Products and servicesDBSA mainly plays a key role in the prepare, fund and build phase of infrastructure development, focusing primarily on the energy, transport, water and the ICT sectors. The below diagram demonstrates DBSA’s value chain:

South Africa Financing (SA Financing)SA Financing supports the South African government in delivering infrastructure requirements to provide essential services for its people at local government level and unlocking the country’s economic growth potential.

Key Achievements

• Disbursements: R9.2 billion (from R7.5 billion in 2012/13), focusing on less developed municipalities and renewable energy projects

• Total assets R39.7 billion (2012/13: R36.3 billion)

Looking ahead

The division is set to expand its support to under-resourced municipalities and develop a strong foundation on which to start the new-year.

By working closely with local government, the division aims to ease the complexity of the project planning and implementation, which often inhibits the delivery of infrastructure. In support of this effort we have established a dedicated unit to provide infrastructure planning and implementation services.

The DBSA will continue to support the IPP programme in order to increase electricity generation especially through renewables.

International FinancingInternational financing supports the vision of government to leverage infrastructure development opportunities and stimulate economic growth into the SADC region. In so doing, it provides financial products and services to a range of public and private sector clients and partners.

Key achievements

• Disbursements: R3.6 billion (from R1.6 billion), with a focus on road and energy projects

• Total assets R15.7 billion (2012/13: R14.3 billion)

Looking ahead

The Bank is set to become a conduit through which the South African government can achieve its economic integration and development objectives for the continent.

The division is set to benefit from the expansion of its investment mandate to the African continent. This will be achieved through broadening its product offering and leveraging partnerships with leading infrastructure agencies from Europe, Asia and the BRICS nations to secure opportunities to co-finance regional projects.

Infrastructure Delivery The core function of the division is to support the South African government with the provision of quality infrastructure and to implement projects in the fields of education,

health and housing.

The division is fairly new and was established in 2013.

In 2014 the Infrastructure Delivery division delivered on the following:

SchoolsPhase 1

• 49 schools completed for the Department of Basic Education in the Eastern Cape, as part of Accelerated Schools Infrastructure Delivery Initiative (ASIDI)

• The construction of the 32 schools in the Eastern Cape, which created 653 jobs and benefited 57 SMMEs in 2013/14

• Almost 9 000 learners enrolled at these new schools in the 2014 school year

Phase 2

• 72 schools built for the Department of Basic Education mostly in the Eastern Cape and six other provinces. By year-end – 2013, 18 schools were under construction

• 50 schools are being constructed in 2014

HousingPhase 1

• 200 were completed houses in a pilot project in Elliotdale, Eastern Cape in 2012/13

• Additionally 560 houses completed in 2013/14

• 1000 houses 2014/15

HealthDoctors’ Consulting Rooms

41 doctors’ consulting rooms completed at the National Health Insurance (NHI) clinics countrywide. The division also sourced and supplied the required medical equipment and furniture for the project.

• 95 clinics refurbished
