Introduction:

The Central Reserve Police Force did the agreement between Governor of Madhya Pradesh for

handing over of Government land to CRPF development. The CRPF has received 87.506 Ha

land on 8.12.2000 for Group centre, 60 Ha land on 17.12.2003 for Firing range purpose and 85

Ha on 22.10.2005 for CTC IV.

The CRPF is developing the land as per the orders and funds sanctioned by Home Ministry,

Delhi. The CRPF is developing land since allotment of land i.e. from year 2000.

Till date CRPF has developed Firing range, CTC Training ground, Administration office,

Hospital, School and Grocery market etc. All above structure sanctions were came in parts.

Some sanctions were prior to 2006 notification and some were after that. But the sanctions after

2006 Notification were of having building construction area less than 20,000 sq. mt. Hence the

CRPF campus which is developed till date is as per the norms and approvals applicable.

This developed CRPF campus was very old campus in Gwalior erected for training purpose for

CRPF candidates. They have received funds for developments of quarters and barracks within

the same campus from Central government on 6th May 2016.

This CRPF campus is a training institute for which many troops visit the campus. The

Development of Residential quarters is for the officer’s visiting the campus and Barracks

development is for the student’s who visit the campus for training purpose.

All these types of residence are not the permanent type of residence but will be occupied as and

when training got arranged throughout the year. Hence CRPF had not applied for the prior

environment clearance for the Barrack and Quarters Development project though it has the

construction area more than 20,000 sq.mt. as per notification 22.12.2014.

But later on it was realized that the same construction is allied construction of residence to

support the training institute. Hence CRPF applied for Environment Clearance to MPSEIAA

though the construction is started at site.

But as per 14.3.2017 notification, "any project which had started construction at site prior to

Environment clearance, even the category B projects will be considered for Environment

clearance by Expert Appraisal Committee and environmental clearance will be granted at the

Central level".

Hence Now CRPF withdraw the proposal applied to MPSEIAA and now applying herewith

at EAC, central level as per the procedure mentioned in the 14.3.2017 notification.

The proposal No. submitted to MP –SEIAA as follows:

Quarter construction project: SIA/MP/NCP/63475/2017 dated 25th March 2017

Hence as per the notification dated 14.3.2017 we are hereby submitting the Damage Assessment

report for further assessment.

Proposed Layout Plan of Quarter:

As per 6 May 2016 sanctions there were now total 900 Nos. Type - II, 54 Nos. Type - III, 33

Nos. Type - IV, 16 Nos. Type – V quarters proposed. The same is highlighted in above drawing.

RMC plant in working condition at site of CRPF:

Conclusion:

This project is different from other Building construction project as the proposed new

construction project of Barracks building is to support existing CRPF training centre located at

village Panihar, Gwalior, Madhya Pradesh. As like other project this project does not bears any

economical profit to the developer i.e. CRPF. This is the project funded by Home Ministry and

has time bound priority to complete the construction soon as delay in project inflate the project

cost and additional cost burden will affect the budget of the project.

Hence CPWD being a construction contractor has to start the project immediately after getting

release of fund. The interpretation about the new EIA circular regarding the institutional building

exemption further delayed the process of prior Environment clearance. Till that time period the

CPWD has allotted the work to contractors and being time bound activity the contractor started

work at the site without knowing the approval status of Environment Clearance.

This project is purely developed to support the CRPF training. The zone in which the project is

being developed is especially reserved for development of full fledges CRPF training centre

campus in Madhya Pradesh Gwalior. The development of Barracks is purely for residing training

students and officer’s family.

Moreover All CPWD projects comes under PSU units and has mandate to develop the project at

least for 3 Star rating under the GRIHA scheme. Thus the project is almost fulfilling green

Criteria required as per mandate and hence no much damage is seen at site and can be assessed

due to fulfillment of green Building criteria’s.

All above points needs to be considered while assessing the damage done by the project while

developing the project without prior environment clearance.
