The measurement collects the clear code counters for each of the 15
call phases (see Call phases of Call related DX Causes in
BSC in Call related DX Causes in BSC under Reference/Clear
codes\cause codes in the PDF view). The values of all
counters
are given on a BSC basis. Each counter has a corresponding failure
DX cause, whose cause number is the same as the last
three digits of the counter number. For example, the clear code
counter 500315 CONN FAIL corresponds to the failure DX
cause conn_fail_c (315). For a complete list of the failure DX
causes, see List of call related DX causes in BSC in Call
related
DX Causes in BSC under Reference/Clear codes\cause codes in the PDF

The payloads carried by the RLC blocks using different coding

different modulation and coding schemes". The
measurement also has counters for different cases of invalid RLC
blocks as well as RLC block retransmissions. The object

schemes used within.Because the MCS information is not
available for radio blocks having bad header information, these
blocks are reported on a dummy MCS identifier MCS-0. Other
counters are updated on their respective modulation and coding
scheme ranging from MCS-1 to MCS-9. CS-3 and CS-4
countersare updated on coding scheme identifiers 11 and 12,

Desc ription The De fined Ad jacen t Cel l Measurement provides
BTS-level information on the s igna l l evel s of the de fi ned ad
jacen t cel ls . It
gives the average signal levels as well as a means of calculating
the standard deviation of the signal level of each defined
neighbouring cell. Furthermore, it provides the counters for the
C/I ratio for each serving cell/defined adjacent cell pair.
These
counters give the number of samples in each of the user-defined C/I
ratio classes. You can use the interference matrix
generated with this measurement for automated planning. The object
level of this measurement is the serving cell. For the signal
level of serving cell, the counters for calculating the average
signal level as well as the standard deviation of the signal level
are
provided. For the defined adjacent cells, one block of results
contains six counters:- average strength of the downlink
signal-
BSIC+BCCH- sum of the squares of the signal strengths (for standard

provides the
uplink frame erasure rate (UL FER) from each codec of each TRX in
the BTS. This provides a more realistic measure of voice
quality in the system than the bit error ratio (BER)-based
RxQuality measurement.Additionally, the downlink frame erasure
rate
(DL FER) is estimated using the correlation between the UL FER and
UL BER values and applying these to the DL BER values.
Both the UL FER and actual or estimated DL FER values are reported
in the FER measurement. When the Enhanced
Measurement Report is in use, actual DL FER values are available
and the counters for real DL FER samples are updated
instead of the counters for estimated DL FER. Note that the
updating of FER Measurement UL and DL counters can be
affected
by data filtering. That is, if the UL RX Level value of a
measurement report is below the set filtering value, the UL
counters of the
FER Measurement are not updated. Also, if the DL RX Level value is
below the set filtering value, the DL counters of the FER
Measurement are not updated. The data filtering is enabled and
disabled with the PRFILE parameter RCS_FER_FILTER.
The RX Level threshold for data filtering can be defined with the
UTPFIL parameter RCS_FER_FILTER_LEVEL_PRM_C; the
default value is -98 dBm.This measurement is optional. This

channel (SDCCH). It also collects information on the availability
of the TCHs for each interference band. In addition, time
congestion of TCHs and SDCCH, and the average and peak numbers of
busy TCHs or SDCCHs are measured. The collected
information is sampled for averaging at certain intervals. This
sampling interval for the defined counters is 20 seconds for
some
statistical items that are averaged. Thus the actual value of this
measurement contains averaged information collected within a
measurement period. The Resource Availability measurement collects
one set of results for each BTS.From S8 onwards also
MetroSite BTSs can mislead the real unavailability calculations.
When a BTS is configured to the network, it is seen as
available. However, it is not available until the diagnostic
operations have been done in the BTS.This measurement type
has

There are also DL quality counters for Single Antenna Interference

Adaptive Multi Rate (AMR) codecs give information about the
distribution of the received signal quality using the different AMR

avai labi li ty of tra ffi c channe ls (TCH) and the stand-alone

channel (SDCCH). It also collects information on the availability
of the TCHs for each interference band. In addition, time
congestion of TCHs and SDCCH, and the average and peak numbers of
busy TCHs or SDCCHs are measured. The collected
information is sampled for averaging at certain intervals. This
sampling interval for the defined counters is 20 seconds for
some
statistical items that are averaged. Thus the actual value of this
measurement contains averaged information collected within a
measurement period. The Resource Availability measurement collects
one set of results for each BTS.From S8 onwards also
MetroSite BTSs can mislead the real unavailability calculations.
When a BTS is configured to the network, it is seen as
available. However, it is not available until the diagnostic
operations have been done in the BTS.This measurement type
has
been present since release S1.

about the amount of Errored Background Blocks (EBB), amount of
Errored Seconds (ES), amount of Severely Errored Seconds

counters are collected from the SDH/SONET termination

index. There are also counters for SDH/SONET paths
terminated to a certain SDH/SONET exchange terminal.
In case VC-12 over VC-4 mapping is used, the STM-1/OC-3 interface
contains one path, the counters of PATH1 are updated
and others are left to zero. In case VC-12 over VC-3 or VC-11 over
VC-3 / VT1.5 over STS-1 mapping is used, the STM-1/OC-3
interface contains three paths and all path counters are updated. n
be used. There is a restriction in defects that effect far-end
counters. If there is a near-end SES caused by near-end defect then
far-end path at same stage is assumed error free. This is
because the far-end error indications and counts got from SDH/SONET
frame are possibly corrupted because of near-end
defects. In case the terminology is different according to the
regulations of American National Standards Institute (ANSI)

measurement you can retrieve information that indicates the places
in the network where more capacity is needed. When

Three adjacent cells are combined into triplets that are used

identifying the hot spots. The selection of the cells included in
these triplets is made according to the RX levels so that the
three
adjacent cells with the strongest signal levels are included in one

measurement is related to the PETS Transmiss ion Operabi li ty so
ftware. The
TRE_SEL measurement counters characterize the signal quality of an
interface of Nokia Q1 generation transmission
equipment. Additionally, the received signal level is collected
from an radio relay interface. The counters gathered from the
near-end direction are based on the ITU-T recommendation G.826, and
more detailed calculations can be made according to
the recommendation. Target interfaces up to 112 for this
measurement can be selected by the user. This measurement
type
has been present since release S8.

. The average
strength of the downlink signal from the undefined adjacent cell is
calculated on the basis of these records.Strength of the
