With five months to go before the nextschool year, the Eden Prairie SchoolBoard is expected to get an update April 12about the pilot STEM program to roll outnext fall.

STEM, Science TechnologyEngineering and Math, is an integrationof those four disciplines rather than stick-ing to one subject in a classroom period –instead of a math class purely dealingwith numbers, it would integrate science, engineering and technology to create amore comprehensive understanding ofhow something works.

The same idea would apply to a scienceclass. The classroom work and teachingwould incorporate math and engineeringprincipals rather than sticking to scientif-ic definitions or study.

That’s one way Interim Director ofEducational Services Marsha Baischdescribed the STEM concept.

During a March 8 School Board meet-ing, she said STEM isn’t a program, butmore about inquiry-based learning.

She later defined inquiry-based learn-ing as students analyzing problems, ask-ing scientific questions, developing solu-tions and demonstrating their thought

process, all of which would often happenthrough projects or other hands-on work, she said.

Starting this fall, Eden Prairie Schoolsare looking to create a couple of choice,fifth-grade STEM classrooms at each ofthe elementary schools. These classroomswould incorporate the STEM principalsin lieu of more traditional classroomteaching, Baisch said.

There are a variety of approaches toteaching STEM, and there’s a lot of infor-mation about it in general, but sinceFebruary, when the pilot program wasannounced for Eden Prairie, details aboutEden Prairie Schools’ plans have yet to be

worked out.During a March 8 meeting, the plan for

the elementary school classrooms wasstill in the early stages, and an update isexpected during the April 12 School Boardmeeting.

The STEM program was initiallyexpected for fifth-graders at the four ele-mentary schools and for sixth graders atEagle Heights Spanish Immersion. Baischhad said there were concerns about over-loading new fifth-grade teachers at EagleHeights with STEM, so they planned onhaving it in sixth grade.

Last month, it changed to fifth grade atEagle Heights, as well. On April 3, Baisch

said they switched the plan to fifth gradebecause staff is working on a plan to getexperienced teachers in fifth grade class-rooms to alleviate that problem. That isalso a work in progress, she said.

So, starting in the fall, the optionalSTEM classrooms will be at the fifth gradeonly at all elementary schools. In 2012, theplan is to have them for fifth and sixthgrade, Baisch said.

Since it will be a “pilot” and optionalprogram, the administration has beenaiming to have two STEM classrooms ateach elementary school, but Baisch saidthey will have to look at the interest levelfrom parents, so that number isn’t definite

Parents of current fourth grade stu-dents filled out a form due April 1 to indi-cate if they wanted to enroll their child ina STEM classroom for fifth grade. Baischsaid they would begin reviewing thoseafter spring break, which took place theweek following that April 1 due date.

However, since STEM details were stillin the works before the April 1 due date, atleast a few parents had questions and con-cerns during the March 24 Stakeholdersession with four School Board members.

Only School Board members talk with

Addressing a couple questions about STEM in Eden PrairieTwo of the questions brought up during the most recent, nearly two-hour long session: How should parents decide tosign up their fifth-grade child for STEM if they don’t feelthey have enough information about it? And, what is thelong-term rollout plan for STEM, after the sixth grade?

Like emotional wounds fromour individual pasts, communi-ties also share common scars thatare easily reopened from our col-lective memories. One of theadvantages of having three cur-rent Council members who werearound back in the mid-90s is thatall of us got our political feet wetduring or soon after the crisis cre-ated by then BFI’s attempt toenlarge and extend the life ofEden Prairie’s very own landfillsitting precariously on the edge ofthe Minnesota River valley.

When the Minnesota PollutionControl Agency (MPCA) came toour last Council workshop ses-sion with the proposal to consoli-date the contents of a closedHopkins landfill with EdenPrairie’s dormant site, they haddone their homework wellenough to know that the recep-tion they received was cooler thancold.

Knowing that back in 1989 theCouncil at the time had turneddown an offer of $18 million tokeep the landfill open for 4 addi-tional years, I did ask a specificquestion, more of curiosity thanfrom any belief that a deal wasdesirable, “What could possiblybe in it for Eden Prairie to allowus to consider such a request?”

Except for the distant andinadequate possibility of sharingin the proceeds from the sale ofthe restored Hopkins site, theanswer was really, “Nothing.” Areader must now be legitimatelyasking, “What was the MPCAthinking?” Likely from their per-spective, and knowing that theymust spend millions of dollarsopening both landfills up anywayfor a minimum of 12 months tocorrect subterranean leachingand surface water collection, theMPCA was simply seeing region-

al gains at Eden Prairie’s expense. As much as I get that, and

speaking only from my own per-spective, I find it improbable thatthis Council would ever seriouslyconsider such a proposal and fur-thermore, our desire to representthe very best interests of the peo-ple of Eden Prairie dictates thatwe continue the fight to safeguardagainst any negative effects onpeople, property, and water quali-ty created by one of the largestclosed landfills in Minnesota. Myhope is that we will work towardsa day when it can be completelyremoved from our City limits.

I want the people of EdenPrairie to know that everyCouncil member at our last publicworkshop session expressedgrave concerns with the MPCA’sproposal to move the Hopkinslandfill into Eden Prairie. I for onedeeply understand the angst anddisbelief expressed by many resi-dents over the last week and I canassure everyone that I believe it isentirely certain that Hopkins willcontinue for years to come to copewith the ill-effects of its own land-fill as unfortunately, so shall we.

Case is an Eden Prairie CityCouncil member.

et bills to be through committee byMarch 25.

Those bills, and their House compan-ions, are now getting votes on the respec-tive floors, something Koch said doesn’tusually until late April or May. Thatallows extra time for discussion asdetails are hammered out in conferencecommittees before the bills are sent toDemocratic-Farmer-Labor Gov. MarkDayton’s desk, she said.

The GOP-proposed budget does notincrease taxes. Koch said the budgetshould fit within the state’s projectedrevenue of about $34 billion – the sameamount spent last biennium. Dayton’sproposed budget increases spending toabout $37.4 billion.

“We believe it’s important for the gov-ernment to live within its means,” saidKoch, adding the projected $5 billionbudget deficit is due to an assumedincrease in spending.

She said one of the fastest growingareas of spending – and most likely forreform – is health and human services. The budget bill approved by the SenateWednesday afternoon would ban statespending to enact the federal health careoverhaul unless the U.S. Supreme Courtupholds the law. Koch told chambermembers that if any state can handle itsown health care it’s Minnesota, home toMayo Clinic, the University ofMinnesota and other renowned institu-tions.

“Let us keep our money. Let us spendit as we see fit,” said Koch.

Koch also spoke on her three overar-ching priorities for the session: creatinga business-friendly climate to boost jobcreation, making the government livewithin its means, and making it moreefficient and cost effective.

“The best remedy for a bad state budg-et is a thriving economy,” she said.

She gave an overview of related meas-ures already taken this session, among

them bills signed by the governor allow-ing alternative licensing for teachersand streamlining the environmentalpermitting process.

“They are trying to be very pro-busi-ness, which we haven’t heard in a longtime,” said Arrie Larsen Manti, EdinaChamber president.

According to Tony Kwilas, director ofenvironmental policy at the MinnesotaChamber, the chamber had been work-ing for three years to see efficienciesbrought to the permitting process.

“When you do a comparison, some-times unfortunately we take a little bitlonger than other states,” Kwilas said.“This year through the leadership of theLegislature as well as the governor weput some pretty substantial changes inplace to help move the process along.”

In addition, Koch said streamlinedHouse and Senate committees are alsomaking the legislation process better for

business. GOP leadership reduced thenumber of House committees from 36 to24, and Senate committees from 25 to 16,at the beginning of the session.

“Business people do not have the timeto go over to the capital and sit in com-mittee hearings through the course ofthe week,” said Maureen Scallen Failor,Bloomington Chamber executive direc-tor. “The process has definitely beenimproved. They’ve made it more effi-cient and more effective.”

As the state’s first female majorityleader, and the first Republican to the

hold the post in 38 years, Koch alsospoke about the historic wave ofRepublican support last election. Shesaid of the 60 freshman legislators in theHouse and Senate, 54 are Republicans.

Richfield Chamber President StevenLindgren said the high number of fresh-man in the majority means fresh earswilling to listen to suggestions and con-cerns from the private sector.

“There’s a new and exciting focus onhow free enterprise can flourish in thisstate that hasn’t been quite as evident inyears past,” Lindgren said.

cost of a home sprinkler system is worththe peace of mind.

Kathie Case and two of her sons werehome at the time of the fire, along with apet dog and two cats. They narrowlymade it out safely once a laundry-roomfire began billowing to the second floorof their home, Kathie Case said.

“It was horrible,” Kathie Case said.“Absolutely horrible.”

Kathie Case gave the followingaccount and details about what hap-pened:

It was in June of 2001, and Ron Case’sCity Council meeting was runningunusually late. Two children were inbed, and she threw a load of laundryinto the dryer, went back into the livingroom, and a few minutes later the dogbarked, a bark like someone was tryingto break into the house.

“I never heard him bark like thatbefore,” Kathie Case said.

Then, all the fire alarms started goingoff. She walked into the laundry room, and the curtains were on fire.

She called 911 and got the small fireextinguisher, which lasted for about 10seconds, to no avail. She threw thephone and the fire extinguisher, ranthrough an already blackened hallwayand up the stairs to her son David’sroom, a fifth-grader at the time. She toldhim to get out of the house, run to theneighbors and get help.

Next, she made her way to her sonSam’s room, a third grader. She tried toopen the door so hard and fast that theglass doorknob inside the room flew off.She heard it hit the floor on the otherside of the room.

The door was stuck, and the fire wasgrowing.

“I started thinking he was alreadydead. … I don’t think I’ve ever been sohysterical,” she said.

Frantically trying to get the dooropen, she was hollering so loudly that

her son thought someone had broke intothe house and was hurting her, so he did-n’t know if he should stay and hide ortry and help her mom, he later told hismother. He was just a third grader.

Still trying to get the door open,Kathie Case remembered there was ahammer on the first floor, but she real-ized there was probably no way she hadenough time to run downstairs, get itand come back upstairs.

The fire was growing; the blacksmoke was getting thicker; the dog waswaiting for her below the stairs, andthere was no way she was leaving with-out her son.

Realizing what was happening, Samgrabbed the doorknob inside, replaced itand opened the door.

As they made their way down thestairs, the fire began curling around thebottom of the staircase. Its walls wereblack.

With the dog following behind, thetwo ran outside to safety.

At City Hall, police officers would getinto the City Council chambers to grabRon Case.

After firefighters helped calm herand her family, they put out the fire butthe entire house was ruined by fire, smoke or water damage.

Around $500,000 in damage had beendone, and the family was out of theirhome for 8 months.

The fire was caused by a leak in thegas line going to the dryer, ignited whenthe appliance started, she said.

With the ceilings exposed, they decid-ed to install sprinkler heads, two overthe furnace area, one in the laundryroom and one in the middle of thekitchen. At the time, it cost around$1,200.

The State Fire Chiefs Association hassaid home sprinkler systems costaround $1.60 per square-foot, based onthe actual average costs of systems thathave been installed in other states.

The Builders Association has said it

can costs thousands of dollars, depend-ing on individual circumstances.

Kathie Case said thinks sprinklers inthe home is a necessary safety measurefor anyone concerned about their fami-ly’s well being.

“I think people just don’t realize themore training you have or the more safe-ty things you have in your home thesafer you’re making your family.”

The State Fire Chiefs Associationagrees, and has said one sprinkler headcan contain or put out many fires thatspread and devastate homes and kill res-idents.

The Builders Association ofMinnesota has argued that smoke detec-tors are successful enough in keepingresidents safe, and the added buildingcost wouldn’t be worth the benefit.

Even though bill HF460 would pre-vent state and local governments frommandating sprinklers in new homes, homeowners could still opt to have oneinstalled.

Eden Prairie representatives JeniferLoon, R-42B, and Kirk Stensrud, R-42A,voted in favor of the bill on the Housefloor and when it was in committee lastmonth.

“I felt the decision is best left to thehomeowner in this particular instance,”Loon said after the bill passed throughcommittee in early March. “I don’t takethe safety of [Minnesota residents] light-ly ... I felt like again there were two verystrong arguments on both sides, and Ikind of decided the side of not having amandate was a little more compelling.”

She said given the economic condi-tions, a struggling housing industry andadded cost for installing a sprinkler sys-tem to a new construction, mandatingsprinkler systems could be another blowto the housing and construction indus-try.

Based on testimony from the BuildersAssociation, the increased safety withsprinkler systems would be marginal,Loon said, and she thought it would bebest for homeowners to make the deci-sion about adding a sprinkler systemrather than mandating it.

attendees during these StakeholderConnections meetings, so administratorsaren’t there to answer process questions. These meetings are usually an opportuni-ty for community members and parents toshare their thoughts, concerns or ques-tions with School Board members – thepeople seated to represent them.

Two of the questions brought up dur-ing the most recent, nearly two-hour long

session: How should parents decide tosign up their fifth-grade child for STEM ifthey don’t feel they have enough informa-tion about it? And, what is the long-termrollout plan for STEM, after the sixthgrade?

After the meeting, Baisch said not hav-ing enough information is a legitimateconcern for parents to have, and theyshould know they aren’t beholden to theform.

If a parent didn’t sign up their child forSTEM on the April 1 form, but they laterlearn more STEM details and then decideto enroll, they can contact their school

principal, she said.On the other hand, if parents did sign

up a child for the STEM program, thenlater they find more details and want towithdraw before school starts, they cancontact their school principal about thatas well, Baisch said.

Addressing the question about howSTEM will be incorporated into the mid-dle school and high school, Baisch saidthere is an existing engineering class-room program, Project Lead the Way, atthe high school that utilize STEM princi-ples. As for middle school, administratorsand staff are considering transitioning a

similar program to Central MiddleSchool.

But, since a planning committee is stillworking on STEM plans, Baisch couldn’tsay for sure what would happen after thesixth grade, but parents should know theSTEM experience will continue in middleschool, she said.

For anyone interested in learning moreabout STEM, along with the April 12School Board update, the School Boardcommittee is also planning a May 3 com-munity meeting where a STEM expertwill talk about the concept.

How’s the first week going? The first week has been great. I’ve felt,

being new, that I was very welcome by thecity staff. And, a lot of events and activi-ties were set up to allow me to meet a lot ofmembers of the city staff and to becomeacclimated to some of the departments inthe city. So the first week has really been ameet and greet and introduction to thecity experience. It’s been great.

I saw on the city blog there wasthat, “Who Wants To Be a CityManager?” … Did they kind ofspring that on you, kind of a popquiz?

They did spring a pop quiz on meunexpectedly on my first day.

That’s a nice “How do you do.”(Laughs) Exactly. However, any ques-

tion that I wasn’t able to answer, I hadlifelines, city staff members that I couldpoint to, to ask how many snowplows dowe have? How many gallons of water dowe use a year? So, it was a no-lose situa-tion for me. But, it was creative, and itwas a good event for me to meet severalof the employees.

What exactly does a city managerdo? Can you compare it to the CEO ofthe city? How would you describe tosomeone what you do?

The typical example that is used isexactly that. The City Council, themayor and City Council are the board ofdirectors and the city manager is theCEO — for the most part in terms of ageneral overview.

You’re right though, a lot of timespeople think the city manager might bethe city planner or manage a certaindepartment, probably because severalof the two largest cities in the metropol-itan area have mayors that are also thechief executive officer, but almost everyother city in the area has a city manag-er that acts in that capacity. So, I thinkthe CEO analogy is a good one.

Coming just through the inter-view process, what you know aboutEden Prairie, your experience inHopkins — what things will transi-tion pretty well and easily, and whatthings do you think ... that mighttake some adjusting?

I think in my field, in my area of citymangers, most cities are similar interms of the services they provide andthe operations that they have, so muchof what I’ve done in Hopkins does

translate to Eden Prairie, you know, tosomething as simple as having a firedepartment, a police department afinance department, a lot of the similaroperations.

What takes time is learning all thedetail or the ins and outs that makesEden Prairie separate from any othercity that would be separate from anyother city. So, at least for me the firstfew months on the job is always a learn-ing and observing and meeting andabsorbing, no matter how many citiesthat you’ve been to, and no matterwhere you’ve been.

I also come from a city, again, that’ssimilar to Eden Prairie in their locationto each other, being in the southwestmetro. So, there are a lot of similarities, but Eden Prairie’s a larger community. But, again it’s a matter of just acclimat-ing myself to the new environment, butI’ve done this type of job before, so Iunderstand a lot of what goes into it.It’s just a matter of learning this com-munity and becoming part of this com-munity.

In getting ready for the transi-tion, what are kind of one of thebiggest areas or subjects that … you,in your capacity, can address forEden Prairie? What do you kind of

see as some of your first big initia-tives?

Four or five days in, I know that ourcity like ever other city is dealing in adifficult financial environment, and thecity survey that was done, the “Qualityof Life Survey” that was done in EdenPrairie illustrated people really valuethe city services they received, andthey’re very highly rated.

So, the task over the next year isworking toward the next year budget, two year budget, is to craft a budget forthe city with everyone involved thatcould still provide those high qualityservices at a reasonable price, andwhat’s been a tough economic environ-ment. Kind of at a big picture, that’sgoing to be probably the focus of thecouncil and staff, one of the largeritems as we get into the summer.

What should Eden Prairie resi-dents know about you or whatwould you like them to know aboutyou?

I’m someone who wants to be veryinvolved in the community. Someonewho is accessible to the staff and thepublic and someone who wants to beapart of a great community and try tokeep its number one status.Δ1

MARK YOUR CALENDARDefending state 3A baseball champion Eden

Prairie opens its 2011 season againstBloomington Jefferson at 4:15 p.m. Thursday,April 14, at home.

BY GREG KLEVEN • SUN NEWSPAPERS

It was a magical and historic baseball season forEden Prairie High School in 2010.

The Eagles collected Lake Conference and Section 2titles before claiming the state Class 3A championshiptrophy at Target Field last June.

Eden Prairie defeated Burnsville 7-5 in the titlegame and finished with a 26-1 record.

The Eagles lost a considerable amount of talent tograduation, but don’t feel sorry for coach MikeHalloran and his 2011 squad.

Eden Prairie has a veteran pitching staff and capa-ble returning hitters and fielders in its quest to success-fully defend its state title.

“Our hope is to make it back to Target Field,” saidHalloran. “We will be tested by a tough regular-seasonschedule that includes playing against strong LakeConference teams.

“But we have enough talent to get back to state.Pitching and depth should be our strengths. And wecould surprise people with our good offensive players. How well we play defensively could be the key to ourseason.”

Pitching aces returnEden Prairie returns two of its pitching aces from

last spring.Senior right-hander Adam Bray is back as a solid

starter. He was 7-0 as a junior and was the winning

pitcher in the state championship game.Senior lefty Grant Soderberg also was 7-0 a year ago.“Soderberg had a great season as a junior and Bray

increased the velocity on his fastball this season aftercoming through with key wins for us last year,”Halloran said.

Senior right-hander Lance Thonvold, who hassigned with the University of Minnesota, could start orclose.

Two other senior right-handed pitchers are TylerRuemmele and Dylan Frederick.

Some of the pitchers will also see playing time atother positions.

Eden Prairie returns one of its top hitters from lastseason. Senior Tony Skjefte batted .380 as a junior andhas signed to play for the Gophers next season alongwith Thonvold.

“Skjefte is one of the best hitters in the state,” saidHalloran. “We have moved him from second to short-stop and he has made several spectacular defensiveplays in practice.”

Eden Prairie has a tradition of producing Division Icollege shortstops such as Nate Hanson, Kyle Geasonand Blake Schmit.

Senior catcher Ryan Bull is another Division Isignee. He will play baseball at Notre Dame next schoolyear.

Eden Prairie’s backup catchers are junior Danny
