Since the 1990 Census, Dallas’s population increased by 19%, rising from 1,006,555 residents to 1,197,816 by 2010 (see Table 1). At the same time, the city’s White population has declined by almost 30%. The Black population of Dallas increased slightly from 290,879 in 1990 to 299,634 in 2010 (although it fell from its 2000 total of 304,641), and increasingly dispersed to different parts of the city. Between 1990 and 2010 the Hispanic population of Dallas more than doubled, climbing from 210,235 in 1990 to 507,309 residents in 2010, and this rapid growth led to the expansion of Hispanic population into many different city neighborhoods (neighborhoods are identified in this report by zip code). Since the 1990 Census, Dallas’s population increased by 19%, rising from 1,006,555 residents to 1,197,816 by

2010 (see Table 1). At the same time, the city’s White population has declined by almost 30%. The Black

population of Dallas increased slightly from 290,879 in 1990 to 299,634 in 2010 (although it fell from its 2000

total of 304,641), and increasingly dispersed to different parts of the city. Between 1990 and 2010 the Hispanic

population of Dallas more than doubled, climbing from 210,235 in 1990 to 507,309 residents in 2010, and this

rapid growth led to the expansion of Hispanic population into many different city neighborhoods

(neighborhoods are identified in this report by zip code).

Population growth in Dallas over the past twenty years has largely occurred in the outlying sections of the city.

Almost 60% of Dallas’s population growth occurred in seven neighborhoods in the city between 1990 and

2010, while a number of gentrifying neighborhoods such as Downtown, Uptown, and Old East Dallas, provided

another 10% of the population growth.

Leading Dallas’s demographic transformation has been the explosion of the city’s Hispanic population. As

mentioned earlier in this report, Hispanics have moved throughout the city of Dallas, although concentrations of

still exist in core neighborhoods such as West Dallas, North and West Oak Cliff, and Bachmann.

The second biggest change in Dallas’s ethnic and racial makeup has been the decline of the White (non-

Hispanic) population over the past twenty years. The White population fell from 479,668 residents in 1990 to

345,205 in 2010. Indeed, the 134,463 White residents who have left Dallas is a larger number than the entire

population of McKinney, Texas.

Dallas’s Black population increased from 290,879 in 1990 to 304,641 in 2000 before dropping to 299,634 in

2010. This overall 3% increase in Black population between 1990 and 2010 masks the dispersal of population

throughout Dallas. In 1990 46% of the city’s Black population lived in six core neighborhoods commonly

known as “South Dallas;” by 2010 only 36% did, as many residents moved to neighborhoods such as Lake

Highlands (North and South) and Mountain Creek (North and South).

Dallas’s Asian population remains spread through the city in the past twenty years, although it increased by

79.8% between 1990 and 2010. Some neighborhoods in Dallas are home to sizable numbers of Asians,

particularly in Renner East, but no neighborhood had an Asian population percentage larger than 14.8%.

Dallas’s broader racial and ethnic changes are the most visible in three key areas of the city. In the southeast

side neighborhoods of Buckner Terrance/Piedmont Scyene, Pleasant Grove, and Kleberg Rylie, the Hispanic

population grew from 22,271 in 1990 to 93,898 in 2010, which resulted in its share of the total population

jumping from 20.7% in 1990 to 61.6% twenty years later.

While the non-Hispanic White population declined by 28% across the city of Dallas, the decline is especially

apparent in the neighborhoods of North and South Lake Highlands, East White Rock, and Ferguson Road in

northeast Dallas. The White population share in northeast Dallas fell from 71% in 1990 to 35% by 2010 due to

a population loss more than 48,000 people during this period. At the same time, the Black population doubled

and the Hispanic population quadrupled.

Likewise, the core Black neighborhoods in South Dallas were not immune to demographic changes. The Black

percentage of the total population in the South Dallas East, South Dallas West, Cedar Crest, Wynnewood,

Executive Airport, and the Singing Hills neighborhoods was 74.4% in 2010, a drop from 87.4% twenty years

earlier. Between 1990 and 2010 the Hispanic population in these neighborhoods increased from 10,157 to

31,392 by 2010, while the Black population dropped from 134,012 in 1990 to 106,705 in 2010.

Several neighborhoods were completely transformed over the past two decades:

Kleberg Rylie (75253) had 1,237 Hispanics in 1990, while twenty years later there were 10,345,

resulting in a 47% increase in its population share of 11% in 1990 to 58% in 2010.

While Ferguson Road (75228) had 36,274 White residents in 1990, only 16,318 remained in 2010.

Between 1990 and 2010, Cedar Crest (75216) lost 15,670 African American residents, while North Lake

Highlands (75243) gained 12,082.

The maps that follow provide a snapshot of Dallas’s demographic breakdown as of 2010. Map 1 shows the zip

codes and corresponding neighborhoods in Dallas that are referred to in this report. Maps 2, 3, and 4 show the

2010 Census population data for the White, Hispanic, and Black population percentage by block, and provide a

detailed perspective on the city’s current racial mosaic.

The Growth of Hispanic Dallas

Since 1990, the Hispanic population of Dallas grew by 297,074 residents, a 141.3% increase. As shown in

Graph 1, Hispanics went from being 21% of the city’s population in 1990 to 42% in 2010. A larger portion of

this population gain occurred between 1990 and 2000 (211,863) than between 2000 and 2010 (85,211).

In 1990 Dallas was largely understood as a city divided between Whites and Blacks, although the Hispanic

population of the city had grown significantly since 1960. However, twenty years later both the White and

Black populations have largely been eclipsed by Hispanic population growth, with a declining Black minority,

an even faster falling White population, and a rising Asian population.

Map 5 shows the growth in Dallas’s Hispanic population between 1990 and 2010 by zip code. Six of Dallas’s

48 zip codes saw at least a doubling of the 1990 Hispanic population, five of 48 saw a tripling, while 18 zip

codes’ Hispanic population quadrupled. Zip codes on the outskirts of Dallas, such as Mountain Creek North,

Renner West, Kleberg Rylie, and Renner East saw an enormous increase in the Hispanic population (see

Appendix Table 2 for citywide data). The largest increases in the Hispanic population percentage largely

occurred in the southeast Dallas neighborhoods of Buckner Terrace/Piedmont Scyene, Pleasant Grove, and

Kleberg Rylie, although sizable increases also occurred in the northwest Dallas neighborhoods of Farmers

Branch East, Bachmann, and Ferguson Road.

This massive Hispanic population growth occurred at the same time when core Hispanic neighborhoods such as

Deep Ellum, Old East Dallas, and Uptown saw their percentage share of the population decline. However, only

the Uptown, Baylor Munger, and M Streets neighborhoods witnessed a numerical decline in the Hispanic

population decline between 1990 and 2010.

A Transformed Southeast Dallas

The growth of Dallas’s Hispanic population over the past twenty years is most evident in the three southeast

neighborhoods of Pleasant Grove, Buckner Terrace/Piedmont Scyene, and Kleberg Rylie.

As shown in Table 2, in 1990 the total population was 107,830 residents, 52,898 whom were White, a near

majority. Two decades later the total population increased to 152,546, although the White population was only

16,441, just over 10%. The growth of the Hispanic population from 22,271 in 1990 to 93,898 by 2010 resulted

in a similar increase in population share that jumped from 21% to 62% over the same time period. While the

Black population increased from 31,076 to 40,719 over these twenty years, their share of the total population

decline slightly from 29% to 27%.

A closer look at the three neighborhoods show how uniformed the Hispanic population growth was in Southeast

Dallas from 1990 to 2010. While Pleasant Grove (75217) had a slightly larger Hispanic population percentage

between 1990 and 2010 when compared to Buckner Terrace/Piedmont Scyene (75227) and Kleberg Rylie

(75253), the increase in Hispanic population was almost equal in terms of population increase.

As Map 6 shows, in 1990 the Hispanic population was rather evenly spread through portions of Southeast

Dallas. Pockets of Hispanic population were concentrated near East Ledbetter Road (Route 12) and Pemberton

Hill Road, as well as along Forney Road in Buckner Terrace.

By 2000, Hispanic population increased significantly along Forney Road, reaching 75% of the population in the

Buckner Terrace subdivision, as well as in Pleasant Grove west of Prairie Creek Road.

By 2010, Hispanics formed a large majority of the population in Southeast Dallas. Along Forney Road and

Bruton Road, the population share for Hispanics was well above 80%, as Map 8 shows. While the outmigration

of African Americans and White from Pleasant Grove remained significant from 1990 to 2010, the rapid overall

population growth of Southeast Dallas makes it apparent that a growing Hispanic community is rapidly taking

root in these neighborhoods, particularly in the new housing developments in the Kleberg Rylie neighborhood

that has experienced a significant number of new housing developments in the past decade.

A Snapshot of the Shrinking White Population of Dallas

As previously noted, the White population of Dallas declined precipitously over two decades, falling from

479,668 in 1990 to 345,205 in 2010. Interestingly, the White population loss of 69,424 between 1990 and 2000

was almost identical to the population loss in the following decade when 65,039 White residents left Dallas.

Map 9 shows that the White population decline occurred in 36 of 48 zip codes between 1990 and 2010, with 12

losing more than half of their population (see Appendix Table 3 for more detail). 12 neighborhoods experienced

an increase in White population, although four of these still experienced a decline in the White percentage share

of the total population. There appears to be little difference between the population losses in the 1990s versus

the 2000s, as only a few neighborhoods lost population in the first decade gained White residents in the second

decade. Indeed, of the 32 neighborhoods that lost White population in the 1990s, only Cedar Crest and Trinity

West gained people, with the former having an increase of less than 100 residents, while the later being

dominated by the Dawson County Prison, which saw an increase in population of all racial and ethnic groups. In

contrast, of the 17 neighborhoods that gained White population between 1990 and 2000, only seven experienced

population growth in the following decade.

The departure of White residents from Dallas is especially apparent in the neighborhoods to the north and east

of White Rock Lake, as shown in Table 3 below. With a population loss of more than 40,000 between 1990 and

2010, the White percentage share of the total population fell from more than two-thirds to one-third. Much like

the White citywide population decline over the course of two decades, the White population in Northeast Dallas

also declined consistently, falling by 25% for each decade.

At the same time, the Black population increased by 20,463 between 1990 and 2000, and fell by 990 in the

following decade. Not surprisingly, it was the Hispanic population that increased the most between 1990 and

2010, jumping from 13,435 in 1990 to 60,652 by 2010.

In 1990, 70% of the population was White, although Map 9 shows significant areas of minority population to

the east of Interstate 635 in Lake Highlands and to the south of Ferguson Road.

The most significant drop in White population by 2000 occurred in the neighborhoods south of Ferguson Road,

around the DAC Country Club, and north of Royal Lane in Lake Highlands. At the same time, the White share

of the population in the East White Rock neighborhood remained relatively stable.

By 2010, the White percentage share of the Northeast Dallas population had dropped to 35%, a significant fall

from 1990. Interestingly, while the neighborhoods to the east of White Rock Lake were becoming significantly

more diverse, the Lakewood and M Streets neighborhoods on the west side of White Rock Lake remained

overwhelmingly White.

Dispersal of Dallas’s Black Population

Dallas’s Black population increased slightly between 1990 and 2010, rising from 290,879 to 304,641 by 2000

before falling to 299,634 ten years later. Perhaps more important to the story of Dallas’s demographic

transformation is the dispersal of Blacks throughout the city from its traditional neighborhoods in South Dallas.

Between 1990 and 2010, 23 of 48 neighborhoods had a drop in Black population, with 15 of these located in

South Dallas, and neighborhoods in the gentrifying areas around the Central Business District (see Map 13). Of

the neighborhoods that gained Black population, a significant number were located on the outlying areas of

North Dallas such as Renner West and Renner East, and in growing Mountain Creek North and Mountain Creek

South neighborhoods in the southwestern sections of the city.

Six neighborhoods in South Dallas have long been acknowledged as core of Black Dallas. South Dallas East

(75210), South Dallas West (75215), Cedar Crest (75216), Wynnewood (75232), Executive Airport (75237),

and Singing Hills (75241) have provided much of black Dallas’s leadership, institutions, and businesses in the

past twenty years. However, as Table 4 shows, these neighborhoods, while still majority Black, have seen

significant Hispanic population growth. The addition of 21,235 Hispanic residents since 1990 occurred at the

same time the White population declined by almost 50%, falling from 8,243 in 1990 to 4,289 twenty years later.

Yet the growth in the Hispanic population nearly mirrors Black population decline, which fell from 134,012 in

1990 to 106,705 by 2010, a drop of 27,307 people.

one can see the rather uniformed nature of the Black population in this part of the city.

By 2000, portions of South Dallas were losing their overwhelmingly African American character (see Map 15).

Particularly in the Cedar Crest neighborhood, blocks to the west of Corinth Street and north of Illinois Ave

barely had a Black majority, and the Kiestwood, South Oak Cliff, and Trinity East neighborhoods around Cedar

Crest were rapidly losing Black residents as well.

Over the next decade, South Dallas continued to gain Hispanic residents while losing population overall. The

South Dallas (East and West) and Cedar Creek neighborhoods have lost significant population over the past

twenty years, although the revitalization of the Cedars neighborhood in West South Dallas might show fruit by

the 2020 Census (See Appendix Table 1 for more population data).

Conclusion

While Dallas’s demographic transformation is too varied to be adequately summed up in one paragraph a few

general points should suffice. First, the Hispanic population of the city grew rapidly between 1990 and 2010,

moving into all areas of the city. At the same time, the city’s Black population remained constant and dispersed

throughout Dallas. Finally, the White population declined significantly since 1990, and became increasingly

concentrated in a areas in North Dallas and gentrifying communities in and near downtown.
