The main function was held at SK Cricket Stadium Sonwar in Srinagar where Advisor to Lieutenant Governor, Farooq Khan unfurled National Flag and took salute at the march past presented by contingents of JK Police, JKAP, ITBP, BSF, CRPF, Fire & Emergency Services, Forest Protection Force, NCC cadets and students. Among others, Divisional Commissioner Kashmir, Baseer Ahmad Khan, Inspector General of Police, Kashmir, Vijay Kumar, Deputy Commissioner Srinagar, Dr Shahid Iqbal Chowdhary, other civil and police officers and a large gath- ering of people attended the func- tion. Addressing the gathering, Advisor Khan paid rich tributes to Dr B R Ambedkar who gave this country a constitution which guar- antees rights to every citizen with- out discrimination of caste, colour, region or religion and the martyrs who sacrificed their lives for coun- try's sovereignty. He said introduction of Back to Village program, a unique mecha- nism to register and address public grievances at people's door step, witnessed a huge public participa- tion and the officers of the civil administration reached out to every corner of the UT. Under the pro- gramme, he said, a number of developmental projects have been taken up, some have been complet- ed while others are nearing comple- tion. To strengthen the democracy at the grassroot level and to involve people in decision making for developmental process, he said, Panchayat election were conducted across Jammu and Kashmir but the highlight of 2019 was holding of the first ever Block level Development Committee elections. Hailing Prime Minister, Narendra Modi, for exhibiting keenness in the development and progress of Jammu and Kashmir, the Advisor said the Central Government has taken a slew of measures in this regard. On the occasion, Advisor Khan lauded the efforts of concerned authorities for timely clearance of snow and restoration of traffic on Jammu-Srinagar National Highway, thus avoiding shortage of essential commodities in the Valley. He praised the efforts of Power Development Department for quick restoration of electricity post November 7 snowfall. Later, Advisor Khan awarded Basketball player, Ishrat Akhter who represented the country in Thailand recently. Awards were also given to the best cultural perform- ance and best march past. KULGAM: The main function was held at District Police Lines where District Development Commissioner Showkat Aijaz Bhat, hoisted the National Flag and took salute at the march past presented by the contingents of CRPF, JKP, JKP ladies police group, SSB, Home guard, fresh recruits, NCC cadets and school children. Cultural programs and martial arts were presented on the occasion. District Development Commissioner highlighted develop- mental activities and achievements of district, on the occasion. He said that work on various developmental projects is apace including 25 mega languishing projects will be com- pleted by this March. SSP Kulgam, Gurinderpaul Singh, ADDC, Riyaz Ahmad Sofi, ADC, Shabir Hussain Bhat, Commandant CRPF 18th BTN, Garau Singh , other civil and police officers besides members of PRI's and locals participated in the event. SHOPIAN: The main function was held at District Police Lines (DPL) where Deputy Commissioner Chaudhary Mohammad Yaseen hoisted National Flag and took salute at the march past presented by the contin- gents of CRPF, JKP, Home Guard, Fire and Emergency Services, Forest Protection Force and school students. Senior Superintendent of Police, Additional Deputy Commissioner, Assistant Commissioner Revenue, Senior Officers of Army, CRPF, district & sectoral officers and engineers of all the departments were present on the occasion. Addressing the gathering, Deputy Commissioner highlighted the importance of the day and also presented a detailed report on devel- opments registered in the district. He said that work on 44 languishing projects coming up at Rs 70.84 crore is in full swing. Besides 95 works are under progress under Back to Village program and 79 road projects under various schemes are in progress at Rs176.11 crore. A colorful Cultural programs were presented by the students on the occasion. Later, DC distributed cash prizes and awards among the meri- torious students. BANDIPORA: The main function was held at SK Stadium where Deputy Commissioner Shahbaz Ahmad Mirza unfurled the flag and inspected the parade. SSP, Bandipora, Rahul Malik, ADC, Bandipora, Zahoor Ahmad Mir, Joint Director, Planning, Imtiyaz Ahmad, officers of civil administration, police, army, besides Panchayat representatives were present on the occasion. Addressing the gathering, the DC Bandipora highlighted the importance of the day and achieve- ments registered in the district. He said that the Patushai Grid Station will soon be commissioned to end the power crisis in the district. Besides work on other develop- mental projects including District Hospital, TRC Saderkoot, Polytechnic College complex, Arin- Bapora bridge and Gujjar and Bakerwal Hostel is apace and will be completed by the end of the year. Later, the Deputy Commissioner felicitated the meri- torious students of 10th and 12th class besides several officers for their exceptional performance. BUDGAM: The main function was held at Sports Stadium where Deputy Commissioner Tariq Hussain Ganai as chief guest unfurled the National Flag and took salute at march past presented by contingents of JKP, JKAP, CRPF, Home Guards, NCC and school stu- dents. Among others, Principal District and Sessions Judge, Raja Shujaat Ali, SP Budgam, Amod Ashok Nagpure, ADC Budgam, BDC Chairmen, and senior officers of the district attended the function. Speaking on the occasion, DC Budgam said that Rs 234 crore are expanded on 115 languishing proj- ects, the work on which is in full swing. The district administration has setup a robust grievance redres- sal mechanism 'Aawaz-e-Budgam' where people can register their grievances 24x7. On the occasion, a cultural pro- gram was presented by school chil- dren. BARAMULLA: The day was celebrated at District Police Lines with District Development Commissioner, Dr GN Itoo was the chief guest. GOC 19 Infantry Division, Major General, JP Singh, DIG North, Suliaman Chowdry, DIG, CRPF, SSP Baramulla, ACR, President, Municipal Council, Baramulla, Civil and Police officers were present on the occasion. The DDC hoisted the National Flag and took salute at march past presented by the contingents of District Police, CRPF, Fire & Emergency Service, NCC Cadets and school children. A colorful cultural programme depicting cultural diversity and her- itage of the UT was presented by the school children and artists of DIPR. GANDERBAL: The District Development Commissioner, Hashmat Ali Khan unfurled the National Flag, took the salute at the march-past, at Gadoora Stadium. The march past was presented by the contingents of JKP, BSF, CRPF, PTS Manigam, Sashtra Seema Bal, JKAP, SPOs, Home Guards and school children. Addressing the gathering, the DDC highlighted the achievements registered under various sectors in the district including education, sports, health, agriculture and social welfare. He said that measures are apace to develop Ganderbal as a modal health hub and Rs 34.56 crore have been expended, so far, for the new district hospital building which will be completed by this August. Besides, work is apace on construc- tion of several Health Centers including PHC Chattergul, PHC Batwina, PHC Gund, PHC Wakura, PHC Sonamarg and NTPHC Narayanabagh. Later, prizes were distributed among best performers and merito- rious students of the district. ANANTNAG: The main func- tion was held at Government Degree College (Boys) Khanabal, where the chief guest, Additional District Development Commissioner, Anantnag, Khawaja Nazir Ahmad Qureshi unfurled the National Flag and took salute at the march past presented by the contin- gents of CRPF, IRP, JKP, Women Police, J&K Home Guards, District Police Band (DPL), NCC cadets & school children. On the occasion, the ADDC highlighting the achievements of the district and said that work on 126 languishing projects coming up at Rs.347 crore is nearing comple- tion. He said that during Back to Village phase-1 and phase-2, 5652 demands related to power, road con- nectivity, establishment of Animal Husbandry, Sheep Centres, fencing of school premises, setting up of health centres and deployment of adequate doctors and para medical staff in the existing hospitals were received. The function was attended by ADDCs, ACR, SEs of PHE, PDD, R&B other district and sectoral offi- cers. KUPWARA: The day was cel- ebrated at District Police Lines where chief guest Deputy Commissioner Anshul Garg hoist- ed the National Flag and took salute at the march past presented by the contingents of JKP, JK Armed Police, CRPF, IRP, FPF and school children. Among others, Senior Superintendent of Police (SSP) Kupwara, Shriram Ambarker; Additional District Development Commissioner (ADDC), Mohammad Ashraf Bhat; Additional Deputy Commissioner (ADC), Nazir Ahmad Lone; Assistant Commissioner Revenue (ACR), Bashir Ahmad Bhat, BDC Chairpersons, civil and police offi- cers attended the function. On the occasion, Deputy Commissioner said Rs.9 crore have been spent under Back to Village Programme and other developmen- tal schemes for construction of basic infrastructure in the district. Besides, for augmentation of the power infrastructure Rs.6 crore has also been expended during the cur- rent fiscal. A colorful cultural program was presented by artists and school chil- dren. Later, DC distributed prizes among district officers, field func- tionaries and school children for the best performance in their domain of activity. PULWAMA: The main func- tion was held at District Police Lines during which Deputy Commissioner Pulwama, Dr Raghav Langer unfurled the National Flag and took salute at march past presented by the contin- gents of Police, CRPF, NCC,JKAP ,Home Guard and School Children. Speaking on the occasion, Deputy Commissioner highlighted achievements registered under vari- ous sectors in the district. He said that mega project AIIMS being con- structed in Pulwama, adding Rs 350 crore are being expended for com- pletion of languishing projects to augment developmental infra. On the occasion Cultural pro- gram and martial arts were present- ed by artists and school children. The highlight of the program was display of departmental tableaux. LG , CEC unfurl National Flag at district level functions Republic Day celebrated with patriotic fervor in Leh, Kargil Excelsior Correspondent LEH/KARGIL, Jan 27: The Republic Day was celebrated with patriotic fervor and gaiety across the Union Territory of Ladakh. In Leh, the main function was held at Polo Ground where Lieutenant Governor Radha Krishna Mathur unfurled the National Flag and inspected the parade in the presence of Chairman/Chief Executive Councilor LAHDC Leh Gyal Phuntsog Wangyal, Executive Councillors, families of martyrs, religious heads, defence and administrative officers, awardees, Councillors and other distin- guished guests. On the occasion, colourful cul- tural pageantry based on national integration and the glorious com- posite heritage of the region was presented by students from various local schools and Government departments. Army weapons and equipment display and aerial salute by flying Cheetah helicopter was witnessed by thousands of spectators. Earlier, Lt Governor paid his tributes to the martyrs by laying the wreath at Hall of Fame. GOC 14 Corps Lt Gen Harinder Singh and other Army officers were pres- ent. Speaking at Polo Ground, Lt Governor expressed gratitude to Prime Minister on behalf of the people for making the long-stand- ing demand a reality. Highlighting the successful efforts of both the Hill Councils, he stated that their efforts have shown results that have earned appreciation from the rest of the country. Appreciating the armed forces in the security and the develop- ment of Ladakh, he expressed gratitude on behalf of the people of the land for defending the borders and for providing assistance to the local citizens. "The recent incident of saving precious lives of strand- ed tourists of Chadar trek was pos- sible because of the daring rescue operation carried out by the brave men and women of the army and the air force", he added. He emphasized nurturing the youth of Ladakh by way of educa- tion, sports, employment and preparing them for self-employ- ment and entrepreneurship. He also talked about efforts for an early function of sanctioned Medical College and the National Institute of Sowa Rigpa. He also talked about efforts being made by the UT Administration in the fields of Handicraft, Handloom, Food Processing, Pashmina & Yak wool, aromatic & medicinal plants, handicrafts and tourism etc. "This is the crucial time to ensure the cultural treasure and ecology of Ladakh is not compromised in the name of modernization", he said. At Kargil, Chairman and Chief Executive Councillor, LAHDC, Kargil Feroz Ahmed Khan hoisted the National Tricolor at Khree Sultan Chow Sports Stadium and took salute at an impressive march past by the contingents of Police, NCC, Police band party besides a number of contingents of govern- ment and private educational insti- tutions. Speaking on the occasion, Khan recalled the contributions of the makers of the Constitution and supreme sacrifices of the national heroes who laid down their lives for the country. He also hailed the services of the Army, paramilitary forces and police in guarding the frontiers of the country in harsh weather conditions and for main- taining peace, order and internal security in the country. While highlighting the achievements, developmental activities underway and future plans of the present Council in Kargil district, the CEC said that the Council is fully committed towards the overall development of the district in all sectors and sev- eral important initiatives are presently underway in this regard. The CEC said that developmental works are going on in full swing in sec- tors like Public Works, Agriculture, Tourism and Rural Development while as concrete meas- ures are being taken to augment other sectors. Meanwhile, colorful cultural programmes were presented by the artists of Cultural Academy and stu- dents of various Government and private educational institutions. Later, the CEC and other digni- taries distributed mementoes and certificates among the employees of various depart- ments, meritorious students, members of NGOs, volun- teers and individuals for their extraordinary performances and noteworthy contributions for pub- lic welfare. First Lady lays thrust on empowering women Excelsior Correspondent JAMMU, Jan 27: Smita Murmu, First Lady of the Union Territory of Jammu and Kashmir, attended a "Ladies Cultural Programme" organized by Department of Youth Services and Sports (YSS) at Teachers Bhawan, here today. The program aimed at celebrat- ing the spirit of womanhood through a host of cultural programs, skits and exchange of thoughts is organized every year on 27th January as part of the Republic Day celebrations by the Department of Youth Services & Sports and is exclusively for women from all walks of life- working women, housewives, teachers and students from different educational institu- tions, and participants from various women organizations and NGOs working on the similar lines. Speaking on the occasion, Smita Murmu said that it becomes all the more necessary to ponder over and work towards women empowerment since women consti- tute half of world's population and are responsible for developing future generations. She observed that women are inherently talented and she realized it while working with an NGO in the rural and tribal belts of Jharkhand and Odisha. All they need is a conducive atmosphere and a little hand holding from the agencies, NGOs working in the field so as to make them bloom to the full potential towards being self sufficient and independent citizens. She stressed that focus on women empowerment is a nation building strategy and to rid a socie- ty of its deep rooted bias embedded in cultures, economies, political and social institutions will only facili- tate women in playing a full part in society and decision-making. She said that it is the need of the hour to look beyond economic resources or material prosperity into cultural and social influences, to stimulate collective thought process on the various aspects such as creating awareness, identifying the workable areas, moving towards making women self suffi- cient by way of skill enhancement, self help groups and engaging with various welfare organizations and NGOs to shape women's autonomy by making women socially, politi- cally and economically empow- ered. She applauded the enthusiasm of the teachers and students from various educational institutions and representatives of Women Welfare Organisations who participated in the programme and presented enthralling performances showcas- ing the diverse cultures of India and expressed her pleasure to be a part of such programme. Rajasthani Folk Dance presented by the teach- ers of Crescent Public School, skit on women empowerment by an NGO received special mention of the First Lady. This was announced Vinod Sharma, president of Jammu Kashmir Teachers' Joint Action Committee (JKTJAC) and erst- while JKRETF, while addressing a press conference, here today. He said that this step has been taken in the backdrop of Government's decision to close ReT scheme and to convert regu- larised ReTs to Teachers Grade II and Teachers Grade III. JKTJAC consists of Teachers Grade II , Teachers Grade III, 3rd teachers, left out ReTs and other teachers and leadership of the same will work with quite dedication to come up to the expectations of the teaching community, he added. On the occasion, genuine issues of the cadre were also raised, which include; conversion of left out teachers and newly regularised ReTs to Teachers Grade II / Teachers Grade III as they are with- out salary for last one year and fac- ing a lot of hardship to make their both ends. Vinod Sharma also lamented that the IGNOU authorities have not revoked the order of cancella- tion of papers till date thereby cre- ating a chaos and confusion among the B Ed aspirants. "Though, we held one day peaceful protest at Jammu on 16.01.2020 and gave one week ultimatum but nothing has been done so for and if the order of cancellation of B Ed papers isn't revoked before 30.01.2020, a future course of action regarding the protest demon- stration will be announced and for such decision IGNOU authorities will be solely responsible," he warned. JKTJAC leader also appealed the Lt Governor G C Murmu to resolve the long pending issues of the cadre such as: inclusion of 5 years ReT period for seniority ben- efits, comprehensive transfer policy for Teachers Grade II, Teachers Grade III and 3rd Teachers who have been working in the same schools for last more than 15 years, release pay arrears of regularised ReTs under SMAGRA. CS inaugurates Video Conferencing Facility for inmates at Amphalla Jail Excelsior Correspondent JAMMU, Jan 27: Chief Secretary, BVR Subrahmanyam inaugurated Video Conferencing Facility for jail inmates at the District Jail Amphalla. Chief Secretary complimented the inmates for getting this facility which will reduce the distances between the inmates and their families as they could now interact with each other without covering long distances. He also inspected various sec- tions of the jail including Interview Room facility, Jail Product's Display, Manufactory and Jail Hospital. He was informed that the Prison Department has been pro- viding correctional programmes which include educational and vocational trainings, recreational programmes, psychiatric consulta- tion etc. Besides the products man- ufactured in the prison are put to sale at the department's retail out- let and through various exhibi- tions. Meanwhile, a cultural function to celebrate the Republic Day was also held in the jail premises where several cultural items were pre- sented by the jail inmates and the jail staff. He said that jails are meant for correction where inmates are sup- posed to shun their past and start a new future so as to live a normal life as a good citizen of this coun- try. On the occasion, a 90 seconds short film on J&K Prisons Department was also played which showcased several correc- tional services being provided to the inmates. Legal Metrology imposes Rs 75000 fine on surgical company Excelsior Correspondent JAMMU, Jan 27: Legal Metrology, Consumer Protection Jammu has challaned M/s Bectinson Dickinson surgical company for Rs 75000 for not adhering to mandatory declara- tions. As vide latest amendments issued in January 2018 in Packaged Commodities Rules 2011, the surgical medical devices which were earlier exempted have now been brought under the ambit of the department and made them mandatory to declare MRP, PKD, Net contents, manufacturer address, consumer helpline num- ber etc, the department in a drive conducted during last six months booked several companies dealing with surgical items and medicines. A total of 3 lakh fine was imposed on 11 defaulters while management of M/s Medicare Pharmaceuticals and Chemical Division and M/s Point of Care Biomedical Pvt Ltd, Gujarat were put on notice. Meanwhile, the department also fined Rs 50000 to M/s JK White cement, Kanpur for not reducing PRP and passing on the benefit of tax reduction to the con- sumers due to abolishment of Lakhanpur Toll Plaza. The program aimed at celebrat-ing the spirit of womanhoodthrough a host of cultural programs,skits and exchange of thoughts isorganized every year on 27thJanuary as part of the Republic Daycelebrations by the Department ofYouth Services & Sports and isexclusively for women from allwalks of life- working women,housewives, teachers and studentsfrom different educational institu-tions, and participants from variouswomen organizations and NGOsworking on the similar lines.

Speaking on the occasion,Smita Murmu said that it becomesall the more necessary to ponderover and work towards womenempowerment since women consti-

ReT Forum renamed as TeachersJoint Action Committee

JAMMU, Jan 27: JammuKashmir ReT Teachers' Forum hasbeen renamed as Jammu KashmirTeachers' Joint Action Committeewith immediate effect.

This was announced VinodSharma, president of JammuKashmir Teachers' Joint ActionCommittee (JKTJAC) and erst-while JKRETF, while addressing apress conference, here today.

He said that this step has beentaken in the backdrop ofGovernment's decision to close

ReT scheme and to convert regu-larised ReTs to Teachers Grade IIand Teachers Grade III. JKTJACconsists of Teachers Grade II ,Teachers Grade III, 3rd teachers,left out ReTs and other teachers andleadership of the same will workwith quite dedication to come up tothe expectations of the teachingcommunity, he added.

On the occasion, genuineissues of the cadre were also raised,which include; conversion of leftout teachers and newly regularisedReTs to Teachers Grade II /Teachers Grade III as they are with-out salary for last one year and fac-ing a lot of hardship to make theirboth ends.

Vinod Sharma also lamentedthat the IGNOU authorities havenot revoked the order of cancella-tion of papers till date thereby cre-ating a chaos and confusion among

the B Ed aspirants. "Though, weheld one day peaceful protest atJammu on 16.01.2020 and gaveone week ultimatum but nothinghas been done so for and if theorder of cancellation of B Edpapers isn't revoked before30.01.2020, a future course ofaction regarding the protest demon-stration will be announced and forsuch decision IGNOU authoritieswill be solely responsible," hewarned.
