An environmental assessment (EA), draft decision (DN) andfinding of no significant impact (FONSI) have been completed forthe Tracy Ridge Shared Use Trails and Forest Plan AmendmentProject on the Allegheny National Forest (ANF). Sherry Tune, ANF Forest Supervisor is planning to implement the proposedaction as described in the EA. The proposed action is to amendthe ANF Land and Resource Management Plan by allowing bicycling on approximately 12.5 miles of the 34-mile Tracy Ridge Trail System.
The publication date of this notice in this newspaper initiates a 45-day period during which individuals or entities with specificconcerns may file an objection for a Forest Service review.
The environmental analysis document, other supporting documentation, and a draft of the Decision Notice and Finding of No Significant Impact are available for review at https:// www.fs.usda.gov/project/?project=49767. The publication date of this notice in the Warren Times Observerinitiates the objection filing period and is the exclusive means for calculating the time to file an objection. A scanned copy of the notice with the publication date will also be posted at https://www.fs.usda.gov/project/?project=49767. This decision is subject to an objection process pursuant to 36C.F.R. 219, subpart B and 36 C.F.R. 218. These regulations are available at: https://www.gpo.gov/fdsys/pkg/FR-2012-04-09/pdf/ 2012-7502.pdf .Objections will only be accepted from those who submitted substantive formal comments specific to the proposed plan amendment during scoping of the 30 day public comment period. Objections must be based on previously submitted substantive formal comments, unless based on an issue arising after the opportunities for formal comment ended. It is the responsibility of theobjector to ensure that the Reviewing Officer receives theobjection in a timely manner. The regulations prohibit extending the length of the objection filing period. Objections must be submitted to the USDA Forest Service, Eastern Region, Objection Reviewing Officer, 626 E. Wisconsin Ave., Milwaukee, WI 53202; FAX to 414-944-3963 attn: Administrative Review Staff; email to: objections-eastern- [email protected]; The office business hours for those submitting a hand-delivered objection are 8:00 to 4:30 p.m. Monday throughFriday, excluding Federal holidays. Electronic objections must be submitted in a commonly used format such as an email message, plain text (.txt), rich text format (.rtf), or Microsoft Word®’ (.doc or.docx).An objection must include the following (36 CFR 219.54(c)):
(1) The objector’s name and address along with a telephone number or email address if available - in cases where noidentifiable name is attached to an objection, the Forest Service will attempt to verify the identity of the objector to confirm objection eligibility; (2) Signature or other verification ofauthorship upon request (a scanned signature for electronic mail may be filed with the objection);(3) Identification of the lead objector, when multiple names are listed on an objection. The Forest Service will communicate to allparties to an objection through the lead objector. Verification of the identity of the lead objector must also be provided if requested;(4) The name of the plan, plan amendment, or plan revision being objected to, and the name and title of the Responsible Official;(5) A statement of the issues and/or parts of the plan, plan amendment, or plan revision to which the objection applies; (6) A concise statement explaining the objection and suggesting how the draft plan decision may be improved. If the objectorbelieves that the plan, plan amendment, or plan revision is inconsistent with law, regulation, or policy, an explanation should be included;(7) A statement that demonstrates the link between theobjector’s prior substantive formal comments and the content ofthe objection, unless the objection concerns an issue that aroseafter the opportunities for formal comment; and(8) All documents referenced in the objection (a bibliography isnot sufficient), except that the following need not be provided:
a. All or any part of a Federal law or regulation,
b. Forest Service Directive System documents and landmanagement plans or other published Forest Servicedocuments,
c. Documents referenced by the Forest Service in theplanning documentation related to the proposal subject toobjection, and
d. Formal comments previously provided to the ForestService by the objector during the proposed plan, planamendment, or plan revision comment period.
