Computers and other electronic devices can be tools to commit crime or are targeted by criminals.What Is Cyber CrimeHistory Of Cyber CrimeThe first recorded cyber crime took place in the year 1820! In 1820, Joseph-Marie Jacquard, a textile manufacturer in France, produced the loom. This device allowed the repetition of a series of steps in the weaving of special fabrics. This resulted in a fear amongst Jacquard's employees that their traditional employment and livelihood were being threatened. They committed acts of sabotage to discourage Jacquard from further use of the new technology. Manner Of Commiting Cyber CrimeIn 1976, the Council of Europe (CoE) highlighted the international nature of computer-related crimes dealing with aspects of economic crimes. In 1985, the Council of Europe appointed an Expert Committee to discuss the legal aspects of computer crimes.In 1989, the European Committee on Crime Problems adopted the Expert Report on Computer-Related Crime.In 1999, the European Union launched the initiative eEurope - An Information Society for all.Manner Of Commiting Cyber CrimeIn 2000, the European Council adopted a comprehensive Europe Action Plan and called for its implementation before the end of 2002.

In 2001, the European Commission published a Communication titled Creating a Safer Information Society by Improving the Security of Information Infrastructures and Combating Computer-related Crime.

PREVENTION Disable and log off a specific user account to prevent access. Disable and log off a group of user accounts which access a particular service that is being attacked. Disable and dismount specific (network) devices, for instance disk devices that are being swamped.

Disable specific applications, for example, an e-mail system subjected to a SPAM attack.

Close down an entire system, and divert processing to an alternative or backup service on a secondary network.

PREVENTION Conclusion & SuggestionsWe need to promote and facilitate the fair use of internet.There is an immediate requirement of skilled investigators and trained judges for fair and effective dispute resolution.International agreements by way of convention and cooperation is required for various dispute resolutions in International arena.
