NEW DELHI, JAN 28: The
Supreme Court on Monday
made it clear that status quo
ordered on 67 acre land adja-
cent to the disputed site in
Ayodhya should not be dis-
turbed while carrying out
excavation activity in the
vicinity.
The remarks were made
by the bench during the hear-
ing of issues relating to a per-
mission seeking to changethe tarpaulin and ropes at
Lord Rama's make-shift tem-
ple at the disputed site and to
relieve two judicial officers
appointed at the direction of
the Allahabad High Court
since 2003 to visit the place
fortnightly for keeping it
updated about the situation in
Ayodhya.
While posting the matter
for hearing on February 18,
the bench said it may allow
the prayers made in the appli-
cations but will not allow any
more impleadment in the
case.
The apex court had admit-ted several petitions chal-
lenging the Allahabad High
Court verdict of three-way
division of the disputed Ram
Janmabhoomi-Babri Masjid
site in Ayodhya. It had stayed
the operation of the
September 30, 2010 verdict
of the high court.
While ordering status quo
at the site, which means that
prayers at Ram Lalla's make-
shift temple at the disputed
site in Ayodhya would be
going on as usual, the Court
had restrained any kind of
religious activity on the adja-
cent 67 acre land, which hadbeen taken over by the
Centre. All the parties to the
suit had expressed satisfac-
tion over the Supreme
Court's May 9 order.

NEW DELHI: The Supreme Court
today directed Karnataka to furnish all
the information on amount of Cauvery
river water shared by it to Tamil Nadu
since 1992 and said that out of box
thinking is required on the part of war-
ring states to sort out the dispute.
A bench of justices R M Lodha and J
Chelameswar asked Karnataka to sub-
mit its report tomorrow when it will hear
the plea on passing interim direction on
sharing of water by the two states.
The bench also observed that require-
ment of drinking water for Karnataka
should be given priority over water
needed by Tamil Nadu for irrigation pur-
pose and some out of box thinking is
required to balance the demand of two
states.
"Some equitable sharing has to be
done. Some out of box thinking is
required. There has to be some interim
solution," the bench said while pulling
Karnataka for not adhering to the formu-
la of water sharing. Earlier on December
5, the Supreme Court had directed
Karnataka to release 10,000 cusecs of
Cauvery water daily to its neighbouring

address most of the challenges facing it." The prime
minister assured the NCC cadets that the future
belonged to them. "I assure you and through you
the youths of the country that the future belongs to
them...the best is yet to unfold," said the prime min-
ister.
BJD elects....
The BJD was founded by Naveen Patnaik after the
death of his father Biju Patnaik in 1997. The organi-
sational elections of the party are held every three
years.
Postal Dept ....
Information Technology Killi Kruparani said, the
department has decided to install 1,000 ATMs in the
main Post Offices. Referring the government's com-
mitment to provide efficient postal services to the
people, she informed that government has sanc-
tioned 4,700 crore rupees for computerisation and
modernisation of India Post and every Post Offices
in urban and rural areas will provide on-line-services
to the citizens from next year.
Tripura polls: Nomination ....
on there campaigning strategy to woo their voters.
The Nomination process which started from 21st of
this month will end today evening. Till last informa-
tion 188 candidates filled there nomination papers
for the upcoming poll.With the Nomination process coming to an end
now it is turn for the Heavyweights to campaign for
their respective parties in the state. Meanwhile polit-
ical parties are seen busy in campaigning from street
corners, to big and small gatherings to door to door.
Thus all effort are being put so that mandates of the
voter can be in there favour for the assembly poll to
be held on 14th of February. But its time only which
will say who gets the mandate to rule Tripura on 28th
of February which is the counting day.
Protests in AP ...
Nizam College in the heart of the city when they
tried to take out a rally to Telangana Martyrs'
Memorial at Gun Park.
Tension also prevailed at Indira Park, where
Telangana Joint Action Committee (JAC) members
continued their protest for the second day.
Students trying to take out a rally from Indira
Park clashed with police when they were stopped.
Some protestors removed barricades but were
stopped by police officials, who did not allow them toproceed on the ground that no prior permission was
taken for the rally.
Students were also stopped from joining the
protest at Indira Park as the police had Sunday
granted permission for demonstrations there on the
condition that no more than 2,000 people would par-
ticipate in it. Communist Party of India (CPI) state
secretary K. Narayana and other party leaders and
activists reached Indira Park in a rally. The numbers
at Indira Park swelled since morning as students and
leaders of various parties also joined the protest.
There were also protests at the Kakatiya
University in Warangal town. Some pro-Telangana
students with petrol bottles in their hands climbed on
a building, threatening to commit suicide if other stu-
dents arrested by the police were not released. The
arrests were made when students were trying to
take out a rally.

The court then allowed the police to file a case
against the two senior UPA ministers and congressparty leaders under Section 420 of the IPC for false
commitment over Telangana state declaration. The
court's order is big jolt for the ruling Congress gov-
ernment both in the state and at the Centre, which
has repeatedly assured a quick fix on the Telangana
issue.
The court ruling also comes on a day when mass
protests are being held in parts of Andhra Pradesh
by the Telangana Rashtra Samithi (TRS), which has
threatened to intensify the stir for a separate state
after Centre deferred a decision on Telangana. The
pro-Telanaga groups have termed the Centre's move
as a 'big betrayal' and decided to launch an agitation
targeting Congress ministers, MPs and state legisla-
tors in the region. TRS leader K Tarakarama Rao
demanded resignation of all Congress MPs and min-
isters to pressurise the Centre to concede their
demand. Leaders of Telangana Joint Action
Committee, which launched two-day protest here on
Sunday, BJP, CPI and the Telangana leaders of TDP
condemned the statements of Union Home Minister
Sushilkumar Shinde and Congress leader Ghulam
Nabi Azad.
Shinde, who had said after all-party meeting on
December 28 that the government will decide on the
issue within a month, stated in Delhi on Sunday
evening that it needs more time.
He said the consultations on the issue were on.
Earlier in the day, Azad told reporters that more con-
sultations were needed on the issue. He said the
party would consult Chief Minister, state party chief
and leaders from all three regions of the state. He
also made it clear that no deadline was set for com-
pleting the consultations.
There were mixed reactions to their statements
from the Congress leaders in Telangana. Some MPs
said they were disappointed but hoped that the
Centre would soon take a positive decision. State
minister K Jana Reddy was hopeful that despite the
delay, Congress would take a decision in tune with
the aspirations of the people of Telangana.
BJP seeks PM's....
Talking to reporters in Nagpur, Bharatiya Janata
Party (BJP) president Rajnath Singh said his party
was in favour of carving out Telangana from Andhra
Pradesh, and blamed Congress-led central govern-
ment for delaying it.
"Congress gave an assurance that they will form
Telangana. The BJP has been saying that there
should be a separate state of Telangana, and we
have been raising the issue in and out of parliament,
but government has been delaying the decision,"
Rajnath Singh told reporters.
"Now they are saying they need some more time.
We and the people of Telangana want to know how
much time is needed for formation of the state. The
prime minister should make a statement on this," he
said. Congress spokesperson Rashid Alvi said in
New Delhi: "It is a very sensitive issue. Sentiments
of people of Andhra Pradesh are attached. Ghulam
Nabi Azad has already given his statement in this
regard. At an appropriate time a decision will be
taken."
Demand for formation of a separate state of
Telangana has been longstanding and Home
Minister Sushilkumar Shinde had fixed the Jan 28
deadline for the decision. Shinde, however, Sunday
issued a statement saying the "consultation process"
on formation of Telangana will take "some more
time". For the second consecutive day Monday, the
Osmania University in Hyderabad remained tensewith police barricading students from taking out a
rally. Raising slogans of "Jai Telangana", the stu-
dents tried to march towards Gun Park near the
state assembly but were pushed back by police, who
closed the university campus gates.
Taiwan billionaire ....
Tw$3 billion ($101 million) for the Tang Prize he
had fulfilled one of his biggest dreams.
"I hope that the prize will encourage more
research that is beneficial to the world and
humankind, promote Chinese culture and make the
world a better place," he said in a statement
released by the prize foundation.
The prize is named after China's Tang Dynasty
(618-907), which is much admired by Yin, the foun-
dation said. The dynasty has inspired generation
after generation with admiration for its vibrant char-
acteristics of self-confidence and cosmopolitan
inclusiveness, which are the qualities that the Tang
Prize seeks to promote, it said. Beginning in 2014
prizes will be awarded every two years in four differ-ent categories - sustainable development, biophar-
maceutical science, sinology and the 'rule of law' - to
individuals, regardless of nationality. The winner in
each category will receive Tw$50 million ($1.7 mil-
lion), compared to the eight million Swedish kronor
($1.2 million) that comes with a Nobel Prize. The
Tang Prize will help raise Taiwan's profile in the inter-
national scientific community, the statement said.
Nobel Prizes are awarded in the fields of physics,
chemistry, physiology or medicine, literature and
peace.

also discussed in detail and the two leaders
exchanged views on how to take forward BJP's cam-
paign against this, both inside and outside the
Parliament.

today. Referring to the unfortunate situation that
obtained in the State in the past years, the Governor
observed that we have suffered great human and
economic losses alongside an irreparable loss to the
education and careers of the youth. He added that
having passed through a very difficult time our peo-
ple now seek and pray for peace and normalcy. He
observed that our youth have since come up in a big
way and many of them are pursuing their education
in reputed technical and professional institutions
across the country and competing successfully for
various career options. He emphasized the need for
enabling the youth to pursue their education,
improve their skills and secure gainful employment
to secure bright and better careers. In this context,
he referred to the Special Scholarship Scheme
launched by the Central Government to enable the
youth of J&K to pursue higher studies and various
professional courses outside the State and the other
skill upgradation schemes which are also available,
adding that a maximum possible number of them
should benefit from these opportunities. The
Governor said that the spurt of development and
economic activity, particularly during the past two
years, has clearly demonstrated that progress can
be achieved only when normalcy prevails. He
observed that the stable environment during the past
two years has put the State on the path of progress
and expressed sincere hope that, God willing, we
would succeed in our endeavours and Jammu and
Kashmir will emerge as the leading State in the
country. Referring to his interactions with the
Chairman and office bearers of the J&K Peace
Foundation during the past about four years, the
Governor complimented Mr. Fayaz Ahmed Bhat,
Chairman of the Foundation, members of his team
and all the associated activists for taking the highly
laudable initiative of organizing various functions for
promoting communal harmony, peace and amity and
wished them high success in their continuing
endeavours.
The Governor was honoured by the Foundation
on this occasion by presenting to him a memento.
The Peace Conference commenced with lighting the
ceremonial lamp by the Governor. Mr. Devender
Singh Rana, MLC, speaking on the occasion, con-
gratulated the JKPF for organizing the 45th Peace
Conference. He added that sustained peace ushers
in an environment of peaceful co-existence and
strengthens secularism. Sheikh Ghulam Rasool,
MLC, said that peace is a pre-requisite for growthand development and lauded the efforts of the JKPF
being made with a view to promoting peace and har-
mony in the State.
Mr. Fayaz Ahmad Bhat, Chairman of the Jammu
and Kashmir Peace Foundation, thanked the
Governor for his keen interest and patronage to the
Foundation for carrying forward its endeavours for
promotion of peace and amity in the State. He stat-
ed that the Foundation is setting up its Chapters in
the various States of the country. While dwelling on
the activities of the Foundation, he said that it will
organize an International Peace Conference in
Srinagar during summer this year.
Prof. M. P. S. Ishar, Vice Chancellor, Jammu
University, presented a Vote of Thanks.
A cultural programme based on the composite
cultural heritage of the State and national integration
was presented on the occasion by the students of
various educational institutions.

Ahmadabad, who were as signed the j ob to draw a
comprehensive plan for the modern Jammu city. The
new Master Plan for the city proposes developmentof modern sanitation with Sewerage Treatment
Plants (STPs) , channelizing of water bodies, con-
struction of new and widening of existing roads , fly-
overs, separate areas for Hospitals, Educational
Institutions, gardens, parks, industrial areas, com-
mercial areas besides by-passes on the National
Highway starting from Kathua to ease traffic rush in
the city.
Discussing the proposed Master Plan, the
Minister stressed the need to protect forest and agri-
culture land during the implementation of the New
Plan. He also called for adding an aesthetic look to
the city adding that Jammu was nerve centre of pil-
grim tourism and there was a need to add to its
tourist attraction. He also called for keeping a provi-
sion for the conservation of heri tage sites and mon-
uments in the Master Plan.
The meeting also gave suggestions to make
some alterations in the plan to make it more sustain-
able and environment friendly.

Yeddyurappa backt racks....

told reporters here, five days after 13 ruling party
assembly members supporting him said they would
quit the assembly.Yeddyurappa said that if he wanted to oppose
budget presentation, "I would have got 20 MLAs
(members of legislative assembly) to resign. I don't
have such plans".
This statement goes against his stand all these
days that he would not allow Shettar to present the
budget for the year 2013-14 on Feb 8 on the ground
that the chief minister has lost majority.
The BJP has 118 members including the speaker
in the 225-member assembly in which two seats are
vacant.
The backtracking by Yeddyurappa, who quit BJP
and assembly Nov 30 to lead the Karnataka Janata
Party (KJP), came as Shettar met newly-elected BJP
president Rajnath Singh in New Delhi. After the
meeting, both told reporters that there "is no crisis"
for the ruling party in Karnataka. Hours before
Yeddyurappa sang the new tune, two BJP assembly
members Belur Gopalakrishna and M.V. Nagaraju
petitioned Speaker K.G. Bopaiah to disqualify 12 of
their colleagues supporting Yedyurappa for anti-
party activities. Gopalakrishna told reporters that heand Nagaraju had submitted documentary evidence
to the speaker "on the anti-party activities of the 12
MLAs in the last two to three months and sought
their disqualification".
The 12 are among the 13 legislators who last
Wednesday went to Bopaiah to submit their resigna-
tion from the assembly.
But since Bopaiah was not present, they met
Governor H.R. Bhardwaj and complained to him that
the speaker was absent in spite of being informed
Tuesday about their intention to submit their resigna-
tions the next day. They also gave copies of the res-
ignation letters to the governor.
Among the 13 are C.M. Udasi and Shobha
Karandlaje who Wednesday quit the Shettar min-
istry. Udasi was handling public works department
and Karandlaje held energy portfolio.
Udasi told reporters Monday in Bangalore that
Bopaiah had given appointment for Tuesday and the
13 legislators would submit the resignation letters to
him.
However, there is speculation that two or three of
them were now hesitant to do so and are said to
have told the state BJP leadership that they were
"under pressure" to quit.
Apart from the reported reluctance of some of the
legislators backing him to go ahead with resigna-
tions, several other factors seem to be influencing
Yeddyurappa to change his tune.
Shettar is playing the same card that
Yeddyurappa did several times when he was chief
minister in 2008-11 and faced rebellion - marshal the
support of religious leaders.
On Sunday, around 60 pontiffs belonging to vari-
ous castes, including the powerful Lingayat commu-
nity, met Shettar in Bangalore and "blessed" him to
present the budget and complete the full term which
ends in May.
Both Shettar and Yeddyurappa belong to the
Lingayat caste which accounts for 17 percent of the
state's 65 million population.
Shettar is also playing the region-card against
Yeddyurappa.
Shettar is the first chief minister from north
Karnataka region in the last 20 years. North
Karnataka is backward compared to south
Karnataka.
"People of north Karnataka will not forgive those
who bring down a government headed by a leader
from the region and preventing him from presenting
the budget," Shettar had warned last week in his
hometown Hubli, about 400 km from Bangalore.
The 10-day budget session of the legislature is
scheduled to begin here Feb 4.
For the Shettar ministry to be reduced to minori-
ty, more than 20 BJP legislators would have to quit
the assembly.
The effective strength of the 225-member house
is 223 as two seats are vacant. BJP has 118 mem-
bers, including the speaker. It has the support of one
of the seven Independent members who is a cabinet
minister.
The Congress has 71 members and the Janata
Dal-Secular 26. One is a nominated member.
If voted to power....
Telanagna state within 24 hours of forming the gov-
ernment. The government had earlier promised to
announce a decision on Telangana issue on January
28 but on Sunday it said that it still needed time to
discuss and decide over the matter.
Defending his party-led UPA government's deci-sion, Congress spokesperson Rashid Alvi said that
Telangana was a sensitive issue and the party did
not want to take a hasty decision. "Telangana is an
issue of emotions and sentiments. We can't take a
hasty decision. When we will take a decision, we will
inform people," he said.
Meanwhile, a group of pro-Telangana students
allegedly entererd the chamber of Vice-Chancellor of
Kakatiya University in Warangal and threatened to
set themselves on fire if police did not intervene. The
Vice-Chancellor was not in the chamber, police said.
A demonstration was also staged out side the Niz am
College hostel in Hyderabad. Th e 36-hour 'Samara
Deeksha' protest by the pro-Telangana activists at
Indira Park in Hyderabad continued for the second
day on Monday. Osmania University Joint Action
Committee had planned to take out a protest march
today from Indira Park to Gun Park in support of the
'Samara Deeksha' agitation of Telangana Joint
Action Commit tee but polic e foiled the plan.
Students of OUJAC and other organisations
removed the barricades near the protest venue andtried to march towards Gun Park after arguing with
the police. But security forces, deployed in large
numbers, pushed them back. Some protesters were
also taken into custody. 'Samara Deeksha' protest
started on Sunday afternoon under the aegis of the
TJAC at Indira Park, in a bid to step up the pressure
on the Centre to announce separate Telangana
state. Hitting out at the ruling Congress for not
accepting the separate statehood demand so far,
TJAC Chairman M Kodandaram said the future plan
of action would aim to increase the pressure on the
Congress leaders.
No crisis in ....
While Shettar and Rajnath Singh said the meet-
ing here was just a "courtesy call", party insiders
said the political situation in Karnataka was the main
discussion point.
Addressing reporters after the meeting, both
downplayed the threat faced by the state govern-
ment. "I can say with full confidence there is no cri-
sis in Karnataka. Our government will complete itsfull term," Rajnath Singh told reporters.
"It was a courtesy call," he said.
Shettar echoed the new BJP president.
"There is no crisis in Karnataka. Our MLAs have
not resigned," Shettar said.
"I met him to wish him that he became (BJP's)
national president," he added.
Notwithstanding their seeming confidence, the
threat of a political crisis looms large in Karnataka
with 13 members of the ruling BJP threatening to
quit from the assembly. The 13 are loyalists of
party's former leader B.S. Yeddyurappa and have
been waiting since Wednesday to submit their resig-
nation to Speaker K.G. Bopaiah.
Bopaiah, who has been out of Bangalore since
late Tuesday, is expected to resume work Jan 28 or
29 when the resignations would be submitted to him.
Governor H.R. Bhardwaj had said Saturday that
the Shettar-led government has a majority but he
would direct the chief minister to seek a trust vote if
the need arose

Govt. has initiated a new eraof development: Taj
URI, JANUARY 28: Minister for Medical Education,
Sports and Youth Services, Mr. Taj Mohi-ud-Din today visit-
ed border Tehsil Uri and paid obeisance at Syed Rang Imam
Badshah Shrine at Shadra Sharief and Kamalkot and prayed
for the peace and prosperity of the State.
Later, addressing a public meeting, the Minister said that
the State Government kick started a new era of development

Sharma for early redressal offarmers' grievances
JAMMU, JANUARY 28: Vice Chairman, J&K State
Advisory Board for Development of Kissan, Mr. R. S.
Sharma, who assumed the charge recently today reviewed
the implementati on of various schemes aimed at improv-
ing the economic condition of the farmer community.
Chairing the meeting attended by Director Floriculture,
Director Horticulture (P&M), Director Sericulture and
Director Fisheries and other officers of these departments,
the Vice chairman sought a detailed account of the impact of
various schemes in Jammu division. .
The officers informed the V-C about the activities of
their respective department towards the benefit of the farm-
ers. He was also apprised about the state and central schemes
being implemented by their departments in Jammu region.
Vice Chairman impressed upon the officers to make every
effort to redress the grievances of the common farmers.
He advised the officers that more and more awareness camps
should be held in every nook and corner of Jammu region so
that the farmers get acquainted about the schemes aiming
at the development and growth of rural economy.
Mr. Sharma also directed the officers to invite the State
and District Advisory Board members at the awareness

(PAC) of Jammu & Kashmir Legislative Assembly today

Engineering Department.

The construction work on 43-
room B Block building of
Hajj House Jammu is nearing
completion.
Coming up at an estimated
cost of Rs.4.20 crore, the three
story complex would have
restaurant, modern facilities,
including Air Conditioned
rooms with attached bath
rooms.
This information was
given today to the Minister for
Hajj and Auqaf Peerzada
Mohammad Sayeed during
his visit to the project site.
The Minister also inspect-
ed facilities at the already
operational block A of the
Hajj Complex completed at a
cost of Rs 2.36 crore with 20
shops. He was told that Rs
2.00 crore has been received
as premium of the shops from
those to whom these have
been given on rent.
About the facilities being
provided to the Hajj pilgrims,
he was told that they were
being provided free boarding
and lodging, while Rs.35 lakh
is generated by putting the
rooms on off season use.
With completion of Block
B, the revenue is likely to go
up to Rs.72 to Rs.80 lakh per
year, the Minister was further
told. The Minister directed the

cleanliness in and around the

as well as construction of
Masjid Sharief, while another
project on the vacant Waquf
land has been proposed at an
estimated cost of Rs.42 crore.

the state. Peerzada stressed

Rs. 6.68 crores have been utilized on the
execution of six road projects measuring 23
kilometres in the Tehsil Karnah under
PMGSY, out of the allotted Rs. 12.86 crore
for this purpose.
This was stated by the Sub Divisional
Magistrate, Mr. Zahoor Ahmad Mir while
taking the stock of works under PMGSYin
the area.
It was given out that work on Teetwal-
Semari 5 kilometres is in progress while 4
kilometres of road have been completed at a
cost of Rs. 1.40 crores, 6 kilometres Prada-
Amrooi road, 4 kilometres Tangdhar-Shamis Pora, 2 kilometres Gomal-Badwan,

J&K Minister for Finance &
Ladakh Affairs today enjoined
upon the Empowered Committee
of State Finance Ministers on pro-
posed GST that before finaliza-
tion of it's recommendation on the
constitutional (115th
Amendment) Bill 2011, it should
be ensured that the constitutional-
ly guaranteed special status of the
Jammu & Kashmir is not ignored
adding that the issues that have
remained Irritants between vari-
ous States and Union of India also
need to be addressed earnestly.
Speaking at the crucial meet-
ing of the Empowered Committee
(EC) of Finance Ministers con-
vened in Odhisa, Bhubneshwer
today to finalize the roadmap forImplementation of Goods and
Services Tax (GST) regime all
over the Country, Mr. Rather
sought incorporation of suitable
provisions in the proposed Article
279-A, and Article 279 B to pro-
vide safeguards to the State's con-
stitutional position adding that , it
was glad to note that the commit-
tee on GST Design has recog-
nized the constitutional position
of Jammu and Kashmir on this
count and have recommended that
in clause 4 of Article 279-A, a
special scheme for Northern
Eastern State and the Jammu and
Kashmir should be allowed.
"As a matter of fact, the division
of powers between the Union of
India and the State of Jammu and
Kashmir is not at the same footing
as it is in respect of other States of
the Union", Mr. Rather said
adding that the State of Jammu
and Kashmir enjoys a special sta-
tus under the Constitution of India
and its Constitutional relationship
with the Union of India is gov-
erned by Article 370 of the
Constitution of India as amended
vide Constitution (Application to
Jammu and Kashmir) Orders,
promulgated from to time by thePresident of India. Moreover,
with the implementation of GST
regime the position of Jammu and
Kashmir State would be entirely
different as compared to the other
States of the Union. All other
States would be surrendering the
exclusive authority to tax goods
and, in turn, get the additional
authority to tax the hither to out of
bound "service sector". On the
contrary, the State of Jammu and
Kashmir, being already compe-
tent to tax goods as well as servic-
es, unlike other States, would not
get any additional authority
except a share from the Central
divisible pool, Mr. Rather main-
tained.
The EC of the State Finance
Ministers was chaired by its
Chairman, Mr. Sushil Kumar
Modi, who is also Deputy Chief
Minister and Finance Minister of
Bihar and attended by the Finance
Ministers of different states of the
Country.
Mr. Rather hoped that before
moving forward to firm up the
Model GST Act and IGST Act,
today's meeting of the EC of State
Finance Minister's on GST will,
besides, recommending imple-mentation of the two-
Committees, will also bridge all
gaps which they have not been
able to fill at their level including
proposed Dual Integrated Model
of GST and the CST compensa-
tion which has remained Irritant
between the States and Union of
India adding that this will be a
step forward to remove mutual
trust deficit and will facilitate
introduction of GST.
Mr. Rather said that though the
Committee on GST Design has
made an attempt to arrive at con-
sensus on fundamental issues
such as features which essentially
need to be common across the
country, definitions under GST,
Schedule for GSTRates and com-
mon exemptions, invoicing and
book keeping, assessment, audit
review etc. However there are still
certain issues of vital importance,
which have remained unresolved
e.g. 'Dual Control', Appeals,
Offences and Penalties. 'Dual
Control' both by States and Centre
is perceived as an impediment in
the implementation of Goods and
Services Tax. The States strongly
feel that "Dual Control" is not
dealer friendly and that its worka-bility may also suffer due to con-
flicting and diverse rulings, orders
and clarification on the same sub-
ject, same dealer or same transac-
tion. It may also not be an admin-
istratively an efficient tool of
recovering the taxes. "I hope and
trust that today's meeting will
address this issue and such other
issues and move forward to firm
up the Model GST Act and IGST
Act", Mr. Rather added.
JAMMU, JANUARY 28: To bring about
functional and organizational improvement in
Administrative Departments and ensure more
efficiency in their working, Chief Secretary,
Madhav Lal released the 'Secretariat
Induction Manual' here today.
Describing the Secretariat Induction
Manual as an important Document, Chief
Secretary said that over the years mandate of
the departments has undergone major changes
and it has become important that every
department is suitably supported with institu-
tional structure, capacities and competencies
to perform policy formulation and programme
implementation functions with due regards to
the emerging concepts of devolution and del-
egation.
Madhav Lal said that after six months of
detailed reviewing of the entire organization-
al structure of Administrative Departments,
several key areas requiring urgent and sus-
tained attention were identified and addressed
through the 'Secretariat Induction Manual'.
He said that a lot of effort has gone into
preparing the manual and highlighted the sig-
nificance of continuous updating of the docu-
ment to make it dynamic and useful for future
course of action as well. "The Services and
Establishment Division of GAD is required to
regularly update the Website version of the
manual as a part of it's success indicator under
the Results Framework Document(RFD)" he
added. The Manual categorizes working in the
Civil Secretariat into 'Division' headed by
Special or Additional Secretary, 'Branches'
headed by Deputy or Under Secretary and
'Sections' headed by Section Officers. Each
department is to further rationalize the alloca-
tion of work between the levels including del-
egation of authority.
The Manual will be useful for the person-
nel likely to be transferred from field offices
to Secretariat. It will also form the basis for a
more rational allocation of individuals in the
departments and to achieve to the extent pos-
sible, a better match between the qualification
and experience of the individuals and works
allocated to them.
On the occasion, Chief Secretary directed
for hosting the Manual on the General
Administration Department (GAD) Website
for easy access to all the officials. He also
asked the Commissioner Secretary GAD to
issue a circular in this regard.

Dr. Ambedkar as head of the
constitution drafting commit-
tee toiled for drafting a
detailed constitution which

strong democratic nation are
upheld.
"We also salute jawans as
well as officers of military,
para-military and police who
have tireless work for ensur-
ing that our country stands tall
against all kind of threats," he
added.
He said government is
committed for equitable
development of all three
regions of the state and vari-
ous development initiatives
have been taken to uplift
socio-economic profile of the
state. He said with the active
support of central government
the state government is work-
ing on the road map to make
the state a model state.
The Deputy Chief

areas of Jammu and

the administration is "hell-
bent" upon keeping the
people in darkness.
"People living in rural
and far flung areas are
without electricity and the
recent snowfall has aggra-
vated the crisis. Even areasreceiving erratic power
supply are for the most of
the time facing numerous
problems on account of
low voltage and the people
are compelled to arrange
alternative sources of illu-
mination during the hours,
they receive electricity,"

He said Power
Development Department
(PDD) has failed to create
a buffer stock of electricity
transformers at divisional
level to address the situa-
tion surfaced due to dam-
aged transformers.
The step-down trans-
formers, installed in every
neighbourhood develop
technical snags and the
consumers are left helpless
in darkness and freezing
cold till the process of lift-
ing, repairing and re-
installing a faulty trans-
former is completed in
weeks together, Tarigami
claimed.
"Even the people in
many parts of Kashmir
Valley have complained
that they are compelled to
collect money for repair of
their damaged transform-
ers as the department con-
cerned fails to repair and
install their transformers in
time," the CPI(M) leader
said.
He blamed the faulty
polices of PDD for the
damages of electricity
transformers. Referring to
media reports, the CPI(M)
leader said there are more
than 400 damaged electric
transformers lying in vari-
ous workshops for repairs
in Kashmir Valley.
According to these reports,
Tarigami said throughout
the Valley, more than 150
villages are without power
since the recent snowfall
on January 17.

and welfare of 17,000 arti-

Khaas besides the rehabilita-

women folk, the Minister
said "we must restore full
honor and dignity to the
women who are equally part-
ners in the socio-economic
development of the society.
Independence is meaningless
unless we give due honor
and rights to the women in
the society", he added.
Describing some
unhealthy incidents against
the women in recent past as
unfortunate, the Minister
sought severe punishment
for all those indulging in
such cases. He sought sup-
port of the society to deal
with such incidents against
the women. He welcomed
the Verma Commission
Report which has suggested
severe punishment against
the culprits responsible for
eve teasing and crimes
against the women in the
country.
Mr. Bhalla also called for
curbing the menace of
female foeticide describing it
a great sin. He also called for
promoting the moral values
amongst the younger genera-
tion.
Later, the Minister also
distributed mementos among

Despite extensive
talk about India's
growth and devel-
opment, a significant per-
centage of its population
suffers atrocities and lives
in constant fear of being
abducted, sexually
assaulted, beaten and
murdered, writes Sumati

As per historic records,
India became an independ-
ent or rather a 'free' country
on August 15, 1947. As per
World Bank's 2011 esti-
mate, 48.37 per cent of the
Indian population is female.
And while India may con-
sider itself to be a 'free
country', that significant
48.37 per cent of its popula-
tion lives in constant fear of
being abducted , robbed,
molested, sexually assault-
ed, raped, beaten - and per-
haps murdered as a conse-
quence of any of the above.
According to the
National Crime Records
Bureau data, in 2011, some2,28,650 crimes were
reported against women;
24,206 women were report-
ed raped; 99,135 women
faced domestic violence
and abuse; 42,968 women
were molested; 8,570
women were sexually
harassed, 8,618 were
reported to have fallen prey
to dowry deaths. Bear in
mind, these are just the
reported cases. The true
number of such cases will
probably be several times
more than the ones that get
reported. Obviously, there
are no such statistics report-
ed for men.
The Constitution of
India proudly instates its six
Fundamental Rights, which
include, 'Right to Equality',
'Right to Freedom', 'Right
against Exploitation', 'Right
to Freedom of Religion',
'Cultural and Educational
Rights', and 'Right to
Constitutional Remedies'.
The definition of
Fundamental Rights is
'claims that are essential for
existence and development
of individuals'.
In the light of the afore-
mentioned statistics, it
