Alam Maritim wins Petronas contract Malaysian offshore vessel operator Alam Maritim has said today that it has recently received a letter of award from Petronas Carigali for the provision of splash zone structural repair and maintenance. The two year contract is effective from June 8, and includes a one year extension option.The contract is valued at around RM 6m ($1.6m). Earlier this year, Alam Maritim was award an umbrella contract from Petronas for the provision of spot charter marine vessels, joining the likes of Icon Offshore and Petra Energy. Double-digit volume jump puts NY-NJ on pace for record year

The Port of New York and New Jersey's container volume during the first half of 2015 rose 13.4 percent from a year earlier, putting the East Coast's largest port on pace to exceed its record 2014 volume. Between January and June, the port handled 3.1 million 20-foot-equivalent units. Loaded import containers totaled 1.575 million TEUs, up 13.1 percent. The port handled 279,038 TEUs of loaded import boxes in June, a 15.5 percent increase from June 2014. “We’re reaping the benefits of a strong regional economy and labor uncertainty on the West Coast,” said Port Commerce Director Richard Larrabee,. “Our challenge now is to find ways to more

efficiently handle the record volumes we’ve seen all year, and we’ve been working collaboratively with all port stakeholders to meet this goal.” Larrabee is retiring Sept. 1 after 15 years in which he oversaw the port’s 50-foot channel dredging, development of intermodal rail ramps, reconfiguration and expansion of port terminals, roadway improvements, and work on a long-delayed raising of the Bayonne Bridge, which is scheduled to be ready for larger ships next summer. His successor, Molly Campbell, former deputy director of the Port of Los Angeles, began work Monday. New York-New Jersey’s surge in cargo has been accompanied by cargo delays that led the port authority to create an industry-wide task force that produced 23 recommendations that the Council on Port Performance is working to implement. Many of those recommendations, including creation of a “gray” pool of interchangeable chassis, are still in development. This week the port authority checked off one item among the task force’s recommendations by

releasing a truckers’ guidebook designed to help drivers navigate terminals more efficiently. Surging import volume at New York-New Jersey and other East Coast ports is being accompanied by sharp increases in export of empty boxes. Empty TEUs for export rose 51.9 percent year-over-year in June and were up 30.5 percent during the first six months of 2015. In June, New York-New Jersey terminals loaded 165,483 TEUs of empties, compared with 115,991 TEUs of export loads. Six-month totals were 808,297 TEUs of empty exports, compared with 699,246 TEUs of export loads. The port’s ExpressRail intermodal rail terminals handled 257,103 containers during the first half of 2015, a 15.2 percent increase from a year earlier. June rail lifts totaled 45,681 containers, up 18.5 percent year-over-year.In addition to containers, the port handled 226,053 units of vehicles in January-June, a 31 percent increase from a year earlier. The increase was due partly to financial incentives the port authority began providing in 2014 to automakers who bring new or increased business to the port. Larrabee noted that the port’s growth has been accompanied by steps to reduce the port’s environmental impact. The port authority said that between 2006 and 2013, tons of pollutants emitted at the report have declined 33 percent despite a 7 percent increase in cargo. Pat Foye, executive director of the Port Authority of New York and New Jersey, praised Larrabee, and said the retired Coast Guard admiral is leaving the port on a high note. “He leaves the Port of New York and New Jersey with a strong outlook for continued growth in jobs and economic activity as the pre-eminent East Coast port,” Foye said. German sets Florida-to-Cuba speedboat record

A German businessman and power boating fanatic on Saturday broke a 57-year-old record for the fastest boat crossing between the United States and Cuba. Roger Klueh, 50, powered his "Apache Star" powerboat the 160km separating Key West and Havana, shattering a record that had stood since 1958. Klueh and his small crew piloted the high-tech speedboat between Key West and Havana in just under two hours. The boat was capable of top speeds exceeding 100 miles per hour.The earlier speed record, set by American Forest Johnson, was a comparatively leisurely six hours 23 minutes. Five months after that race, Fidel Castro and his band of rebels seized power from Cuban dictator Fulgencio Batista, the beginning of the downturn in US-Cuban relations and the end of boat competitions across the Florida Straits. Unplanned and Uncertified Lifting Operations

IMCA has issued Safety Flash to summarize key safety matters and highlight lessons learnt from an incident in which sub-contractors’ lifting operations had to be stopped due to several unsafe conditions. Sub-contractors were found using uncertified lifting equipment, and lifting slings were being used over sharp edges of vessel frames. Work was stopped by shore-based staff visiting the vessel.

It was found that:

•The crew and the sub-contractor personnel were unaware that they were engaged in potentially dangerous and inappropriate lifting practices; •The sub-contractor had conducted no planning or pre-job inspection; •Such risk assessment as had taken place, failed to consider all hazards, including the uncertified equipment and unsuitable position of lifting slings; •The sub-contractor’s supervisor was not present when the operation started; •Vessel crew failed to verify safety of job planning and certification of equipment when issuing the permit to work (PTW); •Vessel crew and contractors failed to exercise the stop work policy when work was conducted in an unsafe manner.

The following actions have been taken: •Stopped the job, held discussion with sub-contractor personnel and vessel crew; •After management review, fabricated and welded on a pad eye to facilitate safe lifting activities.

The following lessons were identified: •Proper task risk assessment should be conducted at the planning and implementation stages to ensure that all potential hazards are identified and all necessary and required safety precautions are put in place; •All equipment used for lifting operations should be properly certified and suitable; •All lifting equipment should be inspected before and after use, and certification status should be confirmed accordingly, before issue of PTW; •There should be appropriate control of sub-contractor's personnel. If there is direct management control of the operations of a sub-contractor, or if contractor management has a 'prevailing influence' over the operations of subcontractors, then the responsibility for safety generally remains with the contractor. DP World throughput up by 4.1% in first half of 2015

Terminal operator DP World handled 30.6m teu in the first half of 2015, up by 4.1% on the same period of 2014. Growth was highest in the Europe, Middle East and Africa (EMEA) region where throughput was up by 6.9% to 12.1m teu. In a statement, the operator claimed: “Encouragingly, Europe continues to show steady growth despite the difficult geopolitical environment.”

A more detailed breakdown of regional performance was not made available but over 60% of the company’s EMEA throughput is in the United Arab Emirates (UAE), much of it at the company’s flagship terminals in Jebel Ali, Dubai. In the UAE, the company’s volumes increased by 6% to 7.4m teu. The statement continued: “The Asia-Pacific and the Indian subcontinent region (APIS) delivered an improved performance in the second quarter and the recent capacity addition at Nhava Sheva (India) should provide further room for growth.” Throughput in the APIS region increased by 5.8% from 6.9m teu in the first quarter to 7.3m teu in the second quarter. Year-on-year, in the first half of 2015, the APIS region increased its throughput by 2.7% to 13.8m teu. The worst performing of the company’s three regions was the Americas and Australia, which was down in the first half by 0.1% to 3.5m teu. The company blamed this on “soft economic conditions”. The company has four terminals in Australia, six in Latin America and one in North America, in Canada. Company chairman Sultan Ahmed Bin Sulayem said: “We have made good progress with our new developments, with Rotterdam and Nhava Sheva now operational whilst Yarimca is on track for launch in the fourth quarter of 2015.” “Additionally,” he said, “the proposed acquisition of Fairview Terminal in Canada is expected to close in the second half of this year, which will enhance our America portfolio. Group chief executive Mohammed Sharaf said: “Operating a global portfolio focused on faster growing markets and origin and destination cargo continues to be the right strategy to follow.” Source : container magazine

The KNRM Schiermonnikoog based lifeboat KONING WILLEM 1 was commissioned in service November 11th,1999

De doop vond plaats tijdens de officiële jubileumviering van het 175-jarig bestaan van de KNRM in de Ridderzaal te ‘s Gravenhage. Een bijeenkomst op uitnodiging van het ministerie van V&W, waarbij Hare Majesteit de Koningin aanwezig was. De doopplechtigheid geschiedde via een audiovisuele verbinding tussen de Ridderzaal en de vissershaven van IJmuiden, waar de Koning Willem I te water lag voor het hoofdkantoor van de KNRM. Door middel van grote televisieschermen stonden beide locaties met elkaar in verbinding. Vandaar de term ‘teledoop’.De boot werd gebouwd bij scheepswerf Habbeké te Volendam. Koning Willem I heeft een grote betrokkenheid getoond bij het reddingwezen in het algemeen en de Redding Maatschappij in het bijzonder. Toen in november 1824 een oproep werd gedaan aan de Nederlandse bevolking om geld te geven voor een georganiseerd reddingwezen in Nederland, toonde Koning Willem I zich een groot voorstander.Hij pleitte daarbij altijd voor één reddingmaatschappij voor het hele land; iets dat pas in 1991 tot stand kwam. De koning liep zelfs voorop in de pogingen om ook de Vlaamse kust bij het reddingwerk te betrekken. Deze pogingen liepen op niets uit. Hoewel Koning Willem I vanaf het prille begin sympathie voor de Redding Maatschappij had, heeft hij nooit ingestemd met het verzoek van het bestuur om beschermheer te worden. Koningin Emma was de eerste die in 1891 toestemde. Prins Hendrik voldeed in 1907 aan hetzelfde verzoek,

Collision Report: Lookouts Weren't Looking The Australian Transport Safety Bureau has released its report into the collision between the container ship KOTA WAJAR and the yacht JULY last year, stating that neither vessel was maintaining a proper lookout at the time. At about 0419 on July 6, 2014, in clear visibility, the container ship collided with the yacht Blazing Keel in Moreton Bay, Queensland, Australia. The ship was southbound in the shipping channel while the yacht was crossing the channel in a southwest direction. The yacht suffered extensive collision damage but its watertight integrity was maintained. The

two people on board were not injured and the yacht safely returned to its marina. The ATSB found that no one on board either Kota Wajar or Blazing Keel saw or otherwise detected the other vessel before the collision. Neither vessel had maintained a proper lookout in accordance with COLREGS. The investigation found that Kota Wajar’s safety management system procedures requiring a dedicated lookout were not effectively implemented and a lookout was not posted. In addition, radar was not appropriately used. The high workload of the ship’s bridge team and local conditions, such as background lights ashore, were factors in not detecting the yacht. The investigation identified that the visual lookout kept by Blazing Keel’s crew was ineffective. Furthermore, the yacht’s night passage was undertaken without radar (which had been inoperable for 18 months).It was also found that Brisbane Marine Pilots’ standard passage plan and master-pilot exchange does not ensure that the ship’s bridge team is provided adequate information with respect to local traffic and areas where attention should be paid to small craft. Kota Wajar’s managers, Pacific International Lines, Singapore, have advised the ATSB that action to better implement safety procedures with regard to posting a lookout was being taken. Brisbane Marine Pilots has advised the ATSB that its standard passage plan has been amended to clarify responsibility for maintaining a good lookout by sight and radar. Bridge team engagement and communicating small craft interaction will be emphasized through the master-pilot-bridge team exchange. The pilotage company has also decided to review and amend its pre-arrival information for masters to emphasize the small vessel interaction risk.In response to the continuing safety issue around maintaining an effective and proper lookout when navigating in Australian waters, the ATSB has issued a safety advisory notice to the masters, owners, operators and skippers of all vessels. Over the past 26 years, investigations into 41 collisions between trading ships and small vessels on the Australian coast have identified that maintaining a proper lookout, using all available means in accordance with the COLREGS, is paramount to preventing collisions. Vietnamese fishermen say attacked by 3 Chinese ships off Hoang Sa (Paracels)

A Vietnamese fishing boat from the central province of Quang Ngai was operating in the Vietnamese waters in the East Vietnam Sea on Friday when it was reportedly attacked by three Chinese ships, local authorities said. These Chinese ships got close to the QNg 96507 TS, with 16 fishermen on board, when it was fishing off Vietnam’s Hoang Sa (Paracel) archipelago, the authorities of the province’s Ly Son District said on Saturday, citing a report from the attacked boat’s captain, Nguoi Lao Dong (Laborer) newspaper reported. Crew members of the foreign ships, which were in white and coded with 46102, 45101 and 37102, got on board the local boat, with AK assault rifles and electric batons in their hands, said captain

Nguyen Loi. These Chinese then beat a number of the fishermen with their weapons, causing injuries to them, Loi said. The foreigners also smashed navigation equipment and fishing tools on the local ship, and took away all the aquatic products from it. Many fishermen had managed to photograph the illegal acts of the foreigners during their attack, Loi said.After the attackers left, the fishermen repaired their ship and returned to An Hai Commune, Ly Son District, he added. After receiving a report from the An Hai Commune Fisheries Trade Union, the Vietnam Fisheries Trade Union (VFTU) on Friday evening issued a statement vehemently objecting to the attack as well as recent other attacks by Chinese ships on Vietnamese fishermen operating in Vietnamese waters. The VFTU demanded that Chinese authorities take measures to stop such wrongful acts that have affected normal operations of Vietnamese fishermen and seriously threatened their lives and property. The VFTU also requested that relevant Vietnamese agencies investigate aggressive actions Chinese ships direct at Vietnamese fishermen, and take effective measures to protect lives and assets of fishermen. The Friday attack is the latest in a series of similar cases that have happened to Vietnamese fishermen and their vessel in recent times. On July 9 night, a fishing boat coded QNg 90559, also from Quang Ngai, was reportedly scared away and sank by two Chinese vessels when the local vessel was fishing off Hoang Sa (Paracels) with 11 fishermen on board, local authorities said. The Chinese ships approached the local vessel, directed high-powered lights at the Vietnamese boat and used loudspeakers to demand it to leave the waters, said Truong Van Duc, the boat owner. Duc ran his ship away, fearing a possible attack, but was run after by the foreign ships, which eventually rammed the fishing boat to sink at 11:00 pm, according to the report. The Chinese ships then left the scene, leaving all the 11 fishermen floating at sea while clinging to the lifebuoys from their sunken ships. The fishermen were rescued and taken ashore after several other Vietnamese fishing boats found them at about 2:00 am on the next day. Source: tuoitrenews

Afgelopen zaterdag had de Texelse reddingboot CORNELIS DITO een....... reddingboot op sleeptouw! Deze niet alledaagse combinatie vertrok zaterdag morgen uit de haven van Oudeschild-Texel. De ANNA DOROTHEA van station Lemmer was bij de Fa. Betsema op Texel voor groot onderhoud. Daarbij zijn de twee motoren gedemonteerd. Het casco moest vervolgens naar de werf van

scheepsbouwer Habbeké in Volendam. En dat was een mooie klus voor de Texelse bemanning, die vanmorgen de ANNA DOROTHEA van Texel naar Den Oever heeft gesleept. Port State Crackdown Targets Enclosed Space Safety

Around 10,000 ships will be inspected in a new CIC (concentrated inspection campaign) aimed at ensuring that effective procedures and measures are in place to safeguard seafarers when entering and working in enclosed spaces. The maritime authorities of the Tokyo and the Paris Memoranda of Understanding (MoU) on Port State Control will hold the joint Concentrated Inspection Campaign (CIC) on Crew Familiarization for Enclosed Space Entry between September 1, 2015 and November 30, 2015. The aim of the CIC is to and to check compliance with the applicable requirements of the SOLAS Convention.The ship's procedures and measures that are in place with respect to enclosed spaces will be checked in detail for compliance with the requirements of SOLAS during a regular Port State Control inspection, conducted under the new inspection regime (NIR) within the Tokyo and Paris MoU regions.Port State Control Officers (PSCOs) will use a list of ten selected questions to establish that crew members with enclosed space duties are familiar with relevant equipment and have received training to carry out their duties and identify and understand the hazards associated with entry into enclosed spaces. Additionally there are questions aimed at gathering information about the existence of measures in place to test the atmosphere of an enclosed space to confirm it is safe to enter and remains safe whilst persons are within the space.If deficiencies are found, actions by the port State may vary from recording a deficiency and instructing the master to rectify it within a certain period of time to detaining the ship until serious deficiencies have been rectified. In the case of detention, publication in the monthly detention lists of the Tokyo and Paris MoU web sites will take place.The results of the campaign will be analyzed and findings will be presented to the governing bodies of the MoUs for submission to the IMO. A ship fell foul of new sulphur rules in Norway, hit with a NOK100,000 ($12,200) fine, just eight days after the ruling became law. The general cargo ship, SARDIUS (5,265 dwt; built 2011) was found to be using fuel containing 13 times the new legal sulphur limit this January, just days after the new emissions control area (ECA) covering Northern Europe came into being.The vessel is owned by Dutch outfit Bock Maritiem. Since then Norwegian authorities have found at least three other ships using the wrong fuel, but SARDIUS was the first to be named and shamed as well as fined. Source : Splash 24/7

Two modules were delivered on 22 July and will be installed on a Floating Production Unit (FPU) built by Hyundai Heavy Industries, a statement of SOE said on 30 July. The FPU was ordered by Total for deployment at the Moho Nord field off the coast of the Republic of the Congo.

SOE won the module order in February 2014, which was the first subcontract that Total had ever awarded to a Chinese shipyard. Simon Liang, chairman and CEO of SOE, said that China attracts American and European petroleum companies as the country has advantages in labour costs, with comprehensive manufacturing capabilities being continuously improved. Livestock carrier ablaze off Crete In yet another tragic accident involving livestock carriers, the Panama-flagged Nabolsi 1 (1,405 dwt; built 1972) caught fire last Saturday while on transit from Beirut to Alexandria. The fire took place off Lerapetra, on Crete’s southern coast. No reason for the fire has yet been given and the scale of the damage is not yet known. The Greek Coast Guard and nearby NATO vessels were deployed to put out the fire. The very old ship is owned by Greece’s RJA Group. This is the third livestock carrier incident in recent months. On May 15, a livestock carrier caught fire in Indonesian waters. The Indonesian-flagged ship, Asia Raya (built 1985), was carrying 634 cows. A fire broke out after the ship had left Kupang port in West Timor and was five miles from the port, heading for East Kalimantan. On July 12, another livestock carrier sunk off the coast of the Gulf of Aden with all animals perishing and two of the 29 crew still missing. The more than 30-year-old ship was en route from Somalia to the United Arab Emirates when it sank in rough seas. It was believed to be carrying more than 3,000 animals.All three ships involved were all over 30 years old. Legislation Introduced to Lift Cuba Embargo A new piece of legislation, the Cuba Trade Act of 2015, was introduced in Congress Tuesday that aims to lift the Cuba embargo and allow for U.S. businesses in the private sector to trade freely with Cuba, while prohibiting taxpayer funds to be used on promotion or development of this new market. The legislation was introduced by Congressman Tom Emmer (R-Minn.) and Congresswoman Kathy Castor (D-Fla.), along with Congressmen Abraham, Amash, Boustany, Ribble and Sanford.

“Today marks a new and exciting chapter for the U.S. - Cuba relationship,” Emmer said. “The American people overwhelmingly support lifting the Cuba embargo. Along with the Cuban people, Americans are ready for a fresh start and new opportunities for increasing trade, advancing the cause of human rights and ushering in direly needed reforms. India: Tax on freight The situation

The Indian Income Tax Act 1961 in its section 172 deals with "Shipping business of non-residents". Section 172 of the Act applies "for the purpose of the levy and recovery of the tax in the case of any ship, belonging to or chartered by a non-resident, which carries passengers, livestock, mail or goods shipped at a port in India" (Section 172 (1)).

Pursuant this provision, freight and demurrage earned (or deemed earned) in India is taxable. For this purpose, it is irrespective whether freight is 'prepaid' or payable at a later stage. The mere fact of cargo being loaded in India against payment of freight suffices for the application of this provision. The tax is primarily the liability of the party on whose account the goods are loaded, i.e. the carrier.

Exemption

Section 172 of the Income Tax Act 1961 does not override individual Double Taxation Avoidance Agreements ("DTAA") India might have with foreign countries. Therefore, if a company liable for income tax under section 172 of the Income Tax Act is situated in a country that has entered into a DTAA with India, it may apply for exemption from such tax. In order to apply for exemption, the terms of the DTAA between India and the respective foreign country have to be complied with. Such terms might require a large number of documents to be executed, legalised and submitted to the relevant Indian authorities in, well in advance.

Advice

Members, whether owners or charterers, who are "non-residents" for the purpose of Section 172 of the Income Tax Act 1961, will be subject to this tax.It is recommended that members familiarise themselves with the applicable regulations as well as with a possible exemption, when considering to perform such voyage(s). The procedure for exemption might differ from port to port and members should liaise with their local agents in this respect; further assistance from lawyers and/or accountants may be required.Also, such tax may lead to arguments or even disputes under the charterparty and members are advised to consider the issue before agreeing the contract. Cabotage Policies in India: India’s Growing Role in International Trade

Marine transport in India has evolved considerably over the past few years to become an integral component of India’s economic development. Fuelled by the strong growth of its domestic industry, India is rapidly cementing a position as a key player in the maritime sector globally.The country’s focus on strengthening the domestic maritime industry, and its role in supporting broader economic goals, is highlighted in the National Maritime Agenda (the Agenda) developed by the Indian Ministry of Shipping and Transport. Among other things, a key objective of the Agenda is for India’s total foreign trade to account for 5% of global market share by the year 2020. This target is in line with the present Government’s wider policy of economic reforms, including the recently released Foreign Trade Policy that, along with a range of reforms of export policy and procedure, includes a commitment to nearly double exports by 2020 to $900 billion.

Traditionally the movement of goods by sea in India has reflected relatively higher total annual imports compared to total exports. In terms of its Balance of Trade (total exports less total imports) India has recorded an average trade deficit of USD -1997.94 Million from 1957 until 2015 with a total trade deficit of USD -10,406.20 Million as at May of

2015.It is apparent that coastal shipping will be integral to the growth of the Indian economy generally and, specifically, the achievement of the nation’s ambitious trade targets.

The current position on Cabotage in India:

Cabotage refers to shipping along coastal routes between foreign sea ports, and also to the restriction on the operation of vessels between sea ports within a particular country.

The Indian Cabotage rules are contained in Sections 406 and407 under Part XIV of the Merchant Shipping Act 1958 (the Act). In summary, pursuant to these Sections only Indian flagged vessels or vessels chartered by an Indian citizen or company, operating under a licence granted by the Director General of Shipping (Director General), can carry cargo from one Indian port to another Indian port. Foreign flagged vessels are permitted to carry cargo only if Indian flagged vessels are not available.

Three distinct types of license may be granted by the Director General: •A general licence; •A licence for the whole or any part of the coasting trade of India; or •A licence for a specified period or voyage

When granting a licence the Director General has the power to prescribe a specified period of validity and licence conditions.It is important to note that these Sections do not provide for an absolute Cabotage regime since the discretionary powers granted therein are limited to of the provision of licenses by the Director General to Indian vessels with the caveat that the carriage of cargo by foreign vessels is permissible in certain circumstances where an Indian flagged vessel is not available.

Is there an appetite for a change in the rules?

Industry bodies such as the Indian National Shipowner’s Association (INSA) have suggested that the absence of a regime that supports absolute Cabotage in India is a major reason for low investment in coastal shipping. Consequently INSA has opposed any relaxation of current Cabotage law by arguing that this move would potentially undermine the position of the domestic shipping industry in coastal trading. However, recent economic reforms have triggered a high rate of economic growth in India in which has, in turn, significantly increased demand for the transportation of goods. At demand is mostly serviced by rail and/or road transport systems with shipping transport servicing merely 8 – 9% of total current demand.In coastal shipping, the passage of goods in both directions is not equal. This leads to imbalance; the cargo movement pattern is dependent on the production and availability of goods, demand and the distance separating production centres from the points of destination of those goods. As the cargo carrying capacity of ships is several times greater than that rail and road transport, coastal shipping offers the benefit of relatively lower transport, operation and logistics costs. However, given the shortage of coastal shipping services by Indian companies, there is mounting pressure to allow foreign-registered ships to carry cargo on coastal routes, for example from Indian textile entrepreneurs who argue that the current Cabotage restrictions hamper the transportation of raw materials by sea, thus pushing up textile transportation costs. There is also mounting support for a more relaxed approach to Cabotage to facilitate greater transhipment through Indian ports. Currently, over 27.4% of India’s export/import cargo is transshipped at foreign ports. Shipping lines from Colombo are free to feeder in and/or out the containers to any Indian ports without any hindrance. This has made Colombo the preferred hub port in the region and even means that Indian ports are losing out to ports like Dubai and Singapore when it comes to transhipment.The suggested need for a more relaxed approach to Cabotage regulation in order to facilitate greater transhipment through Indian ports was summarised by the Director General of Shipping himself who recently made a recommendation in the draft Coastal Shipping Policy that “a nuanced approach towards trans-shipment cargo would require opening it up to foreign flags in order to boost containerisation and the requisite infrastructure and practices”.Many argue that the Cabotage restrictions are also adversely affecting the growth of one of India’s finest transhipment terminals, the International Container Transhipment Terminal (ICTT) at Vallarpadam in Cochin. The ICTT has been subject to more relaxed cabotage rules but many feel that more such ports are now required and that more reform is needed along similar lines.

The Future of Coastal Shipping in India:

In its opposition of any proposed relaxation of Cabotage in India, INSA has argued that foreign liners (who would invariably benefit from the relaxation of regulation of their participation) are motivated by short term interests and that Indian shipping companies are better equipped to meet the expected increase in demand for more feeders. It is suggested that that any relaxation of Cabotage rules could hamper the growth of Indian coastal shipping. Indian shipping companies are, however, unlikely to have sufficient vessels to meet the country’s growing coastal shipping demands which would require the domestic industry to somehow dramatically increasing its volume of container ships.As a result, many argue that relaxation of existing Cabotage restrictions would help to promote the

shipping trade in India.It appears that the solution to this quandary is likely to come from seeking a balanced solution; the Indian government reportedly plans to seek a relaxation of the Cabotage rules whilst avoiding undue hardship to the Indian shipping sector, possibly by providing tax incentives to them. Tijdens een persconferentie op 5 mei 2015 maakten de Antwerpse schepen voor stadsontwikkeling Rob Vandevelde en zijn collega voor cultuur Philip Heylen bekend dat het Antwerpse stadsbestuur een nieuw maritiem museum zal realiseren op het Droogdokkeneiland tussen de Schelde en het Kattendijkdok. Het zgn. belevenismuseum zal een nieuw museumgebouw en een actieve scheepsbouwwerf in openlucht omvatten. Het wordt gecombineerd met een nieuw uitwaaipark langs de Scheldedijk. In het museum is o.m. plaats voor de Doelse Kogge (het wrak van een middeleeuws vrachtschip) en voor de collecties varend erfgoed van de stad en de Vrienden van het Nationaal Scheepvaartmuseum. De Stad Antwerpen mikt op een investering van 13 à 17 miljoen in het museum alleen. Voor de realisatie is te rekenen met een termijn van een tiental jaar. Watererfgoed Vlaanderen heeft gedurende meer dan 5 jaar constructief campagne gevoerd om het politieke taboe rond een nieuw maritiem museum te doorbreken en ziet de beslissing van het stadsbestuur dan ook als een bekroning voor zijn volgehouden inspanningen. Sinds 2009 ondernam Watererfgoed onafgebroken actie voor o.m. het behoud van de wegrottende Doelse Kogge, het behoud van belangrijke oude Antwerpse haventuigen, de oprichting van nieuwe maritieme musea en de verbetering van het Vlaams Decreet Varend Erfgoed. Ook heeft Watererfgoed getimmerd aan een ruimere politieke bewustwording en een breder publiek draagvlak rond scheepvaart-, haven- en ander watererfgoed. Tijdens de persconferentie zetten beide Antwerpse schepenen de bijdrage van Watererfgoed overigens uitdrukkelijk in de verf. Waar schepen Heylen uit ervaring verklaarde dat de realisatie van een museum inderdaad een tiental jaar in beslag neemt, voegen wij daar graag aan toe dat daarvóór nog eens vijf jaar nodig is voor het rijp maken van de geesten... In dit laatste konden wij alleen slagen dankzij de enthousiaste krachtenbundeling van onze vele leden en de steun van de sponsors van onze acties, waaronder de twee maritieme museumavonden en ons museumboek. Container ships collided in Port Klang, Malaysia Container ships MOL EMPIRE and NORTHERN DEMOCRAT collided in Westport harbor at Port Klang, Malaysia. The accident happened during maneuvering for berthing at the quay. After the accident several containers fell overboard and one shore crane was damaged. The reason for the accident was higher speed and strong wind, which caused drifting of the container carrier MOL EMPIRE over the already berthed NORTHERN DEMOCRAT, which was performing cargo handling operations at same time. The both ships are slightly damaged, but without any problem for stability and seaworthiness. There are no injured seamen and dockworkers during the collision. The both vessels were detained for inspection and until further investigation.The container ship MOL

EMPIRE (IMO: 9407160) has overall length of 294.00 m, moulded beam of 32.00 m and maximum draft of 11.00 m. The deadweight of the vessel is 67,000 DWT and the gross tonnage is 54,940 GRT. The ship was built in 2010 by Hyundai Heavy Industries in their shipyard in Ulsan, South Korea. The container ship NORTHERN DEMOCRAT (IMO: 9391787) has overall length of 230.00 m, moulded beam of 32.00 m and maximum draft of 10.50 m. The deadweight of the vessel is 41,986 DWT and the gross tonnage is 36,007 GRT. The ship is owned by Norddeutsche Reederei and built in 2009 by Shanghai Shipyard. Source : Maritime News

Warner at Norfolk ceremony The Navy on Saturday commissioned the USS John Warner, adding a 12th Virginia-class submarine to the fleet and

celebrating the legacy of its namesake, the retired senator who was hailed as a statesman. Warner represented Virginia in the U.S. Senate for 30 years and became an influential voice on defense policy. The former third class petty officer who served in World War II and later as a Marine in the Korean War watched as sailors ran onto the boat during the ceremony at Naval Station Norfolk. Warner's wife, Jeanne, who served as ship's sponsor, spurred the crew

to action with the command: "Man our ship and bring her to life." Like other Virginia-class subs, the Warner was built in a teaming arrangement between Newport News Shipbuilding, a division of Huntington Ingalls Industries, and General Dynamics Electric Boat of Groton, Conn. The two shipyards are the sole builders of nuclear-powered submarines for the Navy. The two shipyards each build components of the submarines and alternate on final assembly and delivery to the Navy. At a time when the military faces criticism for cost overruns on weapons programs, the Navy considers this partnership to be one of its success stories. Cost has come down over the life of the Virginia-class program, and the submarines are delivered faster. The Newport News shipyard delivered the Warner more than two

Jonathan Greenert, the chief of naval operations, gave the keynote address and talked about the U.S. advantage in undersea warfare. It's an advantage the Navy must not lose, he said. Talking later with reporters, he was asked if China or Russia is the bigger threat."They are each building formidable fleets," he said. "We just need to maintain our technological advantage and the efficiency of our crews." Asked about pending layoffs at Newport News Shipbuilding — around 1,500 jobs could be cut through next year — Greenert said "layoffs are a fact of life," and it depends on which skill sets get hit. The Navy is working closely with private shipyards such as Newport News to see if its workforce can help when the Navy's public shipyards, such as Norfolk Naval Shipyard, face high demand. The man picked to succeed Greenert is Adm. John Richardson. He heads the nuclear Navy as the director of naval reactors. "No doubt about it, this is a dream come true," he told the crowd. "But I know not everybody is celebrating today." He was speaking of "those who have no respect for borders, or the rule of law or basic human rights" and called the USS Warner "a nightmare to our enemies." The Navy considers its Virginia-class boats as the most modern and sophisticated attack subs in the world, with the ability to operate in the deep ocean and closer to shore, and packing a varied arsenal. USS Michigan Returns to the Pacific Northwest

INDIAN ISLAND, Wash. - The Ohio-class guided-missile submarine USS Michigan (SSGN 727) returned home to the Pacific Northwest Aug. 1, following a 20-month deployment in the Western Pacific. Since its departure in December 2013, Michigan was forward deployed to Guam, where it conducted surveillance, training and other critical missions in the U.S. 7th Fleet area of operations. “During the deployment, the ship supported multiple Commander, Task Force 74 priority areas with four great liberty ports including Singapore, Philippines, Republic of Korea and Japan,” said Capt.

commanding officer. This was the first time Michigan had ever conducted a change of command ceremony in Japan. Michigan also worked with partners from the Republic of Korea Navy (ROKN) in Busan and visited Singapore’s Changi Naval Base to build and maintain maritime partnerships. The rotating crews swapped five times throughout the deployment. Michigan (Gold) crew was the recipient of the 2014 Command Submarine Force, U.S. Pacific Fleet Battle Efficiency Award (Battle E) while forward deployed. The Battle “E” is an award of merit presented to the most proficient submarine crew in each squadron. This signifies Michigan’s sustained superior technical performance and combat readiness throughout the year. “Keeping a submarine as complex as Michigan deployed for over 20 months is a challenging feat and demonstrates the remarkable skill and capability of our submarine Sailors,” said Capt. Joe Turk, Michigan Blue crew commanding officer. “The crew excelled in all mission areas, but as exciting as operating in the Western Pacific is, nothing beats returning home to see our families welcoming us on the pier.”The ship is scheduled to begin a Major Maintenance Period at Puget Sound Naval Shipyard and Intermediate Maintenance Facility. Major Maintenance Periods are part of a ship’s normal operating cycle and occur after the submarine has been forward deployed for over 12 months.“Following a long arduous deployment, a much needed long-term maintenance will assist the ship in maintaining excellence in its last 10 years of life,” said Pearson. Russia’s New Naval Strategy 26 July was Navy Day in Russia. It was on that day that the Russian Ministry of Defense issued a forty-six page document on Russia’s new naval strategic plan. The Deputy Prime Minister, Dmitry Rogozin stated that Russia will continue to look towards the Black Sea, the Mediterranean Sea, the Arctic, and the Atlantic. To that end, materiel procurement plans were laid

out to bolster the centers of strategic import. In secondary regions, such as the Indian Ocean, and the Pacific Ocean, a more cooperative stance was given with regional partners. The strategy states that Russia’s annexation of Crimea and its naval base of Sevastopol will be used to project its forces into the Mediterranean.

Deputy Prime Minister Rogozin stated that there will be an “accent put on the Atlantic and the Arctic”. Russia considers the expansion of NATO throughout the Atlantic unacceptable. The document states, “The determining factor in relations with NATO remains the alliance’s unacceptable plans to move military infrastructure towards the Russian Federation’s borders and attempts to assume global functions”. During the Cold War, the Atlantic was seen as one of the future hot-spots. With NATO’s continued expansion to former Warsaw Pact countries, it seems that the current strategy is nostalgically hearkening to a time of nearer parity. Whereas with the United State’s rebalancing to Asia, only 40% of naval assets will be deployed to the Atlantic whereas 60% will be deployed in Asia compared to an even

balance during the Cold War. On the issue of procurement, the emphasis of the Arctic necessitated the planned acquisition of a new fleet of nuclear powered icebreakers. This action, as noted in previous articles, is important due to the bonanza of resources that exist under the polar ice cap. The Russian Federation claims much of this territory, and thus plans on it exploitation. Moreover, as the impact of climate change continues, oceanic cargo shipments will increase via the northern route. Russia may be able to benefit from transit fees and the concomitant economic development. They provision of icebreakers and developed ports along the northern shore of Russia thus will have a dual purpose, servicing military as well as civilian needs. Seven additional Borei-class Ballistic missile submarines are planned for construction in addition to the the three currently deployed. These will be deployed to the southern hemisphere for long-term patrol after a twenty year hiatus. Despite the budgetary resources allocated to the navy, naval yards as well as the Soviet military-industrial production chains, many of which cross Ukraine, will be a hindrance to success. To improve its standing in the Black Sea, the document states that Russia intends to “develop infrastructure” in the newly annexed territory as well as on the Russian mainland. These actions continue in the light of low energy prices. On 31 July, the Russian Central Bank lowered rates by a half of percent to eleven percent again in the light of anemic growth. Vietnam holds flag-hoisting ceremony for new Russian-made Kilo-class submarines

Last Saturday the Vietnam People's Navy organized the ceremony at Cam Ranh Military Port, located in Khanh Hoa Province, to mark their admission of the two Kilo-class subs, HQ 184-Hai Phong and HQ 185-Khanh Hoa.The HQ-184 Hai Phong is 73.8 meters long and 9.9 meters wide. It has a displacement of 3,000-3,950 tons and an operation range of

6,000-7,500 nautical miles.The vessel can travel at 20 nautical miles per hour and operate for 45 consecutive days with a crew of 52 members at an average depth of 240 meters, which can be extended to 300 meters at most. The Saturday ceremony was attended by high-ranking officials from the Central Committee of the Communist Party of Vietnam, the Vietnam People's Navy High Command, and officers and soldiers of the Navy’s Brigade 189. The two vessels will be handed over to the brigade. Addressing the ceremony, Rear Admiral Pham Hoai Nam, Commander of the Vietnam People’s Navy, noted that these hi-end submarines will mark a new development stage of the Vietnam People’s Navy in particular and the Vietnam People’s Army in general. The vessels will contribute greatly to safeguarding the country’s sovereignty over its seas and land, Rear Admiral Nam stressed.The two vessels are the third and fourth of the six 636 Varshavyanka (Kilo)-class submarines that Vietnam contracted to buy from Russia when Prime Minister Nguyen Tan Dung visited the country in 2009. Under the contract, worth nearly US$2 billion, all six submarines are to be built at the Russian Navy’s Admiralty Verfi Shipyard, according to news website Dat Viet (Vietnam Land).The first submarine of the order, HQ-182 Hanoi, was delivered to Vietnam on December 31, 2013, while the second – HQ-183 Ho Chi Minh City – arrived on March 19, 2014. The four Kilo-class submarines are currently docked in line at Cam Ranh. The fifth sub, HQ 186-Da Nang, was launched on December 28, 2014 and is being test-run.The last of the six, HQ 187-Ba Ria-Vung Tau, started being built on May 28 last year. STI continues fleet expansion For the second quarter of this year, Scorpio Tankers’ (STI) reported an adjusted net income of $57.5 mill, or $57.6 mill, including an unrealised gain on derivative financial instruments, compared with an adjusted net loss of $11.2 mill in 2Q14. The 2014 loss excluded a gain of $10.9 mill, due to the acquisition of 7,500,000 common shares of the company in exchange for 3,422,665 shares of Dorian LPG. Including these items, the net loss was reduced to $0.6 mill. For the six months of this year, STI's adjusted net income was $96.8 mill, which excluded a gain of $2 mill, related to the closing of the sales of ‘Venice’, ‘STI Harmony’ and ‘STI Heritage’ and an unrealised loss on derivative financial instruments of $0.5 mill.Including these items, the net income was $98.3 mill.The adjusted net loss was $9.4 mill for 1H15, which excluded a gain of $51.4 mill, resulting from the sales of seven VLCCs under construction; a gain of $10.9 mill, resulting from the acquisition of 7,500,000 common shares of the company in exchange for 3,422,665

shares of Dorian; a write-off of $0.3 mill of deferred financing fees and an unrealised gain on derivative financial instruments of $0.1 mill. Including these items, the company had a net income of $52.8 mill.This week, STI reported an order for two MRs and two Handymax product tankers from Hyundai Mipo Dockyard. The contract price for the MRs was about $34.5 mill each, and these vessels are scheduled for delivery in the first and second quarters of 2017. The contract price for the Handymaxes product tankers was around $32.5 mill each, and these vessels are scheduled for delivery in the second and third quarters of 2017.As part of the agreements, STI holds options to construct up to six more MRs and six more Handymaxes with fixed delivery dates and at fixed prices. Thus far in the 3Q of this year, STI’s LR2s have been fixed at $38,000 per day TCE, the LR1s at $27,000 per day, the MRs at $25,000 per day and the Handies at $21,500 per day.During the period, STI also reached an agreement to purchase a 2014 built MR for about $37.1 mill. The vessel is expected to be delivered in August 2015. In addition, the company also agreed to purchase an LR2 that is currently under construction at Daehan Shipbuilding for around $58.5 mill. This vessel is scheduled to be delivered in August 2015 whereupon STI will bareboat charter-in the vessel for $10,000 per day for up to nine months, taking ownership at the conclusion of the bareboat charter. Another newbuilding MR was purchased, which is currently under construction at HMD, for about $37 mill. This vessel is scheduled to be delivered in September 2015. STI also reached agreements to purchase four LR2s under construction at Sungdong Shipbuilding and Marine Engineering Co and DHSC for about $60 mill each. During 2Q15, STI took delivery of 11 vessels under the company's Newbuilding programme - five LR2s and five MRs and one MR in July, 2015.Several other vessels were chartered-in.The company also agreed to sell its shareholding in Dorian LPG to two separate interests (see last week’s news).In July 2015, STI executed a term loan facility with ABN AMRO Bank and DVB Bank for up to $142.2 mill to partially finance four LR2s.At the end of June 2015, the Handymax ‘STI PIMLICO’ was involved in a collision with a cruise vessel in the Dardanelles Strait in Turkey. There were no reports of injuries on either vessel, however, ‘STI Pimlico’ sustained damage.The incident and the costs to repair are currently under investigation. However, the company said that it expected these costs to be covered by insurance, less customary deductibles.
