Dear Citizens of the World New York Board,

Information revealed since SUNY gave charter approval to Citizens of the World CharterSchool (CWC) shows that CWC National has failed the communities in which they have

operated. Despite presenting an image of being a good partner, recent revelations about

CWC National and the experiences of children and parents at CWC Los Angeles schoolshas convinced me that CWC New York would encounter the same problems.

The recent information, in addition to previous findings, shows that CWC:

    1) Depends on unfair and undisclosed licensing fees from taxpayers

    2) Takes full enrollment for granted in their proposals while other neighborhood

    schools are under-enrolled

    3) Uses non-disclosure agreements to silence the critics within their ownorganization

    4) Pays disproportionate amounts of money to their many administrators5) Refuses to set up a PTA

    6) Has neglected children with disabilities

    7) Has misused parent-raised funding

These findings raise serious questions about the ability of CWC to meet the needs of the

communities of New York. Therefore, I call on the Citizens of the World New York

Board to reconsider if they are able to operate CWC schools that effectively serve thechildren of New York.

    Thank you for your consideration.

    Sincerely,

    Stephen T. Levin
