Mr. Blankenship,

Following up on our phone conversation, the City of Brundidgo has had

private collection of residential solid waste for over 20 years. Every three

years we bid the service for the next three years. As we discussed, we are

a bit different as we provideand maintain the 90 gallon containers, and 

also we do the billing and collection of the residential fee, then we pay

the vendor monthly. Our pickup is one time per week_

Each time we have bid it the last three times the vendor changed. In 2005,

Arrow Disposal was awarded the bid and in 2008, Advanced Disposal was low 

and in 2011 MDI was low. Our citizens sawvery little change as we bid it

three months in advance of the change occurring_ We are convinced that

private industry can do it for us cheaper than we can put out the capital

outlay, maintain the equipment, pay the necessary insurance, and have the 

employees that are only necessary for that one day per week. Some would argue the additional employees would be able to help the other departments_

We look at it like why would we need themthen if we don't need themnow?

Some years back the Town of Pinckard tried to have a in house garbage pick up program. A second-hand garabage truck 

was pu rch ased, this was terrible mistake , an d then we em ployed a drive r a nd pick up team. The Tow n of Pinck ard was now

in the garbage service.

First of a ll the tru ck be ing a used vehicle was no t d ep endable, 2n d the team of workers was diff icult t o ho ld toge ther and

depend on. The expense imposed with the program was highand liabilility was always a concern.

It didn't take long to determine that that the way for Pinckard to collect and dispose of garbage was to have a private contractor,

f'inckard is currently under contract for the garbage pick up and disposal. We are very pleased with the results.
