Project Information

Project summary:The Northeast Boundary Tunnel portion of the DC Clean Rivers Initiative will commence just south of Robert F. Kennedy(RFK) Stadium and terminate just west of the intersection of Rhode Island Avenue NW and 6th Street NW (illustrated inAppendix B). The tunnel will course in a northern direction along the west bank of the Anacostia River, beneath LangstonGolf Course and then shift to the west along the southern limits of the U.S. National Arboretum and the Mt. Olivet Cemeterybeneath Mt. Olivet Road NE. The proposed tunnel will be 23 feet in diameter, approximately 27,000 feet long, andconstructed approximately 50 to 160 feet below the ground surface in geologic stratigraphy consisting of clays, sands andhighly weathered bedrock. The entire length of the NEBT will be excavated and the ground supported by a tunnel boringmachine (TBM) and a permanent concrete tunnel lining, respectively.

W Street, NE SiteThe W Street Junction Shaft (W Street Site) is located in an industrial area bounded by W Street NE to the north, BrentwoodRoad to the West, Amtrak rail yard and New York Avenue to the south and Montana Avenue to the west. The eastern portionof the site currently serves as the District Department of Public Works (DPW) salt storage and fleet management facility,while the District Department of Transportation (DDOT) occupies the western portion of the site for their Street and BridgeMaintenance fleet. Amtrak’s Ivy City Maintenance Facility and Commissary are located just south of the W Street Site.

The proposed facilities associated with the NEBT at the W Street Site include a below-grade junction shaft, below-gradeventilation channel, above-grade ventilation control facility, above-grade ventilation vault and retaining wall. In order toconstruct the junction shaft and ventilation control facility, the existing site, which slopes moderately from the north to thesouth, will be graded to suit construction. Grading the site will require a retaining wall to be constructed at the northernedge of the site in order to stabilize the sloped wooded area that buffers the DPW and DDOT facilities from the residentialproperties located along W Street NE.

R Street, NW SiteThis project is primarily an underground facility but will require some surface manholes. There is an existing triangular parkat this site that will be restored upon the completion of this project. As part of the restoration, two existing traffic signalboxes will be relocated and painted Bryant Park Green.

Mt. Olivet Road, NE SiteThe above-grade electrical cabinet and transformer associated with the Mt Olivet Road Diversions (Mount Olivet Road Site)are relatively small and located within the Department of Public Works West Virginia Avenue Maintenance Facility, which iszoned commercial-light manufacturing. These facilities will be located behind a chain link fence with privacy slats perexisting site conditions. The cabinet and transformer will match those included in the Anacostia River Tunnel submissionand be painted Bryant Park Green.
