The quality of drug products and their active and inactive ingredients is of critical importance to ensure a reliable, safe, and sustainable supply of medicines. One of the tools used by the US Food and Drug Administration (US FDA) to monitor quality is the periodic inspections of manufacturing facilities for drug products, drug substances and other key materials.

As announced in the Food and Drug Administration Safety and Innovation Act (FDASIA) of 2012, the US FDA is moving toward a risk-based inspection schedule. In support of and to strengthen this risk-based approach, the agency started developing quality metrics as objective measures of the overall quality of pharmaceutical manufacturing sites and of their products, processes and systems.
