Annually, representatives
from BSA Chartered
Organizations, current
council board and
members at large come
together to review the
current status of the
council and to elect the
board members and
officers for the next year.
Elections are held
annually and all positions
are elected or reelected as
proposed by the
nominating committee.
In January, the annual
business meeting of
Buffalo Trail Council
occurred. During this
meeting a new president
and board chair was
elected.
Deana Savage, Ed.D, has
lived in both Midland and
Odessa. She works for
Midland College as their
Associate Vice President
of Instruction. Deana
served on the Girl Scout
board previously and was
a Girl Scout growing up.
Most recently she was on
the BTC strategic
planning committee and
served as the Vice
President over strategic
planning while preparing
for her current role.
While not the first female
board chair in BSA,
Deana is the first for
Buffalo Trail Council.
Her strategic abilities
along with her community
leadership make her well
suited for her new role.
While each must be
elected annually, most
board chairs serve a two-
year term.
Deana is involved with
her grandson and his Cub
Scout Pack. She is also
married to Glen Brown of
Odessa. Welcome Deana
and thank you for your
service to our community!

With the recent downturn
in the economy, budget
cuts are a part of life for
many organizations,
profit and non-profit
alike. Many have asked
why, in this era of budget
cuts, the Buffalo Trail
Council continues to
produce our newsletters
and flyers in color.
The answer is two-fold.
First, we have our own
color printers. This
allows us to print in color
at only a 1/2 cent higher
price than printing in
black and white. That
comes to only a 4 cent

international adventure. The plan
helps ensure the unit is properly
prepared, that qualified and trained
leadership is in place, and that the
right equipment is available for the
adventure."

Effective March 1, 2011, what are
currently known as local and
national tour permits will be
superseded by what will be called
the tour plan. The online tour
permit system will be suspended.
This update is the accumulation of
work by a cross-functional team of
volunteers and staff including the
Health and Safety Support
Committee, Council Solutions,
Outdoor Program Group, and Risk
Management Advisory Panels.
Here is the definition of the tour
plan in the Language of Scouting:
"Units complete this form when
planning for local, national, or

Scouting's Journey to Excellence" is
the BSA's new performance
recognition program designed to
encourage and reward success and
measure the performance of our
units, districts, and councils. It is
replacing the Centennial Quality
Awards Program as a means of
encouraging excellence in providing
a quality program
at all levels of the
BSA.
Its' purpose is to encourage and
reward success in units, districts
and councils; measure performance
versus process; and achieve
Scouting's mission of serving more
youth with a higher quality
program. The new program began
for the Buffalo Trail Council in
January and carries over to all units
in the Council.
To achieve the award, units must
score points in 12-13 different
objectives (depending on the type of
unit). Everything from
Advancement, Retention, Training,
Service Projects, Budgeting and
more are included as objectives.
Each objective has three levels
available to achieve, bronze, silver,
and gold. All points are then tallied
to see which overall level a unit will
be recognized with at year's end.

Don’t miss out on BTSR Summer
camp! We still have a few slots
open for the summer. Get your
troop signed up before they are all
gone. Plan to spend a week at
Circle H, take a daily dip at the
notch while at Mountain Man or
even see the Davis Mountains by
horse back. Want to re-live
history? Head out to the Calvary
camp and live as a 1800’s Buffalo
Solider. 2011 Summer camp will
be the best yet. We will see you

Spring 2011 Buffalo Tracks
Friends of Scouting is an annual
direct-solicitation campaign,
reaching out to Scout families,
service organizations and
businesses. The campaign has two
divisions: Executive Board/
Leadership and District. The
District Division is further divided
into two giving categories:
Community and Family.
The Family Friends of Scouting
campaign is conducted each year to
give every Scouting family an
opportunity to learn about and
financially support the programs
and services of the Buffalo Trail
Council.
In 2010, Scout families donated more
than $51,000 to this important
campaign. Every unit should support
Friends of Scouting, because every
unit benefits from the monies
raised. It costs the council $120 to
provide one year of quality program
per Scout.
Although Friends of Scouting is not
the council's largest source of income
(14 percent), it is very important to
the fiscal stability of the council.
Additionally, the United Way
recognizes the value of Scouting and
provides 5 percent of the council's
annual budget.

By participating in the
2011 Family Friends of
Scouting Campaign,
units can earn free rank
advancements for one
full year! Please contact
your district executive for more
information about how your unit
can qualify. More importantly your
unit will be helping your council
provide the following:
Local programs and activities throughout the council territory.
Camp scholarships, uniforms and registration fees for youths who otherwise could not participate.
A Scout service center that coordinates Scouting activities and provides customer service to members, also two satellite shops.

FOS NEWS
Friends of Scouting campaign
chairmen, captains and enrollers
were invited to the 2011 FOS
Victory Celebration at Citibank
Ballpark, March 31st. The FOS
team was treated to a tour of the
facilities, ballpark fare and a visit
from Rocky the Rockhound. This
year’s FOS goal is $365,000.

Spring Break 2011 started out with
a bang. BTSR held its first Spring
Break Camp in March. Over a
hundred Scouts and Venture’s came
to our camp to experience the
beautiful back country and sample
the High Adventure that BTSR has
to offer. Groups attended our
Mountain Man Camp, Circle H
Ranching Experience, and
Cavalcade Horse Program.
For five straight days campers were
hiking, swimming and riding
through the back country. The
youth at Spring Camp engaged in
black powder rifle shooting,
archeology digs, archery, tomahawk
throwing and of course good ole
fashion chuck wagon cooking!
The week was a big success and will
be even bigger next year as Spring
Break 2012 will bring a total base
camp program as well as the High
Adventure. It’s not to early to plan
now. Space will be limited and 2012
Spring Camp will be next to none!

When someone (mostly parents) look
for units in their neighborhoods and
then send a message to find out more
about the unit they become a “lead” -
someone who is interested in
Scouting. The goal of the BeAScout
campaign is to turn leads into
registered members. To do this, one
or more people must manage the
leads.
After July 23, all registered units
will appear as pins on the Google
map. Unit leaders will want to make

There you can find the link to log
your hours, information for first time
users, ideas and tips for a successful
service project, and sample reports
that can be pulled by your council
administrator. To enter your service
hours click on “service hours
website.” Choose “New User Click
Here” or enter in your existing
username and password. Users can
still use www.goodturnforamerica
and they will be redirected to the

Are you looking for a place to give
back to the community, either for
the good feeling you get or to log
volunteer hours for the Legacy
Scholarship or Texas Scholars
programs. Well, look no further
than your Buffalo Trail Council. We

Scouting means to young men and
women in our council.
Recently, the council put on display
at the Texas Avenue entrance of the
council service center, a photo room
divider with photos of boys
displaying the 12 points of the Scout
Law. The photos were chosen from
past years events as a way to
illustrate the Scout Law in action. If
you have photos that you feel
exemplify the Scout Law, please send
them to [email protected]
with the point of the Scout Law as
the subject. We plan to highlight,
with your help, a different group or
district each quarter with the Scout
Law photo display.
With all photos submitted, please
include the subjects name, troop/
pack/crew/post, when the photo was
taken, where the photo was taken
and who took the photo.
In this and other newsletters that
the Buffalo Trail Council mails out,
as well as displays in the Scout
service center, the council tries to
highlight individual Scouts, troops,
packs, crews, posts etc… with
photos.
If you are a leader, Scout,
participant or family member, we
would love to use your photos to help
tell the stories of Scouting, in all its
forms, here in West Texas.
Please send photos of your activities,
events, meetings, adventures, etc. to
[email protected]. We are
also looking for stories from leaders
and families about how Scouting (in
any form) has made a difference to
someone you know. We want to
share these stories (and hopefully
photos) with the community and our
generous donors, so they will get a
first hand perspective of what

That’s right! Every team that
participates in the 13th Annual
Spring Fling Sporting Clay
Tournament at Jake’s Clays on
April 30 will have one participant
win a gun. The shoot will have a
morning rotation (9 a.m.) and an

It is hard to imagine but it is
already time to start preparing for
this fall’s popcorn sale. There have
been several changes to the
product line up. However, there
have been no increases to cost.
One of the largest changes is the
elimination of the Chocolate
Lover’s collection. Instead of
offering this collection, consumers
will now be able to purchase the
White Chocolaty Pretzels and
Chocolaty Triple Delight as stand-
alone products. Also, Kettle Corn
Microwave Popcorn is making a
return for the Fall 2011 Sale.
However, this year the Popping
Corn will not be a part of our
product mix.
