Dear Parents and Community Members,
Welcome to the 2018 – 19 school year. I am pleased to share that last year was marked by extraordinary accomplishments by our students, teachers, and leadership team. U.S. News & World Report recognized Harrison High School as a gold level school – its highest designation, and while we are pleased with that accomplishment, we are far more pleased that more and more of our students are succeeding at the highest levels of academic rigor. Our seniors continue successful admission to the most prestigious colleges. 91% of the senior class took at least one International Baccalaureate or Advanced Placement Course. Several athletes earned scholarships to Division I and III schools, and the New York State Public High School Athletic Association recognized our high school as a School of Excellence for the scholarship of our ath-letic teams. More students than ever participated in the Regeneron Science Competitions. Chanha Kim and Brian Siegel were named Regeneron Science Talent Search Semi-Finalists! The talent search is the nation’s oldest and most prestigious science and math competition for high school seniors. Our musical production was once again recognized regionally for excellence. Two years ago the community supported a facilities bond to improve our schools. The bond has provided additional instructional space in four of our schools, and needed infrastructure repairs and upgrades to all six. We are excited to reduce our carbon footprint and energy costs by enhancing energy efficiency in all of our buildings. One of the most noticeable projects was the development of the LMK athletic field. Our middle school now has a new athletic field that includes a lighted track, and a turf field for use by our school and town recreation teams. We have also completed the expansion of the Harrison Avenue School Cafeteria, and four new classrooms will be completed by late fall. The high school has a new guidance wing, and late fall will see the completion of eight new classrooms. Parsons School will receive a two-story addition that includes four new classrooms, cafeteria, and an elevator. These renovations support growing enrollment, and improving accessibility. The final project will begin in June; it entails the complete renovation of the exterior of the middle school replacing decaying exterior, improving accessibility, and energy efficiency.
Your support provides extraordinary opportunities for our students to develop their unique tal-ents and capacities. The calendar serves as a guide and our invitation to experience the impact of that support on the lives of Harrison’s children and adolescents. It is a source of practical infor-mation about school registration, emergency communication, and important contact information.

I encourage you to use the web-based calendar to plan your attendance at one of our many exciting and impressive student presentations, performances, athletic events and school functions. We invite parents and community members to observe our students grow academically, athletically, artistically, and personally.
The Board and I deeply appreciate the consistent community support of the ambitions and aspira-tions of its children. Your generosity is a source of inspiration for teachers, administrators, and sup-port staff and it empowers the dreams of thousands of children. Your commitment ensures op-portunities for every child to receive a rigorous and enriching education. As I enter my 17th year as superintendent, I remain humbled, privileged and inspired to lead a public school system in a community deeply committed to preparing all of its children for fulfilling and successful lives.
While the financial support of our schools provides enormous benefit; the greatest evidence of our strength as a community is the unanimity of support for our students.

SCHOOL ELECTION DISTRICTS/VOTING QUALIFICATIONS There are four separate school election districts. The voting locations are the Harrison Avenue School, the Parsons Memorial School, the Samuel J. Preston School, and the Purchase School.
The qualifications prescribed are that a person shall be a citizen of the United States, at least 18 years of age, and a resident within the district for a period of at least 30 days.

SCHOOL CLOSINGS AND DELAYED SCHOOL OPENINGSSchools can be closed due to adverse weather or other emergencies. School openings can also be delayed. Students’ families will be notified via an electronic voice mes-sage system. The venues listed below are used for notification to the general public.
During a delay, schools open one or two hours after their regularly scheduled times. In the event of a closing, delay, emergency early dismissal or school emergency, middle and high school students will be permitted to walk or take the bus unless there is a health and safety reason that precludes it. In the event of an emergency early dismissal elementary school students are not permitted to travel by bus or to walk home. Par-ents must make arrangements for elementary age students to be picked up by a parent or guardian or an individual listed on your child’s emergency information card. Individuals authorized to pick up a student during an emergency dismissal are required to show a photo ID.
SCHEDULED EARLY DISMISSALA reminder will be sent home in advance of planned events noted on this calendar.
PARENTAL REQUEST FOR EARLY DISMISSAL To ensure the safety of students, no student is dismissed from school without a request signed by the parent or guardian.
Elementary and middle school students are not permitted to leave the campus for an ap-pointment unless they are picked up by an adult. The prinicpal will permit a student to be picked up by a parent, guardian, or the designee listed on the emergency form. Any individual authorized to pick up a student during an emergency dismissal is required to show a photo ID.

SCHOOL HEALTH SERVICES All pupils of the district are provided health services in accordance with state require-ments. Children entering Kindergarten, 2nd, 4th, 7th and 10th grades, or newly en-rolled, are required to undergo an examination by their family physician. The form to be filled out by your physician is available on our website under Documents and Forms.
If a student becomes ill at school, parents will be notified. Parents are required to provide the school with the telephone number of a relative or other authorized person who can be reached if the parent is unavailable during school hours. Every effort is made to protect the health and welfare of our students. Parents should consult the school nurse when a problem arises concerning their child’s health.
A record of required immunizations must be on file with the school nurse. All stu-dents must be in compliance with New York State immunization requirements for school entrance and attendance.
Medicines will not be dispensed in school without written parental permission and a physician order.
HOME INSTRUCTION The Board of Education provides for the instruction of students confined to their home or a hospital for extended periods of time. A parent/guardian should file a written request for homebound instruction with the principal. The request must include a written explanation from the student’s doctor indicating the na-ture of the illness, the date of the initial absence, the date the student will be well enough to start home instruction and the anticipated date of return to school.
ADMISSION DISTRICT SERVICES
SCHOOL ADMISSIONS POLICY The Harrison Central School District provides a public education to all district resi-dents between the age of five and twenty-one who have not received a high school di-ploma and are entitled to attend school. Proof of residency is required for registration and may be required throughout the student’s educational career in Harrison Schools.
A resident student is one whose legal residence is within the boundary of the dis-trict and whose parent(s) or legal guardian have the same legal residence. Students moving into the district without his/her parents for the primary purpose of attending district schools are classified as a nonresident and are ineligible to enroll.
Any student who is admitted to the Harrison Central School District and is found not to be a legal resident will be expelled. The student’s parents and/or legal guard-ian will be required to pay prorated fees for the period of time the student attended district schools while not a legal resident.
KINDERGARTEN ELIGIBILITY Children who reach the age of five on or before December 31 will be admitted to the fall entering class of kindergarten. Registration is held in early spring. Parents must present proof of their child’s date of birth and a medical record of required immuni-zations along with the required residency documentation at the time of registration or within two days of enrollment. A listing of the documents required for registration can be printed from our website: www.harrisoncsd.org under Documents and Forms. In accordance with New York State law, and District policy, this information and records are required in order to complete the enrollment process.
PRIVATE AND PAROCHIAL SCHOOL TRANSPORTATION Requests for private and parochial school transportation must be made on or before 3 p.m. on April 1, 2019, without exception. Application forms are available in the Transportation Office at the Louis M. Klein Middle School and on our website: www.harrisoncsd.org under Documents and Forms. Applications must be completed and filed annually; transportation services will not be renewed without the annual appli-cation. If district schools are closed or delayed due to inclement weather or for any other reason, then transportation to private and parochial schools will also be unavail-able or delayed.
TRANSPORTATION SAFETY Safety is the most important factor in bus transportation. All buses utilized by the Harrison Central School District are equipped with digital video recording devices that are active whenever buses are running. Seat belts are installed on all buses. Instruction in the proper use of these seat belts will be given during the first week of school. Behavior on the bus and at the bus stop is very important. Students who behave inappropriately will lose the privilege of rid-ing the school bus.

ASSESSMENTS The Harrison Schools provide a comprehensive assessment program for students in Kindergarten through grade 12 including all those required by State and Federal regu-lations. A student’s results may vary and one test cannot determine the range of a child’s ability or achievement. Multiple assessments are administered over the course of a student’s career to provide a comprehensive picture of student growth. Standard-ized tests do not measure effort, motivation, organization, study habits or creativity, so other factors are used along with assessments to determine the most appropriate educational program for students.
SUPPORT SERVICES Services other than regular class programs are provided to meet students’ diverse learning needs. These services include: Early Childhood Screenings, Psychological Testing, Counseling, Social Worker Services, Special Education Programs, Academic Intervention Services, and English as a Second Language.
TRANSPORTATION (Student Eligibility for Bus Service)Transportation will be provided for students in grades K-5 who live further than 1/2 mile from school and students in grades 6-12 who live further than one mile from school. Students in grades K-5 may be expected to walk up to 1/2 mile to a bus stop. Students in grades 6-12 may be expected to walk up to one mile to a bus stop. All inquiries regarding bus transportation should be made to the Transportation Office in the Louis M. Klein Middle School. The telephone number is 630-3303.
Bus schedules are sent to all students eligible for transportation.
Measurement of Walking Distances
1. Mileage from a student’s home to school grounds is measured by a district vehicle.
2. Walking distances to bus stops are measured from the end of the property line of the student’s own driveway to the bus route stop.
3. Walking distances to school are measured from the end of the property line of the student’s driveway to the nearest available driveway of the school, or nearest school property line if the school has no driveway.
4. All walking distances are measured over publicly maintained roads, sidewalks, or paths; or, in the case of students residing in private communities, distances are mea-sured over publicly and privately maintained roads, sidewalks, or paths.
HARRISON YOUTH COUNCILThe Harrison Youth Council is a not for profit organization that provides social work services to children and families. It also provides assisance to adolescents seeking employment. For information, please call 835-7500.

CAFETERIA SERVICEThe Harrison Central School District offers healthy meals every school day. A hot breakfast is available in all schools for $1.50. Hot lunch costs $2.00 in the elementary schools; $2.50 for the hot lunch/$3.50 for the specialty lunch in the middle school and $2.75 for the hot lunch/$3.75 for the specialty lunch in the high school. ELIGIBILITY FOR FREE AND REDUCED LUNCH Children from households that meet federal income guidelines are eligible for free meals or reduced price meals. To apply for free or reduced price meals, submit a Di-rect Certification letter from the NYS Office of Temporary and Disability Assistance OR complete the application available on our website, www.harrisoncsd.org under Food Service. All information provided to the district is held in strict confidence.
WORKING PAPERS The school district cooperates with the New York State Education Department in the issuance of working papers for students under the age of 18 who seek employment.Students who require working papers can obtain them at the high school or middle school main office.

ATTENDANCE The attendance policy is posted at www.harrisoncsd.org, under Documents and Forms. Please read and understand your responsibilities as a parent/guardian and discuss this policy with your children. Parents/guardians are responsible under the School Attendance Laws of New York State for their child’s regular attendance and punctuality. Illness of the child, emergency illness in the family, death in the imme-diate family, inclement weather and religious observations are legal absences from school. New York State law requires a written explanation each time a child is absent or tardy. This explanation should be sent with the child when he/she returns to school after the day of the absence or tardiness and must be signed by the parent or guard-ian. The reason for the absence or tardiness and the date(s) of occurrence should be explained in the note. If a child is out for two or more weeks, a doctor’s statement must accompany the childs return to school.
DISTRICT CODE OF CONDUCT The Board of Education is committed to providing a safe and orderly school envi-ronment so students may receive, and district personnel may deliver, high quality educational services without disruption or interference. The Board of Education be-lieves that order and discipline is a shared responsibility among school, home and community. Responsible behavior by students, teachers, district personnel, parents and visitors is essential to achieving this goal, and is critical to a successful academic program.
The district has expectations for conduct on school property and at school functions based on the principles of civility, mutual respect, honesty and integrity.

USE OF SCHOOL FACILITIES School facilities are available for community-based not for profit groups in accor-dance with the Board of Education’s facilities policy. A copy of the policy and ap-plication form to request such use is available in the Business Office located in the Louis M. Klein Middle School.
ASBESTOS The district maintains a management plan, approved by the NYS Education Depart-ment, on asbestos. District buildings are re-inspected and the plan updated every three years. The district completes a surveillance program on asbestos-containing materials every six months. The district meets and exceeds all environmental laws for contain-ing asbestos. Copies of the plan and program are available for review in the district office.
PESTICIDES Pesticides are not used on playgrounds, turf and athletic fields unless an emergency application is required and approved by the Board of Education. Certain applications can be made to protect individuals from an imminent danger from venomous spiders, bees, wasps and hornets. Only certified individuals are permitted to apply these mate-rials and only when no people are in a building or on a school field. The district will notify anyone who requests prior notification 48 hours in advance of applying pesti-cides. The district places notification on any site scheduled to receive an application of pesticide 48 hours prior to its application. RELEASE OF INFORMATION AND PRIVACY RIGHTSThe Harrison Central School District will provide, release and publish the following information pertaining to students: student’s name, parents’ names, photographs, vid-eo footage, address, age, grade, participation in recognized school activities, extra-curricular activities and sports programs, academic honors, achievements, awards, scholarships and similar information. This information will be released in district and school publications and programs, as well as in press releases to the local media.
Under Title 34 of the U.S. Code of Federal Regulations, Part 99, parents, guardians and students over the age of 18 have the right to refuse the release of any or all of the above information. Anyone who does not desire to have any or all of the above information released must make a specific written request to the Superintendent of Schools by September 30th of each year. Failure to make such a request shall be con-sidered consent to release, provide and publish information during the school year.
ELEMENTARY SCHOOL PLACEMENT The district values parent input regarding class placement. If you believe your child has specific learning, physical, social or emotional needs that should be considered in the placement process, please forward these in writing to the principal no later than June 1st. Requests for specific teachers are not considered. Parental communi-cations are carefully reviewed by the school Placement Committee. The principal notifies parents, in writing, by August 15 of the final placement decision. Educators at the school level are consulted about the most appropriate class placement. Place-ment decisions are considered final.

No person on the basis of disability shall be excluded from par-ticipation in, be denied the benefits of, or be subjected to discrimination under any educational program or activity which the school district operates as required by Section 504 of the Rehabilitation Act of 1973.
