2. Country Educational Environment– Overall Country Education Environment
• MOE: # of schools 9922, # of students 5.4mil, # of teachers ~410k• MARA : # of schools 45, # of students ~22k, # of teachers ~2.5k• Literacy rate: 89% age 15 & above
– STEM(1)* Education in your country (Science, Technology, Engineering and Math. See below speaker note for detail)
– Scope: STEM education for schools only for discussion purpose• Do you have National STEM Master/Development plan in place? No• STEM is one of your national focus? Key STEM goals? Yes.• STEM researches, curriculum, professional development efforts in place?
Innovation is part of co-curriculum academic program for MOE.• How many STEM educators? NA
6
* What is the status of Science Fairs in your area?– Existing: Please complete if your country has participated in
Intel ISEF• How many science fairs are held? 3 national level science
fairs (1 MOE, 2 MARA: lower & upper secondary)• How is the community or government involved? MOE &
MARA as organizers• Approximately how many students entered this year, (2009-
2010 academic year)?– MOE: ~300 projects per year, ~30-35 student finalists at national level– MARA: ~400 students, ~200 projects per year
3. Country Science Fairs

4. Country STEM Education Challenges
• Identifying key challenges in your country esp on STEM education will help you to focus when you build country action plan later: What are the top 3 obstacles and challenges you face in STEM education in your country? (Below are Sample Topics; feel free to choose your own topics; please
identify and summarize only three areas). – Do teaching practices support project based learning? Yes (Science &
Maths classes).– Research as part of the curriculum. MOE: students in co-curricular
activities, teachers in curricular; MARA: part of curricular activities to enrich learning
– Organization and management: Is there district/community/government support? Yes
– Quality of projects: Do projects involve research and experimentation? Yes.
– Quantity of participants: Are you competing with other programs? Yes.
General Challenges
• Lack of awareness/skills among teachers/students of the correct procedure or process of doing research
• Lack of funds and financial support from organizations• Lack of time to complete projects • Lack of mentors in certain areas• Lack of awareness among institutions and community on the
importance of students performing science research especially in rural/remote areas
• Lack of facilities which are related to doing the scientific research
• Too much emphasis on academic goals & grades makes students less interested in participating in science projects
• Some projects are hurried, inadequate research and experimentation

Part II: Country Action Plan
Advancing STEM Education
10
High Level Goals• Long term goals
– Implement student centered, inquiry based learning in and outside the classroom in schools
– Instill awareness and motivate teachers on STEM innovative activities via professional development activities
– Develop support materials/modules/kits for student and teacher– Track alumni (Intel ISEF & others)
• Short term goals– Create platform for sharing experience and best practices:
workshops– Establish network of mentors to assist students– Improve scientific review and judging– Documentation of best cases & practices– Smart partnership with relevant agencies & bodies e.g. MOSTI,
UMW-Toyota, MARA, Universities
11
Objectives• How will you know you succeeded?
– # of entries in local or national science fairs– # of wins in international science fairs– # of schools participating in researches– # of people participating in sharing platform (# hits)– # of mentors– # of partners
12
Action Plan: Steps to Meet Your Goals and Objectives
Action Measure success? Who’s Responsible? Deadline?
Teachers: success sharing session & conference
MOE: 40 head of departmentsMRSM: 10% of teachers from each school
MOE, MARA July 2011
Teachers: materials reviewed & developed
2 themes developed and completed

Reflection on ASEA 2010• Highlight what your team felt was the key learning
• Teamwork and sharing is crucial in achieving success• What can be better? Content should be aligned with the relevant tracks
• Which presentations were the most beneficial for your team?• #1 KOFAC: holistic planning STEM strategies• #2 Mariana’s Taiwan: insight into successful deployment of science
fair/program/research• #3 Neves’s Smithsonian: eye-opener of the role it plays in science education in
the world• What would you recommend to improve? Thematic approach, narrower topic,
same audience profile• Which posters were the most beneficial for your team?
• #1 Karen Merrill’s: Resources to support STEM development• #2 Mobile IT: Can be adapted in the remote areas of the country• What would you recommend to improve? Congratulation, good setup• What types of presentations/posters/activities were missing? Continuous
display throughout the seminar

Continuing The Momentum Built; ASEA2010 Next Steps & Call for your participation
• Organizers will create “Asia Community of Science Educators”: – Would you like to join the community? (If No, pls explain) Yes
• On Day 4, organizers will call for “ASEA2010 Declaration”, asking for continued engagement and collaboration;
• Would you like to participate in the declaration act? (If No, pls explain) Yes if non-binding
– As part of sustaining strategy for ASEA2010, organizers will call for “ASEA Steering Committee” among delegates/speakers/organizers
• Would you like to join the steering committee? (If No, pls explain) No– Steering Committee may provide regular webinars and online
activities, throughout the year until the ASEA2011• Would you like to join the webinars as either speakers or participants? (If No,

Math being taught in English• Division organizes more than 30 science
and math co-curriculum programs

Educational Environment (MARA)Maktab Rendah Sains MARA (MRSM)or MARA Junior Science College was
established under the Ministry of Entrepreneur and Co-operative Development. The first school was built in 1972 in Seremban, Negeri Sembilan, Malaysia.
National Curriculum is used especially in teaching and learning as well as in designing the scheme of work
All Forms 3 and 5 students are required to sit for the Public Examinations.
Currently, there are :• 33 MRSMs (Forms 1 – 5, aged 13 - 17) (4 premier colleges
and 29 non premier colleges)• Student population : 400 - 750/MRSM. Total : appr 22,000
students• Teacher population : 50 - 80/MRSM. Total : appr 2,284
teachers

Science Fairs (MOE)• National Science and Engineering Innovation
Project Fair is affiliated with Intel ISEF since 2003
• Annual fair is normally organized in different cities in August-September timeframe
• Approximately 300 project entries each year from schools and 30-35 finalists
• Fair is part of MOE’s science excellence program
21
Science Fairs (MARA)• The National MRSM Young Scientist Fair or Tunas Scientist is held in
July every year. It was initiated in 1985
• Has been affiliated with the Intel ISEF Fair since 2002
• Participants are from 33 MRSMs
• Approximately 400 students participated in the national fair of 2008
• SEM (School wide Enrichment Model) is also part of MRSM program under the Talent Development Program.
• About 20% of the mini projects are scientific research
