• Delivered a lecture on “Librarianship in Karachi.” During lecture, described the history

of librarianship in Karachi including LIS education, professional association, professional

literature, eminent personalities and eminent libraries. in the Department of Library &

Information Science, University of the Punjab on May 18, 2009. • Attended 18th two-day Pakistan Library Association (PLA) Conference held at

International Islamic University, Islamabad (IIUI) from 11-12 May 2009. Library

professionals attended the conference. Dr. Anwar Hussain Siddiqui President

IIUI was the chief guest, Abdul Jalil Bazgi, President PLA highlighted role of

libraries for building a nation. Yaqoob Ali, and others also spoke at the opening

ceremony of the conference.

The book is a humble tribute of a person who devoted his whole life in the

profession of Librarianship and one of the founder’s of Library

Adil Usmani’s name is regarded and respected among the great names of Library

and Information Science profession. He possesses multifarious abilities and qualities,

which raised him to a most honorable and respectable position.

He contributed a good number of research publications. He is the founder member of the

Editorial Board of Pakistan Library Bulletin and served as Chief Editor for 25 years

(1975 to 2000),. His publications are a great source of research in the field of Library and

information Science.

Mr. Usmani had a very brilliant academic and professional career. He graduated

from Allahabad University (India), Post-Graduate Diploma in Library Science from

University of Karachi and Master in Library Science from the State University of Rutgers

(USA). He was awarded Fulbright and Asia Foundation scholarship to study in USA.

Dr. Ghanuul Akram Sabzwari who has written forward of this book stated “Mr.

Rais Ahmed Samdani devoted extensive energy and time in compiling Bio-bibliography

on Mr. Usmani.He has made available to the librarianship a wealth of information on the

life and works of Mr. Adil Usmani. One could get an idea of Mr. Usmani’s contribution

and dedication in the profession. He has written and compiled several books on Library

and Information Science specially text books in Urdu at Intermediate and Degree level

which are prescribed in Library Science Courses. Mr. Samdani can safely be quoted as

one of the outstanding figure of Pakistan Librarianship to whom goes the credit of

compiling highest number of bio-bibliographies in the field of Library and Information

Science in Pakistan. He has a number of bibliographical works to his credit. His most

significant contribution in the field of National Bibliography appeared under the title The

National Bibliography of Pakistan, from 1947 to 1961 (Social Sciences to History),

Fascicule III published by the Government of Pakistan, Ministry of Education,

Department of Libraries in 1999. He is actively engaged in running the Pakistan

Bibliographical Working Group and its Library School. He is associated with Library

Promotion Bureau and Pakistan Library Association”.

An index is a key reference source which reveals or point out the place where the

required information or topics exist. It scarves as a finger-post or a bridge between the

scholars and the source of information. PLR was Pakistani’s first professional library

journal started in 1957. It remained on the publishing scene for almost twelve years. It

had noble objectives and created good scope for writing and reading. This journal

provided a forum for expression of ideas and thoughts in the field of library and

information science as well as Pakistan librarianship, particularly when there was no

other media existing in the country. The basic purpose of this particular periodical index

is to rejuvenate a professional journal of Pakistan librarianship and bring to li9ght the

work contributed by eminent scholars of library and information science.

A senior library professional Mr. Moinuddin Khan in his foreword stated that “I

felt greatly honored when I was asked to write a foreword to this book, which is valuable

clue to yet another untapped source of professional literature contained in the volumes of

Pakistan Library Review encompassing those formative years (1958 -1969) of

professionalization of librarianship in Pakistan. In to the lasting credit of Mr. Rais Ahmed

Samdani that be has indexed these two leading national library journals. He compiled

Index of PLB in 1995 and within the space of two years he has come up with this

Cumulative Index of PLR. Mr. Samdani thus carries the day in chronicling history and

growth of a discipline which, today enjoys university status. Indexing is a painstaking

and back-breading task and at the same time demands precision to help search the needle

in haystack. Mr. Samdani will be a more satisfied man than anyone else to have provided

a finding tool for working librarians. Students and teachers of Library and Information

Science for generations to come. He deserves our abiding gratitude”.

Mr. M. Gulistan Khan in his review on this index stated that “there are 219

entries. They are arranged by the names of the author and subject in alphabetical order.

Any needed information or article can be located in the index with minimum effort. The

compiler has taken great pain to record 110 articles, editorials and messages that have

Mr. R. A Samdani has the honour to compiled the National Bibliography of Pakistan

1947 to 1961, fascicule III (Pure Science to History) which has been published by the

Government of Pakistan, Ministry of Education, Department of Libraries in 1999. This

part of national bibliography was in the continuation of previously published Fascicule I

(General Work to Islam ; 000 - 297) & II (Social Sciences to Languages; 300 - 400)

published by National Book Council of Pakistan in 1972 and 1975 respectively. The gap

in the National Bibliography of Pakistan has been filled by the publication of this

fascicule. Now the Pakistan have a complete National Bibliography being right from the

year 1947. Credit goes to Mr. R. A. Samdani, Secretary General Pakistan Bibliographical

Working Group (PBWG) for completing this huge task in spite of several handicaps.

The Department of Libraries, Government of Pakistan realized the necessity and

importance of this publication and very kindly acceded to the request of the group. The

credit goes to the than Director General Mr. Abdul Hafiz Akhtar and Mr. Asrar Ahmed

Saiddiqui, the then Deputy Director of the Department of Libraries, Govt. of Pakistan. It

was due to their deep interest and cooperation it has become possible to accept the

responsibility of publication of the last volume of the Retrospective National

Bibliography of Pakistan .

Mr. Abdul Hafeez Akhtar, former Director General Department of Libraries,

Government of Pakistan stated in his Forward “ that the task was assigned to the

Pakistan Bibliographical Working Group as the bibliographic entries were available with

them. A great deal of labour has gone in the editing and compilation of this Fascicule for

which the members of the Editorial Committee of the Pakistan Bibliographical Working

Group headed by its Secretary Mr. Rais Ahmed Samdani deserve our special thanks.

They have done a wonderful job in bridging the gap of bibliographic records”.

The indexes published prior to this work are covering some particular period or a

particular journal. This index is a comprehensive one and covers the period of 50 years

from 1947 to 1997. It also cover all professional journals published in Pakistan. This

index gives an overall picture of the library literature produced in Pakistan during the

span of fifty years from the dawn of Pakistan to 1997. This is the only subject

bibliography in Pakistan which is so complete and so up to date. This is the first book in

the field of library and information science which is available on net with full text.

Prof. Dr. Syed Jalaluddin Haider in his foreword stated that the pattern adopted

for the index represents the practice followed by leading indexing services. Indeed, this is

an important reference source. I recommend this index to all librarians, teachers and

students of Pakistan librarianship. I would like to record my appreciation, above all, to

the editors, who are well known in the field for their writing skills and dedication to their

work, for their cheerful acceptance of comments and suggestions at all stages in the

On the occasion of Silver Jubilee of the Department of Library Science, University of

Karachi this book was published, In this book Dr. Moid’s contribution and

accomplishments were published in detail. Many senior and junior librarians contributed

their articles and paid glowing tributes to their respected teacher and the founder of

Pakistan Librarianship.

Dr. Moid’s contribution in instituting Library Science Department at University of

Karachi and launching Library Movement in the country is incomparable and unparallel

in the history of Librarianship in Pakistan. No other person, other than Dr. Moid,

deserves this honour and admiration now and future as well.

The formation of Pakistan Library Association (PLA) kis yet another achievement of Dr.

Abdul Moid, of which he was the first Secretary General. He is one of the founder

members of the Society for Promotion & Improvement of Libraries (SPIL).

Book launching ceremony of the book was held on 29 August 1981 at Liaquat

Memorial Library Auditorium. The function was organized by Pakistan Bibliographical

Working Group. Chief Guest was Justice Syed Ghous Ali Shah, Minister for Education,

Government of Sindh. Prof. Dr. Abdul Moid,and Hakim Muhammed Said Shaeen was

also attended.

The book is a humble tribute of a person who devoted his whole life in the

profession of librarianship and single handedly compiled more than 50

references sources.

The book has foreword which has written by an eminent scholar Prof. Dr. Rafia Ahmed

Sheikh now Pro-Vice Chancellor University of Sindh. She says ‘no such work existed

prior to this (written by any other Pakistani writer), and thus I regard it as a pilot study

and an original and comprehensive piece of work, where Mr. Siddiqui truly exhibits his

competence. His expert handling of the progress made in the library scene in Pakistan

deserves credit. It is one of my favorite books on Pakistan Librarianship.

Mr. Moinuddin Khan’s words:“I shall be failing in my duty if I don’t turn to the author

of this exhaustive study. Mr.Samdani has done as equally scholarly work in gathering

the prolific works of his outstanding biographies within the two covers of a slim book. It

is often said, librarian do not write but they do take good care of other’s writings, but in

this case a librarian has volunteered to compile a fellow librarian’s life-long output in

profuse admiration and regard.

According to a senior Librarian Mr. M. Gulistran Khan “the book is an excellent

record of life and works of a person who held various positions in library profession

starting as a librarian, later documentation offer, Director and advisor. He has been vary

enthusiastic and zealous which later qualified him to hold senior position in various

organizations. Mr. Samdani has taken painstaking efforts in tracing wide record of

information on the life career of Mr. Siddiqui. There is a long career of his professional

life and it is not easy to highlight various activities and achievements in such a useful

manner. The whole book provides a fascinating record of informative material, which is

of great value to the people engaged in research and person interested in published

bibliographies. The book is of great interest to the book world at home and abroad. The

publicationj would have been more useful if a complete index of the publication cited in

Auditorium, Liaquat Memorial Library Building. The ceremony was organized by

Pakistan Library Association. Administrator Baldia Uzma Karachi Syed Anzar Zaidi was

were Prof. Dr. Syed Jalaluddin Haider, Prof. Sirajuddin Qazi, Prof. Latif Ahmed Anwar

is an useful reference tools for the scholars of Islam as well as librarians,

publishers, booksellers, teachers and the students of library and

information science.

The bibliography has foreword which has written by an eminent scholar Prof. Dr.

Syed Jalaluddin Haider, Ex-Chairman Department of Library and Information Science ,

University of Karachi. He says that the importance of reference works, especially on a

subject like Islam, cannot be over emphasized. Libraries, both in Pakistan and elsewhere,

are striving hard to develop their reference resources on Islam in order to meet the

varying needs of researchers, scholars and students. To meet this objective the libraries

have had to go through many sources for selection which are not usually available at one

place. This problem has been solved to a large extent by this compilation, for which Rais

Ahmed Samdani deserves appreciation.

He is one of the few young librarians, I must add here, who is continually making

contribution to the limited literature of Pakistan Librarianship. I congratulate Mr.

Samdani for adding a useful publication to the literature of Pakistan Librarianship , I am

future. Pakistan Library Bulletin, a quarterly journal in the field of library and

information science published regularly since 1968. Now this journal is published under

the title of “Pakistan Library and Information Science Journal”. The index is a

continuation of indexes published first in 1979 and than published in 1985. The present

index cumulates the period of twenty six years from September 1968 to December 1994.

In this period 25 volumes of the Bulletin were published.
