1. Legislation to fulfill Article 34 & 35 requirements actualized

Institutional Reforms Within the ICT Sector

1. Working with National Treasury to restructure/ reorganise KBC by Q2 FY2014/15.

2. Operationalization of Konza Technopolis Development Authority on-going.

3. Transformation of Kenya Institute of Mass Communications (KIMC) into SAGA on-going in order to make it a more efficient & effective training institution for the media sector.

Policy Legal and Regulatory Frameworks. National Broadband strategy developed and Launched Access to Information Bill and Data Protection Bills have

been prepared and submitted to cabinet. Review of National ICT Master Plan Complete and set to be

launched before the end of this FY. ICT Guidelines and Standards Developed Development of the National Cyber security Master Plan has

been completed and set to be rolled out before the end of this FY.

Draft National Spectrum Policy is ready and undergoing

stakeholder consultations.

Development of National ICT Infrastructure

To improve Broadband access in all the 47 counties the ministry has commenced Laying of additional 1,600Km of National Optic Fibre Backbone Infrastructure (NOFBI) Phase 2 to the already existing 4,300km laid in phase 1.

The project will also include installing Local Area Networks (LAN) in 3 Buildings at each County Headquarters and construction of a Metro Fibre Network in all the 47 Counties

Survey of the Fibre Route is complete in all the 47 counties. The laying of the fibre set to start by May 2014 after approval by roads authority.

Commenced installation of a unified telecommunication system in Ministry Headquarters beginning with the National Treasury building and Ministry of ICT to improve efficiency within GoK

Development of National ICT Infrastructure

Ministry has laid out elaborate plans for roll-out of Digital Terrestrial TV Migration to the country in order to comply with the set ITU deadline.

Konza Techno City 1. Strategic Environmental Assessment (SEA) approved by

the National Environment Management Authority (NEMA) in February 2014.

2. KOTDA Bill to enhance and expand the mandate submitted to Attorney General for approval and then transmission to Cabinet and Parliament

3. Cadastral Survey currently on-going4. Comprehensive work Plan Prepared to guide

development of Phase 1 covering, Roads, Water and Sewerage Systems, Telecommunication Infrastructure, Construction of the Sales Pavilion

Content and IT Applications development1. Support digitization of registries in readiness for the

establishment of National Digital Register Services (NDRS). This will comprise of People Register, Land Register, Establishment Register, Assets Register. To this end digitization is ongoing at the Births and Deaths Records at the Civil Registration Department.

2. Development of Unified Communication Network including new look Government Websites is ongoing.

3. Publication of Kenya at 50 Yearbook edition highlighting the history, socio-economic, environmental and political issues since independence

4. Development and launch of a Public Payment switch by Postal Corporation.

1. Establishment of National Digital Register Services (NDRS). This will comprise of People Register, Land Register, Establishment Register, Assets Register. Master Database for People –work in progress
