A New Platform Under a New Reg Set
• This is a discussion about my experience in standing up the P-8A part 145.
• It will cross over instuff about P-8A, the CAMO, DASR etc.
• But that is coincidental
Setting the scene• A cooperative program to produce, sustain and develop the
P-8A Poseidon with the USN
• The acquisition strategy drove the design acceptance strategy to RPA (TAREG 2.2.7)
• The acquisition strategy drove the sustainment concept to remain in lock step
• The sustainment strategy drove the maintenance and operational concept to be a 13th squadron
• But...
...we can't help ourselves
• That 13th squadron is a second FEG, a second FST, a second Model Manager, a second (and third and fourth) supply chain, a second airworthiness authority, a second capability developer, etc.
• And an infinite number of opinions...
• And that is all okay

Challenges of building Maintenance Organisations on the fly
• The concept of Phase 1 was to migrate existing TAREG AMO to DASR 145
• KC-30 and E-7 maintenance OIP are closer than AP-3C
• No experienced P-8A maintainers
• No experience in the Cooperative Program
• The facilities designed for P-8A are not only late to need (albeit on schedule), but actively impinging on the available space to operate.
• The maintainers under training left TAREG and got experience in NAMP*... and come home to DASR
• The SEWP publications weren't delivered until 29 Sep 2016
• Lots of draft procedures for the Lot 6 (Block 4) configuration
• Based on a low feedback culture
• Support & Test Equipment sustainment & use
