Excelsior Correspondent JAMMU, Sept 15: The 50th Engineers' Day was celebrated by the Institution of Engineers (India), Jammu local Centre at its Institutional Complex, Channi Himmat, Jammu which was attend- ed by large number of engineers from various departments and organizations. This day is celebrat- ed all over the country to commem- orate the 156th birth anniversary of the greatest engineer Sir M. Visvesvaraya, Bharat Ratna. On this occasion Dr. Nirmal Singh, Deputy Chief Minister was the chief guest while Sunil Kumar Sharma, Minister of State, PWD (R&B) with independent charge of Transport, was the guest of honour respectively. At the outset, Er. Ajay Gupta, Chairman of Jammu Centre pre- sented the welcome address. Rich tributes were paid to Sir M. Visvesvaraya by Er. Supinder Jeet Singh Sodhi,; Regional Head (North), Himachal Futuristic Communication Ltd. in which he highlighted the sterling qualities of Sir M. Visvesvaraya like austerity, integrity, competence and disci- pline. Further, on this occasion Er. D. S. Pawar, was honoured by the chief guest with award for his out- standing services rendered to the engineering profession and to the Institution of Engineers (India). He was presented with Gold Medallions as a mark of respect. Chief guest also presented R. L. Sharma Memorial Gold Medal to Er. Supinder Jeet Singh Sodhi, AMIE for presenting the Best Technical Paper during the year 2016 - 2017 and Rudra Bhagwati Silver Medal to Er. Vijay Kumar Sharma, for presenting 2nd best technical paper during the year 2016 - 2017 respectively. Ministers also honoured Er. S. C. Thukral, FIE; Er. P. K. Nanda, Er. K. R. Suri, Er. Ashok Kumar Sharma, Er. Sewa Ram, Er. Vijay Kumar Sharma, Er. Ranjeev Sawhney, Er. Supinder Jeet Singh, Er. Rajesh Kumar Angural & Er. Akash Dusgotra, with mementoes for presenting two or more techni- cal papers during the year 2016 - 2017. In addition to above first issue of 15th Volume of quarterly News Letter of Jammu Local Centre was also released by the Deputy Chief Minister on this occasion in pres- ence of Editorial Board comprising of Er. Ajay Gupta, Er. P. K. Nanda, Er. Anil Verma, Er. Rabinder Shekher, Er. Dr. Bhawna Sharma, & Er. B. L. Rawal. The Editorial Board members were also present- ed with mementos for their out- standing services rendered for the timely publication of News Letter. The inaugural session was fol- lowed by a technical session which was chaired by Er. V. N. Sharma, Member Regional Empowered Committee, Northern Region, Ministry of Environment, Forest and Climate Change, Government of India and former Chief Engineer, P.W.D. J&K Government in which eight papers were presented in the shape of Power Point Presentations by Er. S. C. Thukral, Er. P. K. Nanda, Er. Sewa Ram, Er. Vijay Kumar Sharma, Er. Ranjeev Sawhney, Er. Vinod Kumar, Er. Akash Dusgotra, Er. Rajesh Kumar Angural and on the theme topic "Role of Engineers in a Developing India". Er. B. L. Rawal, honorary sec- retary of the centre conducted the proceedings of the function and presented vote of thanks to the engineers, guests, line departments and media persons for making this function a grand success. Engineers Day was celebrated in IECS Polytechnic, Purkhoo Camp, wherein faculty members and students paid their tributes to Sir M. Visvesvarayya; whose birth- day falls on this day. Principal of the institute Er. K.G. Gupta exhort- ed the students to become capable and honest professionals and work for development of our country. He also stressed upon the students to join "Swach Bharat Abhiyan". Other who spoke include Er. H.N. Bhat, Megha Koul and Kushboo Shali. Yogananda College of Engineering & Technology (YCET) celebrated "Engineers Day" to pay rich tributes to the "Bharat Ratna Mokshagundam Visvesvaraya" in which various departments of the college viz. Civil Engineering, Computer Engineering & IT, Electrical Engineering, Mechanical Engineering and Applied Sciences participated with great enthusiasm and zeal. Er Rajneesh Magotra, HoD, on behalf of Civil Engineering Department organized a Model making competition on the topic "Conservation of Water Resources". Department of Applied Sciences organized a "Poster Presentation Competition" on the theme "Great Engineers and their invention" 20 students from differ- ent departments streams and semesters participated in the said competition. Electrical Engineering Depart- ment also participated in the Engineer's Day celebration by organizing an Inter-departmental power-point presentation competi- tion on "Skill Development among young engineers to reform the core sector". Ten teams participated in the event. The competition was held under the overall supervision of Er. Loveneesh Talwar, HoD, Electrical Engineering. During the above events, Dr. Arvind Dewangan (Director, YCET) was the Chief Guest and the events were presided by Dr. Sandeep Malik (Dean, YCET), Er. B.R. Verma (Chief Coordinator, YCET), R. S Dalpatia (Deputy Registrar, YCET) and all the facul- ty members of all the Departments witnessed the events. The prizes were distributed by the chief guest. The chief guest extended best wishes for the young budding engi- neers. Excelsior Correspondent PANAJI (GOA), Sept 15: Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh said here today that one of the major achievements of the Modi Government has been that it has carried governance to grass- roots and added that some of the most difficult decisions taken during the last three years, including Remonetization and GST, could be successfully implemented because, besides the adminis- trative machinery, these also involved the mass participation of people at the grassroots. He said, the "Swachhta" campaign will also achieve its ultimate objectives only when the common man of India takes it up as a personal passion. Dr Jitendra Singh was speaking at the valedictory function of the two-day Regional Conference on "Good Governance and Replication of Best Practices" organized by the Department of Administrative Reforms & Public Grievances (ARPG), Union Ministry of Personnel, where Chief Minister of Goa Manohar Parrikar and he joint- ly released the manual to mark the beginning of "Swachhta Hi Seva" fortnight. Dr Jitendra Singh, at whose initiative the cycle of holding Regional Conferences on Governance in different parts of the country is taking place, recalled that during the last two years, similar conferences have been held in different parts of the country including Vizag in Andhra Pradesh, Nainital in Uttarakhand, Jaipur in Rajasthan, Guwahati in Assam and Jammu in Jammu & Kashmir. He recalled that soon after the Modi Government took over three years back, Prime Minister Narendra Modi had suggested, whether it was possible to move the Government of India out of Vigyan Bhawan. Through these regional con- ferences, he said, the Department of ARPG has sought to vindicate the objective of carrying governance to the doorstep and bringing it closer to the citizen across the country. In the last three years, Dr Jitendra Singh said, the Ministry of Personnel has acted as a torch-bearer of the Modi Government's prime goal of "Transforming India". In this regard, he said, a number of revolutionary decisions were taken which no Government in the past had taken the risk to take. It is an unusual distinction that while most other Governments took pride in introducing new rules and laws, the present Government showed the courage to do away with nearly 1500 such rules which had become obsolete over a period of time. For example, the rule of getting cer- tificates attested by gazetted officer was a legacy of British Raj and was done away by the present Government, he added. Dr Jitendra Singh referred to the new experiment introduced two years ago wherein the fresh IAS probationers, before going to their respective State cadres, have to undergo a period of mentorship/internship in the Government of India with the designation of Assistant Secretary. This experiment, he said, has not only proved high- ly successful, but has generated tremendous enthusiasm among the young IAS officers and it was manifest in the form of the first-ever two-day "Northeast Calling" event held at India Gate, New Delhi recently which was exclusively organ- ized and managed by the IAS officers of 2015 batch. Manohar Parrikar, in his address, referred to some of the successful governance initia- tives undertaken by the State Government of Goa. He made a particular mention of successful implementation of health insur- ance and simplification of the conditions for granting pension. Secretary ARPG C. Viswanath and Chief Secretary Goa Dharmendra Sharma also spoke on the occasion. DAILY EXCELSIOR, JAMMU SATURDAY, SEPTEMBER 16, 2017 (PAGE 5) Excelsior Correspondent JAMMU, Sept 15: Calling upon the State Govt to imple- ment the resolution adopted by the State Legislative Council in letter and spirit regarding the announcement of September 23 as Gazetted holiday on Maharaja Hari Singh’s birth- day, a large number of NPP activists spearheaded by party chairman Harsh Dev Singh and other leaders staged a protest demonstration at Exhibition Ground here today. While addressing the media, Harsh Dev described Maharaja Hari Singh as an enlightened secular ruler who after ascending the throne of Jammu & Kashmir in 1925 said that, “I have no religion, my religion is justice”. Singh eulogized the Dogra ruler of being one of the greatest Indian patriots who had dared to chal- lenge the British Crown in 1931 at Round Table Confer- ence in London declaring that, “I am an Indian first and then a Maharaja”. Praising the revered King who was a lineage of Dogra rulers well known for extend- ing the northern frontier of India, Harsh said that Maharaja shall always be remembered for signing the historic Instrument of Accession on October 26, 1947 by virtue of which the State of J&K was integrated with the rest of India. He said it was due to the far sightedness of the Maharaja that Kashmir was liberated from the clutches of ‘Kabailis’ and nefarious design of Pakistan to forcefully occupy the Valley was successfully thwarted. While recalling the legendary role of the late ruler, Singh divulged that the saga- cious ruler earned worldwide acclaims for taking large num- ber of social welfare measures like abolition of beggar (forced labour), women empowerment, alleviation of racial discrimina- tion and brought about progres- sive reforms in the fields of Judiciary, Education, Finance, etc. “He made primary educa- tion compulsory in the State, built colleges, introduced laws prohibiting child marriage and opened places of worship to the low castes”, Harsh emphasized. Deploring the justification of Naeem Akhtar opposing the resolution in the Legislative Council during January session as sacrilegious to Dogra cult, Singh regretted that if July 13 could be observed as State hol- iday then why the same was not observed on Maharaja’s birthday whose mammoth con- tributions and achievements made millions of people proud to call themselves as “Indians”. Justice Kotwal inspects work on Doda Court Complex Excelsior Correspondent DODA, Sept 15: Justice Janak Raj Kotwal today visited construction site of new District Court Complex and took stock of the progress of the work of the main building and its adjoin- ing complexes. He was accompanied by Deputy Commissioner, Bhawani Rakwal, judges of the subordi- nate courts besides members of District Bar Association and concerned officers. During the visit Justice Kotwal inspected court rooms, bar room, canteen and waiting rooms under construction. He directed the executing agency JKPCC to expedite and com- plete the remaining work at the earliest. He also directed the PWD (R&B) Department to complete the approach road to the complex. Excelsior Correspondent JAMMU, Sept 15: Division Bench of the State High Court comprising Justice Alok Aradhe and Justice B S Walia has extended two weeks further time to the General Administration Department and Commissioner Secretary Animal and Sheep Husbandry Department and Divisional Commissioners for fil- ing response to the Public Interest Litigation (PIL) seeking constitu- tion of District Societies for Prevention of Cruelty to Animals in all the 22 districts of the State. When the PIL filed by SAVE- an NGO working for welfare of animals through its chairperson Devinder Kaur Madaan alias Rumpy Madaan came up for hear- ing, Advocate Sheikh Shakeel Ahmed with Advocate Supriya Chouhan appearing for the petition- er submitted that notices had already been issued to the senior functionaries of the State Government for filing response within four weeks but till today no response has been filed. "This shows the casual approach of the State Government towards an issue concerning the cruelty towards the animals", Advocate Ahmed said. At this stage, Senior AAG Seema Khajooria Shekhar and Government Advocate Sanjeev Padha sought more time to file response in the matter. Looking into the public interest involved, the DB granted only two weeks more time to both the State counsels for filing the response. The Division Bench also directed the Registry to list the PIL immediately after two weeks. Employees demand revocation of Govt order on closure of Military Farms Excelsior Correspondent JAMMU, Sept 15: Empl- oyees of Military Farms based in Jammu and Kashmir today demanded the revocation of the order of Ministry of Defence (MoD) in which the Government has ordered closure of all 39 Military Farms nation- wide. Addressing a press confer- ence here today, a group of employees from Military Farms said that the Army Military Farms have been giving their services to the Nation and par- ticularly to the Armed forces for the past 128 years and had the legacy of being the oldest such organization in entire world. “With this sudden hammer of closure of Military Farms, future of thousands of employ- ees and safety of about 25000 cows is at stake, as due to clo- sure, possibility of their going in the hands of butcher for slaugh- ter cannot be ruled out”, they said. The employees said that Military Farms are causing no loss to the State. “Besides, they are the best custodian of surplus 20000 acres of Defence land, which over a period time has been turned productive”, they said, adding, the Indian breed of cows, which have been used world over for breed improve- ment but are languishing in their country of origin can be devel- oped by locating them in these farms for propagation through chilled or frozen semen to cover the surrounding villages around these farms in different regions of the country. “It is strange that closure of these Military Farms without any assigning reasons has been found to be the wisest answer to decide the fate of this 128 years old organization with such a glo- rious past”, they said, adding there cannot be a case of bigger injustice than closure of Military Farms, where cow is considered a back bone of agriculture and millions are fighting for its cause. They said that the closure of the farms will mean ruining the career of officers, who are spe- cialists in agriculture and dairy farming, and joined the service without suspecting that Government will play this foul game and scuttle their careers. “At junior level, it will sim- ply render them jobless when employment is single biggest challenge faced by the Government”, they pointed out and demanded the Government to reconsider the decision of closure of these Military Farms. Govt to set up ‘Move Schools’ for wards of Durbar Move employees: Altaf Excelsior Correspondent SRINAGAR, Sept 15: Minister for Education, Syed Mohammad Altaf Bukhari, today announced that the State Government will establish 'Move Schools' for children of Durbar Move employees. The Minister said two schools will be established, one each in Srinagar and Jammu, where the children of Durbar Move employ- ees can get admissions and study till Class 8th. The Minister made this announcement during the meeting with the School Education Department which was attended by Secretary School Education, Farooq Ahmad Shah, Director School Education (Kashmir), Director School Education (Jammu), Project Directors of RMSA and SSA, President, Secretariat Employees and other concerned officials. Bukhari said there was a long pending demand of Move Employees whose children's edu- cation suffered due to the Durbar Move. The establishment of these schools is to secure the future of these children. He also announced that the coaching centers will also be estab- lished for these students under CM's Super 50 Coaching Program. It was informed that National High School in Karan Nagar has been identified for Srinagar where Move School is likely to be estab- lished and for Jammu, the school will be identified soon. On the occasion, Bukhari directed the concerned officials to compile the details of the students who can be covered under the pro- gram. JAMMU, Sept 15: Callingupon the State Govt to imple-ment the resolution adopted bythe State Legislative Council inletter and spirit regarding theannouncement of September23 as Gazetted holiday onMaharaja Hari Singh’s birth-day, a large number of NPPactivists spearheaded by partychairman Harsh Dev Singhand other leaders staged aprotest demonstration atExhibition Ground here today.

While addressing themedia, Harsh Dev describedMaharaja Hari Singh as anenlightened secular ruler whoafter ascending the throne ofJammu & Kashmir in 1925 saidthat, “I have no religion, myreligion is justice”. Singheulogized the Dogra ruler ofbeing one of the greatest Indianpatriots who had dared to chal-lenge the British Crown in1931 at Round Table Confer-ence in London declaring that,“I am an Indian first and then aMaharaja”.

Praising the revered Kingwho was a lineage of Dograrulers well known for extend-ing the northern frontier ofIndia, Harsh said that Maharajashall always be rememberedfor signing the historicInstrument of Accession onOctober 26, 1947 by virtue of

which the State of J&K wasintegrated with the rest ofIndia. He said it was due to thefar sightedness of the Maharajathat Kashmir was liberatedfrom the clutches of ‘Kabailis’and nefarious design ofPakistan to forcefully occupythe Valley was successfullythwarted. While recalling thelegendary role of the late ruler,Singh divulged that the saga-cious ruler earned worldwideacclaims for taking large num-ber of social welfare measureslike abolition of beggar (forcedlabour), women empowerment,alleviation of racial discrimina-tion and brought about progres-sive reforms in the fields ofJudiciary, Education, Finance,etc. “He made primary educa-tion compulsory in the State,built colleges, introduced lawsprohibiting child marriage andopened places of worship to thelow castes”, Harsh emphasized.

Deploring the justificationof Naeem Akhtar opposing theresolution in the LegislativeCouncil during January sessionas sacrilegious to Dogra cult,Singh regretted that if July 13could be observed as State hol-iday then why the same wasnot observed on Maharaja’sbirthday whose mammoth con-tributions and achievementsmade millions of people proudto call themselves as“Indians”.

District Bar Association andconcerned officers.

During the visit JusticeKotwal inspected court rooms,bar room, canteen and waitingrooms under construction. Hedirected the executing agencyJKPCC to expedite and com-plete the remaining work at theearliest. He also directed thePWD (R&B) Department tocomplete the approach road tothe complex.

JAMMU, Sept 15: DivisionBench of the State High Courtcomprising Justice Alok Aradheand Justice B S Walia has extendedtwo weeks further time to theGeneral AdministrationDepartment and CommissionerSecretary Animal and SheepHusbandry Department andDivisional Commissioners for fil-ing response to the Public InterestLitigation (PIL) seeking constitu-tion of District Societies forPrevention of Cruelty to Animals inall the 22 districts of the State.

Chouhan appearing for the petition-er submitted that notices hadalready been issued to the seniorfunctionaries of the StateGovernment for filing responsewithin four weeks but till today noresponse has been filed.

"This shows the casualapproach of the State Governmenttowards an issue concerning thecruelty towards the animals",Advocate Ahmed said.

At this stage, Senior AAGSeema Khajooria Shekhar andGovernment Advocate SanjeevPadha sought more time to fileresponse in the matter. Lookinginto the public interest involved, theDB granted only two weeks moretime to both the State counsels forfiling the response. The DivisionBench also directed the Registry tolist the PIL immediately after twoweeks.

Employees demand revocation of Govtorder on closure of Military Farms

JAMMU, Sept 15: Empl-oyees of Military Farms based inJammu and Kashmir todaydemanded the revocation of theorder of Ministry of Defence(MoD) in which theGovernment has ordered closureof all 39 Military Farms nation-

wide.Addressing a press confer-

ence here today, a group ofemployees from Military Farmssaid that the Army MilitaryFarms have been giving theirservices to the Nation and par-ticularly to the Armed forces forthe past 128 years and had thelegacy of being the oldest suchorganization in entire world.

“With this sudden hammerof closure of Military Farms,future of thousands of employ-ees and safety of about 25000cows is at stake, as due to clo-sure, possibility of their going inthe hands of butcher for slaugh-ter cannot be ruled out”, theysaid.

The employees said thatMilitary Farms are causing noloss to the State. “Besides, theyare the best custodian of surplus20000 acres of Defence land,which over a period time hasbeen turned productive”, theysaid, adding, the Indian breed ofcows, which have been usedworld over for breed improve-ment but are languishing in their

country of origin can be devel-oped by locating them in thesefarms for propagation throughchilled or frozen semen to coverthe surrounding villages aroundthese farms in different regionsof the country.

“It is strange that closure ofthese Military Farms without

any assigning reasons has beenfound to be the wisest answer todecide the fate of this 128 yearsold organization with such a glo-rious past”, they said, addingthere cannot be a case of biggerinjustice than closure of MilitaryFarms, where cow is considereda back bone of agriculture andmillions are fighting for its

cause. They said that the closure of

the farms will mean ruining thecareer of officers, who are spe-cialists in agriculture and dairyfarming, and joined the servicewithout suspecting thatGovernment will play this foulgame and scuttle their careers.

“At junior level, it will sim-ply render them jobless whenemployment is single biggestchallenge faced by theGovernment”, they pointed outand demanded the Governmentto reconsider the decision ofclosure of these Military Farms.

Govt to set up ‘Move Schools’ for

wards of Durbar Moveemployees: Altaf

SRINAGAR, Sept 15:Minister for Education, SyedMohammad Altaf Bukhari, todayannounced that the StateGovernment will establish 'MoveSchools' for children of DurbarMove employees.

The Minister said two schoolswill be established, one each inSrinagar and Jammu, where thechildren of Durbar Move employ-ees can get admissions and studytill Class 8th.

The Minister made thisannouncement during the meetingwith the School EducationDepartment which was attendedby Secretary School Education,Farooq Ahmad Shah, DirectorSchool Education (Kashmir),Director School Education(Jammu), Project Directors ofRMSA and SSA, President,Secretariat Employees and otherconcerned officials.

Bukhari said there was a longpending demand of MoveEmployees whose children's edu-cation suffered due to the DurbarMove. The establishment of theseschools is to secure the future ofthese children.

He also announced that thecoaching centers will also be estab-lished for these students underCM's Super 50 Coaching Program.

It was informed that NationalHigh School in Karan Nagar hasbeen identified for Srinagar whereMove School is likely to be estab-lished and for Jammu, the schoolwill be identified soon.

On the occasion, Bukharidirected the concerned officials tocompile the details of the studentswho can be covered under the pro-gram. The Minister asked them tofinalize the detail of subjects to betaught in these schools soon.
