DearMr.White,
Iwantedtotakethetimetoelaborateonthesituationthat
endedmebackintothehalfwayhouse.Ihadbeenhonestwith
AgentFineabouttheconditionsoftheworkplace.Myco-workers
atthetimewereusingallsortsofillegaldrugs.BeingonparoleI
knowthatIamnotsupposedtobearoundthatoranyillegal
activityforthatmatter.MywifeandIdiscussedmequitting,but
wewantedtotrytoensureIwouldreceiveunemployment.SoI
purposelygotfiredfrommyplaceofemployment,atAtlas
Railroad.Whileontheroadmyco-workersandIrolledcigarettes
tosavemoney.Myroommateatthetimealsorolledjoints.The
daybeforeIgotfiredIwokeat5am.Iwenttogetacigarette
fromthecontainernotknowingthecigarettesweremixedboth
marijuanaandtobacco.UponlightingandtakingadragofwhatI
thoughttobetobaccoIrealizeditwasmarijuanaandimmediately
putitout.
ThenextmorningafterarrivinghomeIcalledAgentFineand
wascompletelytransparentaboutwhathadoccurred.AgentFine
cametomyhouseandgavemeaurinetest,aftermyhonestdisclosure.HethensaidIwouldhavetomeetwithhissupervisor
laterthatafternoon.AtthemeetingAgentFineonceagain
imposedidolthreatsaboutmesigningtheviolationform;after
beinghonestwithhimabouteverythingthattranspired,orI
wouldbesentbacktojail(ashehasdonesincethebeginning).
AnytimeIrefusetosignformIdontagreewithhethreatensme
withjail.Atthemeetinghewasirate.Yellingatme,soclosetomy
faceIcouldfeelhisspit.Underthewatchfuleyeofhissupervisor.ItwasDecember8
th,Iwasnotduetoseehimuntilthefirstof
January;therefor,inallhonestySir,Ididnthavetotellhimthe
truth.ThenextdayAgentFinecalledmywifeandtold,herthatI
didntcareaboutherormychildrenandthatsheshouldconsider
leavingme,thatitwouldbeinherbestinterest.Furthermore,

meaurinalysis,whichshowednotracesofTHC.IfIhadbeen
intentionallysmokingmarijuanathatwouldnothavebeenthe
case,asyouknowfrequentuseshowsupfor45days.Sir,ifyou
checktherecordsdatingbacktothebeginningofmy
incarcerationyouwillfindthatIdidnotreceiveanymisconduct
or/norwrite-upsuntilIwasassignedtoAgentFinescaseload.
EvenAssistantDirectorJeffFiliaatGatewayBraddockhadstated
thatsincemyurinetestshowednotracesofTHCwithinthoseten
daysthatIshouldbereleased,becausethatshowsIwastelling
thetruth.
NowthatIaminthehalfwayhouseinAlleghenyCounty,I
amunabletoseekemploymentinAlleghenyCounty.Iamonly
abletosecureemploymentwithinmyCountyofresidence,which
isFayetteboarderlineWestmoreland.Icannotjobsearchinmy
countyunlessIcomplete30hoursofcommunityservicein
AlleghenyCounty.OnlythencanIjobsearchonapass,whichisa
6-hourpass,andintogettomyCountybybusittakes3hours
eachway.SohowSir,amIsupposedtoobtaingainful
employmentwithoutbeingaffordedtheabilitytodoso.Thesearenewchangesthathavebeenimplementedsincemyreturnon
December8th.WhichIbelieve,havebeenspecifically
implementedforthoseresidingoutsideofAlleghenyCounty.
ThesenewrulesdontfollowDOCpolicyatall:
1. Preparingoffendersforsuccessfultransitionbacktotheir
familiesandreentrytothecommunityisthefocusoftheBoard's
communityreentrydivision.Successfulreentrycanincreasepublicsafety,improvethehealthofthecommunity,sustain
families,andimprovethewelfareofchildrenandlowercostly
criminaljusticeexpenses.

2. Ifparoled,thefieldparoleagentwillassistoffenders
throughproblemsolvingcasemanagementtohelpthembe
successfulandmonitorcompliancewithconditionsofparole.
Inmyopinion,Sir,thissystemisdesignedtodivide,
conqueror,andoppresstherest.Ithinkitmightbeinyourbest
interesttosendInternalAffairstotheMcKeesportOfficeand
surveytheagentsyouhaveinthere.Alotbribes,tamperingwith
evidenceforparoleesthatgetinabind.Lotfavoritismand
propositionsforparoleestoturnoveroneachothertomakethe
Agentsjobeasier.Noethicsinthatofficeatall.
TheU.S.Governmentiswonderingwhythereisprisonover
crowding.Oneitwontredistributethewealth,andtwoparolees
finditmucheasiertomaxoutthentodealwiththiswholeideaof
paroleandpartialfreedom.ImeannodisrespectSir,Iknowyou
haveinvestedalotoftimeinyourcareertogettowhereyouare,
buttheAdultProbationandParolesystemisajoke.Highly
unethically,anddoesnotensuresuccess,butreentry.
