Crowley acquires Alaska fuel company

Crowley’s petroleum distribution group (CPD Alaska LLC) completed its acquisition of Anderes Oil, a fuel company in Ketchikan, Alaska on July 1. The Anderes family, after 50 years of serving Ketchikan, is leaving the oil business to pursue other interests, the Company press release said. The company will continue to provide products and services under the Anderes name with its 20 employees. Crowley currently operates 22 fuel terminals in western Alaska and the rail belt, with over 265 employees. The opportunity to acquire Anderes Oil and expand into southeast Alaska is a welcome development for Crowley’s petroleum distribution business. Source : PortNews

The FREE NEPTUNE whilst at anchor off Port Nouachott Mauritania came in contact with general cargo DA ZI YUN on the 05/6/2013. FREE NEPTUNE reported severe collision damages at the contact points. Cargo hold No 2 reported flooded.

Five Oceans Salvage Tug ARABIAN SEA FOS (8160 BHP&100 tonnes Bollard Pull) was despatched from her salvage station at Dakar Senegal and arrived at location on the 07/06/2013 afternoon

hours.

A strong salvage team was mobilised to location, arrived on site at the 8th and commenced temporarily repairs.

SINKING OF THE MV ALBEDO

MV Albedo sank during the night on Saturday 6 July 2013. The vessel had been held by armed Somali Pirates since 12 November 2010. During this time, the ship has suffered significant mechanical and structural issues, and coupled with recent bad weather during the South West monsoon, it sank in relatively shallow waters off the Somali coast. As released images show, the superstructure of the vessel remains visible above the water.

Despite the precarious and fragile condition of the vessel, it appears that the 15 man crew on board the MV Albedo were kept on board by their armed captors – a situation that was entirely avoidable, given that the vessel was equipped with life boats. Photo’s : MAREX

Unfortunately, the status of the crew of MV Albedo remains uncertain at this time. Some speculative media reports have caused significant anguish amongst the crew’s families, who understandably are suffering as they await any information about

their loved ones.

We, along with the Maritime Piracy Humanitarian Response programme (MPHRP), and other organisations, are working with the Somali Government, regional administrations and local leaders to try and determine the precise details and status of the crew so as to be able to tell the families. Understandably, we would like to do this prior to releasing information to the Media. We would hope that the Media will respect this request.

Tamanneftegas to ship first tanker with heavy fuel oil in late July 2013

Tamanneftegas OJSC (port Taman) plans to ship first tanker with 30,000 tonnes of heavy fuel oil in late July 2013. According to the Administration of Krasnodar Territory, this was announced by Vladimir Pestryakov, Executive Director of Tamanneftegas, during the visit RF President’s Advisor Igor Levitin and the Territory Governor Aleksandr Tkachev to the port. He also said that design capacity of Tamanneftegas 3.5 mln t of heavy fuel oil and 1 mln t of gas. Transshipment of crude, oil products and gas commenced here a year ago and the terminal has already reached its oil capacity of 6 mln t per year. Mishel Litvak, Director General of Tamanneftegas, announced that maximum daily unloading of incoming oil is over 7 trains, 72 wagons each. Joint-Stock Company Tamanneftegas is the operator of the Taman transshipment complex of liquefied hydrocarbon gas (LPG), crude oil and oil products at the Taman Peninsula near Cape Zhelezny Rog (Krasnodar region). Gumusut-Kakap: Asia’s Largest Offshore Facility Being Installed at

Project Site A semi submersible floating production system for Malaysia’s Gumusut-Kakap deepwater field has been successfully delivered to be installed at the project development site offshore Sabah. The Gumusut-Kakap field is Malaysia’s second deepwater development after the Kikeh oil field, also offshore Sabah. The semi-FPS, the largest of such facility in the world to have been fully built and integrated on land, left the Malaysia Marine and Heavy Engineering Sdn Bhd (MMHE) yard in Pasir Gudang, Johor on 13 May 2013 and sailed to Desaru waters where a sea trial and an inclination test were completed on 24 May 2013. It was handed over to Sabah Shell Petroleum Company Ltd on 3 June 2013, which operates the field in partnership with PETRONAS Carigali Sdn Bhd, ConocoPhilips Sabah Ltd and Murphy Sabah Oil Co. Ltd. The semi-FPS then made a 1,480km journey to arrive at the field on 12 June 2013.

The semi-FPS is now in the process of being installed at the site and mooring was successfully completed on 24 June 2013. Once installed, it will be the largest offshore operating facility not only in Malaysia but in Asia. The successful fabrication and delivery of the semi-FPS showcases the capability of Malaysia’s fabricators and integrated service providers in undertaking the construction of a FPS of this scale. “This project and its achievement is attributed to the collaborative effort of PETRONAS, Shell, Murphy, ConocoPhilips as well as PETRONAS Carigali, supported by the capability and technical know-how of MISC Bhd and MMHE,”said Tan Sri Dato’ Shamsul Azhar Abbas, President & Group CEO of PETRONAS. The semi-FPS also solidifies MISC’s aspiration of being a preferred offshore floating facility solutions provider and further demonstrates its capability and experience in undertaking floating solution projects. MISC is the Engineering, Procurement and Construction contract holder for the project and undertook full project management scope and responsibility. MMHE, which constructed the semi-FPS, is a subsidiary of Malaysia Marine and Heavy Engineering Holdings Bhd (MHB) and a member of the MISC Group. “The completion of this project is a testimony to MISC and MMHE’s growing capabilities in the engineering and construction of floating production

facilities,”said Datuk Nasarudin Md Idris, President/CEO of MISC Bhd and Chairman of MHB. The semi-FPS project was geared towards bringing in not only significant foreign direct investment but also transfer of technology to Malaysia in line with PETRONAS’ objectives to continuously nurture and develop local capability and capacity towards making and promoting Malaysia as a regional deepwater development hub.

The offshore installation and commissioning activities are being undertaken by SSPC. The semi-FPS has been anchored in a water depth of about 1,200 metres and will initially service seven sub-sea manifolds in the Gumusut-Kakap field. Designed to remain on station in the field for 30 years, the semi-FPS has the potential to act as a hub for other possible sub-sea facilities. The Gumusut-Kakap field’s full development system comprises 19 subsea wells which are linked to a permanent structure of the semi-FPS and an oil export pipeline that will bring crude oil to the Sabah Oil and Gas Terminal in Kimanis, Sabah. The system has the design capacity to process up to 150,000 barrels of oil equivalent (boe) per day. The project has provided Malaysia with the opportunity and platform to develop its deepwater capabilities and expertise. The deepwater environment is a challenging one and the success of the Gumusut-Kakap semi-FPS leveraged on strengths, resources and infrastructure derived from deepwater expertise already existing in Malaysia, strengthening the nation’s position as a regional deepwater hub. The Gumusut-Kakap semi-FPS comprises a hull and topsides. The hull was designed by Shell and weighs approximately 19,000 MT. It has a storage capacity of 20,000 barrels of crude oil, 2,582 barrels of methanol, 4,145 barrels of diesel and 7,122 barrels of potable water. On 5th May 2013, the semi-FPS was successfully loaded-out using a “skidding” method onto a single heavy lift vessel, the Blue Marlin. A buoyancy tank about 105m x 40m in dimension was inserted between the Blue Marlin and the semi-FPS to provide additional buoyancy for its dry-tow to a float-off location at Desaru, where a sea-trial and inclination test was carried out. Prior to the inclination test, the semi- FPS was discharged from both the Blue Marlin and the buoyancy tank. This is the biggest structure ever undertaken by MMHE and was successfully constructed utilising approximately 40 million man-hours and the direct involvement of approximately 5,000 personnel. The topsides which weigh around 20,000 MT were designed by Technip GeoProduction (M) Sdn Bhd. The structure comprises four main integrated modules (South, North, East, and West). The topsides are also equipped with a 140-man Permanent Living Quarters, 132-man Temporary Living Quarters and 11 Technical Buildings (including Production, Subsea, Flash Gas Control, Switchgear, Warehouse and Generator Buildings). The topsides can accommodate 19 well slots and has the processing capacity of 150,000 barrels per day of crude oil, 300 million standard cubic feet of gas re-injection per day and 225,000 barrels of water per day. The four topsides modules were assembled and lifted on shore by a super lift methodology using lifting towers and strand jacks while the hull blocks consisting of column and pontoon were erected in sections at the skid rail adjacent to the topsides modules. The topsides and hull structures were then integrated on land by raising the modules through the super lift frame 45 metres from the ground. The super lift was the largest onshore topsides lift in the world and required the design and fabrication of a special purpose lifting assembly. The hull was then skidded beneath the topsides for all the components to be fully assembled. The topsides modules were then lowered down and secured onto the hull. Source : OfshoreEnergyToday

Cosco Shipping Loss Triples in Latest Sign of Weak China Profits

Cosco Shipping Co. (600428), a listed unit of China’s biggest shipping group, said first-half net loss tripled, the latest sign that slowing growth in the world’s second-biggest economy is eroding corporate earnings. The shipping company’s loss in the first six months was 78 million yuan ($12.7 million), widening from 23.6 million yuan a year earlier, it said in a statement to Shanghai’s stock exchange yesterday. Gold miner Zijing Mining Group Co. (2899), sportswear maker Peak Sport Products Ltd. (1968) and winemaker Dynasty Fine Wines Group Ltd. (828) are among others to report sliding profits or losses this month. Chinese data that showed an unexpected drop in June exports and imports yesterday underscored a slowdown amid Premier Li Keqiang’s moves to reduce reliance on investments and overseas shipments for economic growth. UBS AG this week cut its 2013 growth forecast for companies listed in Shanghai and Shenzhen, saying earnings may deteriorate further if government policies remain unchanged. “Corporate profitability is closely linked to economic growth,” Ma Jun, Deutsche Bank AG’s chief China economist in Hong Kong, said today by phone. When economic expansion weakens by one percentage point, corporate profit growth may slow by 10 percentage points, he said. China Rongsheng Heavy Industries Group Holdings Ltd. (1101), the nation’s biggest shipyard outside state control, is seeking financial help from the government. Rongsheng has lost more than 30 percent of its market value since saying on July 3 that idle contract workers staged “disruptive” activities and surrounded the entrance of its main factory. On July 5 it said it will post a first-half loss.

Economic growth in China has held below 8 percent for the past four quarters, the first time that has happened in at least 20 years. China’s gross domestic product may have risen 7.5 percent in the three months ended June, according to the median of 40 economist estimates in a Bloomberg News survey. That’s down from the 7.7 percent pace in the first quarter and 7.9 percent in the last three months of 2012. China’s statistics bureau is scheduled to release economic growth data for the second quarter on July 15. Cosco Shipping’s statement didn’t elaborate on the reasons for the widening of its loss. Guo Jing and Wang Jian, company spokesmen, didn’t immediately return phone calls. The company warned in April it may report a loss for the first six months, saying the global shipping market is in the “doldrums.” Cosco Shipping has dropped 23 percent this year, compared with 8.6 percent for the Shanghai Composite Index. The stock rose 2.7 percent to 3.02 yuan in Shanghai trading today, lagging behind the index’s 3.2 percent gain. Cash Crunch Rongsheng said last week that a plunge in orders forced it to reduce production and “restructure” its workforce. The Wall Street Journal reported July 3 that the shipbuilder laid off about 8,000 workers. The company is in talks with two coastal cities and ministry-level government departments on securing financial assistance, spokesman William Li said July 9. A cash crunch that sent money-market rates to a record last month has added to the challenges. Securing loans is “continuously” getting harder for shipyards and borrowing costs are increasing, said the Zhejiang Province Shipping Industry Association. “Except for large state-owned enterprises and some private companies, the rest will more or less face difficulties in borrowing,” the association said yesterday in an e-mailed statement. The nation’s auto dealerships are increasingly reluctant to ship their vehicles to neighborhood car lots without upfront payment because of the cash squeeze. There is “panic” among dealers, Luo Lei, deputy secretary-general of the China Automobile Dealers Association, said this week. HSBC Holdings Plc said last week it expected interim results from Chinese companies to lead to analysts downgrading their earnings estimates. Chinese equities will struggle for the next few quarters as a result, HSBC analysts led by Steven Sun wrote in a July 5 report. UBS strategists Li Chen and Chris Pu in a July 9 note named weak new real estate and infrastructure construction, poor exports, unwillingness of manufacturers to restock, weak consumer prices and higher financing costs as the main “unfavorable factors” facing non-financial companies. Port Accidents are Avoidable Speaking this week at the industry forum, ASEAN Ports and Shipping in Ho Chi Minh City, Vietnam, TT Club’s Regional Director for Asia Pacific, Phillip Emmanuel, showed evidence that a very high percentage of the insurer’s claims were due to some kind of operational error. The majority could have been avoided through good management practice.

Emmanuel highlighted the main areas of concentrated risk and presented effective recommendations to minimize these incidents. Leading transport and logistics insurer TT Club’s latest analysis of 9,500 claims over the past seven years, valued at $400 million, confirmed an ongoing trend in avoidable damaging events that resulted in claims. Emmanuel showed that the majority (68%) were due to poor operations and processes and a further 14% resulted from maintenance related issues. Only 18% were caused by weather related issues, seemingly out of the control of the operator, but an amount of these could have been avoided through more adequate preparation.

“Effective procedures, training and safety technology will reduce risk and bring other commercial benefits such as lower insurance premiums and higher customer satisfaction,” advised Emmanuel. The main area of risk, unsurprisingly, was in the operation of mobile equipment such as quay cranes, lift trucks, rubber-tyred gantry cranes, and straddle carriers. These make up two-thirds of the operational claims by value.

For example, quay crane boom-to-ship collisions are common at 236 incidents in the past seven years worth $15 million and representing 31% of quay crane claims. TT Club suggests that these accidents could be greatly reduced by fitting boom anti-collision sensors. Stack collisions are also common and costly, accounting for 19% ($ 10 million) of quay crane and 82% ($23 million) of yard crane claims. This sort of incident can also be minimized through good management practice, often by the use of a stack profiling system.

As regards the enduring problem of theft, Emmanuel suggested, "Prevention is a combination of a physically secure site; rigorous checks and double-checks on paperwork and well-trained and well-motivated staff. “

As Phillip Emmanuel concludes, “In analyzing the causes of risk, we aim to promote good risk management practice and continuous improvement in our industry. TT Club is able to assist here given its resources and expertise”. Source: MarLink.

Coast Guard Warns Ships to Reduce Speed to Avoid Collisions with Whales

USCG has asked large ships to slow down in order to avoid fatal collisions with endangered whale congregating in the food-rich waters around the Farallon Islands. The Coast Guard's message, broadcast over marine band radio, asks heavy vessels - including tankers, container and cruise ships – to approach and exit San Francisco Bay at no more than 10 knots, about half their normal speed. The slowdown is intended to reduce ship strikes on endangered blue and humpback whales NOAA requested the slowdown message after biologists stationed on Southeast Farallon Island 30 miles outside the Golden Gate counted a remarkable concentration of whales in late June. During a one-hour break in the fog on June 27, the Farallon Island biologists counted 33 humpback whales, six blues and one fin whale, Howard said. Source: The Press Democrat.

ABB Wins Statoil Heimdal Platform Automation Contract

ABB as won an order from Statoil for the upgrade of safety and automation systems at the important Heimdal platform in the North Sea, off the coast of Norway. ABB’s scope comprises a new Human-Machine Interface (HMI) for the control system, control room modifications, simulator, fire and gas detectors, integration of telecommunication in the control room and information management systems (IMS). Heimdal field has reduced its own production and the platform is now primarily a hub in the central North Sea for the processing and distribution of gas. Singapore celebrates 15 years of co-operation with the IMO on theThird

Country Training Programme

This year marks the 15th anniversary of Singapore's co-operation with the International Maritime Organization (IMO) on the Third Country Training Programme (TCTP). In celebration of this milestone, a commemorative book entitled "A Bridge to Our Future" was launched at the 63rd session of the Technical Co-operation Committee at the IMO in London by Mr Lam Yi Young, Chief Executive, Maritime and Port Authority of Singapore (MPA), said in the press release.

This commemorative book tells the story behind the Singapore-IMO TCTP, as well as the men and women dedicated to advancing the IMO's objectives of safe, clean and efficient global shipping. The book is available on MPA's corporate website at http://www.mpa.gov.sg/sites/pdf/tctp-mpa-15-anniversary-publication.pdf from today.

In 1998, Singapore and the IMO signed a Memorandum of Understanding (MOU) on the Third Country Training Programme, which was the first of its kind at that time. Under this MOU, Singapore conducts and contributes to the funding of training programmes for developing IMO Member States in the Africa, Asia-Pacific and Middle East regions on matters relating to maritime safety and the prevention and control of marine pollution. Through the Singapore-IMO TCTP, Singapore hopes to enhance IMO Member States' capacity to implement international maritime regulations and standards.

In 2012, the geographical scope of the Singapore-IMO TCTP was expanded to include Latin America and the Caribbean. Today, the Singapore-IMO TCTP reaches out to countries in Asia-Pacific, Middle East, Africa, Latin America and the Caribbean.

To date, more than 1,400 participants from over 70 countries have attended a wide range of courses conducted under the Singapore-IMO TCTP. In addition, new TCTP courses have been rolled out over the years to complement new regulations being adopted at the IMO, while existing courses have been continually refined and updated to meet the evolving needs of participants. These courses include workshops on the Implementation of the Voluntary IMO Member State Audit Scheme (VIMSAS), as well as the Ballast Water Management Convention.

Mr Lam Yi Young, MPA's Chief Executive said, "We would like to express our sincere appreciation to the IMO and other member States for their continued support over the years, as we celebrate the 15th anniversary of Singapore's co-operation with the IMO on the TCTP. 15 years on, Singapore remains committed to providing technical assistance and training programmes to developing countries through the Singapore-IMO MOU on TCTP."

The X-47B Unmanned Combat Air System (UCAS) demonstrator completed its first carrier-based arrested landing on board USS George H.W. Bush (CVN 77) off the coast of Virginia July 10. "It isn't very often you get a glimpse of the future. Today, those of us aboard USS George H.W. Bush got that chance as we witnessed the X-47B make its first ever arrested landing aboard an aircraft carrier," said Secretary of the Navy Ray Mabus. "The operational unmanned aircraft soon to be developed have the opportunity to radically change the way presence and combat power are delivered from our aircraft carriers."

Today's demonstration was the first time a tailless, unmanned autonomous aircraft landed on a modern aircraft carrier.

This test marks an historic event for naval aviation that Navy leaders believe will impact the way the Navy integrates manned and unmanned aircraft on the carrier flight deck in

the future. "Today we witnessed the capstone moment for the Navy UCAS program as the team flawlessly performed integrated carrier operations aboard USS George H.W. Bush with the X-47B aircraft," said Capt. Jaime Engdahl, Navy UCAS Program Manager. "Our precision landing performance, advanced autonomous flight controls and digital carrier air traffic control environment are a testament to the innovation and technical excellence of the Navy and Northrop Grumman team."

The July 10 landing was the beginning of the final part of three at-sea test periods for X-47B during the last eight months, culminating a decade of Navy unmanned integration efforts that show the Navy's readiness to move forward with unmanned carrier aviation says Rear Adm. Mat Winter, who oversees the Program Executive Office for Unmanned Aviation and Strike Weapons in Patuxent River, Md. "This demonstration has enabled us to merge industry and government technologies together which will enable the U.S. Navy to pursue future unmanned aviation carrier capabilities," said Winter, who witnessed the historic landing. "The government engineering and testing team in partnership with our Northrop Grumman team members have matured the technologies in this X-47B system to position us for today's event, which marks a milestone in naval aviation."

During today's testing, the X-47B completed the 35-minute transit from Pax River to the carrier and caught the 3 wire with the aircraft's tailhook. The arrested landing effectively brought the aircraft from approximately 145 knots to stop in less than 350 feet. Shortly after the initial landing, the aircraft was launched off the ship using the carrier's catapult. The X-47B then proceeded to execute one more arrested landing.

On the third approach to Bush the X-47B aircraft self detected a navigation computer anomaly that required the air vehicle to transit to the assigned shore based divert landing site, Wallops Island Air Field. The X-47B navigated to and landed without incident. "We have been using the same [carrier] landing technology for more than 50 years now and the idea that we can take a large UAV and operate in that environment is fascinating," said Engdahl. "Across the entire spectrum of military operations, an integrated force of manned and unmanned platforms is the future," said Ray Mabus. "The X-47B's autonomous arrested landing aboard USS George H.W. Bush shows how the Navy and Marine Corps are riding the bow wave of technological advances to create this 21st century force."

The X-47B spent several weeks aboard aircraft carriers in recent months. The Navy UCAS program successfully completed CVN deck operations aboard USS Harry S. Truman (CVN 75) in December 2012 and aboard Bush in May. During the May underway period, the X-47B completed its first-ever catapult launch. Since May, the integrated test team conducted a number of shore-based arrestments at Pax River in preparation for the demonstration aboard the ship.

"We have learned a lot from our flight deck operations, our shore-based flight test and extensive modeling and simulation," Engdahl added. "Our team has executed all major program objectives and developed the concept of operations and demonstrated technologies for a future unmanned carrier-based aircraft capability. [Today] we have proven we can seamlessly integrate unmanned systems into the carrier environment." "We have certainly come a long way in the 102 years since Eugene Ely made the first arrested landing aboard an aircraft carrier. Naval aviators have always been at the forefront of operational and tactical innovation, and today was no exception," said Mabus. "People

Training vessel m/v Octans (PGLU) of the Maritime Institute Willem Barentsz at Balk Shipyard Urk.

Training vessel Octans was at the Balk shipyard last week to carry out survey and maintenance. The vessel is used by the Dutch Maritime Institute Willem Barentsz (MIWB) to train the maritime cadets (bridge, deck and engine room) and to carry out hydrographic survey work for educational purposes. MIWB, located at the island of Terschelling has two types of education, one for Maritime Officer (MAROF) and one for hydrographic surveyor (Ocean Technology). The MAROF students acquire, when they have successfully finished their bachelor study, a dual license as navigation and marine engineer officer. The Hydrographic surveyor students get, when they have finished their bachelor study successfully, the IHO recognized A status license of hydrographic surveyor.

Besides the maintenance and some survey work that was carried out, also work on the hydrographic survey equipment was done. E.g. some new transducers were installed at the bottom of the vessel. The positioning of the transducers was very accurately measured by a lecturer of MIWB in cooperation with three Ocean Technology students.

At the end of this ‘shipyard’ week the survey and maintenance was completed and an inclining test was

Maritime Craft Services takes delivery of three Damen Twin Axe FCS 2610 and more

MCS becomes the largest Twin axe owner and operator to services for offshore built wind turbines

Maritime Craft Services (Clyde) Ltd. took delivery of three more Twin Axe wind farm support vessels in June and two more will arrive next month. With the introduction of the five new Damen Twin Axe Fast Crew Suppliers, MCS has the largest Twin Axe fleet in the offshore wind industry.

The addition of the latest three Damen Twin Axe Fast Crew Supplier 2610s follows the successful introduction of two vessels of the same type in 2012, the MCS Sirocco and MCS Pampero.

MCS Managing Director Dirk Kuijt says: “It is good business practice to have a mix of different type of CTV’s, but as yet we have not found a more reliable, safe and comfortable Crew Transfer Vessel as the Twin Axe to contemplate this mix.”

First jobs The three new vessels are named MCS Kaver, MCS Blue Norther and MCS Levanto and will be deployed in the Shetland Islands, Germany and Denmark in offshore wind farm support and maintenance activities. MCS has also ordered two more Twin Axe Fast Crew Suppliers, which will be delivered end-July. These will be named MCS Coromell and MCS Boreas. Based in Largs, Ayrshire (UK), MCS has more than 30 years

experience, the Scottish family firm operates a 19-strong fleet of tugs and workboats internationally and has several Damen vessels including Multi Cats, Shoalbusters and Dredge Helpers. MCS has been active in the offshore wind market for many years and decided to enter the crew transfer market in 2011.

Kherson Shipyard Starts Sea Trials of SVL LOYALTY, Ukraine

The second tanker of RST27 Project SVL LOYALTY, built by Kherson Shipyard (KSY), has been put to sea for trials. The vessel is intended for river-sea transportation of crude oil and oil products, including petrol without limitation as to flashpoint, with provision of simultaneous transportation of two cargo grades. RST27 Project is developed by the Marine Engineering Bureau (MEB). Overall length of the vessel is 140,85 m, breadth – 16,86 m, depth – 6 m. Capacity of six cargo tanks and two slop tanks is 8100 cum, deadweight at sea – 6980 tons at draft of 4,20 m, in river at draft of 3,60 m – 5378 tons, service speed – 10 knots. The contract for construction of the three complete river-sea tankers was signed in 2011 between KSY and Maltese company SVL. The first ship of the RST27 project series, SVL LIBERTY, was delivered to the Customer on 22nd of March. The complete execution of the contract is expected in 2013. COSCO Shipyard Bags Two Orders Worth $36 Mln

COSCO (Dalian) Shipyard Co., Ltd (a subsidiary of the Company’s 51% owned subsidiary, COSCO Shipyard Group Co., Ltd), has secured a contract from an Asian company to build an oil tanker of 22,000 dwt. The tanker is scheduled for delivery in the fourth quarter of 2014. Separately, COSCO (Zhoushan) Shipyard Co., Ltd (which is also a subsidiary of COSCO Shipyard Group Co., Ltd.) has secured a contract from one European company to build a stinger barge. UK Shipyard Wins Long-term Dredger Drydock Contract

A&P Tees, part of A&P North East, has won an exclusive contract from UK dredge contractor CEMEX UK Marine, part of the CEMEX UK Group, for the drydocking of the company’s three trailing suction hopper dredgers over a five-year period. Due to the severity of the work undertaken by dredgers, it is expected that each vessel will be drydocked on a regular basis. The first vessel, the 5,022 m3 Sand Falcon already visited the shipyard during March/April this year, and the 2,700 m3 Sand Heron and the 4,000 m3 Sand Fulmar are due in the yard during July and August respectively. Apart from the normal drydocking operations, each vessel will also have work carried out on all the dredge equipment such as pipes, hoppers, pumps etc. The dredging industry is one of the main markets for A&P Tees – the yard also carries out work on such vessels owned by other dredge contractors, including UK Dredging, Britannia Aggregates and PD Ports. Currently in the yard, undergoing general repairs is PD Ports’ 1,530 m3 trailing suction hopper dredger Cleveland County. Also currently in the yard is the Svitzer tug Svitzer Redbridge, which is the fifth tug from this owner this year – with another three/four to come. A&P North East operates two graving

Swire Group acquires Polynesia Line The China Navigation Company, (CNCo) the deep-sea shipping arm of the Swire group, has taken over the niche carrier Polynesia Line. China Navigation already held a minority interest of 13% in the California-headquartered Polynesia Line Ltd (PLL) since 1979 and it has now purchased all the remaining shares in the company.

CNCo said that it had no immediate plans to revamp PLL's service structure. “We have tremendous confidence in PLL’s position as the premier US West Coast to the Pacific Islands shipping service which has been established over many years” said Tim Blackburn, Managing Director of CNCo. He added that, following the purchase of the shares, it will be “business as usual” for PLL.

The management of the service will remain in San Francisco, Interocean Steamship Corporation will continue to operate as the Line’s agent in the USA and there will be no change to the existing agency representation in the key ports of the Pacific Islands.

Polynesia Line, established in 1967, provides ocean transportation services between US West Coast and Tahiti, American Samoa, Western Samoa and other Pacific Islands. The Company operates a fortnightly service (#363), which it offers in cooperation with the German carrier Hamburg Süd. Each of the two parties provides one of the service's two vessels: Polynesia Line brings in the aptly named 1,368 teu POLYNESIA, its only ship, while Hamburg Süd contributes the 1,122 teu CAP TAPAGA. Both ships are charter vessels. Direct ports of call include Oakland, Los Angeles, Papeete, Apia and Pago Pago. Since the Swire Group has a healthy orderbook of container-friendly multipurpose ships, it does not seem unlikely that the chartered POLYNESIA might be replaced by a Swire-owned ship in the foreseeable future. Cargo volumes through Liberia's Monrovia port doubled in 2012

Volumes of cargo passing through the port of Monrovia doubled last year after work to expand the terminal led to a jump in the number of ships docking there, the port's manager told Reuters. The port is managed by APM Terminals, a division of the A.P. Moller-Maersk Group, which has invested $50 million in improving the site since it entered into an agreement with the government in 2010, the manager, Matilda Parker, said. The rapid increase in activity at the port underscores how Liberia has recovered in the decade since a 14-year on-off civil war ended in 2003. The expansion of iron ore mining is due to generate a further jump in port traffic. Parker said the dredging of the port and expansion of terminal had lured in more ships, boosting revenue last year by 52 percent to $26 million. Volumes of cargo more than doubled in 2012 to 4.735 million tonnes from 2.316 million tonnes in 2011, Parker said. APM is due to manage the port for the next 25 years. ArcelorMittal, the world's top steel maker, is currently shipping iron ore out of the eastern port of Buchanan. Sea Sunday 14th July 2013 – celebrations across the industry

Churches and communities across the world are celebrating Sea Sunday this weekend with special prayers for the world’s seafarers, one of which has been recorded for international maritime charity the Sailors’ Society by TV personality Alan Titchmarsh.

The second Sunday of July each year is designated to ‘Sea Sunday’ by the many maritime mission societies of the world including Sailors’ Society. The charity gives vital multi-faith support through its professionally trained Port Chaplains who between them made 19,306 ship visits in 2012, and spent 234 hours visiting seafarers in hospital amongst a myriad of other important practical and spiritual works.

Sea Sunday provides us all with the opportunity to remember the 1.3 million merchant seafarers of the world and to celebrate their work, reflect upon the difficult and often dangerous issues that they face daily, and to be reminded of the ministry that Port Chaplains provide every day.

The average time each seafarer spends away from his family is 270 days. 81% have no access to the internet whilst at sea, and even while in port, 52% still have no email access. 71 ships were sunk, run aground or had major collisions in 2012; in the same year10 ships were abandoned and the crews left to make their own way back to their home countries, and 1,051 lives were lost at sea.

Health Inspections at Brazilian Ports Members are advised that the Brazilian Port Health Authority – ANVISA - has notified local Port Agents that vessels will have to present a certificate in relation to pest control on board as per Directive RDC 72. These demands for the Derating / Fumigation Certificate are additional to any Ship Sanitation Certificates.

While at the beginning only selected ports were part of this programme, ANVISA is now extending its ambit to cover more areas. Our understanding is that this is part of a wider project from ANVISA which ultimately may cover all Brazilian ports.

If a vessel is not in possession of the necessary certificate, then it may be necessary to hire an ANVISA approved local company to carry out fumigation / derating on the ship. Thereafter the necessary certificate may then be produced to ANVISA for clearance. Particuarly important to note is that foreign certificates may not necessarily be accepted by ANVISA, thus requiring a local company to undertake this work. Members are also asked to note that this local certificate may not necessarily be accepted in ports of other countries.

The cost of such work may be up to USD2,000 and the certificate granted would be valid for six months.

Pursuant to further local regulations, all ships calling at a designated Brazilian port must carry out insect and rodent control every six months, and such measures need to be properly recorded in the vessel's logs and be evidenced by appropriate certificates. Records may need to include the following information and be signed off by the responsible technical person from the Ship-Owner or Technical Manager's side:
