health, education and other sectors to reach out to the people
across the State and ensure equitable and balanced develop-

CMC directs ....

On Supreme Court orders, the CMC headed by the Union
Water Resources Secretary asked Tamil Nadu to make a writ-
ten submission before the panel by tomorrow on issues it
wants to be addressed.
The Supreme Court on Tuesday had directed CMC to
examine all questions as may be raised on behalf of the States
of Tamil Nadu and Karnataka and make appropriate recom-
mendations.The Monitoring Committee consists of Union Water
Resources Secretary as Chairperson, Chief Secretaries and
Chief Engineers of the basin states and Chairman, Central
Water Commission as members. The next meeting will be
held in Delhi on 15th November.
Police register ....

The Army, however, has denied involvement of any of its
personnel in the incident.
"Our troops were not involved in the incident...We are
investigating who the culprits are," an Army official said.

was not aware of any such incident.
Egypt police say....

last week.
He was detained with two Egyptians on the same day
authorities killed a Libyan militant suspected of involvement
in the attack on the U.S. consulate in Benghazi last month.
The authorities didn't say whether the two raids were linked.
The statement said another suspected militant was arrested
with his brother while trying to flee to Libya. All those arrest-
ed were in possession of explosives, it said.
Kejriwal holds....

Ahead of his rally, minor clashes were reported from the
area. According to reports, clashes occurred after the

Sensing the situation, the local police deployed in the area
intervened and took the situation under its control. The situa-
tion soon returned to normal and the IAC said that it will hold
its rally as per schedule.
Kejriwal has earlier accused Khurshid of alleged misap-
propriation of funds meant for the differently-abled persons
through an NGO run by his wife. Co ngress workers have ear-
lier threatened to block the entry of Kejriwal and IAC mem-
bers in the city and erected barriers and blockades at various
places.
After exposing big-shot politicians and corporate czars
allegedly involved in huge corruption cases, Kejriwal this
morning arrived in Lucknow to hold a protest rally in
Khurshid's constituency later in the day.
From here Kejriwal, accompanied by hundreds of IAC
activists and local resident, led a car rally proceeding to
Kannauj and Kanpur. The IAC rally culminated in the Union
Minister's constituency. Both Kejriwal and the senior
Congress politician are not on good terms ever since the for-mer accused the latter of alleged misappropriation of funds
through his wife Louise Khurshid's NGO.
Kejriwal's entry into Khurshid's bastion has raised political
temper in this sleepy town where the supporters of the
Congress leader and the enthusiastic IAC activists are ready
for a pitched political battle. While Kejriwal seems deter-
mined to renew his battle against Khushid with slogans like
'who owns Farrukhabad', the Congress leader has warned
against any such move.
Meanwhile, Congress' district unit, unwilling to give the
opposition a walkover, has erected blockades along the route
that Kejriwal took. The Congress workers also waved black
flags and blocked Kejriwal's attempt to reach the protest site.
Undeterred by the preparations of the Congress workers,
IAC activists today distributed caps and holding public
demonstrations. They also urged local residents to support
Kejriwal and make the rally successful. Kejriwal yesterday
attacked Reliance Industries chairman Mukesh Ambani of
forging a nexus with the UPA and the previous NDAgovern-
ments to win big contract on gas exploration in KG Basin and
concessions at a huge cost to the exchequer.

yatris perform darshan. I don't understand why these leaders
are hell bent to take away their livelihood."
Admitting that LPG is a huge problem in the state keeping
in view the harsh weather conditions, he said J&K should be
considered as a special case.
The minister further said, "People in Indian states can buy
a gas cylinder at the cost of Rs 800 but J&K should be con-
sidered as a special case given the harsh weather it faces dur-
ing winters. The people of J&K should be given more cylin-
ders keeping in view the acute cold conditions it faces in win-
ters."

nouncements of divorce made during successive Tuhrs, with-
out any physical relationship during any of the three Tuhrs.
The third is Talaaq-e-Bidhi which is three pronouncements
of divorce made during a single Tuhr either in one sentence or
in three sentences or in any other form like in writing, indicat-
ing intention of the husband to irrevocably dissolve the mar-
riage.
Cabinet drops...

Manmohan Singh reiterated that a citizen's right to know

while addressing the seventh Convention of Central
Information Commissioners in New Delhi.
The Prime Minister said, "There are concerns about frivo-
lous and vexatious use of the Act in demanding information
disclosure of which cannot possibly serve any public pur-
pose." Singh said such queries besides serving little produc-
tive purpose are also a drain on the resources of public author-
ities, diverting precious man-hours that could be put to better
use.
Manmohan Singh had in 2011 also said that the govern-
ment wishes to make Right to Information an "even more
effective instrument" for ensuring transparency but wanted a
critical look at it to address certain concerns. He had said the
transparency law should not adversely affect deliberative
processes in the Government and discourage honest, well
meaning public servants from voicing their views.
He, however, had denied suggestions that he had pitched
for dilution of Right to Information Act. He maintained that
he had never said that there should be any dilution of the Act.
Non-subsidised....

Under the new scheme, oil firms will declare monthly
prices of non-subsidised 14.2-kg domestic LPG cylinders for
supplies to households as per landed cost on import parity
basis. That is based on the average FOB value, premium/dis-
counts prevailing in the international market, besides US dol-
lar-rupee exchange rate during the previous month.
While subsidised cylinders will continue to be available at
Rs. 410.42 per cylinder (in Delhi), the market rate of non-sub-
sidised LPG cylinders will be notified on a monthly basis by
fuel retailers.
"With this, the price of the non-subsidised domestic LPG
cylinder will move up and down every month based on the
price of LPG in the international market, which in turn is also
determined by global demand-supply situations," IOC said.
At present, the international LPG market is tight on the
supply side owing to increased global demand since LPG is
also used in several markets as a winter heating fuel.
However, when supplies improve and prices fall, the ben-
efit would be passed on to the consumers.

its missile launching sites in
the wake of rising potential
threats.
The Russian Strategic
Missile Forces (SMF) are
finalising the modernisation
of automated security sys-
tems at nine of its major mis-sile bases, said SMF
spokesperson Colonel Vadim
Koval on Wednesday.
The step is being under-
taken to counter the growing
threat of potential terrorist
attacks, he added.
"The modernisation
includes the upgrade of warn-
ing and surveillance systems,
detection sensors, integrated
fire control systems and
power supply grids," the
spokesperson said.
He also said that automat-
ed security at SMF bases is
provided by six different sys-
tems, developed and pro-
duced by Russian defence
industry firms.
"The overhaul is beingcarried out at the highest lev-
els of secrecy in regard to the
specifications of the installed
equipment and its operating
algorithms," Koval said.
The SMF is also tighten-
ing rules of engagement and
training requirements for
security personnel at the
bases and around mobile mis-
sile launch sites.

pletion of 384 number of
works against 419 number of
works sanctioned during the
first three years of the 15th
Lok Sabha i.e. 2009-10 to
2011-12. 35 number of spill
over works have been com-
pleted during 2012-13 (as on
ending September, 2012).
It was informed that an
amount of Rs. 5.00 Crore
including 2ndinstalment of
last year, amounting to Rs.
2.50 Crore stood received till
date, against which an
amount of Rs. 174.37 Lacs
has been utilized as on end-
ing September, 2012 and 114
number of works have been
sanctioned in the current
year.

expressed satisfaction on the
pace of works under execu-
tion, with the Rural
Development Department,
Public Works, PDD, etc and
reviewed in detail status of
each work under execution.

three districts i.e. Rajouri,
Poonch & Samba of the con-
stituency.
Mr. Sharma emphasised
that completion of works
within the prescribed time
schedule shall be given
thrust, in order to provide
immediate benefit of the
facilities, being created, to
fill up the infrastructure gaps
and providing hygienic con-
ditions to the rural masses,
with the objectives to instil a
sense of good environment
in their surroundings.
He also exhorted upon
the officers to observe all
codal [procedures while exe-
cuting works sanction, ensur-
ing transparency. Active
involvement of elected pan-
chayats, in the process of
planning, implementation,
monitoring and conducting
social audit in all Centrally
Sponsored Schemes i.e.

Lone today conducted extensive
tour to various areas in Sumbal
Sonawari constituency and took
stock of the various ongoing devel-
opmental works in these areas. He
also inspected NTPHC, Naidkhai
and took stock of the Medicare
facilities available in the centre.
Mr. Lone directed the hospital
authorities to ensure availability of
drugs and maintain other available
equipments including ultra sonag-
raphy besides up keep of cleanli-
ness in and around the hospital.
Mr. Lone directed the R & B
authorities to speed up the pace of
work on construction of footpath
and filling up of the ground of the
health centre.
During inspection of playing
field at Naidkhai, the Speaker
directed the concerned to start con-
struction work of the fencing of the
ground immediately for which
Rs.13.10 lakh have already been
released. He asked them to develop
it by 700 by 350 feet field size
instead of 500 by 350 feet.
The Speaker also visited
Kartargund village and directed
on-the-spot to the concerned
authorities to prepare Detailed
Project Report (DPR) for the
development of playing field of
800 by 500 feet field size so that
funds could be arranged for the
purpose.
Interacting with the youth of the
area, Mr. Lone said that the gov-
ernment is concerned about the
progress and prosperity of
Sonawari Constituency and several
concrete initiatives have been
taken for fulfilling the aspirations
of the people of the area. He said
sports talent is present among the
budding youth of the Sonawari but
need is to channelize it in a proper
way. He said for the purpose play-
ing fields are important to help in
providing a chance to players to
showcase their talent.
Referring to the developmental
works under execution in the
Constituencies, Mr. Lone said sev-
eral micro and macro projects
under various sectors have been
taken in hand in the Sonawari with
an aim to uplift the lifestyle of the

projects have been completed
within specific time frame.

starting mecademisation

ANANTNAG, NOV 01: The Chairman,
Central Vigilance Committee (CVC),
Justice D.P. Wadwa today reviewed the
Consumer and Public Distribution
System, Anantnag in a meeting held at
Dak Bungalow, Anantnag.
While giving the PowerPoint presen-
tation, the Deputy Director CAPD,
Anantnag, Mr. Khurshid Ahmad Shah
informed the Committee that 50 percent
of computerization of Public Distribution
Centers has already been completed in
district Anantnag. The District which
consists of 21 Supervisory Circles has
463 total Sale outlets including 189
Government Sale Centers, 182
Commission based Sale Centers and 92
Internal Adjustment Centers, he added.
Regarding the requirements of the
essential commodities, the Deputy
Director informed the Committee that the
monthly requirement of the essential
commodities for the district is 45,952
quintals of Rice, 6566 quintals of Atta,
5500 quintals of Sugar and 923 Kiloliters
of Kerosene Oil, adding the PDS quota is
being distributed to the beneficiaries
under Above Poverty Line, Below
Poverty Line, Antodaya Anna Yojana and
Annapurna categories in the district.
The Committee was also informed
that 49833 quintals of Rice, 2640 quintals
of Atta, 4691 quintals of Sugar and 600
Kiloliters of Kerosene Oil were distrib-
uted among the beneficiaries during last
month. It was also revealed that during
Shri Amarnath Ji Yatra, 2012, 836 quin-
tals of Rice, 728 quintals of Atta, 404
quintals of Sugar, 360 quintals of Wheat
Brand, 78000 liters of Kerosene Oil and
6200 LPG cylinders were made available
by the CAPD Anantnag for the devotees
and people involved in the Yatra activi-
ties. Regarding LPG, the Committee was
informed that 83700 LPG cylinders are
monthly required for the district and the
quota required for is to be lifted from
Jammu and the district faces lot of incon-
venience due to the demand of hike in
transportation. 72,000 LPG connections
have so far been activated and verified in
the six LPG Agencies operating in the
district.
The Chairman and members of the
Central Vigilance Committee stressed for
the streamlining of the CAPD system,
ensuring transparency at all costs with
lucid record keeping and conduct fort-
nightly proper inspections of ratio
depots/Anganwari Centers and schools
under Mid-Day Meals scheme at regular
intervals.

plan RITES has identified

upon. Assuming that climate
change would become too acute
in the foreseeable future, its seri-
ous fallout on the demographic,
social and political life of the peo-
ple of underdeveloped countriesin particular would be sketched. I
OUR planet 'Earth' is a part of
the solar system of which the Sun
is the principle actor. Leaving
aside all intricacies of the forma-
tion of climate on earth, it is
enough to state that the interac-
tion of the sun's hugely powerful
radiation with water in oceans,
rivers, etc. produce the climate on
earth. By earth, I mean the entire
Earth. The Moon does have some
effect on climate as is evident
from tidal waves. And, the pres-
ent hospitable climate that we,
human beings on earth, enjoy,
evolved not in hundreds or thou-
sands of years, but over millions
and millions of years. In the
process, the entire vegetation,
primitive and crude life forms and
the highest form of life manifestin human beings exist today.
Let nature take its course. Any
tampering of the natural process
would not only be counter-pro-
ductive, but might be catastroph-
ic. And, human beings, as Charles
Darwin exhibited in his all-time
masterpiece The Theory of
Evolution, are the products of the
natural process of evolution.
Let us now assume that cli-
mate change is occurring as the
UN and other civil society organ-
isations are highlighting. Anychange in the climate of the earth
will, in particular, be felt in the
following observables:
(a) extension of the total peri-
od of summer or a rise in the aver-
age temperature during summer
or an abrupt increase in tempera-
tures during summer that persists
for a period larger than that exist-
ed hitherto;
(b) extension of the period of
the rainy season, or an abrupt
increase in rainfall extending over
a long period of time; hailstorms
and thunderstorms in plenty. At
the same time, some areas may
not get appropriate rainfall lead-
ing to drought;
extended period of normal
winter; or an extreme winter spell
attended with heavy snowfall.
Of all the seasons, these threeare important and have tremen-
dous effect on the vegetation and
all sorts of life forms and the
entire ecosystem. These three-(a),
(b), -are not independent but are
interlinked. The way they are
interlinked is a subject for scien-
tific persons to explore the neces-
sary relationship. As a teacher-
cum-researcher in Political
Science, my interest is: how do all
these affect the earth and its
inhabitants, namely, vegetations,
oceans, rivers, animals, humanbeings and so on?
The basic issue in the climate
change debate is whether the
developed countries, which emit
much of the greenhouse gases in
the atmosphere, should bear much
more responsibility with regard to
climate change. The Southern
countries insist on the principle of
'common but differen-tiated
responsibilities' with regard to cli-
mate change. This is the basic
issue in the climate change debate
since the Kyoto Protocol. One of
the prime subjects in climate
change is global warming, that is,
reduction in greenhouse gas emis-
sions by both the 'North' and the
'South', and to regard 'global
warming' as a common concern
of both the developed and devel-
oping countries.The first impact of global
warming is what is described as a
rise of sea level with respect to
existing ones and, additionally,
the magnitude of the rise of sea
level will be a function of the
increase in terms of the degree
(Centigrade, Fahrenheit, Kelvin)
of global warming. It is a fact that
increasing human population
attended with decreasing popula-
tion of other creatures and/or ani-
mals, has left no landmass unin-
habited by human beings. It isalso a reality that plenty of habi-
tated land mass not very much
above the sea-level exists, for
example, Maldives, Sri Lanka,
Bangladesh, in general, and
Indonesia, a country of isolated
islands, to mention a few. This
will result in huge displacement
of human beings and domestic
animals, while the landmass for
agricultural production, in partic-
ular, will be lost.
There will be both internal
migration as well as external
migration. For example, Maldives
would have to look for new pas-
tures of land. It is a stark reality
that almost all these under-devel-
oped and backward countries are
stricken with acute poverty, with
a third of the population living on
one dollar as the UN HumanDevelopment Report says (These
percentages, as calculated by the
UNHDR, are intelligible to them
only, since the total percentage
exceeds hundred sometimes).
Moreover, the people of the back-
ward countries that include the
African, Latin American states,
and all those mentioned previous-
ly, are acutely divided on the
basis of caste, creed, religion, eth-
nicity. It has resulted in large
scale killings and migration of
people, for example, in Rwanda
(Hutus and Tutsis), Nigeria (in
Jose, Christians and Muslims).
THE fallout of this may be
described in the following way:
displaced people who migrate to
places within the country would
naturally look for employment in
every field, for example, in culti-
vation of the land, in industries,
factories and elsewhere for sur-
vival. Employment opportunities
are already limited. Obviously,
every sort of conflict would take
place between those displaced
and the people originally staying
at a place. The conflict will be
disastrous if the caste, ethnicity,
religion of the displaced and the
original people do not match.
Additionally, this migration willaffect society at large, and, in
turn, democracy, if any, of the
country as well. But, civil war in
the real sense resulting in a high-
er form of society will not occur
in these underdeveloped coun-
tries.
However, the political and so-
called civil society organisations
of the underdeveloped countries
do not raise these questions. To be
precise, they act differently at
meetings on climate change, ask-
ing for aid and grants from the
developed countries so that they
can switch over to the new prod-
ucts manufactured by the devel-
oped countries. Who will look
after those displaced people who
would be refugees within their
own country? One UNHCR (UN
High Commission for Refugees)with sparse funding cannot cope
with such a calamity. But, that is
the truth.

Climate Change: Socio-Political Implications
NEW DELHI: Prime
Minister Manmohan Singh
Thursday told his 77-mem-
ber council of ministers at its
first meeting since Sunday's
reshuffle that infrastructure
development and overcom-
ing hurdles that slow down
investment should be areas of
focus.
At the 30-minute meeting
held at the Prime Minister's
House - 7 Race Course Road
- Manmohan Singh also
flagged fiscal deficit as a
matter of concern. He said
the deficit is too high, and
could deter domestic and for-
eign investment.
"One area that is at the top
of our agenda and will
require particular attention
and effort at multiple levels
across government is infra-
structure," Singh said, in his
opening remarks.
The government, he said,
had set itself a target of $1
trillion investments in the
infrastructure sectors during
the 12th plan period from
2012-17.
"To do so, we will have to
overcome the constraints that
currently deter or slow down
this investment," he noted.
This was the first such
meeting held by the prime
minister since the United
Progressive Alliance
returned to power in the 2009
Lok Sabha elections.
The meeting assumes sig-
nificance as only one-and-
half years of the UPA gov-
ernment's tenure is left,
ahead of the 2014 general
elections.
Listing fuel supply
arrangements, security and
environmental clearances
and financing difficulties to
be among the constraints, the
prime minister said the grow-
ing gap between demand and
supply of energy has
emerged as a major brake on
development.
"It is a major factor in
widening the deficit on cur-
rent account of our balance
of payments as well as the
fiscal deficit. It is imperativethat we come to a common
understanding on these
issues and work out mecha-
nisms and remedial measures
that will enable us to tackle
these critical deficiencies on
a priority basis," Singh said.
Recalling the work done
by the UPA government in
the last nine years, including
the Aadhaar, rural employ-
ment guarantee and urban
renewal schemes, the prime
minister said the country has
enjoyed sustained and robust
economic growth most of
these years, which in turn
made social sector spending
possible.
"While we should take
justifiable pride in our suc-
cesses, it is important to
recognise that we are now
also experiencing the fallout
of difficult economic condi-
tions worldwide. As a result,
our growth has decelerated,our exports have fallen and
our fiscal deficits are expand-
ing." "Of particular concern
is the fiscal deficit, which is
too high and acts as a deter-
rent for domestic and foreign
investment. These issues
have a rippling effect across
the economy and on the work
of many departments," the
prime minister said.
Singh said he had asked
Finance Minister P.
Chidambaram to share an
assessment of the economic
situation with the council of
ministers in order to have a
clearer appreciation of the
macro-economic picture that
the nation is faced with.
"My own view is that
while we need not be unduly
gloomy about our prospects,
we certainly need to redouble
our resolve to meet the chal-
lenges before us and rise to
the task of governance," theworld renowned economist
said.
Expressing his "firm
belief" that "the future holds
great promise for India",
Singh said the government
targets could be achieved,
provided the task is
approached "with courage
and with conviction".
"I am aware that we are
working against the political
calendar, but we should not
lose sight of the fact that we
are also involved in the task
of nation-building. Our
responsibilities and our com-
mitment therefore need to
transcend other considera-
tions," he said an obvious
reference to the 2014 Lok
Sabha elections.
"I have no doubt that, in
the time that is available to
us, each one of you will bring
your best efforts to complete
the unfinished task before usand extend your support to
all our colleagues across gov-
ernment in achieving the
objectives we have set for
ourselves," Singh said.
In addition, the prime
minister also requested sen-
ior cabinet colleagues to
make full use of the capaci-
ties and capabilities of the
"number of energetic and
younger colleagues" who had
joined the council of minis-
ters as ministers of state "by
assigning them substantive
tasks." Soon afterwards, the
32-member cabinet met sep-
arately under Singh's
chairmanship.

liminary investigations fol-
lowing a complaint that sen-
ior IAS officer Ashok
Khemka has received a
threat call on his official
landline phone.
The threat call was
received Wednesday in the
office of Khemka, who is
posted as managing director
of the Haryana Seeds
Development Corporation
here. The complaint was
filed by a functionary of
Khemka's office.
Khemka, who was in the
news recently after he can-
celled the mutation of the
Rs.58 crore land deal
between Robert Vadra, son-
in-law of Congress president
Sonia Gandhi, and realty
giant DLF.
Khemka had also marked
an inquiry into the land deals
made by Vadra in Haryana's
four districts since 2005.
"We have received a com-
plaint and we are investigat-
ing it. An unknown person
made the call," Sector 5
police station house officer
Nupur Bishnoi said here
Thursday.
Khemka alleged that he
received threats on his phone
last month after he cancelled
the mutation of the land deal
between Vadra's company,
Sky Light Hospitality, and
DLF. Khemka was trans-
ferred out as director-gener-
al, consolidation, after he ini-
tiated action against Vadra's
land deals.
LUCKNOW: Authorities
Thursday lifted curfew for 10
hours in Faizabad in Uttar
Pradesh and started a probe
into the communal violence of
last week.
A mass of Faizabad resi-
dents poured out of their
homes to shop and stock up
food and other essentials as the
curfew was relaxed at 8 a.m.
District Magistrate Deepak
Agarwal also ordered an
inquiry into the conspiracy
angle that is believed to have
sparked off the trouble in the
city, which adjoins Ayodhya.
Educational institutions
will be reopened, an official
said.
Schools and colleges in
Faizabad, about 120 km from
here, were closed after com-
munal clashes broke out in the
city during the immersion cer-
emony of Goddess Durga idols
last week.
The Uttar Pradesh govern-
ment has started financially
compensating those whose
shops or properties were van-
dalized or gutted.
"The administration has
provided Rs.42 lakh to 99 peo-
ple," an official told said.
The compensation is likely
to be distributed by the week-
end in the violence-hit villages
of Bhadarsa, Shahganj and
Rudauli, where the unrest
spread.
Four people, including a
Bahujan Samaj Party leader,
have been arrested for their
alleged role in the violence.
Curfew relaxed for 10 hours in Faizabad
BHUBANESWAR: A team of Justice
M.B. Shah Commission investigating
mining illegalities in Odisha
Thursday inspected some iron ore
mines in the state, an official said.
The team led by bureaucrat U.V.
Singh visited some iron ore mines in
Joda area of mineral rich Keonjhar
district, a senior official from state
mines department said.
They are also scheduled to visit
some more iron ore and manganese
mines in nearby Sundargarh district,
he added.
The six-member team had imme-
diately on arriving in state capital
Bhubaneswar Wednesday proceeded
to the Keonjhar district. The officials
are expected to stay there till Nov 11.
During their stay, the team is
expected to examine files related to
mining activities besides visiting
some mines. Earlier, the team visited
the state Oct 3 and examined files
related to about 100 mines during a
nine-day stay in Bhubaneswar.
The Justice M.B. Shah
Commission, appointed by the union
government in November 2010, has
been investigating allegations of ille-
gal mining in several mineral-rich
states.
An eight-member commission vis-
ited some mining areas of the state in
December last year. The commission
at that time said that it found evidence
of illegalities which would not have
been possible without the connivance
of bureaucrats.

Howsoever curious the
timing of the flurry of
'revelations' about BJP
president Nitin Gadkari's com-
panies and the apparent irregu-
larities in the web of cross-
holdings, it must be admitted
that the party is facing some
searching questions from the
media.
Having been on the back-
foot for several days, a degree
of clarity returned last Friday
night after a series of meetings
in the Capital. The BJP has
honourably decided to stand by
its beleaguered president,
appropriately pointing out that
the allegations of wrongdoing
have been levelled only by sec-
tions of the media and not any
authorised entity such as the
Income Tax Department, the
Registrar of Companies or the
Department of Company
Affairs. In an astonishing
demonstration of alacrity, Mr
Veerappa Moily, then Union
Minister for Corporate Affairs,
instantly announced a "discreet
inquiry" into the charges.
Given the diabolical and con-spiratorial manner in which the
Congress works, it is almost
certain that over the next few
weeks selective leaks will
emanate from those conducting
the probe, aimed at encircling
the BJP. The Government's
carefully orchestrated response
serves two purposes. First, it
will keep the BJP busy with
shoring up Mr Gadkari's
defence, and second, it will
divert public attention from the
gigantic fraud perpetrated on
the country by a leading mem-
ber of the Congress 's First
Family. Mr Robert Vadra's
brazen venality and misuse of
status to get Congress-run State
Governments to facilitate his
mercurial emergence as a pow-
erful real estate broker has,ironically, justified his own
contemptuous reference to
India as a "banana Republic".
The case of the Congress presi-
dent's son-in-law becomes rele-
vant in the context of Mr
Gadkari. While everybody who
is anybody in the Congress or
the Government has
stonewalled all legitimate
demands for an impartial probe
into Mr Vadra's loot-and-scoot
busines s practices , the BJP
president had publicly demand-
ed an inquiry into the allega-
tions against him within 24
hours of the first set of reports
on charges of inappropriate
business practices.
Although Mr Gadkari has
done well to subject himself to
a probe and the BJP has judi-
ciously avoided commenting
on his business dealings, the
party will have difficulty in
pushing his name for a second
three-year term as president.
The BJP needs to seize the
opportunities presented by the
anti-corruption mood in the
country flowing from the caval-
cade of humongous financial
scams by successive UPA
Governments, including what
is sarcastically being referred
to as the 'Jijaji'scandal.Therefore, the party must
quickly evolve strategies to
recapture both the political and
the moral high ground to mount
its offensive for the next gener-
al election. Mr Gadkari's first
term ends in mid-December
this year. Many believe that his
subordinates wove an unneces-
sarily complex mechanism of
cross-holdings and investors,
but prima facie there seems no
criminal intent or gross illegal-
ity in the operations.
Presumably, therefore, he can
expect to be exonerated of per-
sonal involvement and can
bounce back to regain a leader-
ship position in the party.
Meanwhile, the BJP must
redouble its efforts to nail the
Congress and allied party lead-ers who are facing serious
charges of various sorts. The
nation expects it of a robust
Government-in-waiting.

over two days. The round-
table will offer a forum for
sharing ideas and experiences

Finance Minister P.
Chidambaram Thursday
updated foreign institutional
investors (FIIs) about the
recent reform measures taken
by the government to revive
economic growth.
During nearly 30 minutes
of meeting at his North Block
office here, the finance min-
ister assured the institutional
investors about the govern-
ment's commitment to push
forward the reform process.
"They (foreign institutional
investors) wanted a meeting
to know where the economy
is headed. They wanted an
update and I explained to
them," Chidambaram told
reporters after the meeting.
Representatives of leading
foreign institutional
investors, including Bank of
America, Goldman Sachs,
Merrill Lynch and Blackrock
among othersattended the
meeting. The meeting
assumes significance in view
of the recent reform measures
announced by the govern-
ment to boost investor confi-
dence in the Indian economy.

Trade between India and
Germany is set to rise to 20
billion euro ($26.16 billion)
in 2012 as compared to 18
billion euro ($23.56 billion)
recorded in the previous
year, Commerce and
Industry MinisterAnand
Sharma said Thursday.
"India and Germany have
set a trade target of 20 bil-
lion euro to be achieved by
2012 and I am sure that we
will be able to reach this tar-
get, if not cross it with
efforts from both sides,"
Sharma told reporters after
meeting Phillipp Roesler,
Germany's vice-chancellor
and minister of economy and
technology.
Germany is one of the
biggest trading partners of
India. The balance of trade is
in favour of Germany. In
2011, India's export to
Germany stood at $8.25 bil-
lion, while import was
$15.31 billion.
Germany is the eighth
largest foreign investor in
India with total investment
of around $4.9 billion, while
Indian investors have
pumped in $5.9 billion in
Germany.
During the meeting, the
visiting minister raised the
concern of German pharma-
ceutical industry in the wake
of granting of compulsory
licence of a cancer drug to
Natco, according to the offi-
cial statement released after
the meeting.
In March, the Controller
of Patents, Mumbai, had
granted the first-ever com-
pulsory licence to Natco to
make sorafenib tosylate, a
generic version of Bayer's
high-priced anti-cancer drug
Nexavar.
India, Germany trade may riseto $26 billion this year

Director of the Oil and
Natural Gas Corporation (
ONGC) Ltd., Sudhir
Vasudeva, said on Thursday
that fuel prices must be
hiked once every fortnight in
order to acclimatise the
Indian consumer to the regu-
lar changes in international
crude prices.
Addressing mediapersons
in Vadodara, Vasudeva said
that fuel price hikes reflect-
ing changes worldwide were
essential, but were difficult
in the face of political com-
pulsions.
"Even though petrol is a
deregulated product in India,
there are sometimes political
compulsions against hiking
prices. If we are allowed the
freedom, like OMCs (oil
marketing companies) to
raise prices every 15 days,
the customer will get used to
the fact that the changes in
international prices will
have to be accommodated,"
he said. Vasudeva said that
international crude prices
had risen owing to key sup-
pliers wanting to fund their
social budgets, and that the
prices were unlikely to see a
drop.
"It depends on the inter-
national fuel prices. No one
can do anything about it.
Given the geopolitical situa-
tion, where Saudi Arabia
needs 85-90 dollars (a bar-
rel) to fund their social
budget, and Venezuela needs
90 dollars for their social
budget, oil prices are not
expected to reduce below
current levels. 90-100 (dol-
lars a barrel) has become
comfortable for everybody.
If prices go above 100 dol-
lars, then it is a matter of
worry," he said.
Rising fuel prices have
boosted Indian inflation in
September to 7.8 percent, its
highest level since
November 2011, undermin-
ing the government case
calling for an interest ratecut by the Reserve Bank Of
India (RBI) in October to
boost the sluggish economy.
NEW DELHI,NOV 1: Rice output
in India may slip below last year's
record of 104.32 million tonnes, but
the supply situation would be com-
fortable to meet the domestic as well
as export demand, according to the
IGC. The output is pegged at 99.8
million tonnes for 2012-13 marketing
year (October-September) keeping in
view poor monsoon, the International
Grains Council (IGC) said in its
report.
However, the projection by IGC is
slightly higher than the forecast of
other global bodies.
UN body Food and Agriculture
Organisation (FAO) has estimated
rice output at 98.5 million tonnes,
while theUS Department of
Agriculture has projected output at 99
million tonnes in 2012-13 for India,
the world's second biggest producer.
Though rice production may slip
below last year's record level, IGC
data showed that rice availability in
India is expected to be comfortable
with a total supply of 121.4 million
tonnes of the grain against the annual
demand of 95 million tonnes.
As a result, the country would
have scope for export of 6.9 million
tonnes of rice this year, which is
lower than the last year's level of 8.7
million tonnes, it said.
According to the data, India is
expected to slip from top slot as the
world's leading rice exporter in 2012-
13, giving way for Thailand to restore
its place with export of 7.9 million
tonnes of the staple grain in the
review period. The world's top five
rice exporters -- Thailand, Vietnam,
India, the US and Pakistan -- are like-
ly to ship a total 28.6 million tonnes
of rice this year. Rice production in
China, the world's leading producer,
is expected to be 142.5 million tonnes
this year, it added.
