DC Water Outreach has visited each site to knock on doors and discuss the project with residents individually.

Division J – Instrumentation and Monitoring• Construction may cause the ground to move. • There is a monitoring program to measure and document movements.

Instruments will be installed:• In the ground around each excavation.• In the ground above the tunnels and adits.• On private buildings adjacent to the tunnel alignment and at each

construction site. Instrumentation data is routinely reviewed by engineers from the

Contractor and DC Water. Action and Maximum Levels are set for each instrument to reduce

potential impacts to adjacent structures. A Right of Entry between DC Water and the Owner is required for survey

targets to be installed and monitored on private property. • Survey targets will only be placed on the exterior of structures.• Survey targets will be measured daily when excavation occurs nearby.

Community Concerns Pre-Construction Surveys Surveys are snapshots in time to document the condition of the building or

structure before and after the proposed construction.

In the event that claims are made for damages caused by construction activities. The Pre and Post Surveys can be compared side by side to confirm if claimed damages have occurred.

Survey information collected includes high-definition photos are taken along with a detailed narrated high definition video.

The pre-construction survey is typically complemented with the installation of optical crack gages on existing cracks and relevant instrumentation for monitoring settlement and vibrations during construction.

DC Water is currently performing free pre-construction surveys to eligible properties, i.e. properties adjacent to construction areas. Free post-construction surveys will be offered to property owners that participate in the preconstruction process.

Project team schedules an inspection to gather information. The project submits a “Notice of Occurrence” form to ESIS, DC Water’s insurance company.

A claim number is generated and an ESIS adjuster schedules an inspection with the property owner.

If the ESIS adjuster determines the Design Builder is responsible for the damage, the property owner shall arrange for the necessary repairs

The ESIS adjuster will reimburse the owner accordingly and obtain the appropriate release
