OFFICERS, PROVINCIAL FEDERATION AND CITY CHAPTER PRESIDENTS AND ALL: HONORABLE MEMBERS OF SANGGUNIANG PANLUNGSOD AND BAYAN SUBJECT: INVITATION TO THE 2017 2nd QUARTERLY NATIONAL EXECUTIVE OFFICERS AND NATIONAL BOARD (NEO-NB) MEETING AND 1st SERIES OF CONTINUING LOCAL LEGISLATIVE EDUCATION PROGRAM (CLLEP) Experience a happy blending of cosmopolitan and rustic lifestyle in Negros Occidental, the sugar capital of the Philippines and aiming to be the Organic Food Bowl of Asia. The Philippine Councilors League is pleased to invite you to its 2nd Quarterly National Executive Officers and National Board Meeting and 1st series of Continuing Local Legislative Education Program (CLLEP) for this term to be conducted on June 14-16, 2017 at SMX Convention Center Bacolod, 3F, SM City, Bacolod City. A Registration Fee of Eleven Thousand Five Hundred Pesos (Php 11,500.00) shall be collected per participant to defray the costs of the seminar. DILG Memorandum Circular No. 2017-61 dated April 12, 2017 and tentative Schedule of Activities are attached herewith in support to your travel and registration expenses which may be charged to your local funds, subject to the availability thereof and to the usual accounting and auditing requirementsand to all pertinent laws, rules and regulations. Please be reminded that your early arrival (before June 14) shall be charged to your personal account. Hotel check-in time starts at 2:00 p.m. on June 14, 2017. We look forward to your participation in this capability-building program as part of our League’s continuous effort in making all councilors become more effective and efficient local legislators.

On 18-20 September 2017, the Philippine Councilors League will hold its 3rd National Executive Officers-National Board Meeting and 2nd Series of Continuing Local Legislative Education Program at SMX Convention Center, SM Lanang Premier, Davao City with the theme, “Philippine Councilors League: Christian-Muslim Councilors are one for Peace and Development”. A Registration Fee of Eleven Thousand Five Hundred Pesos (Php 11,500.00) shall be collected per participant to defray the costs of the seminar. Please see attached DILG Memorandum Circular No. 2017-61 dated April 12, 2017. Please be reminded that your early arrival (before September 18) shall be charged to your personal account. Hotel check-in time starts at 2:00 p.m. on September 18, 2017. In the event that contracted hotel rooms are no longer available, a registration fee of Eight Thousand Five Hundred Pesos (Php 8,500.00) shall be collected per participant and the term “without accommodations” shall be stipulated in the Official Receipt. Rebates are NOT allowed and only the ACTUAL amount paid shall be reflected on the Official Receipt. This December, move away from the hustle and bustle of the metropolitan cities. Discover the myriad culture and rich heritage of the Northern part of the country. Join us on our last quarterly event this year in VIGAN CITY-‐ declared as UNESCO World Heritage Site and officially recognized as New 7 Wonders Cities of the world. Take advantage of this rare opportune time to feel the colorful and turbulent colonial past by seeing diverse culture of this old city. Reminisce the past by walking at Calle Crisologo, visit Spanish villas, mansion, museum, bell tower and heritage homes. You may also explore other sites such as the hidden garden, baluarte, dancing fountain at night or better yet, wear a kottokong craft or have your picture taken with a Spanish clothing. Lastly, enjoy a sumptuous feast and try the mouthwatering Bagnet dishes, Vigan longganisa, original Pakbet, the famous empanada, amid many kinds of Ilocano cuisine. Lectures on Vigan’s best practices shall be featured on the first day of the assembly highlighting concepts on the arts, culture and tourism. On the second day, the technical discussions will focus on strengthening the role of local legislators in the community through maximum use of media-‐ radio, television, print, social media, among others, in the law making process. Philippine Councilors League cordially invites you on the 4th Quarterly National Executive Officers-‐National Board Meeting and 3rd Series of the Continuing Local Legislative Education Program at Vigan Convention Center, Vigan City, Ilocos Sur on 6-‐8, December 2017 with the theme, “Strengthening PCL Programs and Projects through Traditional and Social Media: A Direction Towards Massive Information Dissemination, Public Consultation and Feedback Mechanisms for Efficient Local Legislation”. A Registration Fee of Eleven Thousand Five Hundred Pesos (Php 11,500.00) shall be collected per participant to defray the costs of the seminar.
