MacGregor wins AHTS equipment order from Marco Polo

MacGregor, part of Cargotec, has secured a contract with the Marco Polo Shipyard Pte Ltd facilities in Batam, Indonesia, to supply deck equipment for two 76-m (49-ft), 9,000-kW anchor handling tug supply (AHTS) vessels with bollard pulls of 150 metric tons (165 tons), to be constructed for Marco Polo Marine. There are options for two further vessels. Each shipset includes a high-pressure windlass/mooring winch, tugger winches, capstans, storage reels, and hydraulic power packs, along with a telescopic provision crane. Each vessel will also be equipped with a 300-metric-ton (331-ton) low-pressure anchor handling/towing (AHT) winch with a 400-metric-ton (441-ton) brake-holding capacity, along with its hydraulic power pack. The AHT winches would be fitted with friction clutches that allow quick release within three seconds, significantly increasing the safety during anchor handling and towing operation. The first shipset is scheduled for delivery between March and June 2015; the associated vessel is expected to be delivered in 1H 2016. The shipset for the second vessel should be delivered between July and September 2015, with the vessel due for delivery in 2H 2016.

Roxtec wins a major contract to supply one of the largest oil sea developments

in the North Sea Cable and pipe seal manufacturer Roxtec has won a major contract to supply one of the largest and deepest oil sea developments in the North Sea, the company said in its press release. Roxtec's UK and Korean operations are working with global petroleum giant BP on its offshore oil and gas project called 'Quad 204' where it is building a new floating, production, storage and offloading (FPSO) unit. The unit will be located approximately 80 miles west of Shetland, in Scotland. The Quad 204 is being built by Hyundai Heavy Industries in South Korea, the largest shipyard in the world. It will replace the existing 'Schiehallion' FPSO and include an extension of a subsea system with new and replacement flow lines, new and replacement risers and 14 wells in addition to the 52 existing ones.

Roxtec UK managing director Graham O'Hare said the firm's deck seals are being used on the hull and top sides of the project and also in the living quarters. He said: "We are working in partnership with the yard to supply a range of bespoke products which will seal stainless steel tubes. Our seals were chosen because maintenance of them is quick and simple and they will be easy to upgrade in future renovation work. "Our Lloyds-approved, watertight seals will protect vital equipment on this production platform against salt water ingress which can be so damaging if cables are not properly sealed. "The new FPSO was designed in the UK, is being constructed in South Korea and hook-up and commissioning will take place upon arrival in the North Sea. As a global company, we can provide support to the project from our bases in the UK and South Korea for the lifespan of this project. The Quad 204 is designed to operate in harsh weather conditions and, once it has been completed, is expected to produce 130,000 barrels of oil and more than 2 million cubic meters of gas a day.

The facility will also provide storage capacity for more than 1 million barrels of oil with construction due to be completed in summer 2014 and oil production commencing by 2017. Mr O'Hare said he is seeing Roxtec's products being used more frequently in the oil and gas sector. Currently there are at least forty offshore assets under construction worldwide using Roxtec’s sealing solution, and it is pleasing that a number of these are taking place in the North Sea. "Because we are a market leading company with an international presence, we are perfectly placed to advise and supply these types of projects which involve multiple geographical locations." Re-floating top 'risk' in Concordia liner salvage operation

Director says remainder of trip to Genoa uncomplicatedRe-floating top 'risk' in Concordia liner salvage operation

The main risk in moving the Costa Concordia from Giglio Island to Genoa for salvaging will be during the first day of refloating the cruise liner, Nick Sloane, director of the salvage operation, said Wednesday. "Whether the convoy passes

north or south of Giglio Island makes no difference," he added, "we probably will choose the route the day before leaving, according to the weather and sea conditions". The Concordia slammed into a reef off the island of Giglio in January 2012 and capsized, killing 32 people. "The real risk? The re-floating. But only the first day. The rest doesn't worry me," said Sloane, who is working with the Titan Micoperi salvage team. The "definitive" decision to begin re-floating will be taken by the "commander of the leading tug in the convoy after listening to my opinion as senior salvage master," he added. "Based on my experience there are no great risks to take the Concordia to Genoa by sea. Not in

this period. July and August are the best months. It would have been different in January or February. "The weather and sea conditions then are more complicated and the risks would be increased. Now no, the greater risks are of other kinds. "The"most critical phase is the initial one, starting the refloating. We can expect a couple of difficult days. The first day will be the most complicated when we have to refloat the wreck for the first time, lifting the ship for the first two metres. We will be on board to follow all the operations". "That is the moment that worries me most also because it is an operation that has never been attempted before. Once that obstacle is overcome, however, the voyage will not present any special complications," Sloane said. Source : gazzettadelsud.

Fowey hosts 18th annual RNLI ex-lifeboat rally

Former lifeboats from all over the South West were in Fowey at the weekend as the town hosted its 18th annual RNLI ex-lifeboat rally. The rally gives the public an opportunity to look around the former lifesaving vessels and to meet the owners who have lovingly restored them to their former glory. Hundreds of people came along to enjoy the display, with boats moored at Berrill's Yard pontoon throughout Saturday before taking part in a procession in the river.

The rally coincided with National Armed Forces Day, with boats tooting their horns as a mark of respect for servicemen past and

present. Bob Harris, RNLI crew volunteer and one of the organisers of the event, said the rally had been a great success. "We had six lifeboats in the harbour - a few less due to the fresh winds on Friday," he said. "There were many hundreds of people who came along to see the beautiful vessels, including the Ryder whose crew rowed her around the harbour. "We'd like to say thank you everybody who helped put on the event, especially Fowey Harbour Commissioners and Mitchell & Webber for their donation of fuel." Mr Harris added: "The barbecue was a hit and we finished the day with a delicious supper in the Fowey Gallants Sailing Club."We look forward to doing it all over again next year!' Lifeboat drill safety Lifeboat drills have presented and continue to present challenges and risks, which need to be understood and appropriately managed. Regrettably seafarers continue to face the risk of injury and fatality as a consequence of problems arising from lifeboat release mechanisms and drills. The ATSB report 37-MO-2014-002 details a situation where a free fall lifeboat was inadvertently released during a routine inspection. A crewman was seriously injured during this incident. The preliminary ATSB report considers that the release mechanism was “not fully and correctly reset after it was last exercised”. This lead to the crewman releasing the lifeboat unintentionally and furthermore two simulation wires were found to fail below their safe working load. The ATSB investigation in to this matter continues, but it is important for vessels to continue to pay close attention to lifeboat drill safety ensuring that: lifeboat release mechanisms are properly checked and maintained crew have been trained in and understand the operation of the mechanism on the vessel they are serving on any maintenance or activity in relation to the lifeboat and its mechanism is undertaken in conformity with SOLAS and the vessel’s SMS having a working model of the lifeboat system on board, which crew can use for training purposes If any concerns arise with respect to the safety of any planned maintenance or drill, it will be prudent to stop and take stock of the situation rather than to proceed in circumstances where the continued safety of the activity can no longer be assured. Loss prevention materials The Association has previously advised members with respect to safety and lifeboat drills. Further, the Association has published a book on lifeboat release hooks, which can be obtained at Witherby Seamanship. Source: Skuld

Dutch company Offshore Wind Services (OWS), specialists in the provision of crew transfer vessels to the offshore wind industry have ordered a Damen FCS 2008. This is the company’s second vessel ordered from Damen this year.

Damen Shipyard Den Helder in the Netherlands will meet the specific requirements of the client. This

includes outfitting the vessel with a second generator set and offshore crane. She will also be painted in the company’s colours. The vessel is to be named OFFSHORE WADDENZEE. The order is notable for the speed with which

it is being handled. Jelle Meindertsma, Damen Sales Manager, explains: “The vessel has been ordered in June and will be delivered very quickly in August complete and ready to work.”

A Dutch project Mr Meindertsma emphasises the high level of Netherlands-based content in this project. “It’s as Dutch as clogs and cheese! A Dutch company has ordered a vessel that is being built at a Dutch yard,

to work on a Dutch offshore wind farm for another Dutch company, Van Oord.” The vessel is going to be working alongside two other OWS vessels on the construction phase of the Luchterduinen Offshore Wind Farm for Van Oord. Philip Woodcock, Operations Director at Offshore Wind Services, said,"We are looking forward to taking delivery of this new build vessel. The FCS 2008 is a very capable vessel for working on an offshore wind construction project close to shore like Luchterduinen. Damen's off-the-shelf approach ensures a rapid turnaround time, which helps us to meet our goal of providing our clients with first class service on time."

The order was signed after successful sea trials that took place in the Dutch North Sea at the Princess Amalia Offshore Wind Farm. The FCS 2008 has a Sea Axe hull that reduces slamming and ensures highest possible standard of crew comfort in a wide range of sea states. This is the second vessel ordered from Damen by OWS this year. The first, an FCS 2610, is currently being built in Singapore for delivery later this year. The FCS 2008 has been launched following the success of the FCS 2610 and is designed for situations when a smaller vessel perfectly meets project requirements.

Vietnam puts most advanced fisheries surveillance ship into operation amid sea

tension The Vietnam Fisheries Resources Surveillance Department received vessel KN 781, the largest and most state-of-the-

art fisheries surveillance ship in Vietnam so far, from the shipbuilder on Monday. This is one of the two largest ships of its kind that have been built by northern Quang Ninh Province-based Ha Long Ship Building Company, under the Ship Building Industry Corporation (SBIC), which is implementing a program to build steel-clad fishing boats on a pilot basis. The building of such ships has taken place after China deployed oil rig Haiyang Shiyou 981 and its escorting ships in Vietnamese waters in the East Vietnam Sea on May 1, violating Vietnam’s sovereign rights and jurisdiction over its exclusive economic zone and continental shelf. Ship

KN 981 is 90.5 meters long and 14 meters wide. It has a loading capacity of 500 tons and a displacement of 2,000

tons, and can operate continuously in a range of 5,000 nautical miles. The other ship, KN 782, which is under a test run, will be handed over to the department later this month, the shipbuilder said. Both ships have been designed by the Netherlands’ Damen Group in accordance with European standards, the shipyard said. During his visit to the shipyard early last month, Prime Minister Nguyen Tan Dung directed the shipbuilder to build 12 more ships for the Vietnam Fisheries Resources Surveillance Department. The Chinese vessels that are guarding the illegal oil rig have often rammed or fired their water cannons at Vietnamese vessels, including coast guard, fisheries surveillance and fishing boats. Such attacks have so far injured 15 fisheries surveillance officers together with two fishermen, as well as damaged 27 boats belonging to Vietnam’s marine law enforcement and Coast Guard forces and seven local fishing boats, the department reported. Boskalis and SAAM begin joint towage operations in Americas

Dutch dredging, marine and towage contractor Royal Boskalis Westminster (Boskalis) and SAAM SA (SAAM) have announced that they have created a joint harbour towage operation in the American Continent in Brazil, Mexico, Canada and Panama. The intended partnership, which is between SMIT, a wholly-owned subsidiary of Boskalis, and SAAM, a wholly-owned subsidiary of Sociedad Matriz SAAM SA (SM SAAM), was previously announced in September 2013 and all conditions to form the joint venture have now been fulfilled. The combined companies will operate under the name SAAM SMIT Towage (SST). The partnership consists of two underlying joint ventures, with a fleet of 100 tugs, operating in more than 30 port terminals in Brazil, Mexico, Canada and Panama. The total combined 2013 EBITDA of SST was US$100 million. Source : Dredging News Online

Dredging addresses sea bottom waste The Dredging International vessel Artevelde is working on the Fishing for Litter pilot project in the North Sea The Belgium based DEME Group subsidiary Dredging International has deployed its trailing suction hopper dredger 'Artevelde' to participate in the Belgian Fishing for Litter (FFL) project.

Photo : Jasper van Raemdonck (c) As part of the programme 'Working together for a waste-free North Sea', launched in 2012 by the Foundation for the Development of Sustainable Fisheries and Waste Free Oceans, several organisations have expressed their willingness to join forces to make a waste-free North Sea a reality. The Foundation for the

Development of Sustainable Fisheries SDVO, Waste Free Oceans WFO, DAB Vloot, DEME, the Directorate-General for the Environment, Ecodivers and Healthy Seas have joined as partners in the effort. The marine industry is confronted with increasing problems as waste on the bottom of the sea regularly causes disruptions to dredging works during stormy weather. The pilot project is being undertaken by the Artevelde, which currently carries out dredging works in Belgian waters and ports. The involvement of other ships of the company in the FFL project will be decided after evaluation of the results of the first six months. SDVO has again requested EKOL in Houthalen to manufacture benches from plastic waste collected from the sea. In collaboration with DAB Vloot the benches will be installed at the various ferries operating under DAB Vloot management. Another project component involves the preparation of communication materials, such as information boards, informing the passengers of the harmful effects of litter in the environment on a daily basis. In order to realise the third form of Fishing for Litter, SDVO has started the proactive collection of fishing nets and fishing gear and offering it for recycling. This component of the FFL project now gets another dimension due to the collaboration with Ecodivers, a group of divers who, also in the scope of the Healthy Seas project, on a voluntary and structured basis will help clean up the waste around a number of shipwrecks off the Belgian coast. In the scope of the Healthy Seas project the fished up nets will be converted into raw materials used for the production of socks and other items (www.healthyseas.org). The parties involved will formally sign a collaboration greement at a meeting next year. Source : Maritime Journal

Handy bulkers prove to be the most sought after vessels over the past week The Handy dry bulker proved to be the most sought after ship by ship owners active in the second hand market, which saw a slight decline in terms of demand over the course of the past few days. In its latest weekly report, shipbroker Shiptrade noted that its enquiry Index witnessed a slight decrease of about 15% this week, which was mainly driven by a sharp drop of enquiries for Panamax bulkers. According to Shiptrade “taking a closer look into the dry bulk sector, the relevant Index for Handysize bulkers was increased by a considerable 20%, while enquiries for Handymax and Supramax bulkers remained at levels close to those of last week. On the other hand, enquiries for Panamax and Capesize bulkers were sharply decreased by about 50%, with those for Capesize remaining at single-digit levels. On

the wet front, with the sole exception of MR tankers, interest in which is always there, all other segments faced losses in terms of buying interest, with the absolute number of enquiries remaining at levels below 10″, said the shipbroker.

In the Sale & Purchase market, Shiptrade reported that “with owners’ expectations for a sharp drop in asset values not materializing so far and current market conditions remaining poor, someone would expect secondhand activity to drop significantly, however, transactions do take place, proving that there are market players that believe in freight rates rebounding, starting from Q3 of this year. The stars of this week were Capesize bulkers and MR tankers, as on the dry front, 5 Capes changed hands, while on the wet front, a total of 4 MRs found their new recipients. Taking a closer look, Greek interests paid $58 mill. for a cape resale ex Qingdao Beihai scheduled for delivery within 2014, with a 2011 Hyundai-blt cape, namely the “Blue Manaslu” sold to Greeks as well for $51.5 mill. In the wet sector, Chartworld have disposed their 1999 built Panamax tanker, the “Star Bravery”, which went to UAE based buyers for $8.5 mill., along with their 1996 built MR “Nedimar”, which fetched the same levels from Greek interests. Last, but not least, enhanced was this week’s secondhand activity in the container market, with a total of 5 units, all built post 2005, changing hands”, Shiptrade said.

Meanwhile, according to Shiptrade, in the demolition market, “the sub-continent seems to be suffering due to the monsoon season, still following the downward path created during the last 2-3 weeks, however, despite the weakened demand for tonnage, what came as a surprise was the increasing number of sales being concluded in India at relatively good levels, with cash buyers offering prices beyond break even levels. In Pakistan, although an enhanced buying interest came into the foreground last week, local buyers were unable to compete with their Indian “rivals”, thus not securing any tonnage. Add to this the total absence of any wet potential demolition candidates, and there you have it, a week with no sales. Bangladesh has remained silent as well, with the recent budget announcement playing its’ role. No change in China, as activity is restricted solely to domestic tonnage, while Turkey seems to emerge as the destination for smaller LDT vessels, taking advantage of the softening sub-continent prices, keeping local facilities busy”, Shiptrade concluded. Meanwhile, according to the latest weekly report from Clarksons Hellas, newbuilding activity over the course of the past week was mainly focused in the dry bulk and gas tanker segments. According to Clarkson Hellas, in dry bulk “Pan Ocean have placed an order for two firm 207,000 DWT Newcastlemaxes at New Times, with both vessels due to deliver within the second half of 2016. Also in China, Conti Reederei have extended their order for 64,000 DWT Ultramax to a total of 20 vessels by declaring a further eight options. The first in the series will begin to deliver in the early part of next year, with the latest additions for delivery from 2017 onwards. In the same sector JJ Ugland have announced an order at Imabari for two firm 63,000 DWT Ultramax due to deliver in 2017. Blumenthal are also understood to have ordered two firm 34,000 DWT Handysize at Hakodate Dock, similarly due for delivery in 2017″.

The shipbroker added that there was “just one order to report in tankers; CSBC (Keelung) have contracted a pair of 40,000 DWT Handy Product Carriers with Chinese Petroleum Corp (CPC) due to deliver within the final quarter of 2016. A spread of orders across the sizes in the gas market. Starting with the largest, GasLog announced an order for two firm plus up to four option 174,000 CBM LNGCs at HHI. The first vessels are planned for delivery in the second half of 2017 with options from end 2017 and into 2018 if declared. In the midsizes, West Africa LPG have declared an option for one additional 38,000 CBM LPG carrier at Hyundai Mipo, taking the series to two vessels. The first is due for delivery within the end of 2016 and second vessel in early 2017. Epic Gas have ordered a third 7,500 CBM LPG carrier at Sasaki in Japan, with delivery in the final quarter of 2016. Lastly, K-Line have announced two further 7,500 CEU car carriers at Shin Kurushima for delivery in 2017, taking the series to four vessels”, Clarkson Hellas concluded. Fugitive ferry owner's aide detained An aide to the fugitive billionaire who owns the sunken ferry Sewol was formally detained Tuesday to undergo further questioning over allegations that he had helped the owner's wife escape. The 60-year-old suspect, only identified as his surname Kim, was taken into custody after a district court in the western port city of Incheon issued a warrant for his detention. Kim is under suspicion of helping Kwon Yun-ja, the wife of Yoo Byung-eun, the 73-year-old fugitive whose family owns ferry operator Chonghaejin Marine Co., avoid a manhunt, prosecutors said. Prosecutors further said that Kim is a member of the Evangelical Baptist Church religious group in which the fugitive family members remain influential leaders. Kwon, who is also detained, was apprehended inside an apartment in Bundang, just south of Seoul, on June 21. She is suspected of pocketing a large amount of money allotted for missionary work of the Evangelical Baptist Church.

Prosecutors suspect that corruption by Yoo's family resulted in lax safety practices, such as cargo overloading, which ultimately led to the April 16 tragedy that left nearly 300 people dead or missing. Authorities have been offering bounties of 500 million won (US$489,000) and 100 million won, respectively, as rewards for information leading to the capture of Yoo and his eldest son, Dae-kyun. The two are still at large despite a massive manhunt across the country for the past two months. Meanwhile, the prosecution office said Tuesday that it has taken legal steps to provisionally confiscate an additional 10.2 billion won worth of assets held by the fugitive family as part of their efforts to hold them criminally liable for the deadly disaster. Investigators said they have asked the Incheon District Court to temporarily seize the Yoo family's assets that are suspected to have been accumulated by the family both at home and abroad through various criminal means. The request is the third of its kind since the court earlier temporarily seized assets worth 37.4 billion won after accepting the prosecution request. The move is part of the prosecution's efforts to prevent the suspects from siphoning off the alleged criminal earnings before their trials, prosecutors said. Source : Yonhap News Agency

Ahoy there Aratere, goodbye Stena Alegra

Troubled Interislander ferry Aratere is finally home from repairs months after one of its propellers came off in the Cook Strait. The ferry is docked at Wellington's Aotea Quay on Wednesday morning after sailing from Singapore via Australia. Aratere had been undergoing dry dock repairs in Singapore since February to fix its propeller and drive shaft. It also underwent a full two-year maintenance programme and had its rudder replaced at Keppel Yard. Despite the repairs, the ferry hit troubled waters during its return journey when one of its engines malfunctioned due to mechanical issues. KiwiRail says it has spent up to $30 million fixing Aratere and chartering its replacement, Swedish-owned ship Stena Alegra, for six months. After its homecoming it will spend about a week being commissioned, including Maritime New Zealand and other safety agency checks, as well as re-consigning and moving furniture and equipment that had been used on the Stena Alegra. The substitute ship made her last Cook Strait crossing on Saturday night and is returning to Europe. The Stena Alegra was not without her own problems - it broke down in Wellington Harbour soon after arriving and then lost part of one of its own propellers. It also proved problematic for berthing and because the port gangplanks didn't line up and it couldn't take any walk-on passengers. Aratere's arrival in Wellington is the second time the ferry has returned home from major work. In 2011 it was refitted and stretched by 30 metres at a cost of around $54m. Source : dailymail

Prudent chartering policy leading to stable growth

Historically, Safe Bulkers has always outperformed the spot market through the strong performance of its chartering policy. A mix of long period charters and spot market exposure, gives a perfect balance to the company for its effective utilization and profit levels. As per the company’s assessment of market conditions, Safe Bulkers intends to employ its vessels on both period time charters and spot time charters to some of the world’s largest consumers of marine drybulk transportation services. The vessels it deploys on period time charters provides them with relatively stable cash flow and high utilization rates, while the vessels they deploy in the spot market allows them to maintain its flexibility in low charter market conditions.

Daily vessel operating expenses increased by 7% to $4,707 for the 1Q14 compared to $4,412 for the same period in 2013 mainly due to the increase of the growing spare, store, and provision expenses as a result of three new build vessels that SB took delivery during the 1Q14. However, the company has an average lower vessel operating expense as compared to peers—Diana Shipping Inc. (DSX), DryShips (DRYS), Navios Maritime Holdings (NM), and Navios Maritime Partners (NMM)—mainly due to the young age of fleet and high management ownership effectively enabling the company to focus on cost efficiency. The Guggenheim Shipping ETF (SEA) tracks the shipping companies. For the

remainder of 2014, open days for its fleet stands at 64% of anticipated ownership days, 85% in 2015, and 90% in 2016 offering substantial upside potential for revenue. Looking ahead, the company seeks to employ its vessels mainly in the spot market to take advantage of the flexibility in low charter periods and the upside potential with marketing groups. During the 1Q14, SB owned and operated an average of 29.86 vessels and achieved a utilization rate of 98.8%, compared to an average of 24.97 vessels and the utilization rate of 98.5% during the same period last year. The average daily time charter equivalent rate per vessel for the first quarter of this year was $13,921 compared to $18,113 during the same period last year. Meanwhile, $36.3 million arbitration award proceeds were collected during the quarter in relation to a cancelled Capesize class vessel. Source: MarketRealist

Specialist Maritime Security conducts study on Somali anti-piracy initiatives

The Specialist Maritime Security study recruited specialists who had worked in Somalia for three years, and developed a study methodology around their experience. Specialist Maritime Services (SMS) is a fully compliant, accredited South African business registered with the Private Security Industry Regulatory Authority (PSIRA), with a vision to bring sustainable peace through security and economic development utilising preferred local partners. SMS's mission is to provide information and access while facilitating introductions, first phase infrastructure development and logistics in challenging countries, communities and environments throughout the African continent, while ensuring a safe and secure platform of operation.

SMS has its origins in the maritime security industry and continues to evolve and develop strategic thinking using its legitimacy, extensive African network and excellent reach and mobility on the African continent. SMS develops strategic local partnerships that are identified and managed by SMS in accordance with the client's needs, while remaining cognisant of local sensitivities and perceptions through mutual respect and understanding. Through these actions, SMS strives to operate with credible local businessmen and entrepreneurs while providing service delivery of an international standard for health, safety, security and environment quality assurance (HSSE QA). In addition, using vetted local content partners, the client is encouraged to contribute to sustainable socioeconomic development in the areas of operation, thereby leveraging social stability in order to be continuously successful with long-term operations in Africa. SMS recently completed a commissioned anti-piracy feasibility study in Somalia. The mandate of this project was to gather information for government agencies to assess and implement projects in line with NEPAD[1]. The identified projects would have to contribute to the eradication of piracy by providing technical assistance and support for establishing a coast guard while addressing the landward reality of piracy, which is being launched for financial gain at the expense of the broader economy. An emphasis of the study was to identify elements that are key to creating sustainable socioeconomic development. A number of infrastructure development and socioeconomic development projects have been identified and scoped. The mission to carry out the study received approval from the UN Security Council. The Somalia study commenced with recruiting specialists who had worked in Somalia for three years and then developing a study methodology around their experience and expertise. This was followed by a delegation which then travelled to Somalia and included Mogadishu and Garowe. The future is dependent on infrastructure and economic development The study identified the successes of Puntland and recommended that this model could be modified and rolled down towards Mogadishu. It also further identified immediate social impact projects including the training of soft skills in the maritime sector and providing a plan for additional port logistics equipment to assist with the development of port throughput. Further to this it recommended that participating

governments, with regard to the security strategy of coast guard and maritime security efforts, develop a more collaborative approach. The problem to implementation lies with funding and resources and therefore any effort that is isolated or seen to be from an individual country is destined to fail. There is an immediate need for developing skills in leadership and governance, and South Africa is well placed to assist in this domain. South Africa has provided the backbone to training and skills transfer in Puntland with the establishment of the PMPF. There are numerous soft skills, which can be developed, and training in areas such as logistics, project management and general administration are needed. SMS has chosen to engage with South African knowledge partners to assist in this regard and aims to have a presence in Somalia within the coming months, with the aim of creating a secure environment to explore opportunities of infrastructure and economic development. Overall, the project has resulted in a very good situational awareness in the region and an extensive network was developed, including the bold initiative of registering and establishing a local content partnership to form SMS Somalia. LR to class unique energy efficient ferry for Waddenzee operations

Large ferry to trade between the Dutch islands of Texel and Den Helder will have an advanced energy management system – operating principally on gas but also with batteries, solar auxiliary power and the capability to run solely on diesel Lloyd’s Register will class Texelstroom, the 1,750-passenger, 350-vehicle, double ended ferry that will operate between the Dutch islands of Texel and Den Helder. Ordered by Royal N.V. Texels Eigen Stoomboot Onderneming (TESO), the ferry will be constructed at the LaNaval Shipyard in Spain for delivery at the end of 2015 before four months of final commissioning and training, she will then enter service in the spring of 2016. Texelstroom is unique in that she will combine the innovative use of several different energy sources to provide reliable, efficient power and vastly reduce environmental impact in comparison with existing ferry technology. The ferry will have two completely independent engine rooms, each of which can provide enough power to be able to continue the normal service of the ferry at least up until wind force Bft 9. One engine room is to be fitted with two ABC diesel engines (2 x 2000 kW), and the other with two ABC dual fuel engines (also 2 x 2000 kW). On each ship end two Rolls Royce azimuth propellers will be installed, to achieve a speed of 10 knots (economic) and 15 knots (maximum).

It is planned that the ferry will operate mainly on natural gas stored in two batteries of compressed natural gas (CNG) bottles installed on the top deck. Electric batteries will also form an integral part of the advanced energy management system. In addition to this, with over 700m² of solar panels, the ferry will have power available from the sun in the sunniest region of The Netherlands.

TESO has a long standing relation with LR which started with the plans for building the Schulpengat in 1989. After that, TESO decided to contract LR for their ISO certification. In 2003, the engineering of the ferry Dokter Wagemaker started and because of the previous good experience and relationship, this contract was also awarded to LR. Now, during design, plan approval and building of the innovative Texelstroom TESO looked for a partner to support their plans. Mr. Cees de Waal, managing director of TESO, is confident that with LR’s background knowledge of the TESO philosophy, that safety and reliability are the most important goals to achieve, in addition to the long standing good relationship between both sides, TESO has again chosen LR to be their classification society. The design of the ferry was supported by the European Union’s ‘I.Transfer’ Program, which aims to make ferry transport more freely accessible and sustainable, and encourage more people to travel by water. As well as the innovative power arrangements, the design incorporates features important to ferries operating in the area. The vessel is to be ice class, with a strengthened hull in case of winter ice. Additionally, LR’s notation for Passenger and Crew Accommodation Comfort (PCAC) will help ensure a safe and comfortable journey for all. John Hicks, VP for Global Passenger Ships, Lloyd’s Register said: "Winning the contract for this highly innovative ferry demonstrates LR’s ability to help shipowners manage the introduction of new technology with confidence. Our teams in Spain and the Netherlands helped the client in delivering solutions to the engineering and regulatory challenges involved in this exciting contract. This is a robust design with the ability to operate in safety and efficiency in all conditions." Source : Lloyds Register

Unique System FZE Supports Significant Hydrographic Project for Bayanat

A division of Unique Maritime Group (UMG) which is one of the world’s leading integrated turnkey subsea and offshore solutions provider, Unique System FZE has recently supported a significant hydrographic project that included the installation of Kongsberg’s EM 2040 multibeam echo sounder units for “Bayanat for Mapping & Surveying Services (Bayanat)” in 2 different vessels at Abu Dhabi, UAE. Bayanat is a

wholly-owned Mubadala company that was born from the commercialization of the UAE Armed Forces Military Survey Department (MSD). Bayanat’s focus is to provide both a strategic capability for the UAE and to support our clients in both the government and commercial sectors with high quality national level geospatial products and services.

The project involved the installation and commissioning of the full systems on board 2 identical vessels having approximately 12 m by 3.5 m dimensions with powerful engines suitable for maneuvering and keeping straight survey lines. The auxiliary sensors, such as the motion sensor, gyro, GPS unit, etc., fixed on board the vessels helped facilitate the additional information required

to carry out the surveys at different project sites. The stability of the multibeam system and frequency choices (200 to 400 kHz) makes the unit perfect for working in this region. The pitch, roll, and yaw stabilization options available with Kongsberg multibeam systems makes the data more reliable and acceptable. The physical and angular dimensions of the vessel and equipment were measured by a highly experienced land survey team using their sophisticated equipment while the system was dry docked, and reports were generated. The vessel draft was measured to be approximately 0.7 m below the waterline, which also helped the system to work in extremely shallow waters. Commissioning of the vessels was carried out at Esnad Port in Abu Dhabi jointly by Unique and Kongsberg in the presence of the engineering and survey team of Bayanat. The Harbor Acceptance Tests (HATs) and Sea Acceptance Tests (SATs) were carried out at the site, and results were tabulated and verified by the team along with the data processing team at Bayanat. The system was found to be working satisfactorily. As a part of the HAT/SAT system, calibration was also done in order to ensure system performance. The data were verified successfully using Hypack®/Hysweep® software to check the quality of EM 2040 D system on board both vessels. On this occasion, Ian Huggins, General Manager @ Unique System FZE commented, “We are pleased with the completion of this hydrographic project that involved the installation of EM2040 multibeam echosounders aboard 2 vessels for one of our important client, Bayanat. The capabilities of our engineering team backed by the availability of modern hydrographic survey equipment in our inventory has helped us to finish various stages of the project ranging from the installation of survey equipments to the commissioning of the vessels. We look forward to our continued association with Bayanat and providing our valuable technical assistance in their future projects as well.” Majd N. Nabulsi, Business Development Manager @ Bayanat for Mapping & Surveying Services LLC further added, “We are pleased to have completed the project with the help of our client Unique System FZE, known for its superior technical expertise and world-class range of survey products. Bearing in mind the quality factor that is of utmost importance to Bayanat, a detailed calibration and verification was carried out by the engineering team at Unique in order to ensure system performance. The quality of the echo sounders used onboard the vessels and the results seemed to be within IHO Special standards. We are proud of our association with Unique and look forward to contacting them for such technical projects in the future as well.”

A reprieve for the GW? Carrier had been planned for inactivation

Indications are growing that the Navy, faced with large-scale congressional opposition to its plan to decommission the aircraft carrier George Washington, is preparing to begin the process to refuel and modernize the ship. Navy sources confirm that a $182 million contract could be awarded “soon” to Huntington Ingalls Industries’ Newport News Shipbuilding, the only shipyard capable of building and refueling the world’s largest warships. The advanced planning contract would allow the shipyard to begin work specific to the overhaul, rather than the refueling. A separate award of about $63 million would still be made to plan defueling the GW’s two nuclear reactors — a necessary step whether the ship is refueled or decommissioned. The Navy had planned to cancel the ship’s mid-life, $3.5 billion refueling and complex overhaul (RCOH) and instead decommission the George Washington — an economy move brought about by sequestration and the need to slash the service’s budget. With Congress unlikely to approve the measure in an

election year, the Navy’s 2015 budget proposal asked for no funding to support the defueling, and put off a decision regarding the carrier’s future until 2016. But Congressional displeasure with the inactivation plan is widespread. Three of the four congressional oversight committees have provided funding for the GW in their 2015 defense bills, and Senate appropriators are expected to follow suit in their markup, scheduled for July 17. The Navy declined to comment on specific plans. “The president’s 2015 budget request maintains the option to refuel or inactivate the George Washington,” Cmdr. Thurraya Kent, a Navy spokesperson at the Pentagon, said June 30. “We continue to work closely with the shipbuilder and Congress as we consider alternatives which are influenced by congressional action in 2015.”

Award of the planning contract, along with a clear decision to proceed with the RCOH, might allow Newport News and the Navy to bring the project forward, closer to its original schedule and

avoiding some of the costs of delay. The overhaul already has been pushed back from 2016 into the spring of 2017, already incurring the prospect of worker layoffs and scheduling problems in future carrier overhauls. A decision to award the planning contract now, by one estimate, could save about $70 million over delaying a start until next year. Savings from not operating the GW for another 20-plus years would also be significant, and the service also had hoped to inactivate one of the fleet’s ten carrier air wings. Even with congressional support, a decision to restore the George Washington means the Navy will need to renew its search for major cost savings. Some have suggested that in 2015, when no elections will take place, the Navy could propose decommissioning the carrier Nimitz, now the oldest operating flattop. The George Washington is currently on patrol in southeast Asia. The ship, forward-deployed to Yokosuka, Japan, will be replaced in the western Pacific next year by the carrier Ronald Reagan. Anchors Aweigh as Newport News Shipbuilding Tests the New Anchor-Handling System on

Aircraft Carrier Gerald R. Ford (CVN 78) Huntington Ingalls Industries' HII -Newport News Shipbuilding division has successfully completed anchor testing on the aircraft carrier Gerald R. Ford (CVN 78), bringing the ship closer to its 2016 delivery to the U.S. Navy. Ford's

new anchor system features a lighter anchor and chain, weighing in at half the weight of the previous Nimitz-class carriers' anchor systems. Ford features new technological and design innovations in several systems, including the anchor handling system. At 30,000 pounds, Ford's anchor is significantly lighter than the Nimitz-class anchors, matching the overall lighter weight of the

carrier itself. The anchor chain also weighs significantly less than its Nimitz counterpart. The 1,440-foot chain consists of links made of high-strength steel, each link weighing about 136 pounds. Newport News shipbuilders recently gathered to test Ford's anchor windlass system that is used to deploy and retrieve the anchor and chain. Load tests are performed by attaching additional weight to the anchor to simulate both a 180-foot drop and a 360-foot drop. The anchor handling system must be ready to deploy at a moment's notice in the event of an emergency. "It was through tremendous teamwork across multiple departments that the anchor windlass system was tested satisfactorily on Ford," said Derek Briggs, the foreman in charge of testing the new anchor's system. "By testing each system on the ship, we are able to demonstrate to our customer, the U.S. Navy, that the systems perform as designed. Testing on Ford's anchor windlass system was successful and is a testament to the quality and pride with which our shipbuilders perform their work each day." During a recent visit to the shipyard, ship's sponsor Susan Ford Bales tested out the anchor for herself. Accompanied by Geoff Hummel, director of general manufacturing for Ford, Bales was able to deploy and retrieve the anchor using the new electrically powered system, unique to Ford's design. In Nimitz-class carriers the anchor systems were hydraulically fueled. Huntington Ingalls Industries designs, builds and maintains nuclear and non-nuclear ships for the U.S. Navy and Coast Guard and provides after-market services for military ships around the globe. For more than a century, HII has built more ships in more ship classes than any other U.S. naval shipbuilder at its Newport News Shipbuilding and Ingalls Shipbuilding divisions. Employing more than 39,000 in Virginia, Mississippi, Louisiana and California, HII also provides a wide variety of products and services to the commercial energy industry and other government customers, including the Department of Energy.

Gazprom Neft begins exploratory drilling at the Dolginskoye field in the

Arctic Gazpromneft-Sakhalin, a subsidiary of Gazprom Neft, has started drilling a new exploration well in the Dolginskoye field on the continental shelf in the Pechora sea, Gazprom Neft says in its press release. The work is being carried out during the ice-free months of 2014 and will involve drilling a single well to a depth of 3,500m and conducting a full range of geological investigations. The experience gained from previous work on the continental shelf, including at the relatively nearby Prirazlomnoye field also operated by Gazprom Neft, was taken into account during preparations for the exploration programme. Major global service companies such as Schlumberger and Weatherfordare involved in the Dolginskoye project. Based on initial studies, a further programme will be drawn up to explore the field and prepare for exploratory drilling during the ice-free seasons in the years to follow. Drilling and testing of the well will be carried out in 2014 by the GSP Saturn jackup rig, which arrived on site in mid-June and is installed directly on the seabed. The rig is authorised to drill on the continental shelf in the Arctic sea and has been modernised and comprehensively audited* by authoritative international and Russian specialist agencies. These have confirmed that GSP Saturn is fully fit for exploratory drilling in the Pechora sea. Advanced innovative technology will be employed, including environmentally safe water-based drilling fluid system. А rotary control system will be used for drilling on the Arctic shelf, which will speed up drilling and reduce drilling mud. Any mud produced will be shipped back to the mainland to be recycled in line with the zero-discharge policy. In addition, an innovative borehole management system from one of the world’s leading hydrodynamic survey companies will be used for the first time in Russia to improve reliability and quality of work. This technology will speed up the study of the oil reservoir and enable high-quality measurements to be taken with maximum safety and efficiency. This will be the first time that some of this technology has ever been used in Russia. The Spasatel Karev emergency support vessel will be on hand round the clock while work is taking place. Along with the four ships chartered for ancillary work, it is equipped with a DP-2 dynamic positioning system that allows it to maintain a fixed position for loading in extreme weather conditions. The border checkpoint at Varandey airport has been extended to allow flights to the Dolginskoye field. Until now the airport has only been open for flights to the Prirazlomnoye platform. Gazprom to Buy Wintershall's Argentina Assets

Russian energy giant Gazprom is expected to cut a deal to buy an Argentinian gas asset from Germany's Wintershall, sources close to the talks told Vedomosti on Tuesday. The agreement could be signed when President Vladimir Putin visits Argentina from July 12 to 13 to discuss energy projects, but so far the Kremlin has declined to comment. The deal could form part of a 2012 asset exchange agreement between Gazprom and German concern BASF, which owns Wintershall. Under the agreement, Wintershall would get a 25 percent plus one share stake in developing the fourth and fifth blocks of the Urengoiskoye gas field, with an option to increase that share to 50 percent. For its part, Gazprom would received an increased share in joint trade, storage and production facilities in Europe. Source : The Moscow Times

On July 2, the fourth vessel requiring a pass draft of more than 18 m. will depart from berth №6 of the coal and ore complex at the Port of Yuzhny. Capesize Kiran (length – 282 m, width – 45 m) requires a draft of 18.7 m. The vessel was loaded with iron ore concentrate produced by Metinvest Holding at the TIS-Coal terminal to a draft of 14.45 m. and then at berth №6 of the coal and ore complex at Yuzhny Port to a draft of 18.5 m. The capsize vessel will be loaded to a draft of 18.7 m. at the anchorage point. On June 30, Capesize Churchill Bulker left berth №6 carrying iron ore concentrate produced by Metinvest Holding, and on July 26 Capesize BLUE CHO OYU left pi berth №5 loaded to full capacity with iron ore pellets with a draft of 18.44 m. Yuzhny Port Director Alexander Lagosha: “A navigational draft of 18.5 m is an intermediate result. Our investment plan includes the reconstruction of the approach channel and inland approaches. The dredging project will expand port capacity by increasing depths to 21 m. This is consistent with the requirements of maritime safety and will improve navigability and allow us to load ships with a draft of more than 19.5 m. Reaching these planned depths and working regularly with such ships will put Yuzhny Port on par with ports in South Africa, Australia and Brazil that handle the bulk of the global trade in coal and iron ore. New depths will also ensure the stable transit of this coal and iron ore. This new capacity will affect not only the profitability of the port, but also several industries and Ukraine as a whole.”

According to the port development plan, deep-water conditions will be established for all existing and new terminals. The designs and titles were approved by ordinances №711-r and 714-r of the Cabinet of Ministers of Ukraine on September 9, 2012. Dredging in the operational water area and the approach channel of the Port of Yuzhny started in February 2013. Since then, the navigational draft has been increased from 14.5 metres to 18.5 m. As a result of the dredging, the Port of Yuzhny is now the deepest port in the Black Sea that can handling capesize vessels up to 200,000 DWT The dredging works are being done by Mobius GmbH. On June 25, Prime Minister Arseniy Yatsenyuk instructed the Cabinet of Ministers of Ukraine to prepare rehabilitation programs for all economic sectors. Expert say the dredging of the water area of the Port of Yuzhny is the most effective ways of supporting the agriculture sector. Since dredging began, Mriya, UkrLandfarming and Portinvest Holding announced the construction of three powerful terminals for the transshipment of grain. The prime minister underscored that the agriculture sector is the main goal in the medium-term. “In three years we can increase production volumes and become an influential country on the world food market,” Yatsenyuk said. The head of government said that he would personally present in parliament and for public discussion a program for the development of the agricultural sector, which will receive foreign lines of credit. Oldendorff buys out Eships Dubai: Abu Dhabi dry bulk shipowner Eships has been taken over by Germany’s Egon Oldendorff. Oldendorff is teaming up with a UAE government fund to buy its holding in Eships from the Mubadala Development Company. Eships Oldendorff Logistics was setup in 2007 to offer total marine transportation and logistics solutions for clients in the Arabian Gulf. It has three specialised bulk transloaders and several self-unloading barges and tugs. The venture also has two 94,000-dwt eco transloaders under construction at Jiangsu New Yangzijiang Shipbuilding in China. Eships, which was originally set up as a ship investment firm, operates close to 30 owned and chartered tankers and bulkers. Peter Twiss, ceo of Oldendorff Carriers, said: “Eships’ bulk business and their long term contracts with clients in the Gulf region are a perfect fit for us. We also see considerable upside in the modern tankers, which are trading for oil majors. The results of the due diligence have convinced us that we can expect a lot of synergies from the transaction." Source : Gulfshipnews
