First Plenary Session Monday, November 02, 2009 1 Opening of the meeting; roll call of delegates Rainer Schuhmann welcomed the delegations present in Berlin and opened the meeting. He introduced himself as the new chairman of the subcommittee and gave a short abstract of his curriculum vitae. At the same time he expressed his sincere thanks to Karl Lenhardt, who could not attend the meeting, for his leadership and service in the past as chairman of ISO/TC 172/SC 1. On behalf of the host (DIN) Elisabeth Leitner also welcomed the delegations present. She expressed her congratulation and special thanks to all delegates for winning the Lawrence D. Eicher Award 2009. It was the contribution of all convenors, delegates and secretaries of ISO/TC 172 who made this possible. Elisabeth Leitner furthermore introduced Sabine Pintaske as the new secretary of ISO/TC 172/SC 1. Rainer Schuhmann kindly asked all participants to briefly introduce themselves. The heads of delegation identified themselves as the leader of their delegation. 2 Adoption of the agenda (N 588) The agenda was unanimously adopted as given in N 588.

Resolution 2 / 2009 3 Appointment of the drafting committee Dave Aikens (US) and Michael Bray (France) kindly agreed to assist the secretary in preparing the resolutions.

Resolution 3 / 2009 4 Report of the secretariat on the subcommittee's organization, constitution and

progress of work (N 593) Sabine Pintaske gave a brief overview on general information, changes in committee participation and on progress of work since the last meeting (Bucharest, May 2008). She pointed to document N 593, a written report of the secretariat which provides detailed information. Beyond the written report in N 593 Sabine Pintaske briefly addressed the following:

• Default time frame for voting on Committee Drafts: In 2009 a new edition of ISO/IEC Directives, Part 1 "Procedures for the technical work" was published. This new edition gives more flexibility to the committees regarding the timeframe for voting on committee drafts. It is now up to the committee to choose the adequate time frame from three available options: 2 months, 3 months or 4 months. In order to support the secretariat in these case to case decisions, Sabine Pintaske kindly asked the delegates to consider an appropriate default time frame for the subcommittee in their working groups and to report on this at the 2nd plenary session.

• ISO Concept Database (CDB): This new ISO IT tool provides a harmonized platform for searching, developing and maintaining of structured content. Initially, three important categories of concepts are covered:

Terms and definitions; Graphical symbols; Codes (language, country, currency, etc.)

This first release allows users to search for concepts, which are published in ISO standards. Later releases of the ISO/CDB will include additional concepts like:

Units of measurement, Product properties, Data dictionaries,

and will support the possibility to maintain structured content through defined procedures.

5 Review of work to be conducted and of items to be addressed in the WG meetings The convenors of WG 1 and WG 2 briefly outlined the work to be conducted and the items to be addressed at the working group meetings. Sabine Pintaske added the items of WG 3 and Elisabeth Leitner of WG 4. Elisabeth Leitner furthermore encouraged the working groups to review the subcommittee liaisons and to report to the 2nd plenary session in case it were required to make adjustments, e. g. discontinuation or establishment of new liaison, or nomination of liaison representative(s). The necessity to – at the 2nd plenary meeting – conclude on the venue of the next meeting was addressed. The working groups were kindly requested to determine the approximate date that would best suit their needs to adequately cover their business and to report this to 2nd plenary session. Closure of the first plenary session. Second Plenary Session Thursday, November 05, 2009 Opening of the second plenary session Rainer Schuhmann welcomed the delegates to the 2nd plenary session which was mainly dedicated to the confirmation of results of the week's meetings. He asked the working group convenors to report the results of the meetings. 6 Conveners reports on WG meetings and activities 6.1 WG 1 General optical test methods (Convenor: Dr. Hans-Jörg Heimbeck) Hans-Jörg Heimbeck reported on the WG 1 meeting and also on the joint meeting of WG 1 with WG 2 (a written report is provided as a separate WG 1 document). The conclusions and recommendations of these meetings to the subcommittee were adopted, as follows: WG 1 meeting: ISO/WD 14999-5 "Interferometric measurement of optical elements and optical systems – Part 5: Test methods for the determination of surface form or wavefront of optical elements and optical systems by interferometry"

Decision on reorganization of the working draft by the project leader Tom Williams in order to point out the normative character of the standard and preparation of a 2nd Working Draft.

Resolution 5 / 2009 Correction of ISO 15529:2007 "Optics and photonics – Optical transfer function – Principles of measurement of modulation transfer function (MTF) of sampled imaging systems"

ISO 15529:2007 need to be corrected. Due to the number and nature of corrections to make, a corrected re-print is more appropriate rather than a corrigendum.

Resolution 6 / 2009 Technical Report on wavefront sensors

The subcommittee resolved to further work on preliminary stage. P-members are encouraged to nominate further experts and to send comments to the secretariat. Project Leader: Simon Hall.

Resolution 7 / 2009 Default voting period for CD's

WG 1 suggests to have a default voting period of 3 months for Committee Drafts in SC 1. Liaisons

WG 1 seeks to continue its liaisons in place.

Measuring standard for centring deviations in transmission

Dana Granciu and Dave Aikens suggest that a standard describing the measurement of centring deviations in transmission could be a potential new work item. This will be added to the agenda of the next WG 1 meeting. Joint meeting of WG 1 and WG 2: Systematic Review ISO 14997 "Optics and optical instruments – Test methods for surface imperfections of optical elements"

Decision on revision of ISO 14997 in order to adjust ISO 14997:2003 to ISO 10110-7:2008 via a minor revision.

Resolution 9 / 2009 Potential new work on a comprehensive document on "general deviations of optical surfaces"

No further work is required to describe different measuring techniques for optical aspects. WG 1 and WG 2 agreed to work on 4 different topics:

1. Instrument calibration method 2. Roughness/waviness test method 3. Data reduction for roughness/waviness 4. Standard set of roughness artefacts

Resolution 8 / 2009 Finally, on behalf of the plenum the chairman thanked Hans-Jörg Heimbeck and the WG experts for their work and for their constructive cooperation and contributions. 7.2 WG 2 Preparation of drawings for optical elements and systems (Convener: Akira Kikuchi) Akira Kikuchi reported on the WG 2 meeting and also on the joint meeting of ISO/TC 172/SC 3/ WG 1 with WG 2(a written report is provided as a separate WG 2 document). The conclusions and recommendations of the WG 2 meeting to the Subcommittee were adopted, as follows: ISO/DIS 10110-8 "Optics and photonics - Preparation of drawings for optical elements and systems – Part 8: Surface texture"

Conclusion to submit ISO 10110-8 as a FDIS to ISO/CS.

Resolution 10 / 2009 ISO/PWI 10110-6 "Optics and photonics – Preparation of drawings for optical elements and systems – Part 6: Centring tolerances"

Conclusion on circulation of a NWIP in order to revise ISO 10110-6. Resolution 12 / 2009

ISO/PWI 10110-7 "Optics and photonics – Preparation of drawings for optical elements and systems – Part 7: Surface imperfection tolerances"

Conclusion to stay at the preliminary stage until the minor revision of ISO 14997 is published.

ISO/PWI 10110-17 " Optics and photonics – Preparation of drawings for optical elements and systems – Part 17: Laser damage threshold" (relationship with ISO/DIS 21254-1 and -2 from ISO/TC 172/SC 9)

Conclusion to stay at the preliminary stage until ISO 21254 series is published.

Resolution 14 / 2009 Systematic Review ISO 10110-1 "Optics and photonics – Preparation of drawings for optical elements and systems – Part 1: General"

Decision on confirmation of ISO 10110-1:2006; at the same time, starting a preliminary project toward a future revision based on comments presented at the meeting by Romania and US.

Resolution 15 / 2009 Follow-up on the subcommittee's proposals to ISO/TC 10/SC 6 and ISO/TC 10/SC 1 relating to ISO 128-24 and ISO 128-50, respectively

The subcommittee secretariat was instructed to request ISO/TC 10/SC 1 to update the proposed amendment to ISO 128-50 to be consistent with ISO 10110-1:2006.

Resolution 16 / 2009 Joint meeting of ISO/TC 172/SC 3/ WG 1 and WG 2: ISO/PWI 10110-2,-3,-4 "material imperfections" (relationship with ISO 12123 from ISO/TC 172/SC 3)

Following the concept of the project leader, Allen Krisiloff, the subcommittee resolved to revise ISO 10110-2,-3,-4 to combine these three parts into a single part under a new part number. The new standard will follow ISO 12123 as much as possible and accommodate both raw glass and finished element performances. At this time, this will yet be on the preliminary stage.

Resolution 11 / 2009 On behalf of the subcommittee the chairman thanked Akira Kikuchi and the WG experts for their work and for their constructive cooperation and contributions. 7.3 WG 3 Environmental test methods (Convener: Norbert Wittekindt) Norbert Wittekindt reported on the WG 3 meeting (a written report is provided as a separate WG 3 document). The conclusions and recommendations of the WG 3 meeting to the Subcommittee were adopted, as follows: ISO 9022-1:1994 "Optics and optical instruments – Environmental test methods - Part 1: Definitions, extent of testing"

Decision on revision of ISO 9022-1:1994.

Resolution 18 / 2009 ISO 9022-3:1998 "Optics and optical instruments – Environmental test methods - Part 3: Mechanical stress"

Decision on confirmation of ISO 9022-3:1998.

Resolution 19 / 2009 ISO 9022-6:1994 "Optics and optical instruments – Environmental test methods - Part 6: Dust"

Decision on confirmation of ISO 9022-6:1994 at this point in time. However, it is anticipated that ISO 9022-6 will no longer be required when the revised ISO 9022-1 is published. IEC 60529 can be used instead.

Resolution 20 / 2009 ISO 9022-7:2005 "Optics and photonics – Environmental test methods - Part 7: Resistance to drip or rain "

The subcommittee resolved to withdraw ISO 9022-7 when the revised ISO 9022-1 is published. IEC 60529 can be used instead.

Resolution 21 / 2009 ISO 9022-10:1998 "Optics and optical instruments – Environmental test methods – Part 10: Combined sinusoidal vibration and dry heat or cold" ISO 9022-13:1998 "Optics and optical instruments – Environmental test methods – Part 13: Combined shock, bump or free fall and dry" ISO 9022-15:1998 "Optics and optical instruments – Environmental test methods – Part 15: Combined digitally controlles broad-band random vibration and dry heat or cold" ISO 9022-16:1998 "Optics and optical instruments – Environmental test methods – Part 16: Combined bounce or steady-state acceleration" ISO 9022-19:1994 "Optics and optical instruments – Environmental test methods – Part 19: Temperature cycles combined with sinusoidal or random vibration"

Decision on revision of ISO 9022-10,-13,-15,-16,-19 in order to merge them into one single standard, to be published under a new part number and title, as follows: ISO 9022-22 "Optics and photonics – Environmental test methods – Part 22: Combined cold, dry heat or temperature change with shock or random vibration".

Resolution 22 / 2009 ISO 10109 series "Optics and photonics – Environmental requirments "

Decision on starting preliminary work towards replacing ISO 10109 series to combine them into one single standard, presenting the contents in a more user-friendly form, and to facilitate the application of the standard in day-to-day practical work.

Resolution 23 / 2009 ISO 9022-5,-18,-21 "Optics and photonics - Environmental test methods – pressure"

Decision on starting preliminary work on combining ISO 9022-5,-18,-21 "pressure" into one single standard to present the contents in a more user-friendly form, and to facilitate the application of the standard in day-to-day practical work.

Resolution 24 / 2009 ISO 10109-8:2005 "Optics and photonics – Environmental requirments – Part 8: Test requirements for extreme conditions of use"

Decision on confirmation of ISO 10109-8:2005.

Resolution 25 / 2009 Default voting period for CD's

WG 3 suggests to have a default voting period of 3 months for Committee Drafts in SC 1. Liaisons

WG 3 does not see any necessity to establish any liaison to other committees or organizations. On behalf of the subcommittee the chairman thanked Norbert Wittekindt and the WG experts for their work and for their constructive cooperation and contributions.

7.4 WG 4 Data transfer: Contents and management (Convenor: Prudence Wormell) Prudence Wormell reported on the WG 4 meeting (a written report is provided as a separate WG 4 document). The conclusions and recommendations of the WG 4 meeting to the Subcommittee were adopted, as follows: ISO/DIS 25297-1 "Electronic exchange of optical data – Part 1: NODIF information model"

Conclusion to submit ISO 25297-1 as a FDIS to ISO/CS.

Resolution 26 / 2009 ISO/CD 25297-2 "Electronic exchange of optical data – Part 2: Mapping to the classes and properties defined in ISO 23584"

Conclusion to submit ISO 25297-2 as a DIS to ISO/CS.

Resolution 27 / 2009 ISO/CD 23584-2 "Specification of reference dictionary – Part 2: Classes and properties definitions"

Several conclusions by WG 4 were made about the reference dictionary project, and these were resolved in the meeting of the parent technical committee, ISO/TC 172, earlier this week:

• Validation of the content of ISO/DIS 23584-2 according potential SC 1; SC 3:ownerships; • Submission of ISO 23584-2 as a DIS; • Set up of an Ad Hoc Group with the task to develop a proposal for properties' dictionary business

model and copyright rules. See Annex B for ISO/TC 172 resolutions relating to the ISO 23584 project. Liaisons

WG 4 nominated Prudence Wormell as a new liaison officer from ISO/TC 172/SC 1 to ISO/TC 184/SC 4.

Resolution 28 / 2009 Finally, on behalf of the plenum the chairman thanked Prudence Wormell and the WG experts for their work and for their constructive cooperation and contributions. 8 Review of structure of the subcommittee, convenorships and liaisons;

confirmation of any changes. No need for changes of the subcommittee structure was identified. All existing convenorships were confirmed without any changes. Liaisons All existing liaisons were confirmed. The subcommittee resolved to add Prudence Wormell as a new liaison officer to ISO/TC 184/SC 4.

Resolution 28 / 2009 Noting the recommendation by ISO/TC 172, the subcommittee resolved to upgrade their existing liaison with ISO/TC 10/SC 6 for bi-directional exchange of documents and to establish liaison with ISO/TC 10/SC 1 Technical product documentation / Basic conventions.

Resolution 17 / 2009 9 Requirements concerning a subsequent subcommittee meeting In the light of the business to be conducted the subcommittee resolved that the next full meeting of ISO/TC 172/SC 1 and its working groups should preferably be held in about 1 year (2010). Noting the next

meeting of ISO/TC 172/SC 3 in about 2 years the delegates expressed their wish to have a subsequent meeting (2011) again in collocation with ISO/TC 172/SC 3, if possible. 10 Any other business Time frame for voting on Committee Drafts: According to the recommendations of the WG's, the subcommittee resolved to have a default CD voting period of 3 months for SC 1. 2 months or 4 months may only be made in exceptional cases.

Resolution 29 / 2009 Properties Dictionary Project – Copyright Dave Aikens, US head of delegation, presented the following US position: “The notion that ISO could or should own copyright on something so simple and public as the definition of, say, wavelength or refractive index gives us pause. The TC172 SC1 US delegation opposes any such claim of ownership, and will in no way abet such an enterprise. For this reason, we recommend all work on the database be suspended until these commercial issues are resolved. We have referred this matter to the TC172 TAG for consideration, and will look to ANSI for further guidance.” 11 Approval of resolutions The draft resolutions were displayed on screen during the subcommittee meeting. The meeting carefully reviewed all the draft resolutions, and adjustments or additions were incorporated, as required. All resolutions were unanimously approved by all delegations present, with the exception of Resolution 27/2009, for which the US delegation abstained from voting. All resolutions, in their final wording approved by the meeting, are given in Annex to this report. Closure of the second plenary session The chairman thanked the conveners and project leaders, the secretaries Elisabeth Leitner and Sabine Pintaske and all the experts and delegates for their work and the excellent cooperation at the preparation of and during the Berlin meeting.

RESOLUTION 3 / 2009 Appointment of the drafting committee The following delegates agreed to assist the secretariat in preparing the resolutions: Michael Bray, France Dave Aikens, USA RESOLUTION 4 / 2009 Report of the secretariat The Subcommittee accepted the report on activities of the secretariat as given in document N 593 and as presented by the secretary Sabine Pintaske. WG 1: General optical test methods RESOLUTION 5 / 2009 2nd Working Draft for ISO 14999-5 ISO 14999-5, Optics and photonics – Interferometric measurement of optical elements and optical systems – Part 5: Test methods for the determination of surface form or wavefront of optical elements and optical systems by interferometry The subcommittee decided not to change the track for this project to a Technical Report.
