An impact test was conducted to evaluate the performance of a
disposable bulk packaging system for shipment of non-
hazardous liquid in 20’ containers. The Bulk Liquid Solutions
flexitank system performed as intended to meet both COA and
AAR standards.
FI 2-12 March 5, 2012 Flexitank Disposable Bulk Packaging System for Non-
Hazardous Liquid in a 20’ Container – COFC – Powertex,
Inc.
An impact test was conducted to evaluate the performance of a
disposable bulk packaging system for shipment of non-
hazardous liquid in 20’ containers. The Powertex flexitank
system performed as intended.
FI 3-12 April 6, 2012 Reusable Lengthwise Void Fillers in Loads of Bright-Stack
Cans in Cushioned Boxcars - Paylode Cargo Protection
Systems.
An impact test was conducted to evaluate the performance of
reusable lengthwise void fillers, in conjunction with
disposable inflatable air bags, to secure a load of palletized
bright stack cans in cushioned boxcars. The lengthwise
dunnage performed as intended, however there was
considerable damage to the product. Modifications are
recommended to the existing load plan and field shipment
testing proposed to evaluate these modifications.
FI 4-12 April 20, 2012 Flexitank Disposable Bulk Packaging System for Non-
Hazardous Liquid in a 20’ ISO Container – COFC –
Qingdao LAF Packaging Co., Ltd.
An impact test was conducted to evaluate the performance of a
disposable bulk packaging system for shipment of non-
hazardous liquid in 20’ containers. The flexitank system met
the current COA requirements, however did not meet the AAR
standards. During the first impact at 3.8 mph towards the
doors, the bulkhead made contact with the container doors.

Pattern on Rubber Mat in TOFC – Regupol America.
An impact test was conducted to evaluate Regupol America’s
Load Secure™ 6910 21” wide x 48” length x 2mm thick
rebonded granulate rubber mat in a trailer load of ~50”
diameter x ~46” wide of newsprint. Twenty rolls were loaded
in a 1-1 offset pattern in according to Method E-20 of the
AAR Intermodal Loading Guide. The loading method
successfully completed the Impact Testing.

An impact test was conducted to evaluate the performance of a

met the current COA requirements well as AAR performance
standards.

Hazardous Liquid in a 20’ ISO Container – COFC –
Qingdao Hengxin Plastics Co., Ltd.
An impact test was conducted to evaluate the performance of a
disposable bulk packaging system for shipment of non-
hazardous liquid in 20’ containers. The flexitank system did
not meet the requirements of an AAR Impact test.
FI 8-12 June 26, 2012 Disposable Inflatable Dunnage Bags Used to Control
Lengthwise Movement of Cased Goods in TOFC - Stopak.
An impact test was conducted to evaluate the performance of
two level 1 polyethylene/polypropylene pneumatic dunnage
bags in a trailer load of palletized case goods. The palletized
case goods were loaded in an intermodal trailer according to
Method F-2 of the AAR Intermodal Loading Guides. The
load was secured with two 48” high x 96” long x 24” wide
level 1 air bags. The load successfully completed impact
testing.
FI 9-12 August 8, 2012 Split Load of 50” Diameter Rolls of Printing Paper Loaded
in a 2-1-2 Offset Pattern on Rubber Mat in TOFC – AIA /
Down River an ITW Company.
Impact testing was conducted to evaluate Allegheny Industrial
Associates’ TransMat™ 6900 20” wide x 48” length x 2mm
thick rebonded granulate rubber mat in a trailer load of ~50”
diameter x ~46” wide of high gloss printing paper. Ten rolls
were loaded in split load patterns according to a modified E-5
Method of the current AAR’s Intermodal Loading Guide. The
first loading method did not complete the Impact Testing due
to excessive lengthwise movement; the second loading
method successfully completed an AAR Impact Test.

Impact testing was conducted to evaluate Allegheny Industrial
Associates’ TransMat™ 6900 20” wide x 48” length x 2mm
thick rebonded granulate rubber mat in a trailer load of ~40”
diameter x ~26” wide of No. 3 coated groundwood printing
paper. Twenty eight rolls were loaded in a modified 2-1-2 load
pattern according to Method E-17 of the current AAR
Intermodal Loading Guide. The loading method successfully
completed an AAR Impact Test.
FI 11-12 August 10, 2012 Flexitank Disposable Bulk Packaging System for Non-
Hazardous Liquid in a 20’ ISO Container – COFC –
Shangdong Anthente New Materials Technology Co., Ltd.
An impact test was conducted to evaluate the performance of
a disposable bulk packaging system for shipment of non-
hazardous liquid in 20’ ISO containers. The flexitank system
failed AAR performance criteria due to door contact and also
failed the current COA requirements due to front end wall
deformation.

Cargo Pvt. Ltd.
An impact test was conducted to evaluate the performance of a
disposable bulk packaging system for shipment of non-
hazardous liquid in 20’ ISO containers. The Fluid Cargo Pvt.
Ltd. flexitank system did not complete the AAR Impact Test
because of flexitank failure along with container damage to
the end wall.

FI 16-12 August 28, 2012 Tri-Level Motor Vehicle Securement System – The Holland
Co.
An impact test was conducted to evaluate the performance of a
new motor vehicle Tri-Level securement system designed by
Holland Company. The low profile design of Holland chock
system provided a minimum of 2 inches clearance from all
component parts (except tires) of the vehicles used in the test.
There were no broken securement systems, no visible damage
to the autorack and no visible damage to the vehicles. The
Holland chock system contained the vehicles within the
securement system.

An impact test was conducted to evaluate the performance of a
disposable bulk packaging system for shipment of non-
hazardous liquid in 20’ ISO containers. The flexitank system
met the current COA requirements well as AAR performance
standards.

Hazardous Liquid in a 20’ Container – COFC – Shanghai
Yunjet Plastic Packaging Co., Ltd.
An impact test was conducted to evaluate the performance of a
disposable bulk packaging system for shipment of non-
hazardous liquid in 20’ ISO containers. The flexitank system
failed impact testing due to front end wall damage and
bulkhead failure.
FI 19-12 November 9, 2012 Bi-Level Type Securement Systems on a Prototype Bi-level
Autorack (UP Autoflex) – Union Pacific Railroad
The Union Pacific Railroad designed and built a prototype of a
Universal bi-level autorack (Autoflex) for transporting
finished vehicles. They requested that a series of tests be
conducted to mirror image previous testing of bi-level
securement systems that was conducted for the Vehicle
Equipment Quality Task Force (VEQ) in 2009. Each of the
securement systems supplied by Holden America and ZefTek
secured the vehicles in position without exception during the
standard AAR impact series.

system performed as intended with no leaks and no container
damage, meeting both AAR and COA impact test
requirements

Pattern on Rubber Mats in TOFC – Complete Packaging

Three impact tests were conducted to evaluate Regupol
America’s Load Secure™ 6910 rebonded granulate rubber
mat in a trailer loads of 50” diameter newsprint. The first
consisted of twenty rolls in a 1-1 offset pattern and secured
with 20” wide mats according to Method E-20 of the AAR
Intermodal Loading Guide. This method failed to complete
impact testing.
The second load consisted of 18 rolls in a 1-1 offset pattern
and secured with 20” wide mats according to a modified
Method E-20. This load successfully completed impact
testing.
The third load consisted of 16 rolls loaded in 2 sections in a 1-
1 offset pattern and secured with 30” wide mats. This load
also successfully completed impact testing.

Hazardous Liquid in a 20’ Container – COFC – Fluid
Cargo Pvt. Ltd.
An impact test was conducted to evaluate the performance of a
disposable bulk packaging system for shipment of non-
hazardous liquid in 20’ containers. The Fluid Cargo Pvt. Ltd.
flexitank system successfully completed the test and
performed as intended.
VL 1-12 November 12, 2012 Test of Motor Vehicle Bi-Level Securement Systems on a
Prototype Bi-level Autorack – Union Pacific Railroad
The Union Pacific Railroad designed and built a prototype of a
universal bi-level autorack (Autoflex) for transporting finished
motor vehicles. The Holden America system completed the
simulation test and performed as designed with one exception
noted, a disengaged chock after the final VTU run cycle.
There was no damage to the securement systems, railcar or
vehicles.

FL 1-12 September 29, 2012 R-Rak Removable Car Carrier in 40’ & 53’ High Cube
Containers – Pasha International
A field test program was conducted to evaluate the
performance of the R-Rak removable car carrier in 40’ and 53’
High Cube containers. The R-Rak securement system
performed as intended during field testing, but due to
numerous exceptions, was not approved by the DP&FC
Committee.
