InitsleadeditorialonOctober18th,theColumbus DispatchgaveIssue22,FCBDD’s replacement levy, a ringingendorsement.Excerptsarebelow.
Approval of this levy is a wise investment: The agency serves more than 16,000 children and adults, many of whom have both intellectual and physical disabilities; 90 percent of children receiving early-intervention and preschool services can attend a regular school, rather than a special school; and placement services help disabled adults find jobs, reducing the need for other tax-supported services.
The agency has been supported with two property-tax levies, each 3.5 mills. One is a permanent property tax, which voters approved in 2008 to give the agency a stable source of income
Dispatch endorses Issue 22necessary for long-term planning and for receiving federal and state grants.
The other, a temporary property tax that voters last approved in 2001, provides a tool to hold the agency accountable; it is this levy that requires renewal this fall. But instead of requesting another 10-year renewal, the agency scaled back its request to six years.
Likewise, it has stretched dollars, aggressively securing more federal money than any other county in the state and teaming up with Goodwill, Easter Seals, Nationwide Children’s Hospital and others to efficiently deliver services…
Its dollars help toddlers learn to walk and give a sense of accomplishment and
pride to adults in sheltered workshops. And the agency helps families, many of whom now are raising adult children with developmental disabilities.
A yes vote also will allow the agency to keep up with demand that is increasing 4 percent to 5 percent per year, partly because of greater outreach and a growing central Ohio. At the same time, however, funding is shrinking; the agency faces a 30 percent drop in state support over the current two-year budget, as well as declining property taxes and a loss of Medicaid funding for its schools.
To its credit, the agency optedagainstrequestinganincreaseatatimewhen many taxpayers are struggling, anditistighteningitsbudget…
