Signing of Cooperation Agreement Between the ReCAAP Information Sharing Centre (ISC) and INTERPOL

1. The ReCAAP ISC and INTERPOL formalised their cooperation by signing a Cooperation Agreement on 8 November 2012. The Signing Ceremony took place at the 81st INTERPOL General Assembly held in Rome, Italy. The Cooperation Agreement records a mutual understanding on joint cooperation in the area of information exchanges and mutual support; and establishes a platform for future collaboration. It was signed by Mr Yoshihisa Endo, Executive Director of the ReCAAP ISC, and Mr Ronald K. Noble, Secretary General of INTERPOL. 2. The ReCAAP ISC, launched in Singapore in 2006, had signed similar cooperative arrangements since 2007 with the International Maritime Organization (IMO), Asian Shipowners’ Forum (ASF), the Baltic and International Maritime Council (BIMCO) and International Association of Independent Tanker Owners (INTERTANKO). These are in addition to the Standard Operating Procedures (SOP) that ReCAAP ISC signed with the Republic of Singapore Navy’s Information

Fusion Centre (IFC) and the three Regional Information Sharing Centres set up under the Djibouti Code of Conduct (DCoC). 3. Recognising that transnational crime cannot be tackled in isolation, such partnership are essential to tackle challenges in common areas. “Cooperative Arrangement being one of the three pillars of ReCAAP allows a variety of organisations to collaborate and cooperate with the ReCAAP ISC in sharing information, and participate in our capacity building programmes. Number of piracy cases in Malacca Straits down

The Malaysian Maritime Enforcement Agency (MMEA) has succeeded in reducing piracy in the Straits of Malacca since it was set up in 2005, the Dewan Rakyat heard. Deputy Minister in the Prime Minister's Department Datuk Ahmad Maslan said the menace of pirates had seen steady decline with frequent checks and patrols by the agency. "There were 38 piracy cases reported in 2004, and the number went down to 10 cases after MMEA was established in 2005. "In 2006, 2007 and 2008, there were six, four and two cases respectively. There have been no piracy cases for three consecutive years from 2009," Ahmad Maslan said in reply to a supplementary question from Datuk Dr Marcus Mojigoh ( BN-Putatan) . He added that two cases were reported so far this year. Ahmad Maslan said the agency had conducted 83,951 checks on vessels in Malaysian waters since 2007, and 5,184 of them were detained for various maritime offences. The agency is equipped with 251 boats, six helicopters and two amphibious vessels. "The Canadian-made amphibious vessels cost RM120 million each and are equipped with infrared radar, latest avionics systems, and are capable of extinguishing fire on vessels at sea using sea water. we will consider purchasing more of these vessels." Ahmad Maslan said the Straits of Malacca was a crucial area to protect as more than 100,000 merchant vessels ply the route yearly. To another question from Datuk Seri Abdul Ghapur Salleh (BN-Kalabakan) on the steps taken to fight crime committed in Tawau by Indonesians, he said the matter came under the jurisdiction of the marine police. Fewer sea mishaps eyed with creation of storm shelter areas for ships

Maritime casualties during typhoons may soon be minimized as the Philippine Coast Guard (PCG) plans to build shelter areas for marine vessels that are caught in adverse weather.

The proposed shelter areas to be set up in various PCG districts nationwide would accommodate marine vessels and small boats that are seeking refuge particularly during rough sea conditions or on the onslaught of a typhoon, according to Rear Admiral Luis Tuason Jr., the agency's officer-in-charge. Tuason, who is also the PCG vice commandant for operations, added that sea accidents during bad weather conditions will be lessened if vessels could find a specific shelter area where they can dock or anchor.

He cited the recent experience of the United States during the onslaught of Super Storm "Sandy," wherein a number of sea accidents were prevented along the East Coast and Atlantic region since ships were able to seek refuge in the designated shelter areas in Florida and parts of the Caribbean. The respective PCG districts will be submitting a list of possible shelter areas within their vicinity. The location of the shelter area should be a particular known point and its coordinates should also be familiar to both merchant vessels and fishing boats.

According to Tuason, a shelter area should withstand the effects of Public Storm Warning Signal no. 1 or when the typhoon is packed with winds reaching up to 55 kilometers per hour. But Tuason also ordered district commanders to submit possible shelter areas that can withstand effects of super typhoons especially during Public Storm Warning Signal no. 4. The Philippines, a country frequently visited by storms, has a history maritime disasters.

Rolls-Royce inaugurates Marine Technology & Training Centre in Norway

Rolls-Royce, the global power systems company, has officially opened its new European Marine Technology and Training Centre in Ålesund, Norway in front of a crowd of 300 customers, partners and government officials, the Company press releases said. The celebration, whose guest of honour was HRH Crown Prince Haakon of Norway, marked the formal opening of this 3,000m² ultra-modern facility, in the heart of Norway's maritime cluster.

The centre features the latest Rolls-Royce marine technology and equipment to support customer training and simulation requirements and is particularly focused on offshore deepwater oil and gas exploration and production activities.

As the head office in a global network of marine training centres that includes facilities in Singapore and the USA, the Rolls-Royce Technology and Training Centre in Norway is well-equipped through a major investment in the latest simulator technology. The centre-piece is a full-scale offshore vessel bridge with a 360 degree field of vision where ship manoeuvring, anchor handling and other precise offshore operations can be simulated. A number of individual simulators allow trainers to operate winches, cranes and other equipment, while a separate and enlarged dynamic positioning (DP) simulator caters for this specialist area. A fully-equipped workshop as well as classrooms and conference facilities allow crews to train with systems and equipment identical to those on board their vessel. The Technology and Training Centre is located in the newly built Norwegian Maritime Competence Centre, on the campus of Ålesund University College. Divers recover sailor's body from sunken ship Amurskaya

the body during their fourth dive into the wreckage, the ministry said in a statement, and investigators will attempt to determine the cause of death.

The ship, registered in Nikolaevsk-on-Amur, sank near the Shantarsky Islands in the southwestern Sea of Okhotsk on October 28 with 11 crew members on board. The vessel was en route from the port of Kiran to the port of Okhotsk with a cargo of gold ore weighing 700 tons. The Emergencies Ministry said in a statement that weather conditions allowed for divers to inspect all compartments inside the ship.

Previous underwater inspections of the Amurskaya, which rests at the depth of 25 meters (82 feet), revealed that emergency evacuation rafts were absent on the vessel, which could mean that the crew left the ship. Mining experts say the cargo of ore could contain up to 9 pounds (4.2 kg) of gold worth up to $230,000 at current prices. Eco-dredging course ahead of Abu Dhabi international dredger conference

THE International Association of Dredging Companies (IADC) and the Central Dredging Association (CEDA) representing organisations in Europe, Africa and the Middle East, will hold a training course in Abu Dhabi on December 10-11.

The environmental course has been timed to finish one day before the CEDA Dredging Days conference in Abu Dhabi, United Arab Emirates on December 12-13. The organisers say this will give added value to both events and allow participants to maximise the benefits of travelling only once to this region for both events. The Environmental Aspects

of Dredging course will again be sponsored by the National Marine Dredging Company (NMDC) and held in cooperation with the Higher Colleges of Technology (HCT) Abu Dhabi at their high-tech premises. Course leader Gerard van Raalte, of Royal Boskalis Westminster, said it is vital to study the environment together with dredging, "Understanding the ecosystem is essential. It not only helps mitigate potential negative impacts, but also improves and enhances the wider project environment - something that each dredging project should seek to achieve."

The training course is based on the 386-page book titled 'Environmental Aspects of Dredging', jointly produced by CEDA, IADC and Taylor & Francis in 2008. Participants attending the course will receive a copy of the book, lecture notes, and a certificate upon completion. The course features lectures and workshops delivered by well-known professionals from the dredging industry. Ship’s crew nabs six pirates It was reported last Friday that six out of 10 pirates were apprehended when they attempted to rob a ship’s crew near Batam, Indonesia at 2am last Wednesday. According to a representative of the shipping company known as Chai, 24, from Jalan Matang, he received a call around 2am that day from the captain of the ship, telling him that a few documents including a shipping card and licence were taken from them by some pirates. After being contacted, Malaysia Maritime Enforcement Department referred the case to the Indonesian police as the ship was in their territory. It later turned out that the 12 brave crew members managed to overpower the pirates and apprehended six of them. However, four of the pirates managed to escape. The ship is expected to reach here tomorrow. In another pirate attack reported Friday evening, a tugboat captain claimed that they were taken by surprise and robbed while they were in his cabin. The attack occurred while the tugboat and barge were in the South China Sea at GPS 0144.58N and 10611.42E around 7.30pm Tuesday. The Indonesian captain, Teguh Sarwono, 39, said he was shocked when four strangers suddenly rushed into his cabin. Altogether, ten pirates boarded the tugboat. One of the crew members was

beaten up while some of them hid in the engine room. The pirates took eight mobile phones, RM3,500, a DVD player and some documents. As they left, the pirates even smiled and waved at the captain. Alle "warme containers" zijn uit 'MSC Flaminia' verwijderd

Alle containers met hittehaarden zijn in Wilhelmshaven uit de zwaar beschadigde 'MSC FLAMINIA' gelost. In totaal is al een derde van de lading van boord gehaald. Dat heeft het Duitse Havariekommando, dat toeziet op de berging van de lading aan boord van het zwaar beschadigde containerschip, gisteren gemeld. "Alle werkzaamheden vorderen naar onze tevredenheid. We zien al licht aan het einde van de tunnel", gaf Hans-Werner Monsees, de bevelhebber van het Havariekommando, als algemeen commentaar.

De 'MSC FLAMINIA kwam twee maanden geleden in Wilhemshaven aan, na wekenlang op zee rondgedobberd te hebben na de explosies en zware brand die het schip, dat onderweg was van Charleston naar Antwerpen, teisterden. Het schip ligt sindsdien aan de kaai van de gloednieuwe Jade Weser Port-containerterminal. Intussen zijn al 975 van de 2.876 containers aan boord aan land gebracht. Daarvan zijn al 814 containers, waaronder 46 kisten met gevaargoed, gereinigd en klaar voor natransport. De overige 161 containers waren zo zwaar beschadigd dat ze meteen behandeld werden. Daarbij zijn maatregelen in acht genomen om elke contaminatie van de terminal te voorkomen. De containers die zich nu nog aan boord bevinden, kunnen op een 'normale manier' worden gelost en behandeld, zegt het Havariekommando nog. Disputed ferry boat spotted in Kisumu, colour changed

MV NANSIO -- a ferry boat that was reported to have disappeared under circumstances that were not very clear at Mwanza South Port -- was this week spotted at Kisumu Port in Kenya, sources confirmed. The Citizen on Sunday was informed that the move to dock the ferry in the Kenyan port on the shores of Lake Victoria was part of the long dispute over the succession of properties owned by former Kamanga Ferry Ltd director Klaus Gaetje who died eight years ago in Kampala, Uganda.

Mr Mark Gaetje – who is the son of the late Klaus Gaetje -- confirmed to The Citizen on Sunday yesterday that the ferry boat has been hidden at the Kisumu Port and that this was a plot to sabotage the right heirs of Klaus Gaetje’s estate. “After a long and painstaking investigation we found out that plotters maliciously smuggled MV NANSIO out of Mwanza Port to Kampala before it sailed for hiding in Kisumu,” said Mr Mark Gaetje.

According to Mr Gaetje, at the time it was spotted, the plotters were attempting to change its outer colour so as to camouflage its identity. MV NANSIO -- which was used to ferry people, cargo and vehicles plying between Mwanza and Kamanga ports -- became a controversial issue immediately after the owner’s death. Soon after Klaus Gaetje died, his property -- Kamanga Ferry Limited – started attracting disputes, particularly as some individuals and companies attempted to plot and take over shares in the company.

The company that has been struggling to acquire the shares is the former shareholder -- RSPT. The struggle has also involved Birikaa Pedarson, an adopted son of the Kamanga Ferry Ltd’s former shareholder, Steen Pedarson. Before his death in 2004, the late Klaus Gaetje had acquired 236,667 shares earlier owned by RSPT out of 300,000 total shares. Kamanga Ferry Ltd filed a lawsuit at Mwanza High Court in 2010 trying to sort out the share dispute with RSPT Company.

The case -- number 80 of 2010 -- was resolved in the same year when Judge Gabriel Rwakabalira ruled that ownership of MV NANSIO should remain to Kamanga Ferry Ltd.

On July 18, this year, MV NANSIO under its chief engineer Dominic Nondo changed its normal routes and was docked at Kirumba fishing yard as per the order by Birikaa Pedarson. However, when Mr Birikaa Pedarson was contacted yesterday by phone for comment, he declined saying he was not ready to issue a word on a matter that was in the hands of the law at the moment.

Mr Pedarson was claimed to have issued the order on behalf of RSPT, the company that previously held shares in the ferryboat. Kamanga Ferry Ltd owner filed a case numbered 30 of 2012. The case was heard by the High Court judge (Commercial Division) Amiri Mruma. On September 20 the court ruled that MV NANSIO should never be allowed to sail outside Mwanza. Stranded ship tugged away Salvage team says de-ballasting 7,000 tonnes of water helped turn the vessel

After being the star attraction for beach crowds at Nochikuppam over the last 11 days, the stranded vessel, MT PRATIBHA CAUVERY, was on Sunday tugged away amid applause and cheers from a large gathering of onlookers. Though tow vessel MALAVIYA 21 arrived here on November 5 to salvage the vessel after it ran aground under the fury of Cyclone Nilam two weeks ago, tugging operations could commence only on November 8.

In its maiden attempt, the tow boat from Kakinada was able to turn the stranded vessel by six degrees. But the operations had to be called off when the tow rope snapped. The salvage team was not able to make much headway in the subsequent attempts till Friday evening.

Authorities then decided to de-ballast 7,000 tonnes of water from the ship, using several electrical submersible pumps to make it lighter. The de-ballasting was completed by Saturday evening and it helped tilt the vessel by 10 degrees towards the east. While the posterior of the ship, including the propeller set was under water, the front portion was in the air. To balance the vessel, 1,000 tonnes of water was pumped into the front portion.

It was at 6.30 p.m. the ship was successfully salvaged by the private firm on its seventh attempt and hauled away. Representatives of the salvage team said de-ballasting nearly 7,000 tonnes of water helped turn the vessel. The vessel would be taken to the outer anchorage of the Chennai Port Trust and kept there for the next few days. Union Shipping Minister G.K. Navy now says jet diverted over mechanical problem

A Navy spokesman says a fighter jet training off the coast of San Diego was diverted to a nearby base because of a mechanical problem. Navy spokesman Aaron Kakiel said Friday the problem of the F/A-18 jet was spotted while it was training with the NIMITZ aircraft carrier, countering initial reports from the military that fog caused the diversion Tuesday night. Kakiel says the pilot could not land at the Navy's North Island base because of fog and was sent further inland to Marine Corps Air Station Miramar, where the aircraft landed safely. The Pakistan Navy will next year take delivery of its fourth and final F-22P frigate. The locally built vessel will help it ensure maritime security, not just for Pakistan but also for the international community as the Pakistan Navy combats piracy and other threats in the Indian Ocean region. Commodore Hisham of the Pakistan Navy, speaking at the International Defence Exhibition and Seminar (IDEAS) in Karachi today, said that Pakistan’s Navy has been part of Combined Task Force 151 (CTF-151) since January 2009 in an effort to combat piracy in the Gulf of Aden. CTF 151 is an international naval task force that operates in the Gulf of Aden and off the eastern coast of Somalia covering an area of approximately 1.1 million square miles. It was

established in January 2009 to conduct counterpiracy operations under a mission-based mandate throughout the Combined Maritime Forces (CMF) area of responsibility. Pakistan has from the beginning participated in CTF-151 and so far has rotated 13 ships in the Task Force and commanded it twice. In December the Pakistan Navy will take command for a third time. With the advent of pirates using hijacked mother ships from which to launch attack skiffs, piracy has expanded far beyond the Somali coast. Pirates have struck as far as the western coast of India, the Somali Basin and close to Pakistan’s Exclusive Economic Zone (EEZ). Indeed, Hisham noted that there have been three incidences of piracy on the edge of Pakistan’s EEZ in recent times. Hisham said that Somali piracy has strategic fallout which includes disruption of trade, a rise in insurance premiums and freight charges and altered routes as shipping companies avoid high risk areas. Hisham pointed out that terrorists and pirates operate hand-in-glove, as money made through piracy is used to further terrorist activities ashore, which distracts from activity at sea. Apart from counter-piracy duties, the Pakistan Navy is also part of Combined Task Force 150 (CTF-150), a multinational coalition naval task force working under the 25 nation coalition of Combined Maritime Forces. It was established to promote maritime security in order to counter terrorist acts and related illegal activities, which terrorists use to fund or conceal their movements. CTF-150‘s Area of Operation covers the Red Sea, Gulf of Aden, Indian Ocean and Gulf of Oman. The activities of CTF-150 directly influence events ashore, as terrorist organisations are denied a risk free method of conducting operations or moving personnel, weapons or income-generating narcotics.

Pakistan has five times commanded the Combined Task Force 150 since 2004. Hisham noted that the Pakistan Navy’s contribution to regional maritime security has involved 44 ships in rotation since 2004, which have accumulated more than 50 000 hours at sea. Pakistan Navy ships have had the second highest on-task time in the coalition second only to the United States. Pakistan’s ability to provide maritime security is being increased with the arrival of its four new F-22P or Zulfiquar class multi-purpose frigates, the first of which was commissioned in September 2009. The Hudong-Zhonghua Shipbuilding Group, China State Shipbuilding Company, the China Shipbuilding and Trading Company and Karachi Shipyard and Engineering Works (KSEW) are all involved in the production of the vessels.

The first three frigates were built in China at the Hudong Zhonghau Shipyard, while the last vessel is being built by Karachi Shipyard and Engineering Works. The class carry Harbin Z-9 helicopters and are armed with a 76 mm gun, 30 mm Type 730B close-in weapons systems, FM-90N surface-to-air missiles, C-802 surface-to-surface missiles, ET-52C torpedoes and RDC-32 anti-submarine rockets. The fourth frigate was launched in June last year at the Karachi Shipyard and Engineering Works. During the launch ceremony the Chief of Naval Staff Admiral Noman Bashir said that a strong navy was needed to defend the maritime interests of Pakistan. He said that the country does not have any aggressive plans but needed to protect sea routes, the exclusive economic zone and international energy lines that pass close to the coast. US Navy begins inquiry into toxic waste dumping

The US Navy has launched its own investigation into allegations that its contractor has been dumping on Subic Bay hazardous wastes which it siphons from US Navy ships docked here. In an e-mailed statement on Saturday, Cynthia Cook, deputy press attache of the US Embassy in Manila, said the US Navy had “initiated its own inquiry into allegations of hazardous waste dumping by Glenn Defense Marine Philippines, a contractor for the US Navy in the Philippines.” Cook said the embassy was aware of the investigation being conducted by the Subic Bay Metropolitan Authority, and that it would “take appropriate action depending on the outcome of those processes.” The SBMA board of directors is meeting on Monday to discuss the results of the initial investigation into the reported dumping by Glenn Defense Marine Philippines, the local operator of the Malaysian-owned Glenn Defense Marine Asia, said SBMA Chair Roberto Garcia.

In a letter to the SBMA earlier, the lawyers of Glenn Defense claimed that the Presidential Commission on the Visiting Forces Agreement (VFACOM) was the only agency authorized to address complaints about toxic dumping at Subic Bay.

Also on Saturday, the Subic Bay Freeport Chamber of Commerce announced it had suspended the membership of Glenn Defense, a registered locator of the Subic Bay Freeport. Danny Piano, SBFCC president, said the group was aware of the alleged dumping in Subic waters since October. He said the chamber’s environmental committee has been on the lookout for potential environmental problems around the freeport. Piano recounted: “At around 8 a.m. on Oct. 15, members of the committee spotted a marine [vessel] collecting liquid waste from a US Navy ship at Alava Pier. They became curious [as to] why a [ship], and not a [sewage] truck, would be performing waste collection [for] a naval ship already berthed at a pier… “Sensing potential hazard, the members

reported the situation to the SBMA ecology department for a spot check and to make sure that proper procedures were followed in dumping the waste.” The vessel, MT GLENN GUARDIAN, had been carrying around 50,000 gallons of domestic waste and around 200 gallons of bilge water (or a combination of water, oil, and grease), which were untreated according to laboratory tests, Piano said. He said the Philippine Coast Guard had informed the chamber that the vessel had not applied for a permit to dump domestic waste in Subic Bay. Weihai yard grabs up to eight PCTCs Auto Marine Transport, a tonnage provider created with the assistance of Siem Car Carriers, has signed an agreement with Samjin Shipbuilding Industries Korea Co., Ltd. (Samjin) to build a series of vessels for carrying cars and trucks at the Korean yard’s Chinese facility in Weihai. The initial agreement involves two 6,700-unit energy efficient pure car and truck carriers (PCTC), with options for further six vessels. Simon Stevens, chairman of Siem Car Carriers, said : "We are very pleased to have played a part in helping to establish Auto Marine Transport as the tonnage provider to access the energy-efficient PCTC market. It is the intention to work closely and exclusively with Auto Marine Transport and Samjin to develop and build PCTCs beyond the initial series of eight vessels. Auto Marine Transport is fortunate to have benefitted from the combined design expertise of Samjin and Siem Car Carriers. The innovative energy-efficient design will result in significant savings to future charterers. Newport News Shipbuilding Launches Virginia-Class Submarine Minnesota (SSN 783)

Huntington Ingalls Industries (HII) announced that the Virginia-class submarine Minnesota (SSN 783) was

launched into the James River Nov. 3 at the company's Newport News Shipbuilding (NNS) division. "Launch is a significant accomplishment in the life of a submarine," said Jim Hughes, NNS' vice president of submarines and fleet support. "It's an opportunity for our incredible shipbuilders to stand back and take pride in their work. Thanks to their tremendous efforts and steadfast determination, Minnesota's progress is nearly one year ahead of schedule and has been built using about 600,000 fewer man-hours than the previous boat."

As many as 1,000 shipbuilders have worked on Minnesota, the 10th Virginia-class submarine. At about 92 percent complete, Minnesota is on track to complete in 63 months. Construction began in February 2008, and Minnesota was christened Oct. 27.

To achieve her latest milestone, the 7,800-ton Minnesota was moved out of a construction facility into a floating dry dock using a transfer car system. The floating dry dock was submerged, and Minnesota was launched into the James River. Once in the water, tugboats moved the submarine to NNS' submarine pier, where final outfitting and testing will take

place. "It is truly awe-inspiring having been able to watch the submarine go from pieces and now launching for the final stretch of construction prior to sea trials," said Cmdr. Hanjin workers return to the shipyard 21 months after layoffs

Lack of business at the company means workers are unsure of the stability of their positions

Ninety-two workers returned to Hanjin Heavy Industries and Construction (HHIC) on Nov. 9, one year and nine months after they were laid off from the company. But they may face the grim situation of being immediately placed on leave because of a lack of work at the shipyard. HHIC announced that 92 production workers dismissed in February 2011 from its Yeongdo shipyard in Busan would be rehired as of Nov. 9. The reinstatement was the result of a November 2011 agreement between labor and management to give the workers back their jobs through rehiring in one year’s time, a deal that came after five “Hope Bus” solidarity demonstrations and National Assembly hearings. Originally, ninety-four workers were to be rehired, but one reached retirement age and another found employment at a different company. The reinstated workers are scheduled to go to work at the Yeongdo shipyard on Nov. 12 before heading to a training center in the Gamman neighborhood of Busan’s South district. But they appear headed for an immediate leave. For more than three years, HHIC has been unable to land any orders for container vessels or any other ordinary ships besides warships and other special models. Since December 2011, around 500 of the 700 production line workers have been taking turns going on leave for six months at a time with 100% of their regular monthly pay.

The returning workers saluted their colleagues at the shipyard’s front gate at around 7am on Nov. 9 with a banner reading, “We got our jobs back thanks to you.” About two hours later, the company sent a personnel order to its production division directing five workers with criminal convictions for union activity to be placed in support rather than production. The workers responded with a protest at the shipyard’s new hall to demand the agreed-upon return to the production division. At around 10:30 am, the company gave orders for the five employees in question to be placed in the production division, and the demonstrating workers dispersed and went home. The reinstatement meant an end after nearly two years to the labor-management conflict that flared up over the February 2011 layoffs, but the workers remain anxious. Among the documents they had to submit to be rehired was a pledge to agree to any changes in work site or departmental transfers. “The company said it was strictly a formality,” said one of the rehired workers. “But it’s also the same company that said it wouldn’t have layoffs and then went ahead and laid workers off. There is a chance that if we continue on without enough work to do, they could have more layoffs or send us somewhere else, like construction.” An HHIC official said the pledge was also required in the past and did not include any new information. “We don’t have any plans to transfer them,” the official said. “Right now, labor and management need to work together on vessel orders and return the shipyard to normal.” Source : The Hankyoreh

Korean Shipbuilders Facing Increase in Order Cancellations

As economic uncertainties dim the global economy, the world's largest shipbuilder is finding itself in trouble. Although the number of new orders has dropped significantly, Korean ships are still the most preferred among the buyers, with Korea accounting for over a third of new shipbuilding orders worldwide so far this year. But there's an even bigger problem on the horizon. Many of the orders are being cancelled AFTER the ships have been built, as the buyers find they can't pay for the product amid worsening economic conditions. leading shipbuilders in Korea, has asked a client in Italy to change its mind about cancelling a contract for a medium-sized oil tanker, which was scheduled to be delivered by the end of the year. Many of Korea's shipbuilders are struggling with the same problem and the losses are even greater under a new payment method adopted in 2008 during the global financial crisis. The previous top-heavy method called for five equal payments until delivery, guaranteeing the shipbuilder at least 60 percent of the fee even if the buyer changed his mind. However, under the new payment system, known as the heavy-tail method, 70 percent of the money is paid AFTER the contract cancellation deadline. When the first orders under the new system were placed three years ago, the shipbuilders had hopes that conditions would pick up. "The current shock stems from the global financial crisis back in 2008 and 2009. As the global economy was slowly recovering, it was hit by another crisis from Europe, which was a blow to the shipbuilding industry." Hudong Zhonghua confirms Stolt-Nielsen tankers order

Hudong Zhonghua, a CSSC-affiliated shipyard in Shanghai, has confirmed that it has received an order of six chemical tankers from Norwegian owner Stolt-Nielsen, SinoShipNews reports. An official from Hudong Zhonghua told SinoShip News, the shipyard has already concluded the deal of constructing six 38,000dwt chemical tankers, the first chemical tanker project for the yard.

The order comes after recent success for Hudong Zhonghua with orders for five Con-Ros for Atlantic Container Line in August and six LNG vessels for the APLNG transportation project of China Shipping and Sinopec in September. More orders for the yard may follow: “We are also bidding to construct two 30,000 cbm LNG vessels for the BG-CNOOC project, with Jiangnan Shipyard and DSIC also bidding for the contract,” the official revealed. Sungdong bags shuttle tanker newbuild Sungdong Shipbuilding has signed a contract with Tsakos Group of Greece to build a 157,000 dwt shuttle tanker. The vessel is due to be delivered in 2014 and Tsakos has an option for a second shuttle tanker. although unsure who owned her when she was in Cowes. She was sold to her current owners in 2002. The only markings welded on the tug are : 4487 B GRON 1971

EMAS AMC secures ‘Korean double’ in Africa EMAS has secured two contracts with South Korean clients worth a combined total of approximately US$200 million. EMAS’ subsea division (EMAS AMC) has been awarded an EPCIC contract in Asia by STX Offshore & Shipbuilding Co Ltd for the engineering, procurement, construction, installation and commissioning of a turret mooring and subsea system for use offshore Africa. EMAS AMC’s scope includes the turnkey delivery of an external turret including the product swivel, a 3 x 3 anchor leg system, foundation piles, pipeline end manifold (PLEM), flowlines, risers, power cable and related subsea structures.

The engineering and project management work will commence immediately with offshore execution scheduled for 2015. Separately EMAS AMC has further entered into an agreement with DSME for one of its accommodation and hook-up support vessels also for operations offshore Africa. The Norwegian shipping company Color Line will continue to favour Kiel as a base following the signing yesterday of a new long-term contract with port operators SEEHAFEN KIEL GmbH & Co. KG. With their signatures, Color Line CEO Trond Kleivdal and the Managing Director of the Port of Kiel Dirk Claus clinched a further ten years of co-operation. Claus said: “Color Line’s liner service between Kiel and Oslo is an exemplary success story. We are proud to be the partners of this shipping company”. He added “even after 15 years of operation, Kiel’s Norwegenkai Terminal used by the ships of the Color Line remains among the top facilities in the whole of northern Europe. Today the biggest Baltic ferry ships currently in operation, “Color Fantasy” and “Color Magic”, serve on the route between Kiel and Oslo - the only daily ferry link between Germany and Norway. Box Ship posts positive quarter despite weaker charter market

Inquiry to be launched into Great Yarmouth outer harbour

CAMPAIGNERS are hoping years of unanswered questions over Great Yarmouth’s outer harbour will finally be answered after a government watchdog announced an inquiry into the controversial £80m project. Locals who have remained sceptical about the scheme since 2007 - when the port was privatised with an £18m kick start funded by taxpayers – were jubilant this week when the Marine Management Organisation (MMO) announced that it would be launching the inquiry. The inquiry will scrutinise the Harbour Revision Order (HRO) that aims to transfer the outer harbour from the Great Yarmouth Port Authority into the hands of the private Great Yarmouth Port Company (GYPC).

John Cooper leads the Greater Yarmouth Independent Scrutiny Group, which has campaigned furiously against the order as they believe GYPC is “not fit” to take over the port authority’s duties, and said he was in “awe” that a inquiry was to be held. “It has been four years since I stood on the South Esplanade and said to myself ‘what are they doing to the planned outer harbour that we are paying for?’ I never thought this day would come, so many closed doors, dead ends. “I am totally in awe at the news of a full public inquiry, I really cannot take the news in yet,” he added.

“After many miles of emails and letters and continually knocking on doors we have at last the chance to air our grievances as to why we end up with a port unfit for purpose, at an inquiry.”

The retired port welfare officer from Gorleston hopes the investigation will reveal “why we lost five years of marine business by going after an inappropriate container idea instead of the planed ferry”. He also hoped it would “spell out how the present port company should operate the port” but added: “I don’t want heads to roll, I want success.” Eliza O’Toole, vice chairman of GYPC, was delighted the MMO was progressing the order and “in the usual way” was planning to hold an inquiry, that her company would engage in.

She said: “The inquiry process will have no impact on the day to day operations of the port and core focus of growing trade and customer base in Great Yarmouth, in strong support of the region’s wider initiative to secure economic growth for the region.” The MMO, which oversees marine planning, enforcement and fisheries management, is now writing to the Planning Inspectorate to arrange the inquiry.

A spokesman added: “We felt such a complex case would benefit from a full independent examination of all the evidence available. “As soon as full details are available, we will publicise the date and venue, with any member of the public welcome to attend, and give evidence. The length of the inquiry depends on the number of people and the volume of evidence, but we anticipate the inquiry will last up to a week. “The planning inspector would then consider all the evidence, and provide recommendations to the MMO which will inform our decision on the harbour order application.” Source : Great Yarmouth Mercury 24

Ports of Auckland takes law into their own hands – again

The Maritime Union says that once again POAL management have shown their willingness to breach the law in their single-minded attempt to get their own way in undermining job security and balanced working arrangements at the Ports of Auckland.

Despite requirements around confidentiality of the Facilitation process the parties entered into earlier this year, and a clear directive from the Facilitator on a process to provide information to the public, POAL have released information about the content of the negotiations in breach of the Employment Relations Act. Maritime Union of New Zealand National President Garry Parsloe says there are major reservations about the accuracy of the information being put out to the public in breach of the law. "POAL’s action illustrates the difficulty the Maritime Union has had throughout the dispute over a new collective agreement – it is very hard to negotiate in good faith with an employer who will not meet their legal obligations." "We saw it earlier this year with the attempt to dismiss our members via a contracting out process where we successfully obtained an injunction to stop them proceeding. We are seeing it again now."

Mr Parsloe says the Maritime Union will be issuing proceedings about this continued breach of good faith by this arrogant and heavy handed company. "In the meantime we will be maintaining the integrity of the process of

Facilitation and not commenting further while we work through the agreed process." The Union will be communicating the facts to members on Monday morning, says Mr Parsloe. she arrived in South African waters in the late nineteen forties. She traded for Thesen's S.S. of Cape Town as far north as Walvis Bay on the West Coast and Lourenco Marques (now Maputo) on the East coast. Scrapped in CT in 1965.
