I was originally appointed by the Board of Supervisors to served on this Board of Directors in mid- 2004 for 1.5 years as a replacement for a Board Member who had resigned and moved to California. I live in the 87th District, in South Riding. Prior to moving to Loudoun County I lived in Fairfax and served as an Appointed Consumer Protection Commissioner for 8 years, or nearly 3 terms. I was appointed by the Fairfax County Board of Supervisors to serve on this wonderful and very interesting Commission. I loved serving on this Commission because we were tasked with listening to complaints and disagreements and we made important recommendations to the BOS regarding our findings and our recommendations regarding the issues. We solved many problems, monitored excessive rates and helped many Fairfax County consumers by keeping them safe from fraudulent activity, or from being taken advantage of financially. We worked closely with Consumer Protection Staff, who were extremely wonderful people to solve disputes over rates and . disagreements between cable, internet and telephone providers and the consumers. We monitored Towing companies and were responsible for enforcing the licensing rules for Taxi Companies, and Massage Parlors. Unfortunately, due to the Commission’s bylaws which state “A person serving as a Commissioner in Fairfax County must be a Resident of Fairfax County”, I turned in my resignation when I moved to Loudoun County. I was and continue to be active in the Fairfax community, as I believe that it is important and part of our civic duty to volunteer in the communities we live and work in. I am very involved in mobilizing ethnic communities to participate in elections and vote. Although I was born, raised and educated in the USA, I am fluent in Arabic speaking. I am also a Community Leader in the American-Middle Eastern community. I also listed and sold Real Estate for several years and held a Virginia License for several years. In fact it is my knowledge and ability to list and sell homes which has allowed me to purchase and live in beautiful homes like the one I purchased in South Riding. I follow and know what the real estate market is doing. I know the trends. I keep track of the sales. I have purchased and sold Real Estate for 20 years. I have a great interest in making sure that Loudoun County Real Estate stabilizes and home values rise, not fall. I want the Communities to be the best they can be. I feel that I can be very helpful on some of the Boards and Commissions in Loudoun County and I would like the opportunity to be appointed to the Board of Equalization. Currently, I am employed at Washington Gas as a Specialist in the Rates and Regulatory Affairs area and I am also a Board of Trustee and the Chairwoman of the Member Enrollment Committee for the Washington Gas PAC. I am considered a PAC leader because of my great success with attracting employee members to the PAC. I have a Bachelor degree in Human Resource Management and a Master degree in Business Administration and Management. I am also a graduate of the 2011 Class of Leadership Fairfax. Office of the County Administrator: As a recently retired real estate executive, I noticed with interest your solicitation of applicants for the Loudoun County Board of Equalization. ROBERT J. BOSCO SENIOR PLANNER

TOTAL YEARS OF EXPERIENCE: 33 YEARS AT VIKA: 9 As VIKA’s Senior Planner, Robert Bosco brings more than 33 years of experience managing entitlement and rezoning projects throughout the Metropolitan Washington DC area. This work has required him to work closely with county, town, and city staff and citizen groups. His specific area of expertise is Loudoun County, where he began his career as a Loudoun County Senior Planner in 1988. While working for Loudoun County, he played a key role in the development of Ashburn Village, a community with 5,000 dwellings, 1.2 million square feet of flex industrial space and 50,000 square feet of commercial space that was rezoned from agricultural to Planned Development Housing 3 (PDH-3). Mr. Bosco was also responsible for the rezoning of Dulles Town Center (formerly Windmill Mall) from a Commercial-2 (C-2) to a Planned Development-Shopping Center (PD-SC). The project included the historic preservation of the original colonial road, Vestales Gap Road, which ran from historic Old Town Alexandria to Leesburg. This rezoning resulted in the development of 350,000 square feet of retail, 1,200 dwellings and 1.2 million square feet of office space. After being promoted to Loudoun County Zoning Administrator, Mr. Bosco played a lead role in working with the Loudoun County Planning Commission on the two-year process of writing and adopting a new zoning ordinance, the 1993 Zoning Ordinance, which is still in use today by Loudoun County. After leaving the County’s employment for the private sector of land development, Mr. Bosco negotiated the rezoning of the Hazout property from agricultural to PD-SC, Planned Development-Industrial Park (PD-IP). The project included 600,000 square feet of retail and 1.5 million square feet of flex industrial space. It also included an important local historical and cultural preservation accomplishment for Mr. Bosco when he negotiated the dedication of the portion of the property that was former slave quarters to the Loudoun County Parks Department. Mr. Bosco also led the successful effort to rezone the Kirkpatrick Farm from agricultural to Planned Development–Housing 3 (PD-H3), which allowed for the development of 3,100 dwelling units. His Loudoun County experience also includes the preparation of preliminary subdivision plans for more than 10 residential subdivisions in rural Loudoun County and the site plan for Costco and Target retail stores in Leesburg. In 2000, Mr. Bosco was appointed by the Loudoun County Board of Supervisors to be a member of the Facilities Standard Manual Review Committee. During his two-year appointment, he assisted the County staff in rewriting the Loudoun County Facilities Standards Manual. Mr. Bosco’s problem-solving skills include “thinking outside the box” to develop creative solutions to project rezoning and entitlement problems. His impressive project management skills for entitlements and rezoning include balancing the multiple and, at times, competing priorities of all stakeholders, while always acting as a strong advocate for his clients’ interests. He is extremely knowledgeable about the planning, regulatory, and implementation framework for projects. He has built highly effective relationships with approval authorities and has the project experience, respect, and ability to work hand-in-glove with county, state, and federal approval agencies. Throughout his impressive professional career in both Loudoun County government and the private land development community, Mr. Bosco has built strong, effective professional and personal relationships with Loudoun County officials and government staff. In addition, he possesses extensive Loudoun County project experience both as a former county official and as a land development professional. SPRING HILL STATION/TYSONS WEST: FAIRFAX COUNTY, VIRGINIA SENIOR PLANNER – Providing planning services related to the land development plans for Spring Hill Station/Tysons West (also known as the Tysons Demonstration Project), which was created to illustrate how a project could be developed using the Draft Comprehensive Plan for Tysons Corner. The Complex is being built in phases through 2025, with capability for future expansion. The West Ox Road Complex provides critical infrastructure to improve the efficiency and effectiveness of both public safety and transportation services in Fairfax County and Northern Virginia. This project also won the 2009 NAIOP Northern Virginia Award of Excellence – Best Building, Institutional Facility Over $20 Million. MCCONNELL PUBLIC SAFETY AND TRANSPORTATION OPERATIONS CENTER (MPSTOC): FAIRFAX COUNTY, VIRGINIA SENIOR PLANNER – Provided planning, civil engineering, surveying, and landscape architectural services related to the development of the site to support the McConnell Public Safety and Transportation Operations Center (MPSTOC), a partnership between Fairfax County, the Commonwealth of Virginia, and the Washington Metropolitan Area Transit Authority (WMATA). The MPSTOC is a 114,000 square foot building with a 33,000 square foot Forensics Facility attached to it. Contained within the MPSTOC are Fairfax County's Department of Public Safety Communications (9-1-1 Communications Center), the Office of Emergency Management, the Emergency Operations Center, and the Virginia State Police Division 7 dispatchers. The complex also includes a 165,000 square foot building for the Virginia Department of Transportation (VDOT) Northern Virginia District Office and State Police Division 7 Administration. Surveying services included: preparation of record and easement plats; construction stakeout; geometric layout plans for the general contractor; and, as-built surveys. Civil engineering services included: design of water main, storm drain and sanitary sewer systems; erosion and sediment control plan for approximately 18 acres of disturbed area; preparation of the telecommunication and electrical conduit plans; preparation of project specifications; and, construction administration support during the construction process. Landscape architectural services included: landscape plan for interior parking lots, perimeter parking, and vegetative screening; and, landscaping for the enhanced extended detention stormwater management pond. The complex will also include two (2) new buildings and three (3) new garages. Victory Center will be a state-of-the-art secured complex capable of meeting all Federal Government Agency and contractor space needs, from security to technology. All phases of the complex are being built to the highest level of government requirements. Currently, Phase I, the renovation of the Eisenhower Building, has been completed and the building is LEED Core and Shell Development (LEED-CS) Pilot Certified Gold. I have found this service to be a learning opportunity as I’ve expanded my understanding of the County’s ADU program and affordable housing issues specific to Loudoun County. It has also been gratifying, accompanied by a sense of accomplishment when considering the many families who have benefitted from the provision of affordable housing through this program. It probably represents the benefit of a good ‘private/public partnership’ considering the contribution made by local builders. I am seeking your reappointment as its ‘At Large’ representative inasmuch as my final (9th) term on Loudoun Habitat’s Board of Directors expired in the Spring and I’m hopeful that someone else from the non-profit sector will step up to offer service on ADUAB in that capacity. However, my service there for two terms as its vice president and my two final terms as its president afforded me expanded opportunities to learn the unique demands of providing a variety of housing opportunities to citizens of every income bracket. In addition, my current position as co-chair of ADUAB has provided additional occasions to dialogue with County staff and others with the hope of tightening, perhaps streamlining, the program and increasing its effectiveness.
