EXECUTIVE SUMMARY 1.0 INTRODUCTION

The Pre Feasibility Report for Gudha Quartz & Feldspar Applied Area, ML No.

06/1994 (2/2013), Near Village- Gudha, Tehsil –Raipur, Distt.- Pali (Raj.) for an

area of 4.80 hects. for mineral Quartz & Feldspar is prepared in favor of Mr.

Sitaram Soni, R/o Nagelav, Tehsil & Distt.- Ajmer (Raj.).

The Mining Lease was applied on dated 31/05/1994 for mineral quartz &

feldspar for an area of 4.80 hects. State Govt. issued letter of intent vide

Government order No. DMG/Sojat/CC-12/P1(1)/06/1994 (2/2013)/82, dated

17/01/2013.

The Mining Plan with Progressive Mine Closure Plan of above said applied area

was approved by Superintending Mining Engineer, Jodhpur Circle, Jodhpur for

a period of five years from date of registration.

The proposed rate of production is 35798 TPA of Quartz & Feldspar from Mine.

The lease area is comprised of Government land (Khasra no. 964). The estimated

project cost is Rs. 20 lakh. The expected life of mine is 16 years.

This mining project falls under Category “B-2”.

Abrasives and Electrodes (as flux coating welding rods and inductors).

2.0 INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION

2.1 Identification of Project and Proponent

The Pre Feasibility Report for Gudha Quartz & Feldspar Applied Area, ML No.

06/1994 (2/2013), Near Village- Gudha, Tehsil –Raipur, Distt.- Pali (Raj.) for an

area of 4.80 hects. for mineral Quartz & Feldspar is prepared in favor of Mr.

Sitaram Soni, R/o Nagelav, Tehsil & Distt.- Ajmer (Raj.).

The Mining Lease was applied on dated 31/05/1994 for mineral quartz &

Quartz & Feldspar excavated from the mine is used in Ceramics, Glass

manufacturing Ferrosilicon, Induction Furnaces Ling and Electric Ling Indicators

and in Paints. Quartz & Feldspar is used in Glass, Ceramics, Abrasives and

2.4 Demands-Supply Gap

There are expansion in many ceramic industries so, Demand of Quartz &

Feldspar is increased in compare to supply.

2.5 Imports vs. Indigenous Production

The quantity of mineral produced will meet the requirement to be imported.

2.6 Export Possibility

There is no proposal to export the Mineral.

2.7 Domestic/Export Markets

DOMESTICE MARKET

The finished product of Quartz & Feldspar will be used for saleable purpose in the local market.

EXPORT MARKET

The proposed mining activity is for consumption only for Ceramics, Glass manufacturing Ferrosilicon, Induction Furnaces Ling and Electric Ling Indicators and in Paints etc.

2.8 Employment Generation

The proposed mining activity will provide employment to about 15 workers. The

workers will be hired mostly from the nearby village.

3.0 PROJECT DESCRIPTION

3.1 Type of Project Including Interlinked and Interdependent Project , If Any

The mine is over an area of 4.80 hectares. The proposed is 35798 TPA. This is an

independent mining project and there are so interlinked project involved. The

project falls under Category “B-2” Project or activity 1 (a) As per MoEF Office

Memorandum No. J- 13012/12/2013-IA-II (I) dated 24.12.2013.

3.2 Location

The mining leases area is located at village – Gudha, Tehsil- Raipur, District-

Pali, Rajasthan. The Key plan showing 10 km radius of study area is attached.

The mining leases area falls in Survey in India Toposheet is 45J/8.

3.4 Size or magnitude of operation

The mine area is of 4.80 ha and during five year total production of useable

material shall be approximately 133015 tonnes. The mine will be worked on the

day time only. The average number of working days in the year would be 295.

Geological configuration of Pali district is quite complex. It is comprised

of heterogeneous assemblage of different litho units of igneous,

sedimentary and metamorphic origin.

The oldest & prominent rock exposed along district belongs to Delhi supergroup

comprising southern, eastern and north eastern margine of the metamorphosed

ferruginous and massive classics.

With subordinate chemogenic sediments and associated intrusive and extrusive

phases. Rocks of this Supergroup have been further classified in Kumbhalgarh,

Sirohi & Punagarh Groups.

The Delhi's are succeeded by a sequence of un metamorphosed sedimentary rocks

comprised of sandstone, limestone, siltstone, gypsum beds, This Super group is

further divided into Jodhpur Group, Bhilwara Group & Nagaur Group.

The Delhi's are intruded by granites and rhyolite. The predominant is the

Erinpura Granite.

b) Mineral Resources

Pali district is endowed with wide variety of minerals. Both metallic and non

metallic minerals are found. Good quality deposits of asbestos, limestone,

gypsum, magnesite, quartz are found which have been exploited for last so many

years.

Feldspar Quartz

The pegmatite occurring around Beranthia Khurd, Bhanuira, Kalyanpura,

Kalakot, Raira in Raipur tehsil near villages Nana in Bali tehsil and Sitapura in

Sojat tehsil consist mainly of quartz & feldspar. The feldspar is of pink variety.

3.6 Project Description With Process Details

3.6.1 Method of Mining

Following design parameters are set for casting the mining proposal for next four

year periods:

Production Target The annual production of Quartz & Feldspar is

proposed as 35798 TPA.

Bench Height & Width Height: 3m.

Width: Width will not be less than height i.e. 3m.

Drilling & Blasting No drilling & blasting is required in future.

Pit Slope The edge of excavation shall be adequately sloped

and secured so as to prevent danger from fall of

sides as per the Regulation 106 of the Metalliferous

Mines Regulation, 1961. The face slope will be at 70°

and overall bench slope will maintain at 45°.

No raw material will be required for production. In the operation phase mineral

will be excavated by semi-mechanized method and loaded directly into

trucks/tractors to end users. Eventually the finished product will be supplied to

the market .

Not envisaged.

3.9 Availability of Water Its Source, Energy/ Power Requirement and Source

3.9.1 Water Requirement

Water required is 3.0 KLD . It is proposed to obtain water for drinking from

nearby village.

3.9.2 Power

The operation will be done only from sun set hence there is no power

requirement for light in the quarry area.

3.10 Quantity of Wastes to be generated (Liquid And Solid) and Scheme for

their Management/ Disposal

3.10.1 Solid Waste Generation & its Disposal

During the plan period 178283 tones waste will be generated which be stacked

around existing dumps in west direction and stabilized by proper plantation &

multiple slices of benches in dump.

Major portion of applied area possesses mild hilly furtain. The altitude of the

area is 432 to 438 mRL.

4.5 Existing Infrastructure

Road is near to the working site. Manpower is cheaply available.

4.6 Soil Classification

Soil orders is mainly of Light brown colour, soft & loose soil.

4.7 Climatic data from secondary sources

The district receives an annual rainfall of 415 mm. The winter season remains

reasonably cold when minimum temperature is 10 to 23° C and the average

temperature remains at 18° C. During summer highest temperature goes upto

43° C but the average temperature is recorded to be 33° C.

5.0 PLANING BRIEF

5.1 Planning Concept

Opencast semi mechanized method of mining with bench formation of 3m height

& 3m width is proposed in the lease area. Production will be carried out by

means of JCB, loader & excavator without drilling and blasting. Loading of

mineral will be done manually as well as by loader.

5.3 Assessment of Infrastructure Demand (Physical & Social)

On the basis of the preliminary site visit, the infrastructure demand in the village

Workers from nearby village will be engaged for mining and transportation

available only from such mining . The mineral extracted is in high demand at the

local market for real estate industry.

INTRODUCTION

The Environment Management Plan (EMP) is required to ensure

sustainable development in the mining lease area. EMP covers the genesis

of pollution & the proposed measures required for meeting the prevailing

statutory requirements of gaseous emissions, waste water discharge

characteristics, noise level etc. for environment management purpose in

connection with the mining & mining related activities in mining lease

(ML) area.

1. To establish the environmental scenario.

2. To anticipate the impacts of proposed future mining operation on the

environment.

3. To prepare detailed action plan for implementation for mitigitive

measures.

4. To suggest preventive & mitigate measures to minimize adverse

The only source to pollute air shall be the generation of dust while

undertaking drilling and the semi mechanized mining operation including

sizing the mineral. The level of dust concentration shall be practically of

Dumping of OB waste for optimum height so as to reduce the dust.

Air quality should be regularly monitored.

1.3 CONTROL OF GASEOUS POLLUTION

The only source to pollute air is the generation of dust while undertaking

the mechanized mining operation including sizing the mineral. But the

level of dust concentration is practically of very low order. The measures

proposed are to follow the norms of mask, water spraying and plantation.

1.4 NOISE & VIBRATION ENVIRONMET

Generation of ground vibration and noise is practically nil, and low enough

with the mechanized mining operation to have any adverse impact on this

account to the workers and local inhabitants.

Drilling & Blasting will not be used because mineral is soft in nature. So,

there is not arising question of vibration.

However the following measures should be undertaken:

1. Regular monitoring of noise level should be done inside & outside

the ML boundary.

2. Ear muffs will be used during high noise activity.

3. Regular maintenance of machineries shall be done.

1.5 WATER MANAGEMENT

Surface Water The working pits and proposed waste rock dumpsites

shall be away from any seasonal water stream. Thus there will be no

impact of mining in the natural flow of water and the drainage system

in the lease area.

Ground water The water table in the area is sufficiently below (30-35m)

the ground surface and therefore, quantity as well as quality-wise, the

ground water in the area is not likely to be effected at all.

Water quality The mineral produced and the waste rocks generated are

not likely to pollute the water quality in any manner.

1 Mining will not intersect with the ground water table and any

drainage pattern.

2 No effluent will be generated due to mining activates.

3 Retaining wall all along the toe of dumps shall be constructed.

4 Formation of water garland to regulate & drain the rain water from

pit & directs its course away from dumping area.

5 Water harvesting system will be adopt for old pits in the ML area.

1.6 SOLID WASTE AND TOP SOIL MANAGEMENT

Small quantity of top soil will be generate during mining operation in ML

area which will be stacked separately for plantation purpose. It is proposed

to dump in systematic manner like multiple terracing & dumping yard will

be as per rule. At present, No dump lies at the site proposed. The dump

generated was used for road filling in the nearby villages. Now the lessee

proposes to stack the waste generated in the NE part of the lease area

statutory barrier in the non-mineralised zone.

1.7 GREEN BELT DEVELOMENT

In the ML area, plantation will be done in Mining lease periphery. It is proposed to plant 100 saplings per year of Neem, Babool, Jamun, Gulmohar & Local Species etc, in Mining lease periphery & along the roadside also in dump yard. One workman will be deputed for maintenance of plantation during mansoon period. If required, forest dept. Officers will be consulted for type of plantation suitable for this area. The survival rate is 70%. The year wise plantation is shown in following table.

1.8 SOCIO ECONOMIC ENVIRONMENT

Educational support to poor student especially for girls.

1.9 OCCUPATIONAL HEALTH & SAFETY

All the safety measures as per the mine regulations will be provided. For

safety purpose the following measures are also proposed:

1. Barbed wire fencing is proposed around all the pits, to check the

inadvertent entry of livestock in the mining area (excavation).

2. Security Guard are proposed for ward and watch duty and for

security purpose. He will not allow any unauthorized person and

livestock near the cutting of the proposed workings.

3. The safe workings are proposed in the supervision of technical and

qualified supervisory staff.

4. Suitable and properly maintained first-aid outfit is kept at the Area.

5. Dust masks are provided to the persons exposed to dust.

6. Suitable protective footwear are provided.

7. Use of ear protection (ear plugs and ear muff) are provided

8. Health camps are arranged for local villagers and workers.

For occupational health & safety purpose, 50000 Rupees will be provided

by lessee.

SUMMARY

As per above discussion there is no measure impact on the environment due to

mining except fugitive emission in the form of dust generated during handling and

loading of mineral. The adequate preventive measures will be adopted to contain

the various pollutants within permissible limits. Plantation development will be

carried out in the mine premises, along the approach roads, around Govt. buildings,

schools approx 100 trees per year. It will prove an effective pollution mitigate

technique, and help avoid soil erosion during monsoon season. Employment

opportunities will be provided to the locals as extraction of minerals from the mine

site is an important prevailing occupation for them for their livelihood. A budget of

50000 Rs. Per year for Occupational Health and Safety and budget of 75000 Rs.

Per year for EMP are proposed for area.
