Message from the Superintendent Dear Community Member,

Butler School District 53 is a special community. We takegreat pride in our students, families, educators and in ourcollective achievement and accomplishments. What makesButler 53 extraordinary is our focus on each and every child.We believe that each child is unique and exceptional and thatit is our job as educators to partner with families to ensureeach and every child thrives as a learner.

Please read the 2018 Annual Report to see the many ways weexcelled this past year so that each child can achieve personalexcellence. Our areas of continuous educational improvementinclude curriculum, digital literacy, professionaldevelopment, assessment and support in the classroom. Ourresults are increasingly engaged learning in our classroomswith more rigorous problem solving, thought-provokingcurriculum, honed instructional strategies and projects thatrelate to real world learning.

� District 53 schools were recognized as “Exemplary” by the Illinois State Board of Education for theirscores on the PARCC test.

� In DuPage County, Butler D53 students had the highest math score on the PARCC exam as well as thehighest growth score, a remarkable accomplishment.

� In Illinois, Butler SD53 students ranked 4th in math and 3rd in ELA on thePARCC exam.

� The Illinois ASCD honored the District with its prestigious Whole ChildAward for Healthy, 2018.

Notable Accolades and Achievements� Butler Junior High students tookhome 30 prizes in the regional 2018Scholastic Art and Awards contest andwere forwarded for national contention.One student earned a Silver Medal atthe national level.

� Last year 5,677 students from theChicago-Area Chapter registered forthe National Spanish Exam. Ten Butlerstudents earned Level 2 Chapterwinners, 11 earned Level 1 Chapterstatus and 7 won Level 01 status.

� The Butler Junior High Math Teamhad a clean sweep at two of its Fall2017 competitions. At the Montini HighSchool competition, the 8th grade teamand the 6th grade team both won FirstPlace and the 7th grade team won

Second Place. At the Fenwick HighSchool competition the team took aFirst Place team trophy and individualteams swept the competition with aFirst, Second and Third Place. � At the Winter Band Festival, theButler Concert Band was given a stellarreview. “These kids can play – bravo!”and also “You are well preparedtechnically – the rhythm was solidtoday.” Students are pictured below atright.

� Four students – two in choir and two inband – were selected to perform at theIllinois Music Education Association(ILMEA) music festivals.

� Butler's State Science Olympiad Teamplaced 9th at the state competition held atthe University of IllinoisUrbana/Champaign.

� District 53 students contributed to the525 art pieces on display at the WestSuburban Consortium of AcademicExcellence's annual Student Art Show heldat the Cheney Mansion. See top photo atleft.

� Butler Junior High students connectedwith scientists and showed off their scienceand engineering projects at BrookfieldZoo's Annual Science Fair in conjunction

with the West Suburban Consortium forAcademic Excellence. The students’projects focused on science andengineering. Students are pictured below atright.� More than 100 students participated inthe Brook Forest Science Expo, an annualfair where students present their researchor experiment. The students used the newNext Generation Science Standards tothink like an engineer and scientist. Seetop photo at right.

� Students harnessed their creativityduring International Dot Day, a nationalday to inspire creativity and think outsidethe box. The day had special significanceas author Peter H. Reynolds visited. Hewrote the books The Dot and Ish andreminded students to “make your mark andsee where it goes.”

Notable Student Accolades, Achievements and Leadership � Butler Junior High celebrated the 10th anniversary of theschool’s International Day by playing a Korean game calledGonggi, creating artwork in the Indian tradition of Rangoli,dancing Hip-Hop and creating Japanese marbling art. Theclasses change each year and are taught by parent volunteers.It’s a favorite tradition at Butler, which is home to a richvariety of different cultures and ethnicities.

� Brook Forest held its first Family Reading Night,considered a rousing success. The school was decked out in acamping theme where students listened to a story teller, madebookmarks, read with flashlights in a tent, and in a favoritemove of the night, dumped “green slime” on Principal Dr.Chad Prosen for meeting their reading goals.

Healing Field of HonorStudents from both Brook Forest and Butler Junior Highcame together at the Oak Brook Healing Field of Honor tocommemorate Patriot’s Day and 9-11. All students andstaff participated in a short ceremony and a Red White andBlue Run. The choir also performed at weekend villageevents and 1st and 2nd graders led the community in thePledge of Allegiance. It was a stunning sight and acelebrated partnership.

Butler Bridge, a meaningful parentinvolvement group to ensure studentsuccess, was formed. Its goal, whichwas developed collaboratively, was tosupport parents and parenting,strengthen communications between

home and school, include families as participants in schooldecision making, develop parent leaders and enhancecollaboration with the greater community.Since its formation, the group has held informationsessions on education and parenting topics such asexecutive functioning and social emotional learning. Thegroup is also an opportunity for open dialog betweenparents and the administration and the Board ofEducation.

“The group is helping meet parents’ needs, amplifyingtheir voices and helping students reach their greatestpotential,” said Superintendent Dr. Heidi Wennstrom. Parent involvement in decision making and in supportingall parents is one of the essential components of asuccessful school.

� Teachers perfected instruction in the Reader’s and Writer’sWorkshop program across all grade levels. This research-basedmodel, which exposes students to a wide variety of genres,provides them with more feedback on their writing and givesstudents many choices in their reading and writing. In the pastyear, the workshop model was fine tuned to add more instructionand practice on vocabulary, to develop more rigor and createmore targeted assessments. Teachers hosted educators from theMidwest and as far as China to showcase this effective program.

� Butler Junior High revamped the Guided Reading class toembed critical reading skills in the course. The name waschanged to Learning Lab. Results show a strong increase in

students’ MAP test scores in reading and gains in other classroom work.

� The District launched an initiative to refine math instructional practices by hiring a math consultant who worked withteachers to increase rigor and sharpen instructional strategies.� Working with the PTO, Brook Forest increased its extra curricular programming for students. There were courses onSTEM, cooking, yoga, robotics, Spanish language and others taught after school. “We have a very committed parentgroup that helps bring us some high quality programming,” said Brook Forest Principal Dr. Chad Prosen.

Ensuring every child is learning and growingBoth schools reinvigorated its approach in assessing student progressand creating individual learning goals for students. Teachers workcollaboratively to develop instructional plans to boost students’individual learning and to monitor their progress toward success. Theprocess is called Multi-Tiered System of Support or MTSS. At Butler,three times a year, the student services director, school psychologistand reading teacher present and interpret student assessment data.“The focus is on identifying students and immediately intervening andensuring each student’s progress,” said Butler Principal Amy Read. AtBrook Forest, a similar approach is used. Teachers, reading specialist,social worker, resource teacher and ALP teachers meet to review testdata and discuss the progress of all students. “We want to be flexiblein making any type of adjustments in support for students and theirinstructional pathways,” said Brook Forest Principal Dr. Chad Prosen.

� The STEM lab was renovated at Butler Junior High to be more conducive to a variety of student projects andcollaboration. The curriculum was also upgraded to include artificial intelligence, virtual reality and coding. � Educators created a robust curriculum to teach a dedicated STEM class to all students K-5 at Brook Forest beginningwith the 2018-19 school year. A teacher was hired to teach the course to all students each week in the school’s LibraryMedia Center. The class focuses on problem solving and collaboration in Science, Technology, Engineering and Math.� Classes K-8 participated in the Hour of Code as part of Computer Science Education Week. Learning to code isimportant because it uses problem solving, imagination, ingenuity, collaboration and helps students learn to push throughfrustrations. Students as young as kindergarten were working on logic puzzles,dragging and dropping digital creatures to get through a maze. In the uppergrades, students were coding digital newscasts and programming TI-83calculators strapped to wheels and directing the “cars” through a maze. “Theenthusiasm and participation of students and staff members were incrediblypositive,” said Technology Director Farheen Beg. “Our teachers used engagingactivities to teach students to code and problem solve.” Students also heard froman Argonne programmer who talked about his role as a “good hacker” indeveloping innovative programs.

Initiatives: Playgrounds and PartnershipsStudents at Butler Junior High and Brook Forest were overjoyed to receive newplaygrounds, thanks to partnerships with the Oak Brook Park District and the ButlerDistrict 53 PTO. The K-2 playground at Brook Forest was 25 years old and wasreplaced with a new larger play set. The Butler playground had been removedseveral years ago and had not been replaced. The partnership saved the Districtconsiderable expense. “Creative, social play and imagination is so important forchildren of all ages,” said Superintendent Dr. Heidi Wennstrom. “Our children areenjoying exploring the playground and have particularly loved the lunar burst.”

In presenting a $25,000 check to the Board, PTO President Kelly Greco thanked theDistrict for making the playgrounds a priority. She said the PTO was able to fund thepurchase and at the same time provide for items in its regular budget. Funding ofthe playground was made possible through the PTO’s major fundraiser "Denim isthe New Black!"

Initiatives: Whole Child Learning District 53 wants to ensure that all children can meet the demands and challenges of high school and the workplace and iscommitted to teaching students the skills to manage those challenges. The staff, faculty and administrators havestrengthened its commitment to teaching students resiliency, responsibility, motivation and others and supporting thememotionally, socially and physically in their development. In the education world, this is called teaching the whole child.

Brook Forest continued its commitment to teaching the Eight Keys of Excellence and integrating it with its PositiveBehavior Instructional System (PBIS). The principles of the 8 Keys are: Integrity, Failure Leads toSuccess, Speak with Good Purpose, This Is It, Commitment, Ownership and Flexibility. Eachmonth, these concepts are introduced at an all-school assembly, taught in the classroom andmodeled by teachers. These are tools to help students develop resiliency, to be self aware and tomake good decisions.

At Butler Junior High, administrators adopted a similar program called RULER, which usessimilar vocabulary as the 8 Keys and matches the high school program. Staff are now beingtrained in the program and are gearing up to introduce and teach the concepts to students. TheRULER program is integrated into the existing Code of Conduct, initiated by students more than adecade ago. “Our goal is to help students reduce stress and anxiety and learn coping mechanisms,”said Butler Junior High Principal Amy Read. Ms. Read works with therapy dogs and occasionally

brings her dog Buster to Butler Junior High to help combat stress. Buster’s visits to Butler were highlighted on ChicagoABC 7 News.

Initiatives: Whole Child Learning

Recognition for Healthy Whole Child LearningThe Illinois ASCD, an association of educators dedicated to excellence inlearning, teaching and leading, has awarded Butler District 53 with its WholeChild Award for Healthy – one of the five tenets of whole child learning. Thefive tenets of whole child learning are healthy, safe, engaged, supported andchallenged.

The award recognizes schools that have gone beyond a vision for educatingthe whole child to programs and actions that result in learners who areemotionally and physically healthy, civically active, artistically engaged,prepared for self-sufficiency and ready for the world. As a recipient, theDistrict will receive a certificate of award and can send a group of teachers tothe Illinois ASCD Whole Child Conference this summer.

In the spring of 2018, the Board of Education approved a Strategic Plan,which sets the direction of the District and provides a framework for futureinitiatives over the next three to five years. The Board also adopted firstyear action plans. The plan sets three overarching goals:

� Strengthen exemplary teaching and learning by ensuring students arewell rounded and emotionally and academically prepared for successin high school.

� Promote community engagement, advance partnerships and bridgeunderstanding.

� Create value by leveraging effective use of resources.Each area has a series of goals and action plans. The Strategic Plan was developed after significant input from parents,community members, teachers and students through focus groups, interviews and surveys. It addresses three areas:

Butler District 53 released its Student Achievement and Performance Report for 2018. It details the results of threeassessments and is released annually. Two are state-required, student-administered academic tests – The Partnership forAssessment of Readiness for College and Careers, or PARCC, is a state test for grades 3-8 and the NWEA MAP is anationally normed test. The MAP test is adaptive, adjusting to each student’s performance, and precisely measuresachievement and growth. The third is a state survey of teachers, students in grades 5-8 and parents, called the 5Essentials.

Academic Performance

In summary, on the rigorous PARCC test, Butler 53 has been one of the highestperforming districts in the state and both schools have been designated as“Exemplary” by the Illinois State Board of Education.

� On the PARCC test, 75 percent of students in math met or exceeded standardsand another 18 percent approached standards. This compares to 33 percent inthe state who met or exceeded standards. In English Language Arts (ELA), 82percent of Butler students met or exceeded standards with another 14 percentapproaching standards. This compares to the 37 percent across the state. � Thirty percent of Butler students exceeded standards in math and ELAcompared to 5-6 percent in the state.

� The 2017-18 PARCC results for students with Individual Education Plans(IEP) who met or exceeded state standards was 40 percent in reading and 47percent in math. This was much higher than the state average of 9 percent and 8percent, respectively for reading and math, as measured by PARCC.

� Butler 53 has outperformed almost all of the District’s historically designatedcomparable schools in reading and math, as measured by the PARCC.

� Butler students, on average, perform at 2-3 grade levels above the nationalnorm, as measured by the MAP assessment.

� End of year attainment scores for NWEA MAP were in the 95th percentile inreading and math across all grade levels, which evidences distinguishedacademic achievement.

� Overall students showed extraordinary growth with 69 percent of students inreading and 60 percent of students in math met or exceeded the national growthtarget as prescribed by MAP. � Based on their average RIT score in fall and spring for the academic year

2017-18, overall Butler students are in the top 1-5percent nationally for reading and in the top 1-2percent nationally for math.

The Board of Education welcomed three new members to the Board. Ms. LauraBieselin, a Butler alumni, attorney and parent of a young child was appointed inJune 2018. Mr. Keith Carlson, a manager for M. Holland and 16-year resident ofOak Brook, was appointed in October, 2018. He has three children, two inDistrict 53 schools. Dr. Sanja Rao, an eye surgeon and 32-year resident of OakBrook, was appointed in November 2018. He has three children, two in ButlerDistrict 53 schools. They join Mr. Christopher Edmonds, president; Dr. SallyBeatty, vice president; Ahmad Sulaiman, secretary; and Mr. James Chow on the Board. All serve as volunteers without pay to provideexceptional community service in leadership of Butler School District 53. In 2018, the Board:

� Thanked three retiring members of the Board who had a combined 17 years of experience: Dr. Elizabeth Chun, Mr. CabinKim and Mr. Lou Paskalides.

� Conducted meaningful Board business throughout the year: Volunteered their time in 12 regular business meetings in2017-18, 7 times for special meetings and 29 times in committee meetings.

� Initiated a full policy manual review with the Illinois Association of School Boards.� Reviewed and approved 41 policies and an additional 25 administrative procedures and exhibits.

� Approved a new five-year contract between Butler School District 53Board of Education and the Oak Brook Education Association (OBEA).The contract is both competitive to attract top talent and fiscallyresponsible to members of the community. Both the Board and theteachers’ negotiating team described the process as fair, collaborativeand respectful. “Discussions always centered around what was best forkids,” said Board President Mr. Christopher Edmonds, who served withDr. Sally Beatty as the Board’s liaison to the negotiating team.

Teachers presented a unique opportunity toBoard of Education members – to “teach a mile intheir shoes.” Taking them up on their offer wasBoard Member Ahmad Sulaiman, picturedabove, who taught the preamble of theConstitution in Ellen Wozny’s 5th gradeclassroom. “What teachers do here in Butler isexemplary and the amount of time in preparingfor each day is amazing,” he said.

Facilities In June 2018, the Board approved the Master Facilities Plan, which identifies necessary facility repairs and improvements over the nextfive years. The plan was developed to identify and prioritize needs in the two aging buildings, including state-mandated Life Safetyitems. Besides Life Safety, the plan calls for completing the air conditioning project at Butler Junior High, installing a wireless interiordoor system at both schools, tuck pointing both buildings and replacing the roof at Butler Junior High within five years. The plan wasreviewed and vetted by the Board’s Buildings and Grounds Committee. The plan is meant to be a living document and will change aspriorities change and other needs become apparent. Other work in 2018 includes:

� The large 2017 reroofing project at Brook Forest was completed, but not without some difficulties noted during a periodof torrential rains. The leaks created some interior damage but carpets and other areas were repaired during winter break.The roof area, drains and interior walls were extensively analyzed and the majority of repairs have been completed.

� The courtyard at Butler Junior High was replaced because standing water from the area often leaked into the adjacentlibrary. In addition to solving the problem, a seating wall was installed so the area could be used for outdoor classroominstruction. The area provides a beautiful welcome space for student gatherings.

� A new lift was purchased for Brook Forest. The lift is used to provide wheelchair accessibility into areas of the schoolwhere there are steps, and also allows food service to efficiently move food to the gym for lunch.

The District continued to create fiscal efficiencies, including rebidding of snow removal, replacing copiers and printerswith a lower cost solution, negotiating a new contract with AT&T, which saves $50,000 per year, and designing a newonline registration system. The District also revised its fund balance policy and is working with a new banking partner,both of which benefit financial operations. In all, costs were decreased by 13 percent over 5 years (as reported by theDuPage Policy Journal) and the District continues to earn the highest financial rating from the State.

With steeply rising costs for bus transportation, the District studied options toreduce the costs on this voluntary student service. As a result, the Board approveda new fee structure for parent-paid bus transportation that began in 2018-19. Thefee changed to $300 per family to ride a bus to Brook Forest and $300 per familyto ride a bus to Butler Junior High. This revised the previous fee structure, whichwas $350 per family for bus transportation to both schools.
