How long are we going to let this continue? Hundreds of people have disappeared to never been

seen again, hundreds have been assassinated, tortured and damaged for life. These abuses

perpetrated by the Ortega Regime remain unpunished and will remain unpunished if we do not do

anything against it. This is an outrage and justice must be served.

(¿Cuánto tiempo vamos a dejar que esto continúe? Cientos de personas han desaparecido para

no volver a ser vistas, cientos han sido asesinados, torturados y dañados de por vida. Estos abusos

perpetrados por el Régimen de Ortega permanecen impunes y quedarán impunes si no hacemos

nada en contra de él. Esto es un ultraje y hay que hacer justicia.)

Furthermore,  the  Sandinista  regime  for  years  has  been  the  epicenter  of  money  laundering, 

international organized crime and illicit business between the ruling party and some prominent 

Nicaraguan families, the Ortega family and notable drug cartels that affect the interests of the 

United  States.  Further destabilizing peace  in Central America  and  the  region,  the Nicaraguan 

Regime has heavily recruited Cuban and Venezuelan mercenaries to train and reinforce the ranks 

of the Nicaraguan Army and execute all the cold‐blooded assassinations against the people of 

Nicaragua. The experience of despotism is exasperating for the people of Nicaragua leaving no 

choice to the poor persecuted class to migrate to neighboring Countries  including The United 

States. On behalf of all the oppressed people of Nicaragua we would like to ask the Distinguished 

Members of the Senate to act now and enforce all enacted sanctions:  Nica Act, Magnitsky, and 

Executive Order #13851 to: 

(Además, el régimen sandinista durante años ha sido el epicentro del lavado de dinero, el crimen 

organizado  internacional y  los negocios  ilícitos entre el partido gobernante y algunas  familias 

prominentes  de Nicaragua,  la  familia Ortega  y  notables  cárteles  de  la  droga  que  afectan  los 

intereses de los Estados Unidos. Desestabilizando aún más la paz en Centroamérica y la región, el 

régimen de Nicaragua ha reclutado mercenarios cubanos y venezolanos para entrenar y reforzar 

las filas del Ejército de Nicaragua y ejecutar todos los asesinatos a sangre fría contra el pueblo de 

Nicaragua. La experiencia del despotismo es exasperante para el pueblo de Nicaragua, que no ha 

dejado ninguna opción para la clase perseguida y pobre de emigrar a países vecinos, incluyendo 

a los Estados Unidos. En nombre de todo el pueblo oprimido de Nicaragua, queremos pedir a los 

Distinguidos Miembros del Senado que actúen ahora y apliquen todas las sanciones promulgadas: 

Nica Act, Magnitsky y Executive Order #13851 a)

Rango.) 

Members of the Private Banking and Business Sector who have actively engage in drug 

money  laundering  along  with  the  dictator  to  benefit  themselves  and  are  now 

masquerading a false opposition with the sole purpose to perpetuate Ortega in power.   

(Miembros  del  Sector  Bancario  y  Empresarial  Privado  que  se  han  encargado  de  lavar 

dinero  de  drogas  junto  con  el  dictador  para  beneficiarse  a  sí  mismos  y  ahora  están 

haciendo una falsa oposición con el único propósito de perpetuar a Ortega en el poder.) 

Don't forget that Nicaragua is a member of the TROICA created by Fidel Castro in the Foro 

of Sao Paolo, and we, The United States of America are their main target. 

(No olvidemos que Nicaragua es miembro del TROICA creado por Fidel Castro en el Foro 

de Sao Paolo, y nosotros, los Estados Unidos de América somos su principal objetivo.)
