PLEASE REFER TO PAGE NUMBERS.•••Delaware Animal Care & Control (KCSPCA/FSAC/DEACC) v Walter Pereira concerning Jackie, a Rottweiler. This is the Delaware Dog Control hearing transcript from the August 5, 2014 hearing. The panel convenes to determine the status of dogs deemed dangerous by the dog catchers also known as Kent County SPCA/First State Animal Center/Delaware Animal Care & Control. This hearing was held at the contracted dog control facility, Camden. There was much difficulty in hearing testimony, a language barrier existed and defense evidence was not looked at. Jackie was eventually released to her owner and lives with the designation of "Dangerous Dog" in spite of much testimony to the contrary by people who know and interacted with her.We learned of Jackie's situation immediately following dog catcher Hulse's attempt to have Walter Pereira sign Jackie over to the pound. Walter fought for Jackie (thankfully and without legal representation) and was able to eventually take her home.We spoke with Jackie's dad recently, and she is doing well.
