CURRENT AFFAIRS: NATIONAL NEWS

PM CARES For Children- Empowerment of COVID Affected Children launched for support &

empowerment of Covid affected children:

Fixed Deposit in the name of the child:

• PM CARES will contribute through a specially designed scheme to create a corpus of Rs 10 lakh for each child when he

or she reaches 18 years of age. This corpus:

• Will be used to give a monthly financial support/ stipend from 18 years of age, for the next five years to take care of his

or her personal requirements during the period of higher education and

• On reaching the age of 23 years, he or she will get the corpus amount as one lump-sum for personal and professional

use.

School Education: For children under 10 years

• The child will be given admission in the nearest Kendriya Vidyalaya or in a private school as a day scholar.

• If the child is admitted in a private school, the fees as per the RTE norms will be given from the PM CARES.

• PM-CARES will also pay for expenditure on uniform, text books and notebooks.

School Education: For children between 11-18 years:

• The child will be given admission in any Central Government residential school such as Sainik School, Navodaya

Vidyalaya etc.

• In case the child is to be continued under the care of Guardian/ grandparents/ extended family, then he or she will be

given admission in the nearest Kendriya Vidyalaya or in a private school as a day scholar.

• If the child is admitted in a private school, the fees as per the RTE norms will be given from the PM CARES.

• PM CARES will also pay for expenditure on uniform, text books and notebooks.

Support for Higher Education:

• The child will be assisted in obtaining education loan for Professional courses / Higher Education in India as per the

existing Education Loan norms. The interest on this loan will be paid by the PM CARES.

• As an alternative, scholarship equivalent to the tuition fees / course fees for undergraduate/ vocational courses as per

Government norms will be provided to such children under Central or State Government Schemes. For children who are

not eligible under the existing scholarship schemes, PM CARES will provide an equivalent scholarship.

Health Insurance

• All children will be enrolled as a beneficiary under Ayushman Bharat Scheme (PM-JAY) with a health insurance cover of

Rs. 5 lakhs.

• The premium amount for these children till the age of 18 years will be paid by PM CARES.

Labour Ministry announces major social security relief to dependents of workers passing away due to

COVID-19:

• The Ministry of Labour and Employment has announced additional benefits for workers through ESIC and EPFO

schemes to address the fear and anxiety of workers about well-being of their family members due to increase in

incidences of death due to COVID -19 pandemic. Enhanced social security is sought to be provided to the workers

without any additional cost to the employer.

• Currently for the Insured Persons (IPs) under ESIC, after death or disablement of the IP due to employment injury a

pension equivalent to 90% of average daily wage drawn by the worker is available to the spouse and widowed mother for

life long and for children till they attain the age of 25 years. For the female child, the benefit is available till her marriage.

• To support the families of Insured Persons (IP) under the ESIC scheme, it has been decided that, all dependent family

members of IPs who have been registered in the online portal of the ESIC prior to their diagnosis of COVID disease and

subsequent death due to the disease, will be entitled to receive the same benefits and in the same scale as received by

the dependents of insured persons who die as a result of employment injury, subject to the following eligibility conditions:

➢ The IP must have been registered on the ESIC online portal at least three months prior to the diagnosis of

COVID disease resulting in death.

➢ The IP must have been employed for wages and contributions for at least 78 days should have been paid or

payable in respect of deceased IP during a period of one year immediately preceding the diagnosis of COVID

disease resulting in death.

• The IPs, who fulfill the eligibility conditions, and have died due to COVID disease, their dependents will be entit led to

receive monthly payment @90% of average daily wages of the insured person during their life. The scheme will be

effective for a period of two years from 24.03.2020.

• Under the EPFO’s Employees’ Deposit Linked Insurance Scheme all surviving dependent family members of the

members of this scheme are eligible to avail benefits of EDLI in case of death in harness of the member. At present

under this scheme, the benefits extended in case of death of a worker are no requirement of minimum service for

payment of Gratuity, family pension is paid as per provisions under EPF & MP Act, sickness benefit of 70% of wages for

91 days in a year is paid in the event of worker falling sick and not attending office.

• A notification issued by the Ministry has made following amendments to this:

➢ Amount of maximum benefit has been increased from 6 lakhs to 7 lakhs to the family members of deceased

employee.

➢ Minimum assurance benefit of ₹2.5 lakh to eligible family members of deceased employees who was a member for a

continuous period of 12 months in one or more establishments preceding his death in place of existing provision of

continuous employment in the same establishment for 12 months. It will benefit contractual/casual labourers were

losing out on benefits due to condition of continuous one year in one establishment.

➢ Restoration of provision of minimum 2.5 lakh compensation retrospectively, i.e., from 15th February 2020.

➢ In coming 3 years, the actuary has estimated that eligible family members will get an additional benefit of Rs. 2185

crore from EDLI fund in the years 2021-22 to 2023-24.

➢ Number of claims on account of death under the scheme has been estimated to be about 50,000 families per year

including increase in claims taking into account estimated death of about 10,000 workers, which may occur due to

Covid.

Advisory for promotion of national helpline numbers:

• Ministry of Information and Broadcasting has today issued advisory to all private television channels to promote

awareness of the following national helpline numbers by way of a ticker or such appropriate ways as they may consider

at periodical intervals, especially during prime time.

166 additional green zone sites approved for NPNT:

• Ministry of Civil Aviation has granted permission of “No-Permission-No-Takeoff' (NPNT) compliant drone operations at

166 additional green zones to facilitate, smoothen, and promote drone operations in the country. The approved sites

allow drone usage up to 400 ft. Above Ground Level (AGL). These zones are in addition to the Sixty-Six green zone sites

approved earlier.

• As per DGCA, under “NPNT or ‘No Permission – No Take-off’ compliance, every Remotely Piloted Aircraft (except Nano)

has to obtain valid permission through the Digital Sky platform before operating in India. The framework mandates users

to register on the online portal that acts as the national unmanned traffic management system for remotely piloted

aircraft. Flying in these approved ‘green-zones’ will require only intimation of the time and location of the flights via the

Digital Sky portal or the app.

• Drone flights in the green zone sites shall be compliant with the Unmanned Aircraft System (UAS) Rules, 2021 dated

12th March 2021 and other relevant orders/ guidelines issued by the Ministry of Civil Aviation.

Indian Coast Guard to control the fire onboard MV X-Press Pearl:

• Indian Coast Guard (ICG) is working to extinguish the massive fire onboard container vessel MV X-Press Pearl off

Colombo, Sri Lanka.

• This has been named as Operation Sagar Aaraksha 2 which symbolizes growing maritime cooperation between India

and Sri Lanka.

• The ICG ships ‘Vaibhav’ and ‘Vajra’, in addition to their fire-fighting capabilities, are also equipped with adequate

Pollution Response (PR) capabilities for oil spill. The presence of a specialized PR vessel ICGS Samudra Prahari has

provided added strength to overall PR capabilities

• A similar joint operation between the two countries was named Sagar Aaraksha in September 2020 when ICG Ships and

Sri Lankan authorities were involved in a fire-fighting operation onboard MT New Diamond offs the East Coast of Sri

Lanka.

Union Government allocates Rs. 3,411 Crore Grant to Gujarat for 2021-22 under Jal Jeevan Mission:

• In order to achieve the goal of “Har Ghar Jal” i.e. providing every household with assured tap water supply on regular

and long-term basis, the National Jal Jeevan Mission, Ministry of Jal Shakti, Government of India has allocated Rs.

3,410.61 Crore grant to the state of Gujarat under the Jal Jeevan Mission for the year 2021-22, out of which the first

tranche of Rs. 852.65 Crores has been released.

• ‘Jal Jeevan Mission-Har Ghar Jal’ was launched by the Prime Minister Shri Narendra Modi on 15th August, 2019 to

ensure potable tap water supply to every rural home by 2024 to improve the lives of people living in villages especially

women and girls. In Gujarat, during 2020-21, 10.94 Lakh rural households have been provided tap water connections

and in 2021-22 also, the state plans to provide more than 10 lakh households with tap water connections.

• Gujarat has been a pioneer in the country for community engagement and setting up of Pani Samitis for rural drinking

water supply. This was started with setting up of Water and Sanitation Management Organization (WASMO) in early

2002.

• Recently, Central Government Allocates Rs. 5,117Crores Grant To Madhya Pradesh Under Jal Jeevan Mission And Also

Releases Rs. 1,185 Crores A Four-Fold Increase In Allocation To Madhya Pradesh In 2021-22 [May 2021].

• Jal Jeevan Mission: Karnataka Plans To Provide 25 Lakh Tap Connections By March, 2022 [Apr 2021].

About Jal Jeevan Mission:

• States/ UTs in planning of participatory rural water supply strategy for ensuring potable drinking water security on long-

term basis to every rural household and public institution, viz. GP building, School, Anganwadi Centre, Health Centre,

wellness Centre’s, etc.

• States/ UTs for creation of water supply infrastructure so that every rural household has Functional Tap Connection

(FHTC) by 2024 and water in adequate quantity of prescribed quality is made available on regular basis.

• States/ UTs to plan for their drinking water security

• GPs/ rural communities to plan, implement, manage, own, operate and maintain their own in-village water supply

systems

• States/ UTs to develop robust institutions having focus on service delivery and financial sustainability of the sector by

promoting utility approach.

• Capacity building of the stakeholders and create awareness in community on significance of water for improvement in

quality of life.

• In making provision and mobilization of financial assistance to States/ UTs for implementation of the mission.

Union Minister Shri Mansukh Mandaviya inaugurates floating jetty at Old Goa:

• Union Minister of State (I/C) for Ports, Shipping & Waterways Shri Mansukh Mandaviya in the presence of Chief Minister

of Goa Shri Pramod Sawant inaugurated the second floating jetty at Old Goa virtually today on the occasion of Goa

statehood day.

• The Government of India has approved setting up of two Concrete floating jetties on River Mondovi (NW-68) to connect

Old Goa and Panjim. This is the second floating jetty constructed on River Mondovi (NW-68). Earlier, the first jetty

located at Captain of Ports, Panjim Goa was inaugurated by Minister of Ports Shipping & Waterways in presence of

Chief Minister of Goa on 21st February 2020 at Panjim.

COVID “Seva” programme at 7 Panchayats of Jammu and Kashmir:

• Union Minister Dr Jitendra Singh today presided over COVID “Seva” programme at 7 Panchayat locations in Jammu &

Kashmir, to mark the completion of 7 years of the Modi government.

• Hundreds of needy people were given dry ration, sanitizers, face masks, oximeters and other relief material at all the

locations in different districts, joined by prominent leaders, DDC Chairmen and Party representatives.

RBI cancels License of Shivajirao Bhosale Sahakari Bank Ltd.

• Reserve Bank of India (RBI) has cancelled the license of Shivajirao Bhosale Sahakari Bank Ltd., Pune, and

Maharashtra. Consequently, the bank ceases to carry on banking business, with effect from the close of business on

May 31, 2021.

• The Registrar of Cooperative Societies, Maharashtra has also been requested to issue an order for winding up the bank

and appoint a liquidator for the bank.

• Consequent to the cancellation of its license Shivajirao Bhosale Sahakari Bank Ltd., Pune, Maharashtra is prohibited

from conducting the business of ‘banking’ which includes acceptance of deposits and repayment of deposits as defined

in Section 5(b) read with Section 56 of the Banking Regulation Act, 1949 with immediate effect.

Customer Due Diligence for transactions in Virtual Currencies:

• RBI has said that certain banks/ regulated entities have cautioned their customers against dealing in virtual currencies by

making a reference to the RBI circular dated April 06, 2018.

• Such references to the above circular by banks/ regulated entities are not in order as this circular was set aside by the

Hon’ble Supreme Court on March 04, 2020 in the matter of Writ Petition (Civil) No.528 of 2018 (Internet and Mobile

Association of India v. Reserve Bank of India). As such, in view of the order of the Hon’ble Supreme Court, the circular is

no longer valid from the date of the Supreme Court judgement, and therefore cannot be cited or quoted from.

• Banks, as well as other entities addressed above, may, however, continue to carry out customer due diligence processes

in line with regulations governing standards for Know Your Customer (KYC), Anti-Money Laundering (AML), Combating

of Financing of Terrorism (CFT) and obligations of regulated entities under Prevention of Money Laundering Act,

(PMLA), 2002 in addition to ensuring compliance with relevant provisions under Foreign Exchange Management Act

(FEMA) for overseas remittances.

Emergency Credit Line Guarantee Scheme (ECLGS) expanded:

Government has further enlarged the scope of Emergency Credit Line Guarantee Scheme as under:

• ECLGS 4.0:100% guarantee cover to loans up to Rs.2 crore to hospitals/nursing homes/clinics/medical colleges for

setting up on-site oxygen generation plants, interest rate capped at 7.5%

• Borrowers who are eligible for restructuring as per RBI guidelines of May 05, 2021 and had availed loans under ECLGS

1.0 of overall tenure of four years comprising of repayment of interest only during the first 12 months with repayment of

principal and interest in 36 months thereafter will now be able to avail a tenure of five years for their ECLGS loan i.e.

repayment of interest only for the first 24 months with repayment of principal and interest in 36 months thereafter.

• Additional ECLGS assistance of up to 10% of the outstanding as on February 29, 2020 to borrowers covered under

ECLGS 1.0, in tandem with restructuring as per RBI guidelines of May 05, 2021

• Current ceiling of Rs. 500 Cr. of loan outstanding for eligibility under ECLGS 3.0 to be removed, subject to maximum

additional ECLGS assistance to each borrower being limited to 40% or Rs.200 crore, whichever is lower

• Civil Aviation sector to be eligible under ECLGS 3.0

• Validity of ECLGS extended to 30.09.2021 or till guarantees for an amount of Rs.3 lakh crore are issued. Disbursement

under the scheme permitted up to31.12.2021.

EPFO allows its members to avail second COVID-19 advance:

• To support its subscribers during the second wave of COVID-19 pandemic, EPFO has now allowed its members to avail

second non-refundable COVID-19 advance. The provision for special withdrawal to meet the financial need of members

during pandemic was introduced in March 2020, under Pradhan Mantri Garib Kalyan Yojana (PMGKY).

• An amendment to this effect was made by Ministry of Labour & Employment in Employees’ Provident Funds Scheme,

1952 by inserting therein sub-para (3) under paragraph 68L, through notification in the Official Gazette.

• Under this provision, non-refundable withdrawal to the extent of the basic wages and dearness allowances for three

months or up to 75% of the amount standing to member's credit in the EPF account, whichever is less, is provided.

Members can apply for lesser amount also.

• Pradhan Mantri Garib Kalyan Yojana (PMGKY) was launched by the Government of India and came into effect in 2016.

It allows individuals to deposit money that has not been taxed. Under the scheme, 50% of the untaxed amount must be

paid. The scheme was initially valid from December 2016 to March 2017. However, it was later extended till the month of

June 2020.

• Recently, EPFO raised death insurance cover to Rs 7 lakh for subscribers of EDLI scheme [May 2021].

• The Board operates three schemes - EPF Scheme 1952, Pension Scheme 1995 (EPS) and Insurance Scheme 1976

(EDLI).

Consumer Price Index for Industrial Workers (2016=100) – April, 2021:

• All-India Consumer Price Index for Industrial Workers (2016=100) for April, 2021 increased to 120.1 points compared to

119.6 points for March, 2021.

• The increase observed in index is mainly due to items like Arhar Dal, Masur Dal, Fish Fresh, Goat Meat, Poultry

Chicken, Eggs-Hen, Edible Oils, Apple, Banana, Grapes, Leechi, Orange, Papaya, Tea Leaf, Tea Hot-drink,

Barber/Beautician Charges, Flowers/Flower Garlands, Doctor’s Fee, Rail Fare, Servicing Charges of Motor Cycle, Cable

Charges, etc. which experienced an increase in prices.

• Inflation for April 2021 went down to 5.14 per cent compared to 5.64 per cent of previous month. Food inflation also

declined to 4.78 per cent from 5.36 per cent in the previous month.

• At Central level, Jabalpur recorded maximum increase of 3.6 points followed by Raipur and Bhavnagar with 3.2 and 3.1

points respectively.

• The Labour Bureau, an attached office of the M/o Labour & Employment, has been compiling Consumer Price Index for

Industrial Workers every month on the basis of retail prices collected from 317 markets spread over 88 industrially

important Centre’s in the country. The index is compiled for 88 Centre’s and All-India and is released on the last working

day of succeeding month.

IREDA Registers Record Profit in Covid Year:

• Public Sector Indian Renewable Energy Development Agency (IREDA) under Ministry of New and Renewable Energy

reported an all-time high annual Profit Before Tax (PBT) of 570 crore rupees in the financial year 2020-21 that was

severely affected by Covid 19 Pandemic.

• The PBT of the company was Rs. 241 crores during FY 2019-20. The company has posted Profit after Tax (PAT) of Rs.

346 crores as against Rs. 215 crores in the last financial year, registering a massive growth of 61%.

President of Tibetan Government-in-exile

• Penpa Tsering sworn in as the second democratically-elected president (Sikyong) of the 17th Parliament-in-Exile of the

Central Tibetan Administration (CTA), the Dharamshala-based Tibetan government- in-exile.

• Penpa Tsering succeeds Lobsang Sangay, who completed his second five-year term. Dalai Lama (Tibetan spiritual

leader) participated virtually in the ceremony.

• India considers Tibet as part of China, though it hosts the Tibetan exiles.

• It is a government in exile that is claiming its status, they got exile in 1959 and the current control of the claimed territory

is under the People’s Republic of China.

• CTA was founded by the Dalai Lama in Dharamshala, India with the cooperation of Indian Prime Minister Jawaharlal

Nehru.

• Tibet, on the lofty Tibetan Plateau on the northern side of the Himalayas, is an autonomous region of China. It's

nicknamed the “Roof of the World” for its towering peaks. It shares Mt. Everest with Nepal. Its capital, Lhasa, is site of

hilltop Potala Palace, once the Dalai Lama’s winter home, and Jokhang Temple, Tibet’s spiritual heart, revered for its

golden statue of the young Buddha.
