PUBLIC NOTICE - 04 ^n1nSubject: - Change in modality for submission of applications of exportauthorization/Import Licences/NOCs for export/import of NarcoticDrugs/Psychotropic Substances/Controlled Substances during theLockdown period.

Public notice on the above cited subject was issued on 01"t April2O2O, in view of non-functioning of the postal/Courier services during thelockdown period. Since, now the lockdown norms have been relaxed and thecourier services and postal services are operational, therefore insupersession of the public notice dated 0lst April,2O2O on the above citedsubject, following changes in submission of application for import/export ofnarcotic drugs/Psychotropic Substances/controlled substances are beingbrought to the notice of all concerned: -

(i) The exporter/importer of Narcotic Drugs/Psychotropic Substances/Controlled Substances is now required to submit hard copies of theirapplication along with the requisite documents, wherever possible.

(ii) The importer/exporter situated in the area or city where thecourier/postal services are not operational or partial lockdown is in place bylocal authorities or offices are not functional due to containment Zonedeclared by a local authority, they may continue to submit the applicationby email on the email-id given below: -51. Application received on any other email-id will not be entertained.

(iii) The application and the requisite documents shall be uploaded assingle pdf file. The application shall be submitted only once, if theapplications are forwarded multiple times, then the said application will notbe entertained.

(iv) The importer/exporter submitting the application by email isrequired to submit declaration as mentioned in Annexure 'A' of this pubticnotice.

(v) In case of application submitted by email, licence fee/ application fee,is to be paid online through NTRP (Non-Tax Receipt Portal) ofhttps://bharatkosh.eov.inl and self attested copy of Challan is required to besubmitted along with the application.

(vi) The exporter submitting application by email and in possession of theoriginal import permit, is required to submit declaration in para 3 of theAnnexure 'A' of this public notice to the effect that they are in possession oforiginal import certificate and the same would be sent to this office as soonas the applicant's office resumes or postal/courier services resume in theirarea.

(vii) The exporter who is not in possession of original Import Certificatewill have to submit a declaration by the importer that their offices are closeddue to the lockdown/ being in containment zone declared by a localauthority or that the postal / courier service in their country is notoperational. Further the exporter will have to submit the declaration inAnnexure 'B' of this public notice that within a period of 30 days of thelockdown/containment of the importer's offices being lifted or resuming ofpostal /courier services in the importing country, the import certificate shallbe sent to this office.

(viii) In case of submission of scanned copies of import certificate alongwith the application, the export authorization will only be issued after thepositive confirmation regarding the authenticity of the import certificate bythe Competent National Authority of the importing country.

(ix) The copy of the export authorization/import licence/ NOC of thefirms whose IEC is available with us and are registered on the esanchitwebsite will also be uploaded on the single window system of customs.

This public notice will be valid only till 31/07 /2O2O.
