Funded by different financial instruments amounting to 460 million EUR under the responsibility of different General Directorates:
- ENPI, European Neighbourhood Policy Instrument, DG AIDCO and External Relations
- DCI, Development Cooperation Instrument, DG AIDCO and DG External Relations
- EDF, European Development Fund, DG Development
- IPA, Instrument for Pre-Accession Assistance, DG Enlargement
- ICI, Industrialised Countries Instrument, DG External Relations
Action 2Main features 2009-2013
Fosters
- structured co-operation between HEIs in Europe and specific targeted geographical regions of the world
- with the objective of implementing bilateral exchanges of students and university staff between Europe and these regions;
Award of mobility scholarships at all levels (undergraduate, master, doctorate, post-doctorate, academic and administrative staff), for variable durations, in a variety of disciplines;
Priorities defined in consultation with the third countries concerned;
Special attention paid to socio-economically disadvantaged groups and populations in a vulnerable situation (all except ICI).
Action 2Main features
December 2009: integration in one new Call for proposals and guidelines for all EM Actions;
Integration of two different objectives under Action 2
- EM-Action 2 - Strand 1 (former EM ECW)
- EM-Action 2 - Strand 2 (ICI multilateral); More flexibility concerning
- Mobility starting date
- Mobility flows of staff; Increased involvement of key actors

Action 2 partnershipsShape and finance
Composition- at least 5 European HEIs from at least 3 EU countries- at least 1 HEI from each country of the lot (S1) or at least 3
HEIs from two countries of the lot (S2)- maximum size partnership: 20 (S1) or 12 (S2) partners
Maximum eligibility period 48 monthsEUR 10,000 flat rate for partnership management per
partnerIndividual scholarships using flat rates cover:
- Travel costs- Subsistence costs- Fees - Insurance and visa costs
Action 2 Individual mobility
All levels of higher educationUndergraduate 30-40%, Master 20-30%, Doctorate 15-25%, Post-doctorate 5-15%, Staff 5-15%
Variable length mobility: 1 – 34 months, possibility for degree seeking and non-degree seeking students
3 target groupsGroup 1: students/staff from partner institutions (50%) (all levels)Group 2: other nationals from third countries (masters, doctorate and post-doctorate level)Group 3: nationals of third countries under lot in vulnerable situation (all except staff)
Action 2 Individual mobility
Target group 1 must represent at least 50% of the individual mobility
Third-country mobility need to represent at least 70% of the individual mobility
European mobility cannot exceed 30% of the individual mobility

Type, distribution and number of mobility flows may vary depending on the lot concerned
Action 2 – S2 Only target group 1, no undergraduate level European mobility to third countries/territories must represent min

Changing geographical priorities require flexibility of the applicant;
Promoting regional cooperation as defined in the Calls is challenging;
Addressing target group 2 and 3 requires engagement and support of all partners involved;
Size of partnerships is complex and requires close follow up;
Recognition of study period abroad needs to be formalised;
EM Action 2Management challenges
Selection procedures for applicants must be transparent and objective;
Distribution of mobility flows need to be balanced; Deadline to start mobility flows have to be adjusted
to academic years of numerous HEI systems worldwide;
Mobility flows per type may change during the implementation phase.
Action 2Strand 1 - award criteria
Relevance (25%) – foster cooperation, capacity building, target group and country’s needs, cross cutting issues
Quality (65%)
Partnership composition and cooperation mechanisms (20%) – diversity, management, expertise
Organisation and implementation of the mobility (25%) – visibility, promotion, selection process, integration of mobility scheme, recognition, quality assurance
Students’ / staff facilities and follow-up (20%) – student and learning agreement, practical arrangements, integration
Sustainability (10%) – outputs to be maintained after funding, impact on target groups and at institutional level, multiplier effects

Contribution to excellence (25%) – educational quality, excellence of transfer knowledge
