1. Minutes of the meeting held on May 10, 2013

Dean Cooper presented the draft of the minutes of

the meeting held on May 10, 2013. The minutes

were moved, seconded, and approved.

2. Dean’s Report on Amendments to Bylaws and

Governance Documents (Dean N. John Cooper)

The Dean began by reviewing with Council the five

motions to amend the Dietrich School Bylaws and

governance documents recently passed by an

electronic ballot circulated over the summer to all

voting faculty:

Motion #1 made Lecturers voting faculty within the

Dietrich School as specified in our Bylaws.

Motion #2 proposed amendments to the Bylaws that

would ensure that NTS faculty are included on

Dietrich School councils in a manner that is

balanced across our three divisions of the

Humanities, Natural Sciences, and Social Sciences.

Motion #3 for the first time added to our governing

documents general criteria for appointments as

Lecturers and Senior Lecturers, and also criteria for

a new working title of Lecturer/Master Teacher

intended to enable recognition of the achievements

of our most successful Lecturers through an

appropriate promotion.

Motion #4 involved amendments of our Statement

on Departmental Governance to provide guidelines

on departmental procedures intended to ameliorate

confusion and recognize the proposed new status

and responsibilities of Lecturers, Lecturers/Master

Teachers, and Senior Lecturers, while

understanding that the language should not be so

prescriptive as to limit appropriate variation in

practice across disciplines.

Motion #5 modernized the language of the

Departmental Procedures Concerning First

Appointment to bring them into line with the

customary expectation that faculty at whatever level

vote on appointments at their rank or below, and

that all tenured faculty have a departmental vote on

appointments with tenure regardless of rank.

Dean Cooper commented that the only controversial

element seemed to be the specifics of the

Lecturer/Master Teacher title, which some

colleagues saw as diminutive of the role. It was

agreed that the title should be revisited. Professor

Daniel Balderston also requested guidelines on

requests for nomination into the new

Lecturer/Master Teacher category. Dean Cooper

agreed these would be important topics for Council

to discuss in its next meeting.

3. Report from Dietrich School Undergraduate

Council (Associate Dean John Twyning)

Associate Dean John Twyning reported that the

Dietrich School Undergraduate Council has not met

since the last Council meeting.

4. Report from Dietrich School Graduate Council (Associate Dean Kathleen Blee)

Associate Dean Kathleen Blee reported that the

Dietrich School Graduate Council has not met since

the last Council meeting.

5. Election of Dietrich School Council member as

Vice Chairperson to serve in Dean’s absence (Dean N. John Cooper)

Dean Cooper reminded Council that at the first

meeting of every academic school year, a Vice

Chairperson needs to be appointed to chair meetings

in the Dean’s absence. Professor Daniel Balderston

moved that Senior Associate Dean Jim Knapp be

appointed to the position, Professor Scott

Morgenstern seconded, and all were in favor. Senior

Associate Dean Jim Knapp accepted the position as

Vice Chair.

6. Filling NTS vacancies on Dietrich School Council (Dean N. John Cooper)

The Dean reminded Council of their ability to

appoint or elect members to fill vacancies and

suggested that the newly created NTS vacancies on

Council be filled in this manner for a one-year

interim term until NTS members are formally added

through the usual election process. Senior Associate

Dean Jim Knapp noted that any member serving the

one-year interim term will still be eligible for formal

election. Council agreed to fill the three NTS

vacancies on Council for one-year interim terms.

The Dean presented a list of nominations made by

Department Chairs and suggested that members of

Council use faculty lists provided to them at the

meeting to nominate additional candidates.

Additional nominees were handwritten onto ballots

created from Chairs’ nominations. Council members

voted and ballots were collected. Dean Cooper

explained that he would contact the person with the

highest number of votes from each division to verify

that s/he would be willing to serve a one-year

interim term.

Note: The appointed members are Dr. George

Bandik, Senior Lecturer, Chemistry; Ms. Geeta

Kothari, Senior Lecturer, English; and Dr. Kathleen

Allen, Senior Lecturer, Anthropology. Each of them

agreed to serve and all were invited to the October

7, 2013 meeting.

7. Appointment of Dietrich School Council member

from the Social Sciences to Dietrich School PBC

for a 3-year term (Dean N. John Cooper)

Dean Cooper informed the group that one elected

Council member from the Social Sciences was

needed to serve on the Dietrich School Planning and

Budgeting Committee for a 3-year term. Professor

Morgenstern volunteered. Professor Daniel

Balderston seconded, and all were in favor.

8. TTS vs. NTS representation on non-Dietrich

School Councils (Dean N. John Cooper)

Dean Cooper noted that the Dietrich School Bylaws

do not make any specification on tenured/tenure

stream or non-tenure stream membership on

committees and councils outside the Dietrich

School. He proposed that each of relevant

committees and councils be allowed to make a

distinction, if they choose to make a distinction at

all. Council agreed, and Dean Cooper stated that he

would contact the appropriate people.

9. Proposal to change the name of “Women’s

Studies Program” to “Gender, Sexuality, and

Women’s Studies” (Dean N. John Cooper)

Dean Cooper reviewed with Council a proposal

from Women’s Studies Program Director Todd

Reeser requesting the name of the program be

changed to “Gender, Sexuality, and Women’s

Studies.” The Dean explained that this proposal was

the result of a unanimous vote by the Women’s

Studies Steering Committee after extensive

discussion and surveying during a two-year time

period. Professor Daniel Balderston moved that the

proposal be accepted. Professor Scott Morgenstern

seconded, and all were in favor.

10. Other Business

With no other business, the meeting was adjourned

at 2:59 p.m.

Dietrich School-UC completed ballots to select non-

Dietrich School-UC discussed the issue of low

returns for online OMETS and presented some ideas

on how to increase the student response.

Dietrich School-UC reviewed and approved

unanimously a proposal to change the name of the

Women’s Studies Certificate to Certificate in

Gender, Sexuality, and Women’s Studies (pending

review by PACUP and approval of provost).

Dean Cooper presented the draft of the minutes of

the meeting held on September 13, 2013. The

minutes were moved, seconded, and approved.

2. Dean’s Report (Dean N. John Cooper)

The Dean reported that newly appointed Lecturer

representatives were Kathleen Allen (Senior

Lecturer, Anthropology), George Bandik (Senior

Lecturer, Chemistry), and Geeta Kothari (Senior

Lecturer, English).

3. Budget Update (Dean N. John Cooper)

The Dean reported that the budget has stabilized at a

reduced level. Professor Bartholomae asked what

the Dietrich Gift meant to the Dietrich School of

Arts and Sciences. The Dean responded that the gift

is managed by the Dietrich Foundation, and that the

Provost submits proposals for endowment funding

to the Dietrich Foundation. The first proposal

included upgrading a position in Political Science to

become an endowed chair named the William

Dietrich Chair of Political Science in recognition of

Bill’s generosity, together with related graduate

student support.

4. Report from Dietrich School Undergraduate

Council (Associate Dean John Twyning)

Associate Dean John Twyning reported that the

Dietrich School Undergraduate Council met on

September 17, 2013. Newly appointed Lecturer

representatives to Undergraduate Council included

Jeff Aziz (Lecturer, English), Melanie Popa

(Lecturer, Biological Sciences), and Andrew Lotz

(Lecturer, Political Science). A proposal to change

the name of the Women’s Studies Certificate to

Certificate in Gender, Sexuality, and Women’s

Studies was reviewed and unanimously approved.

Undergraduate Council also discussed the issue of

low returns for online OMETS and presented ideas

on how to increase the student response rate and

expect to review a draft proposal at its next meeting.

Council members discussed the implications of

offering class time to complete the surveys.

Two existing courses were approved to fulfill

General Education Requirements:

The report was moved, seconded, and approved.

5. Report from Dietrich School Graduate Council (Associate Dean Kathleen Blee)

Associate Dean Kathleen Blee reported that on

September 20, 2013 Graduate Council reviewed

progress on the new videoconferencing equipment

now available in 5601 Sennott Square for graduate

student overview and dissertation defenses in which

a committee member has been approved by the

Graduate Studies Assistant Dean to participate

remotely. Graduate Council discussed ideas from

discussions in the Dietrich School Undergraduate

Council about the drop in the number of students

completing OMET course evaluations and

expressed concern about the effect of these

declining response rates for graduate student

teachers. Progress on the pilot program for the

Graduate Application Tracking System (GATS), the

3 year out placement survey of PhDs, and the

professional socialization workshop series were

reviewed. Departments of Psychology, History and

Philosophy of Science, and Neuroscience were

selected for this year’s review of TA/TF training

practices and policies. Graduate Council voted

unanimously to approve the proposal from the

Women’s Studies Program to change the name of

the graduate certification to “Certificate in Gender,

Sexuality, and Women’s Studies.”

The report was moved, seconded, and approved.


6. Title and Expectation of Lecturer/Master

Teacher rank (Senior Associate Dean James

Knapp)

Senior Associate Dean James Knapp led a

conversation on returning business of the title and

expectation of the newly created Lecturer/Master

Teacher position. He explained that the

Lecturer/Master Teacher allows a middle rung in the

position ladder and is reserved for Lecturers who

have “demonstrated consistent excellence as a

teacher, and, if appropriate, as an advisor, or in

other assigned service to the department,” as stated

in the Criteria for Appointment, Evaluation, and

Reappointment of Non-Tenure Stream Faculty in

the Dietrich School governance documents.

Senior Associate Dean Knapp stated that he has

received requests to modify the Lecturer/Master

Teacher working title and opened the floor for

suggestions of alternatives. After some discussion,

Council agreed that “Lecturer II” would be an

appropriate working title.

Although members of Council expressed broader

concerns of the expectation of the position, Council

moved, seconded, and approved (15-1 with no

abstentions) that Senior Associate Dean Knapp

prepare a formal proposal to change the working

title.

7. Election of Faculty Grants Committee (Dean N.

John Cooper)

Dean Cooper informed Council that the Faculty

Grants Committee is a group who distributes two

types of funding—summer stipend and operational

funding—to winners of the faculty grants

competition held each year. The Faculty Grants

Committee, instituted through actions of Council in

the 1970s, is deliberately weighted towards the

Humanities to support proposals less likely to have

access to Federal grants and funds. Faculty Grants

Committee Chair Oscar Swan had provided a ballot

of faculty members willing to serve in the

Committee to replace outgoing members Jerome

Branche, Kathryn Flannery, Lisa Brush, Maurine

Greenwald, and Chandralekha Singh. Council

members voted and elected David Brumble

(English), Francesca Savoia (French and Italian

Language and Literature), Daniel Berkowitz

(Economics), Robert Ruck (History), and German

Barrionuevo (Neuroscience).

8. Slate for Nominating Committee (Dean N. John

Cooper)

The Dean reviewed the charge of the Nominating

Committee and the role of the Council in creating

the slate for the Nominating Committee. Council

created a priority list of nominees, and a Council

member agreed to ask nominees to allow their

names to go forward for the Nominating

Committee.

9. Appoint member to CGS Council (Dean N. John

Cooper)

Tabled.

10. Set date and agenda items for Full Faculty

Meeting (Dean N. John Cooper)

Council selected Wednesday, November 6, 2013, as

the date of the Fall Full Faculty Meeting. The draft

of the agenda was approved.
