Cleanup of Texas oil spill blocks ships Three cruise ships were among scores of boats trapped by an "extremely serious" oil spill that closed the shipping channel connecting Galveston Bay and the Gulf of Mexico for a second day Sunday, the Coast Guard said. On Saturday, a barge carrying almost 1 million gallons of heavy oil collided with a ship in the Houston Ship Channel at Texas City. A barge tank containing 168,000 gallons of oil was breached.

On Sunday, the barge was cleared of its remaining contents after about a fifth of its cargo leaked. Oil from the ruptured barge had been detected 12 miles offshore in the Gulf of Mexico as of Sunday afternoon. Coast Guard spokesman Lt. Sam Danus said Sunday that crews were skimming up the thick, gooey oil, but that it was not clear when the channel could reopen. More than six miles of containment booms were being used to protect sensitive wetlands and wildlife habitats.

Two cruise ships and 25 other vessels were waiting to enter the channel from the Gulf of Mexico

on Sunday. One cruise ship and 34 other boats were waiting to leave Galveston Bay. Coast Guard officials did allow two cruise ships to travel through the incident area by late Sunday afternoon to minimize inconvenience to the thousands of passengers aboard and limit economic impacts from the spill. However, neither vessel will be allowed to leave the port again until deemed safe to do so.

Jim Ritterbusch, president of energy consultancy Jim Ritterbusch and Associates in Chicago, said if the bottleneck of vessels eased in a day or so, there probably wouldn't be much impact on fuel prices. A more prolonged backup could push up prices briefly, he suggested. There was no timetable for a total reopening of the channel, which typically handles as many as 80 vessels daily. Libya oil port crisis Monday The oil port crisis gripping central Libya, where militias affiliated with the federalists from Cyrenaica seeking greater autonomy for their region have blockaded the country’s major oil exporting ports, escalated dangerously during the past two weeks. The militias allowed an oil tanker flying a North Korean flag but operated by an Egyptian-based company into Al-Sadra Port where it was loaded with around 234,000 barrels of crude. Central authorities in Tripoli charged that the so-called Political Bureau of Cyrenaica had sold this oil without their approval and that the shipment was illegal.

With the tanker’s entrance into Sadra tensions between central authorities and Cyrenaican federalists spiked more sharply than ever. Officials in Tripoli threatened to sink the tanker if it left the port before having fulfilled its obligations under law, and the speaker of the General National Council (GNC), Nouri Abu Sahmain, issued a decree to “liberate” the oil ports by force if the federalists fail to heed government orders to lift the blockade of the ports which has been in effect since June 2013.

Abu Sahmain’s edict sparked diverse reactions. While many voiced support, other political and social forces called for dialogue and a peaceful solution that would enable national port exports to resume so that their revenues could salvage an economy that has been reeling since the closure of the ports over eight months ago. The Libyan economy is heavily based on oil revenues and it had become almost entirely dependant on this resource since the revolution.

Many were alarmed by the spectre of renewed civil war, over oil this time, following the Abu Sahmain edict, especially following reports that armed forces under the command of the Libyan chiefs-of-staff had begun to march eastward. The force is primarily made up of the Libyan Shield, Western Zone, which is primarily drawn from militias controlled by the northwestern city of Misrata and which is considered one of the strongest of the plethora of militia forces that have proliferated throughout the country since the fall of the Gaddafi regime in 2011. At the same time, militia forces affiliated with the Cyrenaican federalists mobilised under the command of Cyrenaica Political Bureau Chief Ibrahim Al-Jadran in order to intercept the forces approaching from the west with the aim of liberating the oil ports.

On Thursday, Friday and Saturday intermittent clashes between the Cyrenaica militias and the Libyan Shield forces claimed numerous wounded on both sides. The two sides were fighting to secure control over oil fields located in the vicinity Zala oasis near Sirte. By nightfall on Saturday, Al-Jadran’s forces had retaken control of the area.

There followed renewed calls by political and social figures for dialogue between Tripoli and the federalists. In response, Abd Rabbo Al-Barasi, who heads the so-called Executive Bureau of Cyrenaica (the region’s unilaterally declared autonomous government), issued a statement in which he stipulated that GNC Speaker Nouri Abu Sahmain would have to retract his decree calling for the use of force to dismantle the oil port blockade before any dialogue could take place. He stressed that Cyrenaica was committed to safeguarding the rights of all other Libyan regions to their share of oil sales.

As these developments were unfolding, the US Defence Department announced that in the early hours of Monday, 17 March, units of US Navy Seals had boarded and taken control of Morning Glory 1 that had been illicitly loaded with crude oil at Al-Sadra Port. Pentagon Press Secretary Rear Admiral John Kirby stated that the operation took place in international waters south of Cyprus and had been carried out at the request of Libyan and Cypriot authorities.

Kirby affirmed that there had been no casualties when US forces took control of “the commercial tanker Morning Glory 1, a stateless vessel seized earlier this month by three armed Libyans”. He added that the operation had been approved by US President Barack Obama and that it had been carried out just after 02:00 GMT in international waters southeast of Cyprus. The Navy Seals that carried out the operation belonged to the Special Operations Command Europe (SOCEUR). They had boarded the oil freighter from the guided missile destroyer USS Roosevelt (DDG-80) that, according to Kirby, “provided helicopter support and served as a command and control and support platform for the other members of the force assigned to conduct the mission”.

The Morning Glory was “carrying a cargo of oil owned by the Libyan government’s National Oil Company. The ship and its cargo were illicitly obtained from the Libyan port of Al-Sidra”, Kirby said in his statement, adding that the tanker was on its way to a Libyan port with a team of US sailors aboard.

The Libyan Ministry of Foreign Affairs and International Cooperation confirmed that the tanker was on its way to a Libyan port. Libyan news website Bawabet Al-Wasat cited Deputy Foreign Minister Abu Qaiqas as saying that the US forces had intercepted that tanker “in response to a request from the Libyan government and the Libyan public prosecutor”. Abu Qaiqas went on to state that once North Korean and Egyptian statements clarified that the vessel did not belong to either of them, “it became clear that it was stateless, which facilitated the operation.” He explained that US authorities had delayed the intervention until they could ascertain its legal status.

However, the political situation in Tripoli took a sudden turn later Monday when a group of GNC members submitted a letter to the GNC president and president’s office protesting the decree issued by Abu Sahmain the previous week.

Decree 42 of 8 March 2014 calling for the creation of an armed force to liberate the oil ports was issued by Abu Sahmain in his capacity as supreme commander of the armed forces. In their letter, the GNC members stated that since the Constitutional Declaration of August 2011 stipulated that the supreme commander of the armed forces was the GNC, Abu Sahmain should have first submitted the decree to the GNC for discussion and a vote. They also pointed out that the month-long mandate that the GNC had given to its president and vice-president had expired before the decree was issued. Therefore, the decree was illegal and the matter had to be brought before the GNC so that the assembly could take the appropriate action. In addition, they cautioned that the decree could ignite a civil war, especially in light of the proliferation of weapons, the lack of discipline among militias charged with carrying out the decree, and the likelihood that they would not obey the orders of the chiefs-of-staff. GNC members Hana Jibril, Najah Abdel-Salam, Amina Mohamed, Asmaa Amara, Halima Abdel-Matlub, Soad Al-Qadira, Fatma Eissa, Ahlam Abdullah, Najia Al-Sadqi, Soad Mohamed, Zeinab Haroun and Abdel Fattah Saad signed the letter. All but the last are women. In a tangential development, the GNC voted to dismiss Chief-of-General Staff General Jadallah Al-Obeid for having refused to carry out the GNC order to break the blockade on the oil ports and pursue the tanker. Speaking to Al-Ahram Weekly by phone, sources close to Al-Obeid explained that he had been under heavy pressure from the Obeidat tribe, of which he is a member, not to intervene in order to break the blockade on the oil ports. Univan Shipmanagement appoints Jens Kier as Chief Financial Officer

Univan Shipmanagement has announced the appointment of Jens Kier as its Chief Financial Officer. Kier joins Univan following two years with Noble Group as General Manager for the company’s Mongolia operations stationed in Ulaanbaatar. He previously worked for 20 years with A.P. Møller-Maersk. He was Managing Director of Maersk’s Global Service Centre in Shenzhen, China from 2007 until 2009. He then left the Group to pursue an Executive MBA at Richard Ivey School of Business, Hong Kong Campus whilst doing consultancy work with various organisations in China and Denmark. He started his career as a management trainee in A.P. Møller-Maersk in 1989 and spent two decades with the shipping company in Finance Manager and CFO positions in Denmark, China, UK, Saudi Arabia, Australia and Taiwan. “I am very pleased that we have been able to attract a CFO of Jens’ calibre to Univan. He has worked across a broad range of businesses around the world. He will join a team of highly engaged, committed and professional employees,” said Bjorn Hojgaard, CEO of Univan.

Bergers in actie op Oosterschelde Bergers van Multraship Salvage en Bergingsbedrijf Polderman hebben de gestrande tanker Nitrico 2 maandag avond succes vlotgetrokken en veilig naar diep water gesleept. De Nitrico 2, geladen met 650 ton zwavelzuur, strandde vanmorgen tijdens hoog water op de Oosterschelde ter hoogte van Stavenisse, in de Witte Tonnenvlije.

Bergingssleepboot Zephyrus rukte direct na de melding uit vanaf haar bergingsstation in Stavenisse, doch het water bleek al te ver gevallen om het schip nog hetzelfde getijde vlot te kunnen trekken. Onmiddellijk werd een bergingsteam gemobiliseerd, alsmede de sleepboten Delta en Charlie, bergingsvaartuig Multrasalvor 3 en een leeg tankschip om indien nodig de lading te kunnen overslaan.

Gedurende het vallende en later weer opkomende water werd het schip nauwkeurig gecontroleerd. Omstreeks 20.35 uur, net voor hoog water, slaagden de bergingssleepboten er met moeite in de Nitrico 2 vlot te trekken. De tanker werd vervolgens in diep water gebracht en geïnspecteerd. Er werd geen lekkage of visuele schade waargenomen. Het schip kon haar reis op eigen kracht vervolgen.

De bergingsoperatie werd in goed overleg met RWS Zee & Delta en de Veiligheidsregio Zeeland uitgevoerd.

Greenpeace blocks ExxonMobil rig at Norwegian port of Olen

Greenpeace climbers scaled an ExxonMobil rig destined to drill in the Russian Arctic, Greenpeace informs. Fourteen activists from seven different countries took part in the protest in Norway, where five of them scaled the West Alpha oilrig and unfurled a banner saying: “No Exxon Valdez in Russian Arctic”.

This week is the 25th anniversary of the Exxon Valdez oil spill in Alaska. The Exxon Valdez oil spill occurred in Prince William Sound, Alaska, on March 24, 1989, when Exxon Valdez, an oil tanker bound for Long Beach, California, struck Prince William Sound's Bligh Reef and spilled at least 250,000 barrels of crude oil. Only 7% of spilt oil was collected. ExxonMobil is the world’s largest oil company and has a multi-billion dollar joint venture with Russia’s Rosneft to explore for oil in the Kara Sea, a project that will start this summer. Earlier, 30 crewmembers of the

New head at Vinalines Le Anh Son has been names General Director of the Vietnam National Shipping Lines Corporation or Vinalines. Son, who was Vinalines Deputy General Director, replaces Nguyen Canh Viet, who has just been promoted to the position of Deputy Director of the Storm and Flood Control Committee of the Ministry of Transport. Hercules Offshore, Inc. Provides March Fleet Status Report Update

Hercules Offshore, Inc. HERO announced that it has published the March Fleet Status Report ("the Report"). The Report includes the Hercules Offshore Rig Fleet Status (as of March 24, 2014), which contains detailed contract information for each of the Company's drilling rigs. Tanjung Offshore buys UK's Wavenet for RM37m

Tanjung Offshore Bhd has entered into a sale and purchase agreement (SPA) with Cross Space Securities Ltd in the UK to acquire the entire shares in its wholly-owned subsidiary, Wavenet Investments Limited (UK) for £6.70 million (RM37.18 million). Wavenet owns a 100% shareholding in Sparkling Light Investments Ltd (UK), which in turn owns an eight-storey office block in the central business district (CBD) of Birmingham, UK. "The acquisition of the property will enable Tanjung to diversify its income stream from the oil and gas industry. With the acquisition of the property, Tanjung shall benefit from potential recurring rentals income and capital appreciation of the property in the near future.

"The acquisition of the property can also be a hedge against the volatility of the ringgit and enable Tanjung to participate in the potential capital appreciation of the robust property market amidst a recovering economy in the UK," it said in a filing with Bursa Malaysia. Another cruise ship brings tourists in Bohol

TAGBILARAN CITY – The province of Bohol is becoming the favorite cruise ship destination in the country as shown in latest arrival of M/S Europa 2 of Hapag-Lloyd Cruise company in Europe. For the second time around, M/S Europa 2 dropped anchor from a distance from this city’s port and ferried its passengers by its two “tender boats” Tuesday early morning (March 18, 2014) apparently to savor Bohol’s natural treasures and heritage. The first visit of the cruise ship was in Jan. 11, 2014 in the morning.

Bohol bounces back, tour operator Lourdes Sultan, who welcomed the visitors, said. On March 20th in the evening, the Ternopil, a corvette built to repel submarines, was stormed by Russian forces and towed across the bay. Ukraine has lost nearly all the warships it had in the Crimean Peninsula and the government on Sunday ordered the crew of the huge landing ship Konstantin Olshansky, which is under siege by Russian troops, to resist until the end.

"The navy ships in Crimea have been taken. Despite the fact that commanders were given orders to use their arms, they did not use them to avoid bloodshed," Ukrainian Defence Minister Igor Teniuj said. The Konstantin Olshansky and the minesweeper Cherkassy were the last Ukrainian ships to ignore orders to surrender from the Russian military in the waters of Donuzlav Bay. Russian forces sank two Ukrainian vessels, preventing the two warships from escaping.

The Konstantin Olshansky went on full combat alert on Sunday after boats carrying Russian marines approached. "Olshansky has all its armaments and the sailors have firearms," Teniuj said in response to media reports that the crew was unarmed. Russian President Vladimir Putin and the leader of the breakaway Ukrainian region of Crimea signed a pact last Tuesday making the Black Sea peninsula part of Russia again. The

accord came after more than 96% of Crimeans who cast ballots in last Sunday's referendum on rejoining Russia voted "yes." Ethnic Russians make up around 60% of the roughly 2 million residents of the peninsula, which then-Soviet leader Nikita Khrushchev decided to make part of Ukraine in 1954. Moscow has deployed troops in the peninsula, claiming it was protecting ethnic Russians and Russia's interests. Meyer Werft cuts first steel for Norwegian Escape

Norwegian's two Breakaway Plus class ships, Norwegian Escape and Norwegian Bliss, will be approximately 163,000 gross tons and offer 4,200 passenger berths.

Norwegian Cruise Line and shipbuilding executives watched as the first plate of steel was cut by a plasma torch in the shipyard's state of the art facility. This plate will become part of Block 46.

On March 20, Vietnamese Minister of Transport Mr Nguyen Hong Truong, carried out the official Vietnamese ribbon-cutting ceremony for the latest addition to Damen Shipyard Group’s portfolio. Damen Song Cam, a brand new yard, is one of the largest in the Group and represents Damen’s first formal Joint Venture yard in Vietnam. Damen Song Cam is considered state-of-the-art, bringing a western shipyard designed to meet European health, safety and environmental standards into a Vietnamese environment. The yard will produce around 40 ships annually in the first phase. The auspicious occasion was held on a suitable day in the Lunar Calendar in honour of Damen’sVietnamese team. The many guests were treated to a special tour of the yard, which included many surprises, such as spectacular acrobatics, music and local dance troops.

A history of success Damen has a well-established history in Vietnam and has been working with five shipyards for more than 12 years. Pim Schuurman, Managing Director of Damen Holding Vietnam, is delighted to see Damen Song Cam officially open its production hall. “We have successfully built 226 vessels in Vietnam with our partner yards. Vietnam has a lot of shipbuilding knowledge, the people are very hard working and in the next stage of Damen’s Vietnam journey we are looking forward to having our own Joint Venture shipyard, which has been designed to maximise efficiency.”

Chris Groninger, Managing Director of Damen Song Cam comments: “Damen started building in Vietnam for the first time at Song Cam yard and this venture was such a successful cooperation for both Damen and Song Cam that we decided to bring this to the next level and that led to Damen Song Cam.” Mr Schuurman adds: “Damen built up its presence in Vietnam by subcontracting to yards in HaiPhong initially and the number-one yard was Song Cam and now it is great to see it become our partner in Damen Song Cam.”

With direct access to open sea, the new yard is based on a 43-hectare site, of which 500m is directly alongside the River Cam. The yard has a 120 m long x 85 m wide outfitting hall, plus extensive paint and carpentry workshops.

Damen Song Cam to set to become the largest series producer in the Group therefore everything revolves around efficiency. The shipbuilding hall is in fact a

dedicated outfitting hall, with three overhead cranes of 25- tonnes each over every bay.

Designed to maximise efficiency Additionally, Mr Schuurman explains special work platforms are fitted at 5 m and 8 m, so employees are able to work very close to the main deck of the vessels, making the logistics very efficient and the walking distances very short. “Components can be stored on the platforms so outfitters don’t need to climb up and down; it is as if you are building the vessel on the ground floor. Everything is to hand so it is less tiring for people.”

Swing arms on the top of the vessels give access to power, oxygen and compressed air. A Rolls-Royce Syncrolift® shiplift, with a platform of 60 m long x 24 m wide, is also on site. And directly next to the site of Damen Song Cam there is a further 43 hectares, which will be developed as a maritime industrial zone.

The paint shop is an air-conditioned, controlled environment. “This is very important given the humidity here. A controlled environment is very important for us to be able to guarantee Damen quality,” adds Mr Groninger.

In the short term, Damen Song Cam will also be carrying out all of the detailed engineering in Vietnam and they will be directly ordering parts and components within Damen’s framework agreements.

Around 300 people currently work at Damen Song Cam but when phase 2 is realised – whereby up to 80 vessels can be built annually - this could rise to 800. Damen indirectly employs around 5,000 people in Vietnam and most people have worked for the Dutch shipyard group for many years.

Knowledge transfer Damen has invested a great deal in training and the transfer of knowledge to Vietnam. More than 50 engineers have been trained in the Netherlands and many more will attend courses in the Netherlands and Vietnam.Additionally, an office has been established in HaiPhong and in the next six months Damen is looking to open a base in Hanoi.

Mr Schuurman, who has been visiting Vietnam for decades working on building long-lasting relationships with the yards there, is very proud to see a brand new shipyard come into being.

Closer ties with Vietnam And Damen’s bond with the country is becoming even stronger as the Group’s relationship with its other partner yards is formalised into joint ventures, he adds.

Damen works with Song Thu (Da Nang), Song Cam/Ben Kien (HaiPhong), 189 (HaiPhong) and Ha Long Shipyard (Ha Long). Recently, the original Song Cam Shipyard merged with Ben Kien and this organisation is owned by Shipbuilding Industry Corporation (SBIC), formerly known as Vinashin. By the end of 2014, Damen will have formed a joint venture with the newly merged company Song Cam/Ben Kien, as well as with Ha Long.

Ban on shipyards at Lake Baikal can be lifted

The ban on operation of shipbuilding and ship repairing yards at Lake Baikal can be lifted, says the press center of the Ministry of Natural Resources and Environment of the Russian Federation. The Ministry’s social council has decided to consider the issue within the framework of a special working group represented by ecological organizations like Greenpeace and WWF Russia as well as regional and municipal authorities of Irkutsk. The proposal to exclude wood processing, shipbuilding, ship repairing and fish processing industries from the list of banned industries within the Central Ecological Area of Lake Baikal was made by the Irkutsk Region Government. Metso gets an order from STX France to supply the world’s largest cruise vessel

Oasis 3 Metso has received an order from STX France to supply an advanced vessel-wide automation system, including sophisticated energy management solutions, to the world’s largest cruise vessel, Oasis 3. Royal Caribbean International’s third vessel in the Oasis class series is currently under construction at STX France’s shipyard in Saint Nazaire, France, the company said in its press release.

Metso has a long track record of supplying automation technologies to Royal Caribbean International’s cruise vessels over the years. Oasis 3 is scheduled to be handed over to the owner mid-2016. The vessel will have a length of 362.15 meters and a gross tonnage of 227,700. It will span 16 passenger decks, include 2,700 staterooms and accommodate 5,400 passengers in double occupancy.

“The world's largest cruise ship sets high requirements on the automation system, as it will control and monitor the electric power plant, air conditioning and swimming pools, among others, around the clock. The reliability and availability of Metso DNA’s redundant vessel-wide system are of utmost importance,” says John Weierud, Director, Marine Automation, Metso.

Metso’s ship automation package encompasses machinery, air conditioning and emergency shutdown systems. The total system includes around 32,000 input and output signals, making it a considerably large system, not only for a ship but also compared with many land-based industrial automation systems. As the monitoring of energy flow and machinery performance is very important for a vessel of this size, Metso’s Energy Management System will also be installed. Metso has long experience in energy management solutions for land-based industries, and this knowledge is now being made available for the marine industry, too.

In addition to the automation system platform, Metso’s delivery scope includes engineering, programming, factory testing, technical assistance during quay and sea trials, and crew training. The dock trials are scheduled to start in

mid-2015. The contract includes an option for a fourth Oasis-class ship. The order is included in Metso’s Automation segment’s fourth quarter 2013 orders received.

Ship automation systems based on Metso technology have a long history. Development work on ship automation systems started in the early 80s with Damatic Classic and has continued through to today’s Metso DNA. The majority of installations have been for advanced ship types, such as cruise vessels. The LNG sector is for the first time offering inducements to experienced LNG seafaring officers to come ashore and manage their ships according to international recruitment agency Faststream.

The move comes as the shipping industry seeks personnel to man and manage its growing fleet of LNG carriers, whilst facing stiff competition for staff from the growing floating LNG production sector.

Speaking at the Gastech Exhibition in Korea, Faststream managing director Mark Charman said that 127 new LNG vessels were currently under order each needing officers, ratings and experienced shore-based technical superintendents. These 127 vessels will need an estimated 2000 officers to serve on them.

However, whilst one off payments will help some companies attract experienced staff to manage vessels, Faststream says that the LNG sector needs to change its recruitment strategies if it is to attract sufficient personnel to both crew its ships and manage them ashore.

“Companies need to think about their value proposition to candidates. What is it that your company is offering – is it a short-term post with a high salary, or a longer term package with further opportunities? Seafarers should not be treated as just short term hires, but need to see how they fit within the wider company.”

“Companies need to realise just how in demand LNG experienced engineers are and offer them realistic shoreside packages. They have tax free options at sea, newbuild and project offers open to them. What is going to motivate them to come ashore?”

He added:

“Shipping recruiters should be aware that LNG experienced seafarers are already being courted by the upcoming FLNG sector which offers higher pay and short rotations. The increasing interest in LNG as an alternative marine fuel for vessels is also just going to make recruitment even tougher in the years to come.”

The LNG sector is plugging the gap by looking to other areas of the shipping industry for personnel. Increasing numbers of LPG seafarers are transferring to LNG vessels, electrical officers are coming from other vessel types and even from outside the maritime sector and cruise ship engineers with dual fuel experience are finding positions on LNG vessels and ashore.

Saving Coral Reefs – One Shipwreck at a Time

In the summer of 1991, a 121 foot long Taiwanese long line fishing vessel, the HUI FENG #1, ran aground on an atoll in the middle of the Pacific. With a footprint of just 4.6 square miles Palmyra Atoll forms the most northern

vegetated island in the Northern Line Islands, lying some 1,000 miles south of Honolulu. The atoll has a long storied past and is now a national monument and wildlife refuge, cooperatively managed by the US Fish & Wildlife Service (USFWS) and The Nature Conservancy.

boasting an intact marine predator-dominated marine ecosystem where species’ richness and diversity abound, with over 176 species of hard coral and 418 species of reef fish. Through monitoring of the reefs, a slow and insidious destruction was identified by the HUI FENG #1 and the other wrecks deteriorating on Palmyra and Kingman Reef, a non-vegetated wildlife refuge reef located 35 miles to the northwest of Palmyra.

At Palmyra the problem lay in a native marine organism called corallimorph that was effectively smothering the corals surrounding the wreck. Researchers have made observations over several years that showed the spread of the organism progressively increasing due to the leaching of iron into the environment as the wreck corroded serving as a fertilizer of sorts. At Kingman the problem was not corallimorph, but an invasive form of algae feeding off nutrients released from the dissolving wreckage of a burned fishing vessel. In September of 2012, the US Fish & Wildlife Service’s issued an RFP for the removal of the two wrecks from Palmyra Atoll and Kingman Reef. Global Diving & Salvage, Inc. reached out to Curtin Maritime, frequent partners in unique and challenging projects, to collaborate on this. Several factors were fundamental in the planning process: the safety of personnel and equipment, followed closely by mitigating the potential of further damage to the extremely delicate living coral and reef structure. Working together a creative plan was developed to remove the wreckage from the inner-tidal areas. Flat deck scows were designed and built with shallow draft to transit the debris across the coral reef areas to the main barge that provided logistical support and housing for the project. In total, the combined crew of 12 worked 79 days with 880 hours spent underwater to cut, rig and remove over 970,000 pounds of steel and debris, as well as 605 gallons of hydrocarbons. Susan White, the USFWS’s project leader for the removal effort, said the debris was “the equivalent of 67 large elephants or 31 city buses and was removed to protect some of the world’s most pristine coral reefs.”

Tanzania: Talks On Cargo Security At Dar Port in Advanced Stage

Tanzania, Zambia and Democratic Republic of Congo (DRC) are in advanced negotiations over the use of the car tracking system to strengthen security and fight cargo smuggling through the port of Dar es Salaam.

Deputy Tanzania Revenue Authority (TRA) Commissioner (Customs and Excise Department), Patrick Kisaka, told the 'Daily News' in Dar es Salaam over the weekend that the system will facilitate free movement of goods and eliminate multiple declaration of goods, particularly at the borders, thus reducing the cost of doing business.

"Presently, goods manufactured here when taken to Zambia and DRC or manufactured in Zambia/DRC and ferried to Tanzania as trade goods are treated as exports and documented through customs twice - in the exporting country as exports and in the receiving country as imports," Mr Kisaka explained.

He said under the new arrangement, these goods shall be regarded as transfers of locally produced goods and will be documented through customs only once. This will be done in the receiving country which will inform the exporting country when the customs documentation is completed.

The exporting country shall thereafter release the goods for transfer. And when such transit goods arrive in any of these countries, they will be documented through customs and bond security and shall be effected only once (no multiple security bonds). He said the system will be the appropriate mechanism in curbing smuggling, especially when goods are declared to be on transit, hence improving revenue collection of the destination country as well as the receiving country. "We have already agreed with the DRC and we are now in discussions with Zambia. Hopefully, we will conclude our discussions positively and have the system working to strengthen our business relationship," he said.

DRC Deputy Commissioner, Peter Molisho Bin Bolinde, said the system will help to prevent cargo cheating by deceitful traders during haulage from Dar es Salaam port to DRC.

According to Mr Molisho, Tanzania and DRC lose revenue because some goods do not reach the DRC as registered at the Dar es Salaam Port. "In reality, they do not leave Tanzania and in the process both countries lose tax revenue," he noted.

"Under the new system, we will clear the consignment there and then your goods will be released at any port which accesses the system," Mr Molisho explained. He added: We both signed the resolution early last month in Kinshasa at a ceremony in which Tanzania was represented by the Acting TRA Commissioner for Customs and Excise Duty, Mr Tiagi Masamaki. The DRC official said they have asked the government to build a warehouse in Dar es Salaam, which will help the DRC customs keep their cargos upon arrival at the port. He further advised traders to supervise the pre-clearance of their cargos before they arrive at the port, to avoid snags that may lead to cargo clearance delays. Source :Allafrica
