Agenda # Topic 1 Welcome Apologies noted for Ministry of Foreign Affairs and Trade, Ministry of Justice, and Department of the Prime Minister and Cabinet.

2 Engagement programme progress Submission process ended Wednesday 24 August. Comments have been closed for the two online platforms and social media, and all workshops, webinars, blogs, conference participation, and teleconferences have been conducted. Discussion focussed on:

- The time to comment has been condensed. However the process has provided the public with more opportunities and channels to comment than engagement on the previous plan.

3 Advancing commitments within agencies Submissions have been clustered into seven themes by engage2:

• Civil society capacity and participation • Fiscal transparency • Involving citizens in public policy and programme development • Official information Act • Open data • Standards and culture around open data • Transparency of information.

4 Co-creation workshop The co-creation workshop will have seven tables, each one designed to facilitate a conversation and commitment writing around a particular theme. Engage2 provided the agenda for the day, and asked officials to participate in table discussions on themes that related to their agency accountabilities, and to help facilitate the discussion and writing of commitments with community members. Discussion focussed on:

- Facilitating commitment writing through developing a grid based on ‘support’ for a proposed action and ‘achievability’ of the proposal within the timeframes.

Agenda # Topic 1 Welcome Acknowledgements of participation by the Officials group at the co-creation workshop.

2 Reflections The engagement process provided over 80 submissions. Acknowledgement of the difficulty in processing these submissions during a single day co-creation workshop. Acknowledgement that both citizens and government officials came together in a spirit of honouring the submissions and willingness to engage in developing commitments. Discussion focussed on:

- How technology could facilitate the co-creation process of developing and curating submission themes online.

- How the use of Plain English and shared definitions (‘co-creation’, ‘civil society’ etc) could potentially increase awareness of, and engagement in, the OGP in New Zealand.

3 Next steps in plan development Limited time during co-creation meant a number of commitments were not fully developed, including around OIAs and ongoing engagement.

Discussion focussed on: - The importance of the Expert Advisory Panel having oversight across the commitments.

- Department of Prime Minister and Cabinet and Ministry of Justice to work with SSC to ensure a commitment around OIAs can be put forward.

- Hui E! possible availability to support the development of a commitment around ongoing engagement.

Agenda # Topic 1 Welcome Apologies noted from Ministry of Justice and Statistics New Zealand.

2 Update on plan Discussion focussed on:

- The need for New Zealand’s action plan 2016-18 to be written in plain English, and to ensure that there is uniformity in how the commitments are described and presented.

3 Developing the plan The ‘Transparency of International Treaties’ draft commitment suggested at the co-creation workshop sought the “release where possible (of) all documents involved in International Treaties, their negotiation and implementation”. Discussion noted:

- Much of this is already published by MFAT. All legally binding international instruments can be found on the NZ Treaties Online (NZTO) website at: http://www.treaties.mfat.govt.nz//. This includes basic information about a treaty including a summary, key dates relating to signature, ratification and entry into force, the other parties to bilateral and plurilateral treaties and either a copy of, or a link to, the treaty text. NZTO also lists all treaties that New Zealand is in the process of becoming bound by, including treaties that are under negotiation, and includes information about the progress of negotiations and next steps in the treaty making process.

- The group suggested that this be referenced in the introduction of the National Action Plan.
