4.1 DAYTON SPORTS PAVILION - DESIGN REPORT

KEY ISSUES

• Dayton is a key population growth area for the City of Swan. The City is developing the Dayton District Open Space which will include two sports pavilions.

• Gresley Abas Architecture has submitted their completed Schematic Design Presentation for the Dayton Sports Pavilions for review and approval. It is proposed to construct the western pavilion first and then construct the eastern pavilion at a later date as the usage increases.

• The two pavilions are essentially the same design with only minor variations. The new sports pavilions each include club function rooms, kitchenette/kiosks, servery/fridge rooms, internal store rooms, external store rooms, umpire rooms, first aid rooms, unisex change rooms, universal access toilets, male and female toilets, parent’s room, communications room, plant room, cleaner’s room, bin store room and verandahs.

• The western pavilion includes an additional space that is anticipated will be used as a Youth Centre and for other small group activities. This space includes a multi-purpose room, offices, tea preparation and store rooms.

• The construction cost estimate prepared by Gresley Abas Architecture for the schematic design of the Dayton Sports Pavilion (West) is $4,420,000 and is closely aligned to the City’s budget allocation for the project. This estimate includes allowances for design and construction contingencies and cost escalation.

It is recommended that the Council authorise the completion of the design and documentation for the Dayton Sports Pavilions as described within the Schematic Design Report issued by Gresley Abas Architecture dated 28 August 2016.

BACKGROUND

Dayton forms part of the Swan Urban Growth Corridor (UGC) and is a key population growth area for the City of Swan. Dayton’s population is expected to reach approximately 14,000 people when fully developed and highlights the need to effectively plan for core community infrastructure to be constructed ready for the future demand.

The Dayton District Open Space (DDOS) is a 15 hectare site, which includes a 3 hectare neighbourhood portion. The DDOS will be the focal point for active sporting opportunities in the UGC and will meet the anticipated demand for sporting open space by local clubs. The DDOS when complete will include sports pavilions, multi-use netball/basketball/tennis courts, senior AFL/cricket fields, senior sized natural turf rectangular fields, synthetic hockey fields, youth space, informal recreation and wellbeing structure, including a playground.

DETAILS

In March 2016 Gresley Abas Architecture were appointed to provide full architectural services for the design, documentation and administration of the construction contract as Superintendent for Dayton Sports Pavilions. This includes design for both the eastern and western pavilions to achieve economy of scale and reduce design costs. It is proposed to construct the western pavilion first and then the eastern pavilion at a later date.

Previously completed planning focussed on a larger single pavilion design to cater for all patrons needing to use facilities and clubrooms when the development of the DOS is completed. The strategy has since been changed to two separate pavilions. Having two separate pavilions will enable them both to be located close to the appropriate playing fields. It will also reduce operational and scheduling issues associated with having all clubs and sports using the one facility. Whilst the second pavilion (east) is currently being designed and documented by Gresley Abas Architecture it is not intended to be constructed for several years based on projected growth in club numbers and facility usage.

Gresley Abas Architecture issued their initial concept design to the City for review on 12 May and a subsequent revised concept design on 30 May. Gresley Abas Architecture has since received preliminary advice and input from their sub-consultants in order to refine the design and prepare their Schematic Design Presentation.

The design for the pavilions will cater for various sports and community groups with no spaces being dedicated to specific groups. All spaces including club rooms are capable of being used simultaneously without any detrimental impact on other spaces. The design of the western pavilion includes a space that is anticipated to be used as a Youth Centre and other small group activities. This Youth Centre space is the main difference between the pavilions which otherwise are mostly identical with only minor differences in response to the brief and site.

The design for the pavilions includes the following functional spaces:

• Club Function rooms

• Kitchenette/Kiosks

• Servery/Fridge rooms

• Store rooms, internal

• Store rooms, external

• Umpire rooms

• First Aid rooms

• Universal Access Toilets

• Male & Female Toilets

• Parents room,

• Communication room,

• Plant room,

• Cleaner’s room,

• Bin Store room, and

• Verandahs.

The design for the Youth Centre associated with the western pavilion includes the following functional spaces:

• Multi-purpose space,

• Offices

• Tea Preparation, and

• Store rooms

Key considerations incorporated in the design of both pavilions included all club rooms to address and have views of their associated sporting fields. The four main buildings are essentially identical in plan. They are grouped in pairs, to form the West and East pavilions respectively. The segmented design approach creates “transparent” buildings, promoting pedestrian flow between different areas.

The material and finishes selection has been carried out to address the requirement for the buildings to be robust and low maintenance. Raw and natural materials throughout are complemented with selective areas of bright colour.

On approval of this schematic design, Gresley Abas Architecture will continue with the scope of work and services, developing the schematic design into the contract documentation. The completed documentation package comprising architectural and engineering drawings, specifications and schedules, will be used by the City to tender the works for construction.

CONSULTATION

Community engagement for the initial requirements of this facility occurred during the District Structure Planning stage and through the preparation of the Developer Contribution Plans (DCP). As this facility is a greenfield site, with no existing clubs, the City has not consulted with any local user groups, but has consulted with the relevant State sporting associations and the Department of Sport and Recreation. On approval of this schematic design the City will work towards establishing expressions of interest with the UGC residents and other surrounding clubs who may be looking to expand.

City staff have ensured that the schematic design of the pavilion meets Developer Contribution Plan requirements and the City’s Building Design Guidelines and Specifications.

FINANCIAL IMPLICATIONS

The current cost estimate and the City’s budget allocation for this project are closely aligned. The schematic design cost estimate prepared by Gresley Abas Architecture for the Dayton Sports Pavilion is $4,420,000. The cost estimate includes a 3% design contingency, 5% construction contingency and 1% allowance for escalation.

The construction industry has become more competitive over the last 12 months and continues to see aggressive tendering through the main contractor and subcontractor markets. Tender results continue to be lower than earlier estimates and it is anticipated that this trend will continue throughout 2016.

Budget allowances for the construction of the Dayton Sports Pavilion (West) have been allocated within the Long term Financial Plan for the 2017/2018 financial years.
