Eden Prairie’s probationary teachers let go48 full-time and44 part-time stafflisted, could becalled backBY PAUL GROESSEL – SUN NEWSPAPERS

Nearly 50 full-time teachers who areconsidered probationary (working lessthan three years in a school district)will not return to the Eden PrairieSchool District next year.

During the Feb. 28 school board meet-ing, it was decided that 48 full-time pro-bationary teachers and 44 part-time pro-bationary teachers will not have theircontracts renewed.

Those teachers could be recalled, butthey don’t have seniority rights thattenured teachers have.

Generally, teachers in Minnesota areconsidered probationary if they havenot taught for three years in the schooldistrict. Once they complete three con-

secutive years, under the state’s defini-tion, they are considered on a continualcontract, rather than working underone-year contracts.

Probationary teachers must be evalu-ated at least three times throughout theyear, according to state statute, and thefirst review must occur within the first90 days of employment.

If let go, a probationary teacher will“have no right of appeal therefrom,”state statute 122A.41 says.

But, if they teach for 120 days a yearfor three consecutive years and contin-ue to do their job, once a teacher comesback for a fourth year, they are consid-ered tenured and “must not be dis-charged or demoted except for causeafter a hearing,” the statute says.

Letting probationary staff go is partof a procedure the district has followedfor a long time, Interim SuperintendentJon McBroom said during the Feb. 28school board meeting. That had to con-tinue this year since the district willneed to do some “belt tightening”because of flat funding from state andinflationary costs.

It’s not that the district will not call

some teachers back, but there are somedepartments that has difficulty secur-ing people. “This is something the dis-trict has done for a number of years andshould happen again this year,”McBroom said.

Human Resources Director Tom Maysaid contracts are usually not renewedbecause of teacher allocations withinschools and programs. Generally, alloca-tions are prioritized by teachers’ yearsof experience.

Last year was the first year (in atleast a few years) that the district had toplace tenured teachers on unrequestedleave of absence, May said.

Approximately 10 teachers were letgo last year, but the majority of themwere called back to work, he said. If theboard has to put any tenured teacherson unrequested leave, it could take placeduring an April or May school boardmeeting, which is the usual timeline.

When a tenured teacher is placed onunrequested leave of absence, they areeligible to be called back within fiveyears, May said, while probationaryteachers do not have a callback time-line.

Tenured teachers can be terminatedor placed on unrequested leave ofabsence, according to state statute. There are different criteria for each.

Termination of a tenured teacher

According to state statute 122A.40, “Acontinuing contract may be terminated, effective at the close of the school year, upon any of the following grounds:

• “inefficiency in teaching or in themanagement of a school … “

• “neglect of duty, or persistent viola-tion of school laws, rules, regulations,or directives”

• “conduct unbecoming a teacherwhich materially impairs the teacher’seducational effectiveness; or”

• “other good and sufficient groundsrendering the teacher unfit to performthe teacher’s duties.”

A tenured teacher can be placed onleave of absence “because of discontin-uance of position, lack of pupils, finan-cial limitations, or merger of classescaused by consolidation of districts,”the state statute reads.

expand to include outlying west-ern suburb cities such asShakopee, Chaska and Victoriaamong others.

A special redistricting panel, appointed by the MinnesotaSupreme Court, created the newelectoral maps that will take effectnext year and serve as the 2012election blueprint. The districtsdetermine which geographic areasstate senators, members of thestate house and members of U.S.Congress will represent. The newmaps are based on populationchanges reported in the 2010Census.

Barnes said DFL ties are strongin the district, if the state housevotes in recent elections are com-pared to the third district congres-sional votes, there is DFL strength;only the congressional races havebeen weak, which can change.

“You look at this Third Districtand it is absolutely winnable,”Barnes said.

Sund has been hosting similarmeet and greets throughout recentweeks. She said she has been run-ning a positive campaign to getpositive representation inCongress.

One of her major policy ideaswas announced at the end ofFebruary, a new step to a foreclo-sure prevention program.

“HARP (the Home AffordableRefinance Program) helps peoplewho are current on their mortgagepayments refinance their loanbefore falling behind,” Sund saidon her website. “HAFA (The HomeAffordable ForeclosureAlternatives) program allows peo-ple to abandon their homes to fore-closure with the intent of mini-mizing the damage to their creditscore. …

“‘I propose modifying HAMP toinclude mediation as a requiredstep prior to foreclosure. Also, Ipropose requiring any bank thatoffers or buys FHA insured mort-gages to participate in mediationprior to foreclosing on a home.’”

The two candidates will intro-duce themselves further and talkabout issues during a debate 7-8:30p.m. Wednesday, March 14, atMinnetonka City Hall.

CURRENTInclusion builds trust. It’s a

pretty simple idea, but whenmanaging a program ororganizing groups of peopleand ideas, inviting everyoneto the process is not an easyfeat. Like maintaining anyrelationship, it can take a lotof upkeep.

That’s what we talk aboutwhen we talk about trans-parency. And, when it comesto local public policy, makingpeople feel included and partof the process is a key part ofbuilding trust.

The Eden Prairie SchoolDistrict has exemplified bothends of the spectrum when itcomes to inclusion – gettingas much information as it can,in a public manner, asking forinput from everyone and try-ing to get those involved onthe same page.

To be clear, I’ll be talkingabout the cultural aspect ofthe school districts’ headquar-ters. Eden Prairie programsand education have alwaysbeen top notch. If I had chil-dren (or when, to be opti-

mistic) I would be (or will be)proud to send them to EdenPrairie.

It’s still early, but leader-ship changes at the districtseem to be bringing a new cul-ture of openness. If it contin-ues, Eden Prairie could be itsown study on transparentoperations.

Over the last few years, thedistrict has gone through a lotof curriculum and programchanges and introductions, not just the elementary schoolboundary changes that tookplace last year.

The flow of informationwasn’t always direct, timelyor to the point. Gettinganswers weren’t always easy, and relationships with par-ents, board members, thenewspaper and members of

the public with questionswere not in a great state.

This left relationshipsstrained – since many parentsof elementary school kidswere forced to take their chil-dren to another school, theyconsidered all of their school-ing options and placed themin neighboring districts, char-ter or private schools.

Some community mem-bers, teachers and schoolboard members felt resistedwhen they tried to help, bringup problems or ask questions.

Things, I am glad to say, areturning around.

Administrators and boardmembers are not onlyresponding to questions, butthey are proactively seekingand putting out information.

There has been a noticeableshift in the last few months. With a re-organized schoolboard with two new members,Interim Superintendent JonMcBroom’s guidance andstraightforward style ofCommunications’ head BobNoyed and hard-working (but

often publicly unrecognized)administrative cabinet mem-bers, Eden Prairie residentsshould feel like the district isin good hands.

The crew has displayedforthright searches for infor-mation to get a handle on“what reality really is” asMcBroom put it.

And, it’s not an easyprocess. Sometimes, theybasically are asking for criti-cism.

Uneasy, yes, but it is animportant step for solvingproblems and repairing rela-tionships.

There have been meetingswhere families who have leftthe district could give feed-back on why they left. Therehave been three separate com-munity phone surveys to getthe pulse of the community.

Hundreds have taken sur-veys online, giving feedbackon what qualities they wouldlike to see in a new superin-tendent. School board meet-

It’s time for us to embrace social mediaWhen it comes to social

media there are two differentJared Huizengas.

First, there’s Jared the indi-vidual who has embraced socialmedia as his second-favoriteform of communication (behindonly text messaging). If he can’tsend you a text message or writeon your wall, he probably does-n’t want to talk to you badlyenough to call.

Second, there’s Jared thenewspaper guy, who eschewsnew forms of communication –particularly those that limit hislongwinded nature. If he is lim-

ited in any way, be it a characterlimit or space, he’s just going tocall you so he can continue toramble.

In recent months, there’sbeen great discussion aroundthe newsroom as to how we canembrace social media as a newtool and utilize it so it helps us aswell as our readers.

Some editors have startedFacebook pages for their edi-tions, while others have migrat-ed to Twitter.

I fall into the latter group.Although, truth be told, it isn’tall that new.

Back in 2009, we experiment-ed with producing daily news-casts. These newscasts lastedanywhere from 2 to 10 minutesand included news from our cov-erage areas and neighboringcities. Some editors naturallytook to being on screen. Others –myself included – showed thatno matter what our moms said,

we have faces made for radioand voices made for print.

During the dark days ofnewscasts, I started a Twitteraccount and used it to Tweetlinks to our daily newscasts. Itdidn’t help drive up my “rat-ings” much.

Once the newscast experi-ment was discontinued, I put itaway in the back of my mind.Along with that memory wentthe Twitter account.

That is until recently when Idecided to start using it again

Friends, co-workersremember Andy HamreHamre was ECM-SunPrinting employee

Andrew Hamre is being rememberedthis week as a man who loved fishing, hisfamily and his friends.

Hamre, 49, passed away Tuesday, Feb.28, while at work at the ECM-Sun Printingfacility in Hudson, Wis., from a massiveheart attack.

He leaves behind a wife, two sons, many friends and his co-workers – all whowill miss him very much.

During an afternoon break, Andy suf-fered a heart attack. Coworkers attemptedCPR and called emergency crews, but hedied a short time later.

“As always, our teams pulled togetherbut this time in an attempt to save Andy’slife,” plant employee Maria Beaupre said.“Despite all our efforts, Andy passed away.”

His friends and family quickly men-tion “fishing” when asked what he likeddoing the most in his free time. Andy wasan avid fishermen, and had won severaltrophies for his catches.

Annette said that Andy loved the NewRichmond area for its great fishing, withMary Park Lake being a favorite spot.

“They’d catch bass, crappies, perchand sunnies there all the time,” Annettesaid. His main fishing buddy was son,Josh, age 14.

“They’d compete against each other intheir own bass tournaments,” Annettesaid. Last year, Josh won the contests. “Hekicked his dad’s butt.”

His co-workers at Sun Printing alsoknew how much he loved to fish. He andhis son fished as often as they could, one

co-worker remembered. He also lovedsports, and supported his son who playedin a local baseball league every season.

“Andy was a dedicated, hard-workingand reliable employee who would stay tothe end when things went wrong. Whenthings got tough, Andy got tougher. Hewill be missed by many, as will his singingthroughout the plant each afternoon oncethe deadlines had been met,” CodyGriffin, print plant manager, said.

Annette said Andy enjoyed his workand his co-workers at Sun Printing, where he’d been employed for five years. The work team was like family, she said. There would be occasional disagree-ments, “but at the end of the day, it was allgood,” she said.

Andy grew up in northwestMinneapolis, and attended Edison HighSchool. He worked in shipping and receiv-ing, and he and Annette also operated ahome daycare business there.

They moved to Wisconsin after decid-ing it was time to get out of the city, andtook the family to New Richmond. Theireldest son, Jonathan, 21, is a college stu-dent in Beloit, Wis.

Annette Hamre said she was gratefulfor the friendship and support she hasreceived from Andy’s co-workers andfriends. “I just want to thank everyone fortheir help and for their prayers,” she said.

I try to keep the account as active aspossible and my coworkers do as well. Werespond to questions when we can and wepose questions when they need to be

asked.Recently I noticed other media outlets

following some of the Sun Newspaperaccounts. These accounts don’t actuallytweet anything or interact with anyone, they just seem to be there trolling forinformation and using the stories andinformation tweeted by others as thebasis for their own stories.

This is something we will not do – wewant this to be another tool for us to getthe news to you and hear back from you.

Becoming a Marinesomething to be proudof, not dehumanizing To the editor:

From a wife and mother of a marine: Thank you for running the articles

on the Marine Corps. It showed what ittakes to become one of the few, theproud. It has the longest basic trainingof all the armed forces (13 weeks vs. 6).My son left the Twin Cities as a boy — 13weeks later he was a man. He had beenyelled at but it did not dehumanizehim — it strengthened him. He learnedfrom his [drill instructors] to be respect-ful, responsible, disciplined, to be a

team player, self-reliant, to be physical-ly fit, that all people are created equal. These values of love of God, Countryand the Corps are with a Marine forev-er.

Let us not forget Marines not onlyare soldiers but they protect ourembassies, have helped in evacuationsof civilians and diplomats, offerhumanitarian assistance to people notonly of America but of the world.

If you are not sure what it is or whatit takes to be a Marine — ask one.

Once a Marine — always a Marine— a title that is earned, not given, anda title that is theirs forever.

If you thought all we didwas news, you’re mistakenMinnlocal.com has a varietyof blogs to bring youanother take on life

If you were to be so curious as to clickon the Opinion tab on our website,minnlocal.com, you might be surprisedat what you find there: blogs.

Yes, that’s right, we blog. (Is that averb? Should it be? The questions an edi-tor sometimes asks of himself may be ofno consequence to folks outside thenewsroom, but that one’s been perplex-ing me for a while. Let me know yourthoughts.)

Ah, yes, blogging. The long and sometimes short of it is

there is often a lack of space in our printedition for the kinds of writing we’d liketo share with you. Luckily, the Internetis a rather big place and can handle theweight of multiple writers writing onnumerous subjects.

At the moment, I’d like to highlightblogs that may be of interest to you, ourcherished readers:

The Wahl Street JournalOur senior managing editor, Paul

Wahl, has a unique way of looking at theworld. No, that’s not a euphemism. Afternearly 30 years in the news game, he’sgot a handle on how things work in thebusiness and in life in general. A truereporter’s perspective on current events,

past events and the day-to-day.

Peggy’s JournalWorking in journalism presents an

interesting problem: Rememberingeverything that has happened over theyears can be daunting. Executive EditorPeggy Bakken has acquired the memori-al trait in spades. Touching on every-thing from Minnesota history to rockconcerts, Peggy provides context andinsights along the way.

Scene and HeardCommunity Editor Jared Huizenga is

a media addict. Thinking about seeing anew movie? He can tell you the produc-tion value and give an honest review.Want to check out an album? He proba-bly knows the personal lives of the musi-cians better than they do themselves.

Republicans present insurance exchange legislationLook to accomplish anumber of thingsBY T.W. BUDIG – ECM CAPITOL REPORTER

Republican leaders look to the privatesector for answers in their health insur-ance exchange legislation presentedMarch 5.

“We have a bill. We have an approach. We have a plan,” said Senate Health andHuman Services Committee ChairmanDavid Hann, R-Eden Prairie, at a Capitolpress conference.

The federal Affordable Care Act —often “ObamaCare” by Republicandetractors — mandates all states formhealth insurance exchanges, market-places where individuals and businessescan shop for insurance products.

House Health and Human ServicesReform Committee Chairman SteveGottwalt, R-St. Cloud, views the ObamaAdministration as becoming increasing-ly flexible in allowing states to crafttheir health insurance exchanges.

This is something the state is entirelycapable of doing, Gottwalt argued, with-out the need for “the ObamaCare gun toour head.”

The Republican leaders, who viewtheir legislation as first of its kind, lookto accomplishing a number of things intheir legislation.

The bill establishes individual trustaccounts, accounts into which employ-ers, former employers, family members, charitable organizations or other bene-factors, can contribute money to be useto pay for a person’s health care.

These would include tax-preferredcontributions from employers and non-tax-preferred contributions from indi-viduals.

“You don’t see this happen,” saidGottwalt of such trusts currently form-ing.

The Republican legislation also callsfor the creation of a marketplace website task force to design and put online aprivate sector health insuranceexchange site by July 1, 2013, providingstandardize comparative information onhealth insurance products.

Federal law requires states to havesuch exchanges by 2014.

The Republican leaders indicatedthat they had not yet approached ObamaAdministration officials with theirhealth insurance exchange proposal. Senate Health and Human Services Committee Chairman David Hann, R-Eden Prairie, help present the

But Hann expressed hope thatDemocratic Gov. Mark Dayton wouldsupport this piece of the Republicanhealth care agenda.

But Democratic health care leadersalso have health insurance exchangeproposals.

Two Democrats serving on the Househealth and human services committee, representatives Erin Murphy of St. Pauland Jeff Hayden of Minneapolis, pro-posed a so-called “no-wrong door”exchange that would be governed by aboard of 19-members including mem-bers representing the interests of con-sumers served by the exchange.

Murphy and Hayden appeared at aCapitol press conference along with sup-porters from Take Action Minnesota, astatewide organization focusing on“community power.”

The Democrats argued for a fulldebate of the health insurance exchangeissue.

Hayden criticized Hann, who spoke ofan informational hearing on Democraticinsurance exchange proposal, for nottaking a more expansive approach.

Further, Hayden took exception to

Gottwalt’s remarks about an“ObamaCare gun to our head.”

“Let’s tone this down,” Hayden said ofsuch perceived inflammatory rhetoric.

There’s too much real gun violence,he argued.

The way forward is the way to com-promise, said Hayden.

Appearing at the Democrats’ pressconference was Abby Schanfield, a stu-dent at the University of Minnesota bornwith a congenital, chronic disease calledtoxoplasmosis, a condition that requireda shunt be implanted in her brain whenshe was 10-months-old to drain awayfluid.

She has had five more surgeries sincethen.

Schanfield recently lost vision in herleft eye as a result of the condition.

She applauded the passage of theAffordable Care Act, citing a provisionswhich allows her to stay on her parent’sinsurance plan until age 26 as vital toher.

And the Affordable Care Act lendscertainty to her that an insurer cannotdeny her coverage because of her preex-isting condition.

She looks to the insurance exchangeto find affordable coverage in the future.

“In doing so, I will be able to maintainmy condition so it doesn’t spiral out ofcontrol,” she said.

University of Minnesota student Abby Schanfield, born with a medical condition requiring lifelong attention, explained the federal health care bill provides her with benefits critical to her continuing health. (Photo by T.W.Budig – Sun Newspapers)

Continuing program willmake evaluation better, admin saysBY PAUL GROESSEL – SUN NEWSPAPERS

The Eden Prairie School Boarddecided to extend the district-runchildcare pilot program for anotheryear, in order to get a full picture onhow the program is going.

The school board made the approvalduring the Feb. 28 board meeting. Before the vote, InterimSuperintendent Jon McBroom provid-ed answers to questions about the pro-gram’s funding and demographics, posed during the preceding meeting.

He said the childcare programwould end up adding around $50,000 inrevenue and the overall demographicmake-up of children enrolled matchesthe demographics of the district over-all.

Boardmember Karla Bratrud saidshe wasn’t opposed to the pilot pro-gram, but when the school board has toconsider continuing the program per-manently or expanding it, the scrutinywill increase.

McBroom said that’s exactly why theadministration’s recommendation wasto continue the pilot for another year.Community Education did a great jobevaluating the program after four tofive months of operation, but havingmore time to gather information willyield more complete picture, he said.

The school board approved the pilotprogram’s continuation unanimously, and it followed a comprehensive updatefrom Community Education DirectorTerri Johnson during the Feb. 14 meet-ing. During that meeting, she sharedsurvey results that showed almost allfamilies in the Kids EdVenture pro-gram were happy with it.

The district is testing the program,Kids EdVenture, as an opportunity forthe Community Education department

to expand its offerings, ease the transi-tion from the childcare setting to theschool setting and create a strong con-nection between school staff and child-care staff.

The pilot program operates in OakPoint Elementary and Eagle HeightsSpanish Immersion with an averagedaily attendance of 252 morning andafternoon enrollees.

Edina-based Southdale YMCA runschildcare in the school district’s other

elementary schools, which has approx-imately 600 students enrolled. It hasbeen running the school district’sschool-age childcare program for 30years, Southdale YMCA ExecutiveDirector Greg Hanks said in earlyFebruary.

The YMCA childcare program offersan array of activities, Hanks said, witharts, humanities, science, literacy, character development and physicalactivity.

Finding support for concussionswhere there once was none

BY MIKE HANKS – SUN NEWSPAPERS

Matt Hovila distinctly remembers hislast basketball game at BloomingtonJefferson High School.

Unlike most seniors, his last game didn’tend with a playoff loss or an improbablestate tournament victory, it ended with aconference victory against Rosemount. And it was the first conference game of theseason.

There was little indication in the finalminutes of the game that Hovila’s playingdays were over. He had aspirations of play-ing collegiate basketball, but those went bythe wayside following the victory.

Hovila suffered a concussion during thatRosemount victory last season. Instead ofspending this winter on a basketball courtat an outstate school, Hovila is studyingapplied economics at the University ofMinnesota. And he’s reaching out to thosewho are traveling the same path he hassince fourth grade, students affected by con-cussions.

Hovila is the co-founder ofConnections4Concussions, a support groupfor students who are coping with the effectsof a concussion or mild traumatic braininjury. At 19, Hovila is an elder statesmanfor the newly formed support group, whichheld its first meeting last week at PennLake Library in Bloomington.

“It’s good to be with people who knowthe same struggles, and don’t judge you forit,” he said. Hovila wants students fromacross the Twin Cities and beyond to knowthat they’re not the only one suffering fromthe lingering effects of a concussion, a feel-ing he knows well in the years since hisfirst concussion, suffered while playingfootball as a fourth-grader.

What Hovila and his family didn’t knowall those years ago was that his first concus-sion would be just one of many. He sufferedtwo concussions within a one-month periodduring that fourth-grade football season. The first wasn’t significant, according toHovila, but the second one turned out to belife changing, even though it wasn’t as hardof a hit. “The effects of it were more seriousbecause of the first hit,” he said.

The second concussion had lastingeffects. He had bouts with fatigue and mem-ory loss, struggled in school, became short-tempered and was prone to outbursts, alluncharacteristic for him prior to fourthgrade, he explained.

Hovila’s life returned to normal in fifthgrade, but concussions became a part of hislife as a basketball player, starting with aconcussion in sixth grade. Headaches fol-lowing that concussion occasionally forcedHovila to go home early from school.

After each concussion Hovila would be

diagnosed by a doctor and cleared toresume activity before returning to basket-ball. “We did everything we were supposedto at the time,” he said. But by his sopho-more year in high school the family decidedthat the recurring cycle should end. Hovilaand his parent agreed that the next concus-sion would be his last as a basketball player.

Hovila was 90 seconds from extendinghis basketball career beyond the openinggame of the conference schedule. An elbowto the head during a scrum for a rebound offof a missed free throw was the final blow, although Hovila didn’t know it at the time.He remembers the sharp pain he felt shootup the right side of his skull, calling it “oneof the worst pains I had felt.” But it didn’tcause an immediate headache or dizziness.“I finished the game.”

It wasn’t until more than 90 minutesafter the game that Hovila started to experi-ence concussion symptoms. “I couldn’teven get off the couch by myself,” he said.

Beyond basketball“I’m still dealing with a lot of the symp-

toms,” Hovila said. Years of experience have helped Hovila

learn how to manage and cope with theeffects of his concussions, but he grew upwithout a peer group to share his experi-ences with. Classmates suffered concus-sions, too, but none of them experiencedthe recurring effects of them as Hovila did.

Hovila has had an outlet for support, however, the Brain Injury Association ofMinnesota. Through their programs tohelp families affected by brain injuriesHovila met Kayla Meyer of New Prague, who had suffered a concussion inDecember 2009. While attending aMinnesota Wild game last October asguests of the Brain Injury Association,Hovila and Meyer discussed starting a peersupport group. The idea was suggested injest, but the duo realized they could fulfill aneed by organizing the group, and proceed-ed to do so.

Connections4Concussions is intended toprovide youth and young adults who havesuffered concussions and mild traumaticbrain injuries with opportunities to learnfrom each other, and find encouragementand support.

The inaugural meeting attracted 10 stu-dents, with the Hovila and Meyer familiesdiscussing their experiences and the needfor the support group. The group will meet at6 p.m. on the fourth Tuesday of each monthat Penn Lake Library, 8800 Penn Ave. S.

The March 27 meeting will include twospeakers from the Brain InjuryAssociation.

Information about the group is availableonline at go.to/c4c.

‘Open to Business’ program starts in HopkinsResidents, businessowners and thosecontemplating starting abusiness are eligibleBY MATTHEW HANKEY – SUN NEWSPAPERS

Starting this March, business-mind-ed people in Hopkins will have access toresources that can help grow or start abusiness thanks to the “Open toBusiness” program.

The development program is spon-sored by the Metropolitan Consortiumof Community Developers, the City ofHopkins, Hopkins Business and CivicAssociation and Hennepin County.

The city and the Hopkins Businessand Civic Association will each con-tribute $2,500 to fund the program, withHennepin County providing a match-ing $5,000 grant to cover the $10,000annual program fee.

The yearlong program offers one-on-one business consulting and providesfinancial assistance to small businessesthat typically would not have access to

bank capital, said Hopkins CommunityDevelopment Coordinator Tara Beard.

“We’re very excited about it and wethink we’ll get high participation forthe Hopkins entrepreneurial communi-ty,” said Beard.

Hopkins business owners, city resi-dents who own a business elsewhere –including their home – and those inter-ested in starting a business are eligibleto participate in the program.

“For existing business, we provide awhole array of services – strategicplanning, marketing, cash flow analysisand help them determine what theircapital needs are for expansion,” saidMCCD Enterprise Facilitator RobSmolund.

Beard said this new program fits aneed for the Hopkins business commu-nity.

“We get tons of calls from businessesthat exist or want to exist in Hopkinslooking for help,” she said. “This pro-vides a reputable program.”

An MCCD adviser, either Smolund orLee Hall, will be available to meet withthose interested in the program 1-3 p.m.Monday, March 26, at The Depot CoffeeHouse, 9451 Excelsior Blvd., Hopkins.

Those interested in the program cancall MCCD or the city to set up anappointment for or walk-in for a 30-minute consultation for the March 26meeting date.

As of press time, Beard said sevenpeople were on the waiting list. If theadvisers cannot accommodate all whoattend within the first two hours, theywill stay longer.

Beard said it has not been decided ifall future walk-in meetings will be host-ed at The Depot, but meetings will behosted once a month for the next year ata city locale.

Smolund described the once-a-monthcity meetings act as a “teaser.”Interested people can call and scheduleappointments for consultations at theMCCD office, 3137 Chicago Ave.,Minneapolis.

“The two hours a month are just away to make it very convenient for peo-ple to come in,” Smolund said. “Callanytime and we can schedule anappointment. We couldn’t do it all injust those two hours.”

Smolund said he hopes peoplechoose MCCD representatives to betheir personal business mentor. He tai-

lors his knowledge and expertise toindividual needs.

“I tend to not come in with a pre-scription menu of services,” he said.“My goal with anyone is to becometheir trusted adviser … to help themmake decisions in an objective way.”

“I think sometimes entrepreneursare too close to their business and theycan’t think from the 30 thousand feetlevel. They’re on the ground and theycan’t see it clearly.”

MCCD began the program a littlemore than a year ago in Brooklyn Parkand has since expanded to Minnetonka,St. Louis Park, Brooklyn Center, EdenPrairie, Edina and Robbinsdale, saidSmolund.

Joining Hopkins in the program thismonth are Golden Valley and NewHope.

Smolund said the MCCD has beenproviding this type of service since1989 to business-minded people inMinneapolis and St. Paul, just notunder the “Open to Business” brand.

Hennepin County stepped in andpartnered with MCCD to make the pro-gram available recently to suburbancities, Beard said.

would have reviewed and voted on usingthe grants or not, Hann said.

After that approval, Hann said he wasgoing to make sure those grant dollarswere used as required under the urgencyreview requirements. Hann said he andothers are working on a letter to find thatout.

“We are asking for them to demon-strate that funds that they acquiredunder the urgency provisions are in factcomplying with the provisions under thelaw,” Hann said last week.

Have those funds been spent appropri-ately?

For the health department grants,“The short answer is, yes,” saidAssistant Department of HealthCommissioner Craig Acomb. Althougheach grant is in a different stage and notall the money has been spent, the fund-ing and projects have begun to ensurelong-term plans and conditions will bemet.

If the grants’ acceptance were delayedextensively, it could have slowed long-

term plans to use the grant funds, whichcould have signaled to the federalgranters that the money would not bespent as intended and therefore with-draw them, Acomb said.

Department of Human Servicesspokesperson Patrice Vick said thedepartment will prepare a response oncethe letter that asks for details is sent tothe department.

Although all the grants likely wentthrough, Hann said he would introduce abill that would change how grant dollarsare approved and spent.

When a state department makes agrant request, it would have to let the leg-islature know what grant request it’sseeking, Hann said. Then, the legislaturewould have to look at them and approveit or not.

Hann introduced such a bill, whichhas been referred to a finance commit-tee.

Essentially, the bill stipulates that anymoney spent by executive branch needsto be approved by the legislature, and itwould call for a process that fulfills whatthe state constitution already requires,Hann said.

“No money can be spent without thespecific provision of the legislature,”

ing videos, agendas and updates areposted to the website quickly.

If materials are introduced during

a meeting, administrators make surecopies are made for the audience andpublic.

For these reasons, and severalmore, the mood and culture of theschool districts’ headquarters havechanged.

When processes and operations are

open, trust is established and re-estab-lished. People feel confident.

When trust is established and oper-ations remain open, it’s easier tounderstand leaders’ decisions, evenwhen you don’t agree with that deci-sion.

Hopefully that keeps up in Eden

Prairie, and surely this leadershipapproach applies to any effective pub-lic body.

Or any relationship, really.
