Schools for the Millennium : Review of Primary School Provision

Report bv the Director of Education

BACKGROUND

At its meeting in April 1998 the education committee approved a review of school provision comprising a number of stages. In the first instance the committee agreed that a comprehensive analysis of current provision be undertaken to identifq. issues requiring attention, includmg geographcal areas for possible rationalisation and catchment area arrangements.

The report should also be seen in a wider context. It is part of a strategy to ensure that school provision in North Lanarkshre is fit for the demands'of the millennium, including the hstribution and number of places, buildmg fabric, accommodation and new technology.

Thls paper is an analysis of current priman school provision only. A report on secondan. provision will be submitted to a future meeting.

ISSUES EMERGING FROM T H E REVIEW OF PRIMARY PROVISION

For each school statistical mformation has been collated, as described below and detailed in appendix I .

PuDil roll

Appendix I includes the current roll (1 998) and the roll projected for 2004. No allowance can be made for future placing requests but the 1998 placing request numbers are included for indicative purposes.

I

Design Cauacitv

T h ~ s figure is the maximum number of pupils whch can be accommodated in the buildmg if it is fully occupied by pupils.

Accommodation in school use

In many instances some accommodation w i h the building has been allocated to other uses, for example pre-school classes, and as a result only part is currently available to the priman. school. n7ls part is shown as the total space available and the use the school makes of h s area is shown as a percentage.

Accommodation in other use

Thls is shown as the pupil places allocated to other purposes. The allocation to pre-school classes is shown separately.

Running costs

This is the per pupil cost as used in national statistics. It includes the property costs associated nith the whole building and therefore premises whch are underused b:' the prman. school tend to have hgher per pupil running costs.

These 5 !.ear estimates of major maintenance needs have been provided b!. the department of planning and development to indicate the cost of keeping the building operational. No account is taken of fabric and accommodation upgrading needs.

Each page in the appends lists the denominational and non-denominational schools in each geographcal area. The main issues ivhich have emerged in each area are shoi\n under comments. In the main these relate to

(a) the surplus capacic currentl!’ available.

(b) issues affecting individual schools. for example pressure on accommodation and concerns about the catchment area arrangements.

Appendis 2 summarises selected information for each area and for the authorit!. as a whole.

PRIORITIES FOR FURTHER ACTION

3.1 Over a period it is anticipated that specific proposals affecting each area, for example school replacements. extension, closures and amalgamations, \vi11 be recommended to the education committee.

3.2 h the first instance, hoivever, it is considered that priorit!. should be given to the folloning four issues.

3.3 Priman, Drovision in Cumbernauld I

The current situation is complex. In aggregate there are too man!. priman. school places in Cumbernauld and closures can be justified on value for mone!. grounds. However, there is also a geographical disparit!. between school location and housing developments. The provision of schools north of the A80 is inadequate and pupils are zoned to relatively distant schools on the south side of the tonn. It is recommended that any proposals should be based on the follouing principles.

The provision in the area south of the A80 should be reduced b!. up to 4 schools.

New non-denominational and denominational provision should be provided in the area of current residential developments north of the A80. Currentl:, five sites have been retained in the area for possible educational use. The allocation of.one of these to the new pro13sion is propored.

The school catchment areas across Cumbernauld should be redrann to accommodate the revised distribution of schools. for esample to minimise home-school distances and to maximise safe Ivalking routes.

(4 The savings generated b!. these proposals. including thc capital receipts from sites and the savings from closures should bc used to enhance the remaining schools. In particular the fabric. accommodation and nen. technolog!. proikion in thc oldcr schools require substantial investment. It is en\.isaged that this \\ . i l l include IT cable nenyorking and the prolision of 3 \\ider rany of ICT equipment. This will ensure that the!. are full!. equipped to meet the demands of the hture curriculum, including the potential of superhigh\va?. developments. As a result children \vi11 develop greater expertise in the use of IT and \vi11 makc gcatcr use of Internet materials in even.da!. learning.

The associated secondan. arrangements for St Alo\.sius PS. Chapcllinll

The current arrangement is that St Alo!.sius PS is associated \\.ith St Patrick's HS. Coatbridge. Although these links ha1.e been \re?. c.ffccti\.c cducntionall\~. there have been repeated calls from a substantial number of parclits for the school to be associated with St Margaret's HS. Airdrie on the grounds that the area is geographicall!., sociall!, and economicall!. morc oriciitxcd to\\.nrds Airdrie.

The future of St Irnatius PS. Wishan.

Currentl!.. this school is maintained on a iveatherti$t basis onl! decision nas inherited from the pre\.ious authorit!, follo\\.ins 2 ciccisioii in

4 RECOMMENDATIONS

The education committee is recommended

(1) to note the anal!sis of current priman. school provision and the opportunities \\hich exist for prima?. school consolidation across the authorih..
