In the last seven years, retail has been achieving a growing importance
in the Brazilian economy, being, along services, one of the engines of
the growth of the country.
The good performance of the segment relies on the evolution of credit
and income, on the social income transfer programs, on the lower interest

the good payers from the bad ones, socializing the default and its costs.

professionals who prompted to participate in this unique book in the
global market. Such edition analyses the past, present and future of the

reflecting the proposal of continuous improvement we imposed to

It is also crucial to mention the importance of having information
collected from several sources, institutes and entities, widely and deeply,
which allows us to focus the whole sector analysis on a sole place, by
evaluating a special moment in history of the country and reflecting on
its near future.
In a pioneer way, in this edition we present the Global Maturity Retail
Index (GRMI), never-seen-before study developed by GS&MD Gouva
de Souzas Economic Studies & Research Center (NE&PE), who analyzes
the maturity of retail in a sample of countries and allow one to compare
the structure, competitiveness, modernity, opportunities and challengesin the retail segment of these countries. An analysis that can be deepened
to compare the same elements between continents, regions, states, cities
and geographic areas.
Typically, a contribution from our teams to bring a better
understanding and evaluation of the global retailing, made feasible by
the research and analysis studies we use to do and that, in the statistic
configuration of this index, had the support of Maurcio Moura, former
GS&MD Gouva de Souza chief economist and today working for the
World Banks International Finance Corporation (IFC).
We should mention, also, the work performed by our Publishing andEconomic Studies & Research Center (NE&PE) areas, which compiled,
supported and integrated the work produced by everyone.

Enquanto os Estados Unidos e a Europa viviam uma forte retrao, a Chinacontinuava a crescer aceleradamente e outros pases emergentes, como o Brasil,apenas viram uma ligeira queda no ritmo de expanso. ince the publication of the second edition ofData & Varejo (Data &
Retailing), in 2008, the world has passed through a complicated
period. The global financial crisis affected the whole planet and
contributed to consolidate a position change in the world economic view.
While the US and Europe had a strong retraction, China kept
growing quickly and other emerging countries, such as Brazil, only
saw a little decrease in the expansion pace. Thus, the investments have
been focused, more and more, on markets that combine great population,
economic growth and economic and political stability. Brazil has, like
few, all these factors.
The consequence is that since the 70s, Brazil didnt show so positive
perspectives. The economic indicators consistently develop and the
World Cup and Olympic Games contribute for a plan of many years of
growth. Even with great challenges, such as the (tax, politic, reformation,
social security) reforms needs to release the productive sectors, the
Brazilian market steps in the direction of a higher maturity.
In the next chapters, Data & Retailing brings a view of the global
economy moves in the crisis period. Then, it exclusively presents the
first results ofGRMI Global Retail Measurement Index,that measures
the maturity if the main retail markets and, for the first time, compares
markets, regions and countries in aspects related to the modernity,

Fria (nos casos europeu e japons) com um sistema financeiro sob intensa descon-fiana depois da crise dosubprime. J alguns emergentes tiveram desaceleraotemporria, como foi o caso da China, enquanto outros tiveram leve retrao,como ocorreu no Brasil.
O cenrio que gerou a crise teve incio no comeo da dcada, quando as Bolsasviram as aes de empresas ligadas chamada Nova Economia despencar as-sim que os investidores se cansaram de esperar por algo mais que apenas umfuturo promissor nos balanos dessas companhias. A crise foi agravada pelos ata-ques terroristas de 11 de setembro de 2001, que ameaaram mergulhar o mun-do em pesada recesso. Para reverter o iminente caos econmico, o Federal Re-serve (Fed, o banco central americano) iniciou a poltica de afrouxamento monet-rio para oferecer crdito barato e abundante para as pessoas consumirem mais emovimentarem a economia. Dessa forma, as taxas de fundos federais (equivalen-te taxa Selic brasileira) caram de um patamar de 6,5% em dezembro de 2000at apenas 1% em julho de 2003.
Isso significa que emprestar para o credor mais seguro do planeta, o TesouroAmericano, no rendia o suficiente sequer para repor a inflao do perodo. Nesse

ne may say that, between 2008 and 2009, all economies in the
planet were affected, in a greater or lower extent, by the international
financial crisis. The largest economies of the developed world (United
States, Europe and Japan) went through a recession which combined the
current stagnation since the end of the Cold War (in the European and
Japanese cases) with a financial system under intense distrust after the
subprime crisis. Some emerging countries, in the other hand, had a
temporary slow down, such as China, while others had a slight retraction,
such as Brazil.
The scenario which originated the crisis began in the early decade, whenthe Stock Exchanges saw the actions of companies associated with the so-
called New Economy go down as soon as the investors got tired of waiting
for something more than only a promising future in the balance sheets of
these companies. The crisis was increased by the September 11 th, 2001
terrorist attacks, which threatened putting the world in a heavy recession. In
order to revert the oncoming economic chaos, the Federal Reserve (Fed, the
US central bank) began the monetary shrinkage policy to offer cheap,
abundant credit for the people to spend more and move the economy. Thus,
the federal fund rates (equivalent to the Brazilian Selic rate) fell from a ran-
ge of 6.5% in December, 2000 up to only 1% in July, 2003.It means that lending to the safest creditor of the planet, the US
Treasury, was not yielding enough not even to replace the periods

Crdito farto e relativamente barato ficou disponvel at mesmo paratomadores com duvidosa capacidade de honrar tais compromissos (os clientes
classificados comosubprime). Eles correram para financiar imveis, contribuin-do para inflar o preo de moradias nos Estados Unidos. Em 2004, o Fed decidiuretomar a elevao da taxa de juros bsica para combater a inflao de preosque pairava sobre a economia, agravada por catstrofes naturais como o fura-co Katrina, que prejudicou a extrao de petrleo no Golfo do Mxico(impactando o preo do combustvel). Assim, o governo americano passou aoferecer retornos mais interessantes para quem lhe emprestasse recursos, com-petindo por crdito com demais agentes no mercado de capitais - com a vanta-gem de oferecer baixssimos riscos.
Nesse momento, a escassez de crdito disponvel para novos emprstimos,aliada a taxas de juros menos amigveis, dificultou o acesso dos cidados ameri-canos ao mercado de imveis. A partir de ento, a demanda por habitaes seretraiu, trazendo queda no preo desses bens.
Com a queda do preo de mercado, alguns americanos passaram a fazercontas e concluir que os imveis que tinham em mos valiam menos que ossaldos remanescentes de suas dvidas. Logo, era mais interessante devolver osimveis aos bancos para reduzir as perdas. E foi assim que surgiram incertezas
inflation. In such scenario, the only way the agents would get greater
returns to their capital was by accepting greater risks. And this is what
happened actually.
Ample, relatively cheap credit was made available even to borrowers
with doubtful capacity to honor such commitments (the customers
classified as subprime). They ran to finance real estate, contributing
towards inflating the price of homes in the United States. In 2004, the
Fed decided to retake elevation of the basic interest rate to fight the price
inflation which was over the economy, aggravated by natural catastrophes
such as Katrina hurricane, which impaired extraction of the oil in theGulf of Mexico (thus impacting price of the fuel). Then, the US
government started offering more interesting returns for those who lent
resources, competing for credit with other agents in the capital market
with the advantage of offering really low risks.
At this point in time, lack of credit available for new loans, allied to
less friendly interest rates, made it difficult for the US citizens to access
the real estate market. Since then, the demand for homes was retracted,
bringing a fall in the price of these goods.
Upon the market price fall, some Americans concluded the real estate
they owned valued less than the balances remaining from their debts.Therefore, it was more interesting to return the real estate to the banks in
order to reduce losses. And this is how uncertainties arose on the financial

Quando uma empresa no-financeira vai bancarrota, o prejuzo alheio diretoe imediato recai sobre seus funcionrios (que no recebero salrios, direitos tra-balhistas, etc.) e fornecedores (cujos pagamentos no sero quitados). J umainstituio financeira nunca quebra sozinha. health of some institutions: no one knew exactly the actual value of the
assets pertaining to banks which executed these financing modalities,
as well as the assets of banks which lent to such banks. And so on.When a non-financial company goes bankrupt, the direct and immediate
alien loss falls upon its employees (who will not receive salaries, labor rights,
etc.) and suppliers (which payments will not be settled). A financial
institution, in turn, never goes bankrupt alone. Not only its employees and
suppliers lose, but also any and all individual and legal entity which has
funds in these institutions greater than the limits covered in each country
(in Brazil this limit is of approximately R$ 60,000). Thus, companies with
cash difficulties for reasons alien to its operation, such as the bankruptcy
of a bank, may also go bankrupt, leaving its employees without receiving
salaries and labor rights; and suppliers without funds, which may lead themnot to pay their employees and suppliers... This is the nefarious mechanism
of loss transmission throughout the entire economy.

Nesse contexto da crise que se espalhou por todo o planeta no final de 2008e em 2009, o varejo brasileiro ganha importncia ao apresentar um desempe-
nho consistente durante esse complicado perodo. As dificuldades impostas pelacrise global evidenciaram uma realidade que deve continuar a vigorar nos prxi-mos anos: o varejo brasileiro apresenta resultados promissores e encurta a dis-tncia, em termos de tamanho e amadurecimento, em relao s economiasmais avanadas.
Entre as principais economias globais, o varejo brasileiro teve um desempe-nho destacado em 2009, com expanso de 5,9%. Embora tenha ficado dis-tante dos 15,6% do mercado chins, o pas apresentou um crescimento muitosuperior, por exemplo, Unio Europeia (1,2%), Japo (-5,0%) e Estados Uni-dos (-5,9%).
Mais importante que o desempenho negativo do varejo, deve-se ressaltar, nocaso dos principais mercados, uma mudana de comportamento dos consumido-res. E, nesse caso, os Estados Unidos so um exemplo emblemtico.
O varejo do pas viveu, com a recuperao econmica subsequente aos ata-ques terroristas de 11 de setembro de 2001, alguns anos de forte expanso. Em2005, por exemplo, o varejo do pas cresceu 7,8%; no ano seguinte, 6,3%. Apartir de 2007, com os primeiros ventos contrrios vindos do mercado financeiro,
Within this context of the crisis which spread throughout the planet
in the end of 2008 and in 2009, the Brazilian retail gains importance by
presenting a consistent performance during this complicated period. The
difficulties imposed by the global crisis evidenced a reality which might
continue in effect over the next years: the Brazilian retail presents
promising results and shortens the distance, in terms of size and
maturation, in relation to the more advanced economies.
Among the main global economies, the Brazilian retail had a
highlighted performance in 2009, with 5.9% expansion. Although it
stayed distant from the 15.6% of the Chinese market, the countrypresented a much greater growth, for example, than the European Union
(1.2%), Japan (-5.0%) and United States (-5.9%).
More important than the negative performance of the retail, one shall
stress, in case of the main markets, a behavioral change in the consumers.
And, in such case, the United States are an emblematic example.
The countrys retail experienced, with the economic recovery
following the 9/11 terrorist attacks, some years of strong expansion. In
2005, for example, the countrys retail grew 7.8%; in the following year,
6.3%. As of 2007, with the first contrary winds coming from the financial
market, the sales grew only 3.8%. In 2008, when Lehman Brothers wentbankrupt and official beginning of the financial crisis, there was still an
expansion of 2.3% in sales, but in 2009 the decrease achieved 5.9%.

as vendas cresceram apenas 3,8%. Em 2008, ano da quebra do Lehman Brotherse incio oficial da crise financeira, ainda houve uma expanso de 2,3% nas vendas,mas em 2009 o declnio chegou a 5,9%.
Esse desempenho declinante do varejo americano, porm, no foi distribudo
de forma equnime. Entre 2004 e 2008, as vendas totais do varejo cresceram23,1%, enquanto o setor de materiais de construo teve uma alta de apenas8,2%, mesmo ndice de eletroeletrnicos. O varejo de alimentos e bebidas, porsua vez, cresceu 18,7% no perodo. Os segmentos com melhor desempenho, en-tretanto, foram o varejo no-loja (internet e catlogos), com expanso de 32,8%;e os supercenters e clubes de compra, com 44,9%. Na ponta oposta, as lojas dedepartamentos registraram uma queda de 7,32%.
Explorando mais a fundo esses nmeros, o varejo no-loja, os supercenters eclubes de compra se beneficiam da busca dos consumidores por preos mais bai-xos. Na internet, a comparao de preos facilitada, enquanto ossupercenters eclubes de compra tm o preo baixo como base de sua proposio de valor. Essecenrio j estava desenhado antes da crise e, com a recesso, s se acelerou: noano fiscal encerrado em janeiro de 2010, o Walmart, maior varejista mundial econe de preos baixos, teve um crescimento de 1% em suas vendas lquidas, paraUS$ 405 bilhes. No setor de lojas de departamentos, a tradicional Macys teveuma queda de 5,6%, para US$ 23,49 bilhes, mesmo com uma expanso de19,6% em seu brao pontocom.
However, such decreasing performance of the US retail was not
impartially distributed. Between 2004 and 2008, the total retail sales
grew 23.1%, while the DIY sector had an increase of only 8.2%, same
index of the electrical-electronic devices. The food and beverage
retail, in turn, grew 18.7% in the period. The segments with best
performance, however, were non-store retail (internet and catalogues),
with 32.8% expansion; and the supercenters and warehouse clubs,
with 44.9%. In the opposite side, the department stores recorded a
7.32% fall.
Deeper exploiting such figures, non-store retail, supercenters andwarehouse clubs benefit from the search of the consumers for lower
prices. In the Internet, the price comparison is easier, while the
supercenters and warehouse clubs have low price as basis of their
value proposition. This scenario was already in place before the
crisis and, with the recession, it only accelerated: in the tax year
ended January, 2010, Walmart, largest world retailer and an icon of
low prices, had a growth of 1% in its net sales, to US$ 405 billion.
In the department store sector, the traditional Macys had a 5.6%
decrease, to US$ 23.49 billion, even with a 19.6% expansion in its
dotcom branch.With the recovery of the economy as of beginning of 2010, consumer
confidence has been recovering as well. Figures from the Conference

Com a recuperao da economia a partir do incio de 2010, a confiana dosconsumidores tambm vem se recuperando. Nmeros do instituto ConferenceBoard mostram que o indicador chegou a 63,3 pontos em maio, contra 57,7 emabril. O resultado est muito abaixo do incio da srie histrica (100 pontos em
1985) e ainda bem aqum dos 89,2 pontos de agosto de 2007, no perodo pr-crise. Como ser visto no captulo 3, o desempenho da confiana dos consumido-res bem diferente no mercado brasileiro, o que ajuda a explicar o bom momen-to da economia nacional.
Deve-se destacar, porm, que dois fatores permitiram ao Brasil uma relativablindagem crise externa:
o forte peso de seu mercado interno: a menor dependncia do comrcioexterior permitiu que a maior parte das atividades econmicas desacelerasse, mas

Board Institute show that the index achieved 63.3 points in May, over57.7 in April. The result is down below the beginning of the historic
series (100 points in 1985) and quite distant from the 89.2 points of
August, 2007, in the pre-crisis period. As shall be seen in chapter 3,
performance of the consumer confidence is quite different in the Brazilian
market, which is helpful when explaining the good moment of the
national economy.
One shall stress, however, that two factors would allow Brazil for a
relative plating to the external crisis:
the strong weight of its internal market: the lower dependence upon
the foreign trade allowed for most part of the economic activities to slowdown, but continue growing. The industry was the most affected sector,
especially those sectors more intimately connected to exportation and

seguissem em crescimento. A indstria foi o setor mais afetado, em especial aque-les setores mais intimamente ligados exportao e fabricao de bens de capital(mquinas e equipamentos), j que os investimentos foram postergados at queficassem mais claros os desdobramentos da crise;
um sistema financeiro slido e no contaminado por ativos internacionais:com o fim da inflao a partir da metade dos anos 90, o sistema bancrio brasilei-ro passou por profundas transformaes. Diversas instituies foram varridas domapa quando no conseguiram competir nesse novo contexto. Para evitar quehouvesse uma crise financeira, o governo se viu obrigado a interferir nesse merca-do, saneando e aplicando rgidos controles, que se mostraram teis no decorrer dacrise financeira de 2008-2009 ao evitar desconfianas sobre a solidez do sistemae eventuais ataques especulativos.
Nos prximos anos, a perspectiva de que o pas possa deslanchar, alcanandocrescimento substanciais e prolongados, se deve a diversos motivos, que sero

manufacture of capital goods (machinery and equipment), since the
investments were delayed until the crisis scenario would be more clear;
a sound financial system not contaminated by international assets:upon the end of the inflation as of the mid 90s, the Brazilian banking
system went through deep changes. Several institutions disappeared
when they could not compete in this new context. In order to avoid a
financial crisis, the government was obliged to interfere in this market,
restructuring and applying rigid controls, which were useful throughout
the financial crisis of 2008-2009 by avoiding distrusts on the soundness
of the system and possible speculation attacks.
In the coming years, the perspective that the country may evolve,
achieving substantial and extended growth, is due to several reasons,
which shall be dealt with in chapter 19. But one may say that in Brazilthere is still a lot to be done. A major part of the population shall be
integrated to the consumer market with economic growth in the more

abordados no cap 20. Mas pode-se dizer que no Brasil ainda h muito por fazer.Uma grande camada da populao ainda deve ser integrada ao mercado con-sumidor com o crescimento econmico nos centros urbanos mais ricos e, comos programas de renda mnima, nas regies mais pobres e perifricas do pas.

poor and peripheral regions of the country. There is also a strong lack ofinfrastructure, a problem which shall have more attention, since the
country will host events such as the 2014 World Cup and the Olympic
Games in Rio de Janeiro, in 2016. Concurrently, the country is
experiencing the challenge to exploit the oil discovered in the pre-salt
layer, which attracted the attention of foreign investors and opened great
growth expectation for the coming years.
As regards retail, there are some reasons to bet that this shall be an
attractive economic space in the next years:
Despite the accelerated growth of retail over the last years, there
is still much room to be occupied by the sector. The economicconditions, which shall be discussed in the next chapters, are favorable

regions. In most sectors, the national leaders are strongly present inthe center-south axis of the country, but the more peripheral areas, which
have been growing faster in the last years, are served by companies
with strong regional presence.
The per capita revenue of the country is still too low, but it shall be
positively impacted by the economic growth awaited for the next decade.
Annual growth of the GDP of 4% to 5% until 2015 is expected, while
the population growth forecast shall not surpass 2%. Upon continuous
improvement in the profit sharing process initiated some years ago, the
expectation is that the growth increases the consumer basis, resulting in
growth in the final link of the distribution chain the retail. The credit conditions had a sensible improvement throughout the
decade, but they are yet distant from good international parameters. The

As condies de crdito tiveram sensvel melhora ao longo da dcada, masainda esto distantes de bons parmetros internacionais. A taxa de juros reaisdo pas segue entre as maiores do mundo. Em um passado recente, a taxabsica de juros era utilizada como forma de atrair divisas internacionais em bus-
ca de remunerao mais atraente, permitindo que as contas externas do pasfechassem. Atualmente, o pas tem experimentado seguidos (porm decres-centes) supervits na balana comercial e o foco da taxa de juros passou a ser ocusteio da pesada mquina administrativa brasileira. A necessidade de financia-mento do Estado o grande entrave para que as taxas de juros diminuam. Ainda assim, em 2009 as taxas de juros puderam, pela primeira vez, serdirecionadas como medida anticclica contra a crise financeira internacional.
J o volume de recursos financiados apresenta melhores perspectivas nocurto prazo. A relao crdito/PIB do pas chegou a 45%, nvel recorde. Aindaassim, esse percentual baixo para os padres internacionais: pases como

real interest rate of the country continues among the largest of the world. In
a recent past, the basic interest rate (Selic) was used as a means to attract
international exchange resources in the search for a more attractivecompensation, allowing for the external accounts of the country to be offset.
Currently, the country has experienced continuous (but decreasing) surpluses
in the commercial balance sheet and the focus of the interest rate started to
be financing the heavy Brazilian administrative machine. The need for
financing by the Government is the big impairment so that the interest rates
can reduce. Even so, in 2009 the interest rates could, for the first time, be
used as anti-cyclical measure against the international financial crisis.
The volume of financed funds, in turn, presents better perspectives
in the short term. The countrys credit/GDP relation achieved 45%, a
record level. Even so, this percentage is low for the internationalstandards: countries such as Chile and Panama present credit stocks
proportionally greater than Brazil.

como o IDV Instituto para Desenvolvimento do Varejo, que rene os mais rele-vantes varejistas do pas, o varejo conseguiu se consolidar como importanteinterlocutor junto s autoridades e entidades do pas. Entre as conquistas obtidaspelo varejo, esto:
reduo de IPI para a linha branca, materiais de construo e mveis comoforma de estimular vendas durante a crise;
o setor ganhou assento no conselho ento intitulado Grupo de Acompanha-mento da Crise, no qual problemas e solues do contexto econmico em vign-cia eram discutidos. Esse conselho continua em atividade, agora sob o nome deGrupo de Acompanhamento da Competitividade.

Upon the international crisis, the more important role assumed by
the retail in Brazil got evident. Through important representative entities
such as the Institute for Retail Development (IDV), which gathers themost relevant retailers of the country, the retail could consolidate as an
important interlocutor before the countrys authorities and entities.
Among the achievements of the retail, we may mention:
IPI (Industrialized Product Tax) reduction for the white line, building
supplies and furniture as a means to encourage sales during the crisis;
the sector got a seat in the Crisis Monitoring Groupcouncil, in
which problems and solutions of the economic context in effect were
discussed. Such council continues in operation, now under the name of
Competitiveness Monitoring Group.
