Standley Community Park General Development Plan Amendment
Issue - Should the Park and Recreation Board recommend approval of the Standley Community Park General Development Plan to include the proposed community stage.
Director's Recommendation- Recommend approval of the proposed Standley Community Park General Development Plan to include the proposed community stage.
Other Recommendations - The following groups have reviewed and considered the proposed project. Actions taken and recommendations made by these groups are listed under Discussion below.
Standley Park Recreation Council Approved Community Parks I Area Committee Approved
Fiscal Impact- There will be no cost to the City. The University City Foundation plans to raise all of the funds to complete the construction of the community stage. There could
· be potential revenues generated for the Park and Recreation Department as rental fees for use of the stage.
Water and Energy Conservation Status -The proposed amendment to the Standley Community Park General Development Plan complies with all water and energy conservation guidelines contained in Council Policy 200-14.
Environmental- None.
BACKGROUND Currently, the community uses a very old portable stage approximately 15-20 times per year. The anticipated use of the permanent stage is 30-50 times per year.

DISCUSSION Standley Park Recreation Council approved this amendment to the Standley Community Park General Development Plan to include the community stage on December 5, 2013.
Community Parks I Area Committee approved this amendment to the Standley Community Park General Development Plan toinclude the community stage on February 5, 2014.

Chairperson John Schindel called the meeting to order at 7:02p.m.
APPROVAL OF MINUTES MOTION: It was moved/seconded (S. Na.kamura/0. Yandel) to approve the October 24th, 2013 Meeting Minutes. The motion passed unanimously with 5 ayes, 0 nays and 1 abstention by G. Odero.

TREASURER'S REPORT The October 2013 Treasurer's Report was distributed to the Recreation Council members. Oqtober 2013 Checking Savings TOTAL

MOTION: It was moved/seconded (G. Oderotr. Iturriria) to approve the Treasurer's Report from October 2013. The motion passed unanimously with 6 ayes, 0 nays and 0 abstentions.

COMMUNITY PARKS I ABJj;A COMMITTEE REPORT Mr. Schindel reported Hiclonan Field Plans for improvements were discussed. The City had two options for improvements. One plan was with a pool and one plan without including new fields~ and 11arkinglots.

STAFF REPORT§ Area Manager D Johnny Chou reported the following:
l. In the beginning of November the California Conservation Core removed bl'ush from the canyon next to University Village Pmk.
2. Andy Field is the new Interim Park and Recreation Director. Stacey LoMedico Is now the Assistant Chief Operating Officer under Scott Chadwick.
Recreation Center Director ID Courtney Roberts reported the following: 1. The Tree Lighting and Dinner with Santa event is scheduled for Friday, December 13, 2013
at 5:30p.m. Everyone is invited to attend or volunteer for the event. 2. The new program brochure is available to the public and registration wilJ begin December
17,2013. Classes will begin the week of January 6, 2014. 3. The new Recreation Leader I Jesse Delille was hired.
Pool Manager Ill David Fuller reported the following f'or Swanson Pool: 1. The pool will be closed December 14, 2013 to February 18,2014.
ACTION I'J:&MS 1. Stage Plans: UCCF
MOTION: It was moved/seconded (C. Parham/S. Nakamura) to approve the concept for the open stage design plans in the space just southeast of the tot lot facing Governor Drive presented by Greg Zinser for Standley Pmk. Discussiorl took place wlth the Recreation Council members and the public. Only one member from the public was in opposition of the stage due to his concerns of more concert':! and activities to be scheduled with a permanent stage and creating more noise throughout the year. The motion passed unanimously with 6 ayes, 0 nays and 0 abstentions.
·2. The printing oftbe Winter Program Brochure not to exceed $600 MOTION: It was moved/seconded (T. Iturriria /S. Nakamura) to approve the printing of the Winter Program brochure in the amount of$ 259.20.

3. Senior Card Group MOTION: It was moved/seconded (D. Yandel/G. Odero) to approve the Senior Card Group fall Wider the umbrella of the Recreation Council as long as someone representing the group attends the Recreation Council meetings on a regular basis. The motion passed unanimously with 6 ayes, 0 nays and 0 abstentions.
4. Bob UHmann Door Plaque not to exceed $200 MOTION: It was moved/seconded (G. Parham/C. Parham) to approve the funds for the Bob Ullmann door plaque with costs not to exceed $1000. The motion passed unanimously with 6 ayes, 0 nays and 0 abstentions.
5. Transfer Funds and Summer Concerts and zero out Accounts MOTION: It was moved/seconded (G. Odero/S. Nakamura) to approve to zero out the After school program, Co-ed Softball, Day Camp, Gymnastics, Incredi:tlix, and Tai Cl1i since they are no longer active. The motion passed unanimously with 6 ayes, 0 nays and 0 abstentions.

Spring registration has begun. Fields have been permitted for the next season. Fall ball went really well. The 12 and Under Team came in Second Place and the 6 and Under Team had a large enrollment this past season.
