    Bourse witnessed strong foreign and high net worth play hiking up

    turnover level past the LKR2.6 bn mark, the highest since19th November

    2012. Accumulation in selected bluechips led to large deals worth LKR2.2

    bn taking up 83% of the days turnover. The benchmark index moved at a

    stagnant pace whilst fluctuating between 5,799.45 points and 5,828.99

    points, partially recovering from a significant dip during the previous

    trading session mainly led by S&P caliber players; Ceylon Tobacco

    Company (+1.7%), John Keells Holdings (+1.4%), Nestle Lanka (+2.6%)and

    Asian Hotels & Properties (+2.8%).The index settled at 5,825.90 points while

    theS&P SL20 secured a gain of 7 points at its close of 3,193.63 points.

    Commercial Bank defined the days market story with three large off-

    market tranches which were executed at the final hour of trading. This

    involved 17.7 mn shares which were crossed off at LKR103.0 while on-

    board trades carried a block amounting to c.224k shares at LKR104.0. The

    counter touched LKR106.5 (+1.5%) before slipping 0.3% at its close of

    LKR104.6. Banking sector play was highlighted in Hatton National Bank

    (+0.6%), DFCC Bank (-0.8%) and Sampath Bank (+0.2%). Both former

    counters secured slots in the top turnover for the day while the latter, after

    having touched a new 52-week high at LKR221.8 yesterday, gained 0.6%

    at its peak of LKR221.0 before closing with a dip at LKR220.0.

    Lanka Orix Leasing which accounted for notable foreign participation

    recently added a further two off-board blocks totaling 5 mn shares at a

    52-week low (off-market) price of LKR71.5. It saw an on-board parcel ofc.119k shares being picked at LKR70.0 before slipping 0.3% at its close of

    LKR69.1. John Keells Holdings continued its stride highlighting the crossings

    board during early hours as it encountered 146k shares at LKR225.0 while

    its price crossed the LKR229.0 mark on thin volume. The counter which

    secured a 1.3% gain at its close remained a key positive contributor to

    indices.Interest stayed in Royal Ceramics (+0.2%) having seen two blocks totaling

    200k shares being transacted on-board at LKR99.1 before the counter

    secured a marginal gain at its close of LKR99.5. Retail activity was notably

    evident in SMB Leasing, Piramal Glass, Lanka Orix Finance, Renuka Agri

    Foods and Watawala Plantations. The latter encountered a block of 1 mn

    shares at its closing price of LKR12.2 while activity levels of Renuka Agri

    Foods was backed by a block of c.2.2 mn shares at LKR5.0. Further, Brown

    & Company regained investor play with c.98k shares being traded at

    LKR123.9.

    European Stock Are Little Changed Before US GDP Data ; Emerging Stocks

    Head for Best Monthly Streak in Three Years: European stocks were little

    changed near a 23-month high before a report that may show the US

    economy expanded in the fourth quarter at the weakest pace in almost

    two years. The Stoxx Europe 600 Index slipped 0.1% to 290 at 8:57 a.m. in

    London. The MSCI Emerging Markets Index rose 0.4% to 1,073.71 as of 4:52

    p.m. in Hong Kong.Oil Trades Near Four-Month High Before Federal Reserve Statement: Oil

    traded near the highest level in four months ahead of a Federal Reserve

    policy statement that may signal the US central bank will take additional

    steps to stimulate the economy of the worlds biggest crude user. WTI for

    March was at USD97.50 a barrel, down 7 cents, in electronic trading on

    the New York Mercantile Exchange at 9:13 a.m. London time.

    Commercial Credit & Finance [COCR: LKR14.8]-Debenture Issue: COCRhas raised LKR85,300,000 from a debenture issue from the applications received

    as of 4.30 pm on the 29th

    January 2013.

    Capitalisation of Reserves: Directors of COCR have resolved to issue shares by way of a capitalization of reserves.

    Accordingly, 20 mn ordinary shares are to be issued in the proportion of 01 ordinary share for every 10.9037 existing

    ordinary shares at a consideration of LKR15.0 per share.

    Sri Lanka's Treasuries yields drop at auction: Sri Lanka's Treasuries yields dropped at Wednesday's auctionwith the 3-month yield dropping as much as 16 basis points to 9.47%, data from the state debt officeshowed. The 6-month yield dropped 13 basis points to 10.28% and the 12 month yield dropped 14 basis

    points to 11.11%. The yields are quoted net of a 10% withholding tax on interest. The debt office said it sold

    LKR35 bn of bills after offering LKR20 bn for rollover at the auction, including LKR30.8 bn in 12-motn bills.

    Also sold were LKR2.0 bn in 3-month bills and LKR3.0 bn in 6-month bills.

    Sri Lanka bond yields edge down at auction: Sri Lanka's bond yields edged lower at an auction Tuesdaywhere LKR45 bn of securities were sold, data from the state debt office showed. The debt office sold LKR10.3

    bn worth 5- year bonds maturing in June 2018 were sold to yield 10.74%, 16 basis points lower than the last

    auction. But in the secondary market similar maturities were quoted around 10.90/95%, dealers said. Eight

    year bonds maturing on May 01, 2021 were sold to yield 11.44%, 20 basis points lower than the last auction.The state raised LKR25 bn from the bond. In the secondary market, bond of similar maturing were quoted at

    11.50/70% dealers said. Fifteen year bonds maturing on August 01, 2028 were sold to yield 12.21% about 4

    basis points lower than the last auction. No secondary market quotes were available for the long term bond.

    Market participants said there was foreign interest in the bond.

    US senators press for Sri Lanka probe: Two US senators on Tuesday renewed calls for an internationalinvestigation into potential war crimes in Sri Lanka, accusing Colombo of failing to address legitimate

    concerns. Senators Patrick Leahy and Bob Casey, prominent voices on foreign policy in President Barack

    Obama's Democratic Party, said the island had failed to carry out recommendations from its own Lessons

    Learnt and Reconciliation Commission (LLRC). "The Sri Lankan people deserve better. In fact, as thegovernment of Sri Lanka fails to implement LLRC recommendations, the outlook for human and political

    rights in Sri Lanka appears to be getting worse," the senators wrote in a letter to outgoing Secretary of State

    Hillary Clinton. The senators voiced concern over the recent impeachment, backed by President Mahinda

    Rajapakse, of the chief justice and highlighted charges of human rights groups that authorities have

    intimidated the media. "Accountability is a necessary precursor to reconciliation and a stable democracy in

    Sri Lanka," the senators wrote. "It is clear to us that the LLRC process is mired in bias and delays, and only an

    independent, international investigation will achieve real accountability," they wrote.US officials announced

    Monday in Colombo that the United States for the second straight year will bring a resolution before the UN

    Human Rights Council to pressure Sri Lanka over its record.

    Sri Lanka ship fuel suppliers lobby against tax: Sri Lankan suppliers of fuel to ships could be pushed out ofbusiness if a new tax is implemented, shipping officials and tax experts have warned. The trade has begun

    lobbying for the withdrawal of the five percent Ports and Airports Development Levy (PAL) which they say

    uncompetitive. The PAL was to have come into effect in January but its implementation has been held back,

    they said. Ralph Anandappa, chairman of the Ceylon Association of Ships Agents, said the levy on bunkering

    services could make them uncompetitive. "We like to see PAL being withdrawn totally on bunker supplies to

    foreign ships,"he told a forum organised by the KPMG tax firm and the Chartered Management Institute, a

    body for management professionals. "Bunkering brings about LKR800 mn a year to the country of which

    LKR750 mn goes to the government and the rest to other stakeholders." Anandappa warned that the

    imposition of PAL on bunkers would force suppliers to increase prices as margins were thin, making themuncompetitive. "It also has additional effects on the industry. Ships' agents will be affected. All other services

    in Colombo port will be affected if ships do not call for bunkers." Devika Weerasinghe, chief financial officer

    transportation sector of the John Keells group [JKH: LKR228.2], which has a subsidiary that supplies ship

    fuel, warned of a huge foreign exchange loss to the country. " Export revenue from bunker supplies is quite

    significant. So if ships stop bunkering, we'll lose foreign exchange," she told the forum. "If the five percent

    PAL is imposed it will totally take away the margins."

    Sri Lanka trade press for simpler taxes: Sri Lankan trade and tax experts have pressed for furthersimplification of tax systems, saying that it will help generate more businesses, bringing greater tax revenues

    for the state and reduce disputes. Sudden changes in taxes were not good for business and quick relief wasrequired in tax disputes to prevent cargo being stuck in port, incurring demurrage and other charges that

    could serve to discourage investors, they said. "Sri Lanka is trying to improve its position in the ease of

    business rankings, so a simplified tax system needed," Dinesh De Silva, chairman of the Sri Lanka Shippers

    Council representing importers and exporters said. "We need more and more private business. Only if

    businesses grow will the government collect more tax revenue ," he pointed out at a forum organised by the

    KPMG tax firm and the Chartered Management Institute, a body for management professionals. De Silva said

    the present tax system was still too complicated despite efforts to simplify it, with importers and exporters

    having too many tax bands. "The international trade wants a very simplified system with one or two bands.

    We must also move to a system where we have simple, direct calculations ." A critical issue facing the trade

    was implementation of taxes. Cumbersome tax systems were very painful for the trade especially when

    there is no quick remedy, he said. The existing ruling committee on tax disputes has commissioners of thegovernment's Inland Revenue Department and takes too long to take decisions.

    Pakistan's Thatta Cement to open in H'tota Port: Pakistan's Thatta Cement Company will sign an agreementto establish a cement processing plant at the Southern part of the Hambantota port by mid-February,

    according to Agil Hewageegana, the company will begin constructions soon afterwards. "Thatta Cement

    Company will invest a sum of USD50 bn on the factory that is to be established in the near future. The factory

    will produce 100,000 metric tons in the first few years and will continuously develop to one million by the

    seventh year," Hewagegama told the Daily News Business. According to Geegana the company hopes to

    send the products manufactured in Sri Lanka to Pakistan and will provide 30 to 40 job opportunities to the

    Sri Lankan community. Thatta Cement is a public limited company listed on the Karachi Stock Exchange andmanaged by Arif Habib Group of Pakistan has been approved by the Sri Lanka Ports Authority after being

    thoroughly examined by the Cabinet appointed Negotiating Committee (CANC). It had been revealed that

    the company has also been given concessions to build a grinding plant in Sri Lanka. Thatta Cement enjoys a

    diversified blend of expertise and interests in various industrial and financial concerns, including fertilizer,

    steel, cement, real estate, commercial banking, assets management, securities brokerage and private equity.

    Euro-Area Economic Confidence Rises More Than Estimated: Economic confidence in the euro area rosemore than economists forecast in January, adding to signs that the 17-nation currency bloc may be emergingfrom a recession. An index of executive and consumer sentiment rose to 89.2 from a revised 87.8 in

    December, the European Commission in Brussels said today. Thats the highest since June. Economists had

    forecast an increase to 88.2, according to the median of 30 estimates in a Bloomberg News survey. European

    Central Bank President Mario Draghi said last week economic activity is stabilizing at a very low level and

    Germanys Bundesbank expects Europes largest economy to rebound in the first quarter from a contraction

    at the end of 2012. At the same time, service industry output in France slumped this month and economists

    estimate that the euro areas second- biggest economy will fall into a recession in the first quarter. The

    improvement in financial markets is starting to show some effect on business confidence, said Jennifer

    McKeown, senior economist at Capital Economics in London. But it is a very slow process and it is too soon

    to suggestwe are seeing a real recovery in the euro area.

    China Rural-Income Gains Aid Shift Toward Consumption: Chinese incomes rose faster in the countrysidethan in cities for a third straight year in 2012 as migrant workers boosted their pay and the government

    strengthened the social safety net. Rural per-capita net income advanced 10.7%, compared with 9.6% for

    urban dwellers, partly on the rise in migrant laborers and their wages, the National Bureau of Statistics said

    Jan. 18. Rural residents income from benefits payments rose 21.9%, almost double the urban pace, as the

    government boosted its budget for health-care handouts. Rural spending power has been lifted by wages

    Fed seen maintaining bond-buying, but divisions remain: The Federal Reserve is expected to keep monetarypolicy on a steady path when it concludes a two-day meeting on Wednesday, though behind the scenes

    intensive debate continues over when the controversial bond-buying program should be curtailed. The

    policy statement issued by the US central bank at the end of the meeting will likely be only slightly rephrased

    from its meeting in December to reflect minor changes in the economic outlook, notably reduced risks from

    financial turmoil in Europe. Otherwise, economists say the policy-setting Federal Open Market Committee

    will maintain asset buying at USD85 bn a month and retain the commitment to hold interest rates near zero

    percent until the unemployment rate falls to 6.5%, provided inflation does not threaten to breach 2.5%. The

    Fed has taken unprecedented steps to try to spark a stronger economic recovery and drive down

    unemployment. It has kept overnight interest rates near zero since late 2008 and has launched three rounds

    of bond purchases, known as quantitative easing, to drive other borrowing costs down. Recent data has

    been consistent with a gradual improvement in the economy, although the government's monthly labor

    market report, to be released on Friday, is expected to show the jobless rate remained stuck at 7.8%in

    January. "The FOMC is expected to tweak the description of the state of the economy but announce no new

    Spain's recession worsens in the fourth quarter: The downturn in the Spanish economy worsened in thefinal three months of 2012, as output fell 1.8% from a year earlier, official data has indicated. Output shrank

    0.7% from the previous quarter - the worst performance in Spain since the 2009 global recession. Spain

    suffers from uncompetitiveness inside the eurozone, a troubled banking sector, excessive household and

    company debts, and harsh government austerity. Prime Minister Mariano Rajoy responded by announcing a

    new stimulus package. The package is expected to include tax cuts for young entrepreneurs, but is unlikely

    to reverse the thrust of the government's austerity programme. Under pressure from European peers, the

    government is seeking to cut its deficit - its yearly overspending and resulting borrowing need - from 9.4% of

    economic output in 2011 and 6.3% last year, to 4.5% this year and 2.8% next.
