Dear Parents,

The staff and faculty of Clifton Park Elementary School welcome you and your child. We are looking forward to a wonderful year full of academic success. We hope this handbook will provide the information you need to have a successful year. However, should you have questions not answered by the handbook, please call us at 336-1580.

We want to extend to you an open invitation to visit our school. We encourage you to visit often and volunteer as much as your schedule allows. Please complete the Criminal Background form required for volunteers. Classroom visits and conferences can be scheduled by contacting the teacher by note or calling the school office at 336-1580 to schedule a day and time. Being involved with school activities and helping with homework help to increase student success.

Please let us know if your child has any problems or needs special assistance. We will do our best to provide the most appropriate learning and growing atmosphere for every child each day so that he/she feels loved and nurtured.

The first day of school is very difficult for some students. Here are a few things that can help make it easier.

1. On the first day of school, teachers with their name signs, will be outside on the south-end of the building (facing Red Lobster) to pick up their students.

2. Make sure your child understands what they are to do after school before going to school each day. You should make the teacher aware of the arrangement (such as ride the bus, wait for a babysitter or day care bus, etc.) in writing. Calling the office to relay a message is okay in emergencies cases only, as it disrupts classroom instruction. Once students are dismissed, they are to go home immediately. No students should be on campus after 3:40 pm unless he/she is in tutoring, detention hall, or other school related activities. The YMCA provides Latchkey for students who cannot be picked up at 3:35 pm. Please call 634-5445 or 634-4020 to inquire about costs and procedures to enroll your child.

3. Please make sure the front office has current parent telephone numbers and also emergency contact numbers if we are unable to contact you. Our school utilizes a Connect Ed communications system to inform parents of important school events.

4. If your child is in 1-5 grade, please go to the front office to register for home access center so that you will have an opportunity to view your child’s grades.

All of us at Clifton Park wish you and your child a great year. We look forward to working together.

Sincerely yours,

Catherine SnyderPrincipal

Attendance of Students

Regular, prompt attendance is critical for student success; please see the schedule. If your child is going to be absent, please call 336-1580 as soon as you know. If you haven’t called by 8:00 am, we will call you to verify the absence. An official record of each student’s attendance is required by state law. After five unexcused absences an initial warning letter will be sent home and after nine the final warning letter will be sent. If absences do not improve, parents can be taken to court and a fine could occur. For students in grades three through five, please make sure that vacations do not occur as this impacts their learning for state assessments from the months of February through May. Examples include missing the bus, shopping, baby-sitting younger siblings, visiting relatives, vacations, moving, or extended holidays, etc. The reason for an absence must be stated in writing and signed by the parent or guardian. In your note, please include the following: student’s full name; date of absence; full explanation of absence; teacher’s name; and parent’s signature. Notes about absences must be received in the school office within five days of the student’s return to school. If a note is NOT received within five days, the absence becomes UNEXCUSED. Medical verification may be required. Attendance is taken each morning at 10:00 am. Students who are present at that time are counted present for the entire day. EXCEPTION: If a student returns to school following a visit to a doctor and brings a doctor’s note, the student will be counted present for the day. All work missed during the time the student is away from school must be

are escorted to the blacktop out back, rain or shine. Once students are dismissed, they are to go home immediately and not linger on the playground.

*After School Dismissal

Students are dismissed at 3:35 pm (tutoring may extend beyond this time). Parents are to pick up their children by 3:45 pm. After 3:45 pm, the students will be taken inside to the teacher’s classroom and parents will be contacted. Parents must sign their student out at the front office with a photo identification. Parents should make arrangements for students to leave campus at this time or to be enrolled in the Latchkey program. Be sure the teacher knows the after school arrangements for your child. Teachers need to be informed in writing of any after school changes. Every day parents need to bring a photo identification when they pick up their child. A substitute or aide may be dismissing the class and a photo identification is required. The YMCA Latchkey program is provided for students who cannot be picked up at 3:35 pm (254-634-5445 or254- 634-4020.)

Background CheckIf you wish to volunteer in classrooms or go on field trips, you must have an approved criminal history check three weeks in advance of the classroom field trip. This form is available at the KISD website.

Bicycles

Students may ride bicycles to school. For safety reasons, however, they may not ride them on the school campus. Students doing this will lose the privilege of bringing their bicycles to school. Bicycle racks are provided for storage during the day. Be sure your child has a bicycle chain and lock. The school will not be responsible for lost or stolen bicycles.

Buses

Riding the bus is a privilege that the Killeen Independent School District allows its students. Students are expected to behave properly on the bus. Our first concern is the safety of your children. Students who consistently abuse this privilege may be suspended from riding the bus. For a complete list of rules, see “Bus Rider Rules & Regulations” in the KISD Information Section of this handbook.

If your children would normally ride the bus and you wish them to be picked up by you or someone else, please write a note to the classroom teacher informing them of the change. UNLESS A STUDENT HAS A NOTE FROM PARENTS, HE/SHE WILL RIDE THE BUS AS USUAL. Bus transportation can only be provided from the student’s home to school and back to the student’s home. Therefore, students cannot be bused to childcare providers. In addition, students are not allowed to ride the bus home with someone else for convenience (such as sleepovers or parties). Transfer students do not qualify for bus transportation.

Cafeteria

Students are expected to obey rules and procedures so that all children may enjoy eating in a pleasant environment. Parents are welcome to join their child for lunch beginning the second week in September after signing in at the office with their photo identification and obtaining a visitor’s badge. Keep in mind that on certain days our lunch schedule changes; your child may go to lunch at a different time on these days. On certain STAAR testing days parents will not be allowed to eat with their child.

All students must be in line by 7:50 am to receive breakfast. Breakfast is served from 7:30 to 7:55 am. Clifton Park is part of the Community Eligibility Provision Program for the 2018-2019 school year. All students receive a free breakfast and free lunch.

Cell Phones

Many elementary students now carry cell phones for purposes of safety. We respect the need to do so, but all students must adhere to KISD policy regarding cell phones which states the phone must be turned off and remain out of sight during the school day. Students violating this policy will have their cell phone confiscated to be retrieved by a parent and if persistent, may receive a written referral. The school will not be responsible for lost or stolen cell phones.

Clinic – Medical Issues

* Clinic Visits: Students needing to be seen in the clinic will require a clinic pass. A teacher/staff member will complete a clinic pass on all students sent to the clinic. The teacher/staff member will annotate the reason for sending the student to the clinic. The clinic will document all care that your child receives.

Procedures for Students with Wet/Soiled Clothing

*General Information: We expect all PK, K, 1st, and CASD students should be able to go to the restroom during the school day without incident or assistance. Please send your child in clothing that they can easily and quickly remove in the restroom. Parents of all PK, K, 1st, and CASD students must bring an extra set of clothing to be kept in the child’s backpack/locker. At the change of season, the clothing should be sent home to be replaced with season-appropriate clothing. Please discuss with your child the need to tell the staff when they need to use the restroom as soon as they feel the urge to go especially during lunch time and specials. Please make sure we have current phone numbers to contact you in case of an accident that the student may need your assistance with if they are unable to complete the task alone.

Wet Soil Policy Per District Policy VII-V, page 1-2General Information:

The district procedure for wet or soiled clothing should be included in the campus section of the student handbook.

Parents of all PK and K students must provide an extra set of clothing (to include shirt, shorts, pants, underwear, socks and shoes) labeled with the child’s name in a grocery sack or Ziploc bag. The clothing will be stored in the classroom. At the change of seasons, the clothing should be sent home to be replaced by season-appropriate clothing.

If a child is unable to change his/her own clothing, the parent will be required to come to the schools to change the student’s clothing.

Before assisting any child with zippers, buttons, clasps or belts, permission from the child will be obtained.

The school will not provide clothing for any student. The parent must provide all changes of clothing.

If a child appears ill (no energy, pale, stomach cramps) and has diarrhea (liquid stool), they will be sent to the clinic for evaluation.

Wet Clothing PK3 – 5 th Grade The teacher will allow the student to change their wet clothes in the

classroom restroom. The teacher will notify the parent. The teacher will send the wet clothes home in the bag that was provided by the parent for the dry clothes.

If the classroom doesn’t have a restroom, a staff member can accompany the student to the restroom where the student will change his/her clothes in the restroom.

If the child has wet his/her clothes, he or she will clean themselves with wipes, change their clothes, place their clothes in a bag and wash their hands before returning to the learning environment.

Most students should be able to change wet clothing by themselves. However, if the child needs assistance with zippers, buttons, belts or clasps, a staff person can assist with a minimal task, and then allow the child to remove the clothing by himself/herself.

The child cannot be sent home on the bus or to after school day care with wet clothing.

Soiled Clothing PK3 – 5 th Grade If the child has soiled his/her clothes, the parent will be called

immediately and required to come and take care of the child’s personal needs as soon as possible. The child will await the parent in a campus designated area (not to include the clinic) and be given the option to stand until the parent arrives.

The parent may take the child home to properly clean the child. The parent may return the student back to school once he/she is in clean clothes.

The child cannot be sent home on the bus or to after school day care with soiled clothing.

Students Who Are in Transition The student is to wear pull-ups instead of diapers.

The parent is to send extra pull-ups, wipes, a change of clothes and grocery bags (to send wet clothes home in) labeled with the child’s name.

The procedures for wet/soiled pull-ups will be in accordance with the procedures for wet/soiled clothing listed above.

* Medication: All medication must be given in the clinic. Students are not permitted to carry any medications, including cough medication, medicated creams, medicated eye drops, etc. Inhalers are an exception to the policy only if a physician’s permit is completed and on file with the clinic stating the child is able to carry and self-administer the inhaler. For the complete KISD medication policy, please see the district section of this handbook.

Classroom Rules

Classroom teacher expectations are approved by the principal and must be followed by all students in that classroom. At two discipline referrals for a serious offense parents will come for a conference and interventions will be put in place to improve behavior. Upon the fourth discipline referral for a serious offense a student may be placed on a campus probation contract.

The K.I.S.D. Student Code of Conduct states that a campus may impose “campus probation” on a student as a consequence for the student’s behavior. The term “campus probation” will be used most frequently as a last resort measure to correct a student’s behavior. However, it may be imposed after only one student code of conduct violation of a more serious nature.

The contract between the student and the campus will represent an acknowledgement that it is understood by the student that upon the next violation of the student code of conduct the administrator will have cause to call for a campus level hearing. The administrator will then proceed with a due process hearing to consider placing the student in the K.I.S.D. Alternative Education Program.

Basic Classroom Expectations (May change according to grade level)1. Listen and follow directions of all staff members.2. Keep hands, feet, and objects to oneself.3. Be in your seats, with your materials ready, focused on completing your

work.4. Be respectful of others (no teasing, bullying, or rude gestures) and their

property.

Basic Learning Choices (May change according to grade level)1. Reminder (Verbal/Non-verbal)2. Refocus area in the classroom 3. Sent to Buddy Room/Recovery (See Campus Management Plan for

explanation)4. Communicate with parent through phone call, or parent conference 5. Office referral

Severe ClauseFor a serious disruption such as fighting, destroying property, refusing to work, or for serious defiance, your child will be sent to the principal with a discipline referral. Severe behavior calls for immediate removal from the classroom as the safety of the learning environment is jeopardized. Saturday DetentionStudents in grades 3-5 may receive Saturday Detention upon receiving a referral for a serious offense.

Cheating

Cheating or copying work of other students is not acceptable behavior. A discipline referral may occur.

CommunicationGood communication between home and school is a vital part of your child’s academic success. To assist in this communication all students have daily planners that go home. Please initial or sign the planner/calendar daily and throughout the year. Teachers have various ways of keeping lines of communication open with parents to include planners, weekly or monthly newletters, Parent Connect, teacher websites and calendars. Parents are encouraged to stay informed of student grades for students in grades 1-5 through Home Access Center at www.killeenisd.org. Teachers will update grades online weekly.

Contacting Students and Visiting

All visitors to our school must report to the office upon entering the building. A visitor’s pass is required for access to hallways and classrooms. With our Smart Check 3 system, all drivers licenses will be swiped before access to hallways or classrooms. Even when checking out their child, identification is required at all times. Please return the visitor’s pass before leaving the building. On bad weather days student counsel members will escort Prek and Kindergarten students to their classrooms in the morning. Students in grades 1-5 will walk to their supervised area.

We have an open door policy.  However, when parents come in they must sign in through the office. Parents are allowed to visit the classrooms for up to thirty minutes. If they want to observe the classroom, parents will be asked to fill out a classroom observation form one day before the scheduled observation and this form will be signed by administration. If you are there to observe, you may not interrupt instruction or talk with the teacher or child. If parents are there to visit or volunteer, they are to follow teacher instructions. If they want access to the classroom, we will ask if it is for a visit or observation.  If you need to speak to your

Parents have access to KISD’s Student Code of Conduct on the KISD website at www.killeenisd.org <http://www.killeenisd.org/> . You will be asked to sign and return a card indicating that you have knowledge of our code of conduct.

In addition to the district plan, each campus has its own set of school expectations. Your child’s teacher will send a copy of the discipline management plan to you for you and your student to sign. We believe that our approach to discipline encourages good behavior and improves the learning environment for all our students.

Clifton Park’s Campus Wide Plan for Student Management

Our campus follows the Discipline Management Framework. Our Campus Conduct Committee has implemented the following procedures for the cafeteria, hallway, restrooms and playground. In order to provide a safe and orderly learning environment each classroom teacher will implement a discipline management plan outlining their classroom expectation. The following basic rules are applicable to all students. These may be modified according to the grade level. Please refer to the section under “Classroom Rules.”

For internet safety, please refer to the section under “Internet Safety”.

Restorative Discipline Practices

At Clifton Park, teachers and staff strive to create a culture of mutual respect and compassion. In our search to find practices that help students learn to interact with each other appropriately, we discovered something called “Restorative Discipline”.

What is Restorative Discipline?

Restorative Discipline is a whole school relational approach to building school climate and addressing student behavior that fosters belonging over exclusion, social engagement over control, and meaningful accountability over punishment.  Its practices replace fear, uncertainty, and punishment as motivators with belonging, connectedness and the willingness to change because people matter to each other.

Evaluations of existing programs show improved relationships on campus, increased student accountability, and dramatic reductions in disciplinary rates.

What does it look like?

Teachers will often utilize “circles” in their classrooms, which is the practice of having students form a circle and participate in meaningful discussions about various topics. By having students and teachers in the circle, all members are equally important to the conversation. Topics can be academic, but are more often social in nature. Teachers present a topic – such as “what does the word ‘perseverance’ mean to

you?” or “what is one word that describes your personality?” that allow students to learn about each other.

As circles are conducted throughout the year, a classroom culture of respect and acceptance is established. Students begin to embrace each other, despite differences, and are less likely to participate in bullying behaviors. When harm has been done, “restorative circles” are utilized, by the teacher and/or administrative staff, to work through what happened and to allow all parties involved (sometimes only a few students, other times a whole class) to come away from the situation with the relationship restored and intact. Embedding the practices of Restorative Discipline takes time, and the teachers and staff of Clifton Park are committed to this endeavor.

For more information on Restorative Discipline practices in Texas, visit TEA’s website at https://tea.texas.gov/Restorative_Discipline/.

Clifton Park staff is excited for another fun filled year of learning. We have a positive school culture where teachers love to teach and students love to learn. We have chosen to use Restorative Discipline techniques to reinforce this in our school

In addition, we will continue to use the Recovery process: This technique is designed to preserve the classroom learning environment when students become disruptive and don’t respond to other techniques. Each alternative setting merely represents a place where a student can go temporarily with the goal of eliminating the disruption…so that you can continue teaching.

Cafeteria and Lunchroom Rules:Students are expected to obey rules and procedures so that children may enjoy eating in a pleasant environment. An instructional aide is assigned to the classes in the cafeteria. These instructional aides watch the children each day. The students have ten minutes of no talking to allow them to eat their lunch, and then the students are allowed to talk after their ten minutes. After twenty minutes, our crossing guards or instructional aides walk the students outside to the playground where instructional aides and crossing guards monitor the students.

Use Good Table Manners 1. Start eating after everyone has been seated. 2. Speak softly.

3. Be respectful. 4. Do not share food. 5. Keep hands and feet to yourself.

Consequences1. First warning, verbal reminder2. Student moves to recovery area in back of cafeteria3. Second warning, loss of recess and notify teacher4. Referral to principal/parent contact

The Campus Conduct Committee with approval from the staff has implemented Check Four procedures: 1. Eyes forward. 2. Feet forward. 3. Mouths close. 4. Hands behind the back whenever in the hallway. Each teacher also has a Check 4 poster in their room to remind students of the expectations before they enter the hallway. In the hallway, we also have a check mark with the number 4 beside it at various stopping points in the hallway to visually remind the students of hallway expectations.

Restrooms:Teachers take students to the restroom as a class and students are allowed to use the restroom on their own. Check 4 procedures are still in place. Students in preKindergarten, kindergarten, and first go to the restroom in their classrooms. Students in grades 1-5 go alone.

Outside Playground:Students are allowed to play on the playground before school each day. They are supervised by the instructional aides who have an assigned area each day. The aides also wear orange vests to help students identify them. One teachers is at the front of the school each morning at 7:30 am to assist students as they enter the building. Teachers send students to the playground or to the cafeteria for breakfast. We have playground rules that were established by our Campus Conduct Committee. These rules are posted for students to see in the classroom and by the doors leading to the playground. Our Clifton Park playground rules are:

1. Slide on your bottom- Feet First2. Swing on your bottom- Front to Back, No twisting/sideways3. No climbing up the slide- Use the stairs4. Do not jump off the equipment5. Hands to yourself- No TAG6. What’s on the ground stays on the ground7. Do not run between/behind swings8. Students in grade 3-5 are allowed to bring balls from hom in the morning to use

on the grassy field areas. The school is not responsible for lost, stolen, or damaged balls.

Dress Code

Students will follow the student dress code for KISD (see current dress code in district code of conduct). Keep in mind that around age 10, some students start to mature physically. Your help in assuring proper hygiene and attire will help ease this transition for your child. Here are a few things to keep in mind that are important for all students. Shorts or skirts must be no more than 4 inches above the front and back of the knee. Shirts must be sized accordingly and not more than 1 size too big. Shirts should not be more than 6 inches below the waist for boys. Shirts must cover the chest and stomach area for girls (If they raise their hands, no skin should be showing.) No extra long athletic jerseys. If girls wear leggings, they should have a top that is no more than 4 inches above the knee in the front and the back. Pants should not be too tight and if pants are not at the waist the girls must be able to sit without exposing any skin in the front or back. For males, no sagging of

Click on the “Parent and Student” tab on the main web page. Click on “Parent Connection” link and follow the steps in the “Quick Start Guide.”

The district grade book policy states:“A student shall be permitted one opportunity to redo any assignment or retake any test for which the student received a failing grade. The student or parent must request the additional opportunity within 10 days of the grade being posted in the grade book. Campuses may determine additional and more specific criteria.”

Students at Clifton Park may redo a formative assignment with a failing grade when written request is received by the teacher, but will not be allowed to redo a summative assignment. Grades should be an accurate reflection of the work the students are capable of doing. The highest grade given for a redo assignment will be a 70.

Safety

Safety is a number one priority at Clifton Park. When entering the building all visitors to our school are required to report to the office and sign in through our Smart Check 3 system with their drivers license and obtain a visitor’s badge. Persons seen without either of these badges will be stopped and escorted to the office.

Once children are inside the building, the gates around the perimeter of the building are locked.

At no time are parents or visitors permitted to enter through the side or back doors. All parents or visitors must enter through the front doors and obtain a visitors badge after providing photo identification.

Safety drills are mandated each month. Severe weather and shelter in place drills will be held at least once a year. Stealing

Stealing, extortion, or coercion of any individual through the use of threat or force is not allowed. A discipline referral may occur; these are considered a serious offense according to the K.I.S.D. Student Code of Conduct.

Tardies

As stated in our district Student Code of Conduct upon the fourth tardy an office referral will be made. Lunch detention will be assigned for students who are late after 8:00 a.m. in all grades on the fourth and fifth tardy during a nine-week’s period. Saturday detention will be assigned for the sixth and subsequent tardies for grades 3rd, 4th, and 5th in a nine-week period.  For students in pre-k through 1st, the counselor will work with parents to implement a plan to assist students in arriving on time. Volunteers

There are many ways that you can be helpful in your child’s school. Listening to children read, tutoring children, recording books, making manipulatives, helping with bulletin boards, shelving books in the library, or helping monitor the cafeteria are just a few of the areas in which volunteer help is needed. Your interest and involvement are always appreciated. If you would like to serve as a volunteer, please visit the KISD homepage website for the application. It is on the left in the blue bar at the bottom. Volunteers are to arrive at school no earlier than 8:00 am each day. All volunteers must complete the KISD criminal history consent form and be approved before volunteering or accompanying classes on field trips. Please allow at least 3 weeks before a field trip for this to be processed.

Clifton Park Elementary School

Clifton Park Elementary School’s Title IParent and Family Engagement Policy

2018-2019 School Year

Clifton Park is a neighborhood school that was established in 1964. Many generations of families have attended Clifton Park. We strive to continue to maintain an atmosphere where parents and children feel welcomed, valued, and safe.

We encourage parents to contact their child’s teacher first when there is a concern. Parents should also feel comfortable to contact the principals if there is no resolution to the problem. There is nothing we cannot work out together for the good of the child.

Education is most successful when there is a strong relationship and communication between the home and school, therefore Clifton Park pledges to offer parents multiple opportunities to be involved. Here are some of those opportunities:

Annual Meeting –We will provide parents with information about Title I guidelines, our campus strategies from the Campus Improvement Plan, the written parent involvement policy and the Home-School Compact at the annual Public Hearing. Parents will have the opportunity to view the documents and make suggestions for any changes needed.

Adults who do not have the opportunity to attend the volunteer orientation in August will have the opportunity to attend training as needed. Please contact Linda Gardner, the volunteer coordinator. All volunteers must have a background check completed and verified when volunteering in any school activity or field trip. This should be completed a minimum of three weeks prior to volunteering.
